Hawksbill turtles (Eretmochelys imbricata) are highly endangered in the eastern Pacific Ocean, yet their eggs continue to be an important subsistence resource for impoverished coastal residents in El Salvador. In this study, we use naturalistic inquiry to explain the realities experienced by coastal residents who share habitat with hawksbills in El Salvador, and then suggest implications of the disparities between these realities and international priorities for hawksbill conservation and community development in El Salvador and other low-income regions. To provide a context for understanding hawksbill conservation and its implications for similar challenges related to conservation and wellbeing, we first summarise the conservation context, including the emergence of sea turtle conservation in El Salvador. We then describe our naturalistic approach, including the ethnographic methodology for this study. Finally, we detail the analysis of interviews conducted with tortugueros (i.e. local sea turtle egg collectors), to help explain how hawksbills fit into local realities. Our results demonstrate that, from the perspective of tortugueros, (1) the primary importance of hawksbills is the economic value attached to egg sales, but there exists a deeper connection to local culture; (2) egg purchase by hatcheries is a socially just conservation strategy that benefits both hawksbill and human wellbeing; and (3) opportunities for local residents to participate in decision-making regarding sea turtle conservation are limited, and should be increased. We argue that harmonising international conservation priorities with local community development realities is one path towards simultaneously contributing to long-term sea turtle recovery and human wellbeing in low-income regions.  相似文献

为科学评估城市公共安全风险,基于“脆弱性—能力”综合评估框架从公共安全风险事件维度入手,构建城市公共安全风险评估指标体系;选取2015—2019年与脆弱性和风险承载能力相关的22个指标,采用改进后的自适应灰色面板聚类从绝对量、增量和波动量3方面进行测度。聚类结果将全国城市的公共安全风险水平分为6个类型;基于研究结果进一步分析造成不同类型特征的原因,明确各城市公共安全管理存在的薄弱点,提出相关改进建议。研究结果表明:北京和上海在3个层面上均有较好表现,属于低风险城市;全国大部分地区呈现出绝对量水平中等或较差,增量和波动量水平较好的特征。  相似文献

Abstract: Bushmeat hunting is an activity integral to rural forest communities that provides a high proportion of household incomes and protein requirements. An improved understanding of the relationship between bushmeat hunting and household wealth is vital to assess the potential effects of future policy interventions to regulate an increasingly unsustainable bushmeat trade. We investigated the relationship between hunting offtake and household wealth, gender differences in spending patterns, and the use of hunting incomes in two rural forest communities, Central Gabon, from 2003 to 2005. Households in which members hunted (hunting households) were significantly wealthier than households in which no one hunted (nonhunting households), but within hunting households offtakes were not correlated with household wealth. This suggests there are access barriers to becoming a hunter and that hunting offtakes may not be the main driver of wealth accumulation. Over half of the money spent by men in the village shop was on alcohol and cigarettes, and the amount and proportion of income spent on these items increased substantially with increases in individual hunting offtake. By contrast, the majority of purchases made by women were of food, but their food purchases decreased actually and proportionally with increased household hunting offtake. This suggests that the availability of bushmeat as a food source decreases spending on food, whereas hunting income may be spent in part on items that do not contribute significantly to household food security. Conservation interventions that aim to reduce the commercial bushmeat trade need to account for likely shifts in individual spending that may ensue and the secondary effects on household economies.  相似文献

Abstract: Active adaptive management looks at the benefit of using strategies that may be suboptimal in the near term but may provide additional information that will facilitate better management in the future. In many adaptive‐management problems that have been studied, the optimal active and passive policies (accounting for learning when designing policies and designing policy on the basis of current best information, respectively) are very similar. This seems paradoxical; when faced with uncertainty about the best course of action, managers should spend very little effort on actively designing programs to learn about the system they are managing. We considered two possible reasons why active and passive adaptive solutions are often similar. First, the benefits of learning are often confined to the particular case study in the modeled scenario, whereas in reality information gained from local studies is often applied more broadly. Second, management objectives that incorporate the variance of an estimate may place greater emphasis on learning than more commonly used objectives that aim to maximize an expected value. We explored these issues in a case study of Merri Creek, Melbourne, Australia, in which the aim was to choose between two options for revegetation. We explicitly incorporated monitoring costs in the model. The value of the terminal rewards and the choice of objective both influenced the difference between active and passive adaptive solutions. Explicitly considering the cost of monitoring provided a different perspective on how the terminal reward and management objective affected learning. The states for which it was optimal to monitor did not always coincide with the states in which active and passive adaptive management differed. Our results emphasize that spending resources on monitoring is only optimal when the expected benefits of the options being considered are similar and when the pay‐off for learning about their benefits is large.  相似文献

