农业文化遗产保护目标下农户生计状况分析   总被引:2,自引:0,他引:2  
农户生计是农业文化遗产认定标准之一,也是影响农业文化遗产保护与传承的关键因素,在贫困地区,遗产保护与农户脱贫的两难困境更为突出。本研究基于可持续生计理论和分析框架,以全球重要农业文化遗产地——云南红河哈尼稻作梯田为案例区域,通过生计资本指标体系构建和量化,对比分析了不同生计途径农户的生计状况。评估结果发现,农户的生计资本均值为2.312,生计资本处于匮乏状态,金融资本值最低,而文化资本值最高。从事农业和打工是当前农户的主要生计途径,旅游接待成为生计拓展的重要形式。三类农户生计资本值和家庭年均收入排序相同,都表现为旅游接待户打工兼业户纯农业户,纯农业户的生计状况最差。从单项生计资本看,旅游接待户和打工兼业户的人力资本显著高于纯农业户,物质资本和金融资本比较中,旅游接待户显著高于其他两类农户,说明人力资本越丰富的农户越可能倾向于兼业,农户开展旅游接待需要较高的物质和金融资本作为基础。这意味着,农业文化遗产保护要大力提高农户的农业经营收益,延长农业的价值链和产业链,完善农村金融市场,开展旅游接待培训,从人力、金融等多方面改善农户生计资本状况,实现生计途径拓展。  相似文献

Adaptive management, an established method in natural resource and ecosystem management, has not been widely applied to landscape planning due to the lack of an operational method that addresses the role of uncertainty and standardized monitoring protocols and methods. A review of adaptive management literature and practices reveals several key concepts and principles for adaptive planning: (1) management actions are best understood and practiced as experiments; (2) several plans/experiments can be implemented simultaneously; (3) monitoring of management actions are key; and (4) adaptive management can be understood as ‘learning by doing’. The paper identifies various uncertainties in landscape planning as the major obstacles for the adoption of an adaptive approach. To address the uncertainty in landscape planning, an adaptive planning method is proposed where monitoring plays an integral role to reduce uncertainty. The proposed method is then applied to a conceptual test in water resource planning addressing abiotic-biotic-cultural resources. To operationalize adaptive planning, it is argued that professionals, stakeholders and researchers need to function in a genuinely transdisciplinary mode where all contribute to, and benefit from, decision making and the continuous generation of new knowledge.  相似文献

Remote island communities in the Caribbean are known to be disproportionately vulnerable to the impacts of climate change. As a result, there is a need to better understand the factors that contribute to increasing local-scale adaptive capacity through large-scale adaptation projects. While it has been argued that strong institutional networks are highly influential in a community’s ability to leverage funds and to implement tailored adaptation projects, limited empirical research has been undertaken. Social Network Analysis was used to retrospectively evaluate the importance of institutional integration for enhancing adaptive capacity in the small island community of Paget Farm in St. Vincent and the Grenadines. Paget Farm successfully adapted to a lack of fresh water through the implementation of a funded solar-powered desalination plant – and as a result the community represents an ideal case study for analysis. Results reveal that while the level of vertical integration varied throughout the temporal phases of the adaptation project, horizontal integration was consistently low. These findings suggest that high integration between institutions may not be required during all project phases in order to ensure success and that more consistent rather than high levels of integration between sectors may be more meaningful for enhancing adaptive capacity.  相似文献

This paper presents the relationship between an environmental protection scheme, established in Ireland in 1994 under EU Regulation No. 2078/92, and the livelihoods of Irish farm households. It explores this relationship within the framework of the new policy environment for EU agriculture and rural areas as set out in Agenda 2000. At the centre of this new policy environment is the European model for agriculture, embodying the concept of multifunctionality, which recognizes the pivotal position of an evolving agricultural sector in enhancing the viability of rural areas through broadening the assets of farm families. Research undertaken with farm households in the west of Ireland indicates a positive relationship between the Rural Environmental Protection Scheme and the economic and natural assets upon which they build their livelihoods. The case of a small-scale dairy farm household is presented, showing clearly the positive impact of the scheme, while also highlighting the vulnerability of these improvements. A major challenge facing policy-makers is the extent to which acceptable levels of income and an enhanced natural environment on such farms can be sustained. The position of advisory and research institutions in strengthening human capacities on farms is highlighted and their enhanced role is suggested in order to give meaning to multifunctional and sustainable agriculture within the context of rural area viability. ABSTRACT

This study examined the vulnerability of smallholder livestock farmers in North-West Ghana to climate change using data obtained from 200 livestock farmers obtained through the administration of a semi-structured questionnaire. The Livelihood Vulnerability Index (LVI) approach was used to examine the levels of vulnerability. The study compared the vulnerability between the Nandom district and the Lawra district. The empirical results revealed that livestock farmers are more vulnerable to climatic extremes in the Nandom district than the Lawra district. The study highlights the critical role of the government regarding education and construction of water resources, among others.  相似文献

