This perspective paper argues for an urgent need to monitor a set of 12 concrete, measurable indicators of food and water security in the Arctic over time. Such a quantitative indicator approach may be viewed as representing a reductionist rather than a holistic perspective, but is nevertheless necessary for actually knowing what reality aspects to monitor in order to accurately understand, quantify, and be able to project critical changes to food and water security of both indigenous and non-indigenous people in the Arctic. More relevant indicators may be developed in the future, taking us further toward reconciliation between reductionist and holistic approaches to change assessment and understanding. However, the potential of such further development to improved holistic change assessment is not an argument not to urgently start to monitor and quantify the changes in food and water security indicators that are immediately available and adequate for the Arctic context.  相似文献

In this article we critically examine the ‘integration imperative’ in transdisciplinary environmental science and build on social constructivist and political theories to suggest alternative approaches of knowledge co-production in transdisciplinary settings. Our argument builds upon a body of literature in social studies of science to cull insights about knowledge co-production, social learning, and the ecology of team science, particularly as it relates to climate change adaptation. Couched in this transdisciplinary literature, we demonstrate, is the assumption that integration necessarily can and should be a regulative ideal. We critique this assumption by examining the ‘messy’ politics of achieving consensus among radically different, and sometimes irreconcilable, ways of knowing. We argue that the integration imperative conceals the friction, antagonism, and power inherent in knowledge co-production, which in turn can exclude innovative and experimental ways of understanding and adapting to climate change. By way of conclusion, the final section explores three alternative models of knowledge co-production – triangulation, the multiple evidence-based approach, and scenario building – and illustrates their application in the context of transdisciplinary research in climate change adaptation in the arctic, focusing on alternative means of cross-boundary engagement with indigenous ways of knowing.  相似文献

Life cycle thinking is a good approach to be used for environmental decision-support, although the complexity of the Life Cycle Assessment (LCA) studies sometimes prevents their wide use. The purpose of this paper is to show how LCA methodology can be simplified to be more useful for certain applications.In order to improve waste management in Catalonia (Spain), a Cumulative Energy Demand indicator (LCA-based) has been used to obtain four mathematical models to help the government in the decision of preventing or allowing a specific waste from going out of the borders. The conceptual equations and all the subsequent developments and assumptions made to obtain the simplified models are presented.One of the four models is discussed in detail, presenting the final simplified equation to be subsequently used by the government in decision making.The resulting model has been found to be scientifically robust, simple to implement and, above all, fulfilling its purpose: the limitation of waste transport out of Catalonia unless the waste recovery operations are significantly better and justify this transport.  相似文献

The proliferation of applied behaviour change science over the past decade has provided new ways of thinking about policy making. Policy makers now have a range of frameworks and methods to assist in formulating change for social and environmental benefits. However, the development of strategies for the identification and prioritisation of target behaviours has been less forthcoming. This paper outlines a tool to assist in behaviour selection. Behaviours are assessed for their potential impact on addressing a specific issue, the likelihood of adoption by the target audience and existing participation levels within the target audience. Each of these characteristics is scored, allowing behaviours to be mapped onto a meaningful, visual, matrix for prioritisation. Additional data on behaviour type and the key perceived barriers to participation in each behaviour are layered onto the matrix to provide direction for intervention design. An application of the prioritisation matrix is presented within an environmental context through a case study of water demand management behaviours for domestic consumers in Australia. The prioritisation matrix could provide a decision-making tool for policy makers to assist in the selection of target behaviours to address complex issues.  相似文献

Degraded air quality severely affects the health of citizens worldwide. The design of effective policies requires exploring public preferences for environmental and air quality policy instruments. Within the EC-FP7 SEFIRA project, using a choice experiment that stresses the trade-offs between attributes, this study investigates public preferences for environmental policy drivers in Italy. The main objective is to investigate the role played by selected policy drivers in determining policy preferences, complemented by elasticity and willingness to pay estimations. Preference heterogeneity and the role of socio-economic and attitudinal variables are explored with a latent class model over 2400 respondents sampled across Italy. The results allow identifying the different role played by the policy drivers across the classes. It emerged that most of the respondents (43%) are particularly sensitive to the cost components (cost sensitive respondents). The remaining respondents instead show an important sensitivity towards personal engagement in term of changes in the mobility and eating habits (lifestyle-change sensitive respondents). However, while 29% of them perceive these habits’ changes as negatively impacting on the personal utility, the other 28% of respondents translate the potential changes in the habitual behaviour of driving and eating as environmental and health benefits. Based on the modelling results, potential policies are simulated reporting respondents’ reaction to selected scenarios. It shows the crucial role played by reduction of premature deaths due to atmospheric pollution and measure cost.  相似文献

水资源稀缺是我国经济社会发展所面临的严重制约因素。水资源稀缺评价是水资源管理中最基础性的工作。借助Karshenas模型对资源利用同经济发展之间的关系进行了诠释;在界定水资源管理阶段的基础上。引入社会适应性能力概念。着重论述了其内在结构及其度量指标。从而将水资源稀缺问题拓展到了社会经济领域。强调社会资源在水资源稀缺评价中的作用。同时。建立社会化水资源稀缺指数。并以甘肃省河西内陆河流域五市为例进行了实证研究.结果表明:嘉峪关市由于相对较高的社会适应性能力。其社会化水资源稀缺程度指数的相对排序得到改善;而武威市则因相对较低的社会适应性能力。社会化水资源稀缺指数的排序有所降低;金昌市和张掖市尽管社会化水资源稀缺指数的相对排序没有变化。但由于考虑了社会适应性能力。水资源稀缺程度得到有效的缓解。社会化水资源稀缺指数更能如实反映水资源状况。社会适应性能力是一种重要的资源。对缓解水资源紧缺程度具有重要的作用。  相似文献

In this lecture, I demonstrate how very different macroeconomic history begins to look if Nature is included as a capital asset in production activities. The tentative conclusions I draw from the evidence are: (1) high population growth in the world’s poorest regions (South Asia and sub-Saharan Africa) has been an obstacle to the achievement of sustainable economic development there; relatedly, (2) when population growth is taken into account, the accumulation of manufactured capital, knowledge, and human capital (health and education) has not compensated for the degradation of natural capital in South Asia and sub-Saharan Africa and, in all probability, even in the UK and the US; (3) China is possibly an exception to (1) and (2). This article is based on the Keynote Lecture delivered at the international symposium on “Sustainability in an Unequal World”, held in Tokyo on November 24, 2006. The exposition relies on my book, Economics: A Very Short Introduction, Oxford University Press, Oxford, 2007. The distance between where food is produced and consumed is increasing, and is often taken as evidence of an unsustainable global food system. Seafood is a highly traded commodity yet seafood sustainability assessments do not typically consider the impacts of the movement of products beyond the fishery or farm. Here we use life cycle assessment to examine the carbon footprint of the production and distribution of select seafood products that are consumed in Australia and determine differences in the sustainability of imports and their domestically produced counterparts. We found that the distance food is transported is not the main determinant of food sustainability. Despite the increased distance between production and consumption, carbon footprints of meals from imported seafood are similar to meals consisting of domestically produced seafood, and sometimes lower, depending on the seafood consumed. In combining LCA with existing seafood sustainability criteria the trade-offs between sustainability targets become more apparent. Carbon ‘footprinting’ is one metric that can be incorporated in assessments of sustainability, thereby demonstrating a broader perspective of the environmental cost of food production and consumption.  相似文献