DOI: 10.1111/j.1752‐1688.2011.00589.x Abstract: Water resources management is in a difficult transition phase, trying to accommodate large uncertainties associated with climate change while struggling to implement a difficult set of principles and institutional changes associated with integrated water resources management. Water management is the principal medium through which projected impacts of global warming will be felt and ameliorated. Many standard hydrological practices, based on assumptions of a stationary climate, can be extended to accommodate numerous aspects of climate uncertainty. Classical engineering risk and reliability strategies developed by the water management profession to cope with contemporary climate uncertainties can also be effectively employed during this transition period, while a new family of hydrological tools and better climate change models are developed. An expansion of the concept of “robust decision making,” coupled with existing analytical tools and techniques, is the basis for a new approach advocated for planning and designing water resources infrastructure under climate uncertainty. Ultimately, it is not the tools and methods that need to be revamped as much as the suite of decision rules and evaluation principles used for project justification. They need to be aligned to be more compatible with the implications of a highly uncertain future climate trajectory, so that the hydrologic effects of that uncertainty are correctly reflected in the design of water infrastructure.  相似文献

Urban development has important implications for farmland preservation and natural resource management in local peri-urban communities. Social science research on recent changes in rural landscape of mega-cities tends to be limited to case studies in Latin-American nations. This study analyses the socioecomic dynamics of farming land use and the interactions between multiple cultural variables and the environment. Fieldwork was carried out during the 2002–2003 period in rural livelihoods of the five high mountain towns of south Mexico City. Data obtained from participatory survey and ethnographic techniques were integrated to assess changes in rural landscape and resource management and how urbanization, deforestation and market oriented agricultural production result in different livelihoods within a similar urban fringe context. The dynamic of mixture of urban and rural landscapes is based on farm productivity and social capital factors. The study concludes that policy support for regional agricultural production systems through enhancing ecosystems services, environmental protection and economic development is needed for sustainable development of local communities. A space of “not-implausible” scenarios for Egypt's future under climate change is defined along two dimensions. One depicts representative climate change and climate variability scenarios that span the realm of possibility. Some would not be very threatening. Others portend dramatic reductions in average flows into Lake Nassar and associated increases in the likelihood of year to year shortfalls below critical coping thresholds; these would be extremely troublesome, especially if they were cast in the context of increased political instability across the entire Nile Basin. Still others depict futures along which relatively routine and relatively inexpensive adaptation might be anticipated. The ability to adapt to change and to cope with more severe extremes would, however, be linked inexorably to the second set of social–political–economic scenarios. The second dimension, defined as “anthropogenic” social/economic/political scenarios describe the holistic environment within which the determinants of adaptive capacity for water management, agriculture, and coastal zone management must be assessed. This paper presents the results of action research conducted from 2009 to 2015 on the dynamics of resource conflict concerning fisheries and livelihoods in the Tonle Sap Lake, as well as the institutional context and strategies for institutional adaptation to address such conflicts equitably. Over the past 15 years, Cambodia has made significant advances in building the policy framework, regulations and institutions to support community‐based fisheries management and increase the sector's contribution to the rural economy. However, fundamental challenges of increased resource conflict and loss of livelihoods by the most vulnerable remain. Key sources of conflict include destructive and illegal fishing practices, clearing of flooded forests, competing uses of land and water, and overlapping resource claims. Addressing these challenges requires collective action by all key actors: local fishers, the private sector, civil society, development partners, and government from the local to the national level. We identify and elaborate upon four governance priorities: (1) clarify roles and responsibilities in fisheries management; (2) link civil society and government efforts in law enforcement; (3) strengthen partnerships for livelihoods development; and (4) integrate fisheries management into decentralised development planning.  相似文献

In rural African communities, the support of extended family, friends, and neighbours is essential in borrowing or leveraging land, labour, food, and money, especially at times of social and financial turmoil. Little is known, though, about the nature of the networks and the conditions under which they may generate greater support in post‐conflict communities. This study, conducted in the Lira district of northern Uganda, examined the composition, proximity, and size of the networks that households utilise to gain access to resources during and after resettlement. Network structures with more kin and co‐resident ties were found to offer greater resource access to households in post‐conflict settings. Furthermore, there was a lack of meaningful linkages outside of a person's own village, especially with regard to households whose head has no or a low level of education. These findings enhance understanding of the specific role of relationships in social support for resource access among households in post‐conflict communities.  相似文献