评估了为公共多尺度空气质量模式(CMAQ)提供气象输入场的第五代NCAR/Penn State中尺度 (MM5) 模式与天气研究和预报(WRF)模式模拟的多种气象要素的准确性;比较了2个模式提供的气象场对华北地区SO2和NO2源同化反演效果及其质量浓度预报的差异;分析了相对湿度和边界层高的变化对ρ(SO2),ρ(NO2)预报的影响及其物理机制.结果表明:WRF模式模拟的各气象要素准确性优于MM5模式,其中MM5模式对相对湿度和边界层高度的模拟值与实测值的偏差较明显,而WRF模式的模拟值与实测值较接近;相对湿度和边界层高度参数是影响CMAQ空气质量预报的关键气象要素,这2个参数的变化对ρ(SO2)和ρ(NO2)的预报有显著影响,因此,对2个参数的改进可显著减小预报误差;ρ(SO2)模拟误差减小的主要原因是垂直输送和质量调整过程对ρ(SO2)的贡献减小;而ρ(NO2)模拟误差减小的主要原因是化学反应过程对ρ(NO2)的贡献明显减小.   相似文献

Summary. Recent advances in both the systematics and the natural products chemistry of the order Sacoglossa (=Ascoglossa) in the gastropod subclass Opisthobranchia suggest a revised and improved historical account of the evolution of the group. Although the algal genus Caulerpa makes a suitable model for the ancestral food of the order, other siphonaceous algae are consistent with both morphological and chemical data. At an early evolutionary stage terpenoids are sequestered from the food, and used defensively, often with modification. With an evolutionary switch to different kinds of algal food, there is often a shift to other, related defensive chemicals. A switch to new food source sometimes leads to the abandonment of chemical defense, but in other cases there is de-novo synthesis of defensive metabolites. The synthesis of polypropionates, which are used defensively, occurs in some other gastropods, but otherwise is known only in fungi. The systematic distribution of the defensive polypropionates suggests that their defensive use has evolved several times among gastropods. Failure to detect them may mean that synthetic capacity has evolved more than once, or it may mean that they exist at low levels, perhaps having a non-defensive function. 采用Claassen的养分吸收机理模型定量评价了不同土壤条件下,机理模型中未考虑的其它适应机制对玉米与大豆幼苗P吸收的作用。结果表明:同样土壤养分胁迫条件下,供试玉米与大豆幼苗的其它适应机制对P吸收的贡献率分别为1/4与1/5;土壤养分胁迫、土壤水分胁迫、土壤供N形态、土壤性质及土壤供Ca水平或pH值对这一P吸收适应机制的作用程度均有一定的影响,土壤水分胁迫能明显加强这一适应机制对玉米幼苗P吸收的作用;粘质棕红壤上养分胁迫与水分胁迫同时作用时,这一适应机制对玉米幼苗P吸收的贡献率可达69%。  相似文献

This paper summarizes the recommendations from the Intergovernmental Panel on Climate Change (IPCC) Workshop on Adaptation to Climate Variability and Change convened in Costa Rica in 1998. Specifically, this paper also summarizes the adaptive management science issues and, in many cases, sectoral options. 生态流量制度是流域生态环境保护的重要制度保障,是水资源、水环境、水生态“三位一体”保障体系的重要组成部分,是满足水生态承载能力刚性约束的制度体现。目前,水资源开发利用以及水环境污染防治由《水法》以及《水污染防治法》做出了全面规定,而保障水生态功能实现的生态流量则作为水电工程环境影响评价制度的一个因子予以考量,这显然无法达成“维持水体生态功能”之目标。生态流量制度作为保护水生态功能的独立法律制度,应当在涉水立法中予以明确,同时形成完整的生态流量制度体系。基于此,本文对生态流量在立法中的法律表达提出制度建议,包括:①生态流量底线是为了满足流域及其周边区域原有生态系统功能所需要的水流数量以及水文过程的最低要求。生态流量底线制度包括生态流量底线的划定、生态流量监测以及生态流量底线的适应性管理。②流域生态流量协议,是在生态流量底线之上企业与政府达成的更高标准的生态流量约束,是企业与政府合作进行生态环境治理的新模式;是政府、企业、社会共同保障水生态的制度体现;它在公众参与的基础上形成流域规则嵌套,通过绿色水电认证提高企业落实的积极性。③生态流量法律责任制度依据生态流量底线和流域生态流量协议为用水主体设置的不同义务,分别规定了不同的法律责任。违反生态流量底线要求且拒不改正的按日连续处罚,体现出督促企业遵守生态流量底线要求的立法目的;仅违反流域生态流量协议而未突破生态流量底线要求的,则追究其违约责任,撤销其已享受的生态环境优惠,体现对其违背契约精神的惩罚。  相似文献
