Coastal-zone sustainability policies are socially constructed. It follows that their effective implementation depends on the sustainable voluntary co-operation of stakeholders with competing interests and priorities. No form of integrated coastal-zone management can nurture such co-operation as long as the objective is to determine ‘best’ policies, derived by expert-based rational analysis, instead of seeking to identify ‘correct’ policies, ones that can draw the maximum possible stakeholder support. The latter task requires a co-operative coastal-zone management that incorporates the relevant public discourse into the policy formation process in a direct, proactive and conflict minimizing manner. Towards this end, four major challenges are examined for maximizing the stakeholders' motivation for voluntary co-operation: (1) optimism about the level of optimism; (2) agenda setting; (3) value discourse; and (4) information and empowerment.  相似文献

Abstract

Objective: The number of e-bike users has increased significantly over the past few years and with it the associated safety concerns. Because e-bikes are faster than conventional bicycles and more prone to be in conflict with road users, e-bikers may need to perform avoidance maneuvers more frequently. Braking is the most common avoidance maneuver but is also a complex and critical task in emergency situations, because cyclists must reduce speed quickly without losing balance. The aim of this study is to understand the braking strategies of e-bikers in real-world traffic environments and to assess their road safety implications. This article investigates (1) how cyclists on e-bikes use front and rear brakes during routine cycling and (2) whether this behavior changes during unexpected conflicts with other road users.

Methods: Naturalistic data were collected from 6 regular bicycle riders who each rode e-bikes during a period of 2 weeks, for a total of 32.5?h of data. Braking events were identified and characterized through a combined analysis of brake pressure at each wheel, velocity, and longitudinal acceleration. Furthermore, the braking patterns obtained during unexpected events were compared with braking patterns during routine cycling.

Results: In the majority of braking events during routine cycling, cyclists used only one brake at a time, favoring one of the 2 brakes according to a personal pre-established pattern. However, the favored brake varied among cyclists: 66% favored the rear brake and 16% the front brake. Only 16% of the cyclists showed no clear preference, variously using rear brake, front brake, or combined braking (both brakes at the same time), suggesting that the selection of which brake to use depended on the characteristics of the specific scenario experienced by the cyclist rather than on a personal preference. In unexpected conflicts, generally requiring a larger deceleration, combined braking became more prevalent for most of the cyclists; still, when combined braking was not applied, cyclists continued to use the favored brake of routine cycling. Kinematic analysis revealed that, when larger decelerations were required, cyclists more frequently used combined braking instead of single braking.

Conclusions: The results provide new insights into the behavior of cyclists on e-bikes and may provide support in the development of safety measures including guidelines and best practices for optimal brake use. The results may also inform the design of braking systems intended to reduce the complexity of the braking operation.  相似文献

空间冲突是城市化过程中各种矛盾形成与激化的直接原因,是影响区域可持续发展的关键因素,合理测度快速城市化地区的空间冲突水平,对于优化区域发展模式、 避免区域生态风险具有重要意义。在利用遥感与GIS技术分析长株潭近年来空间格局变化的基础上,量化影响区域生态安全的空间外部压力值、 生态风险暴露值、 生态风险效应值3个因子,构建基于生态安全的空间冲突测度模型,对长株潭地区的空间冲突水平进行评估。研究表明:近年来长株潭地区的空间冲突作用强度总体呈现上升趋势,1993—2008年其冲突指数均值由0.264增长到0.323,且严重失控级别空间冲突的区域面积比例增幅最大,达1.07倍;不同空间类型的空间冲突强度不同,林地、 耕地的空间冲突水平相对较低,建设用地的空间冲突水平较高;城乡过渡地带是空间格局变化最为频繁、 空间冲突最为激烈的区域,其次是城市内部,农村地区的空间冲突强度远远低于城市。  相似文献

Sexual conflict between mating partners can give rise to strategies that are advantageous for one sex but harmful to the opposite sex. Usually, sperm donors develop (offensive) traits to enhance their chances in sperm competition, while sperm recipients evolve (defensive) traits that allow them to stay in control of who fathers their offspring. Here, we demonstrate that these processes are also at work in simultaneous hermaphrodites. The hermaphroditic earthworm Lumbricus terrestris uses 40 to 44 copulatory setae to pierce into its partner's skin, causing damage and injecting a substance from its setal glands. Experimental injection of the gland substance indicates that a refractory period may be induced. More importantly, removal of the copulatory setae shows that they influence the partner's sperm uptake. When the setae are present, more sperm are taken up and sperm are distributed more equally over the four spermathecae. We interpret this as a strategy that stacks the odds for the donor's sperm in fertilizing cocoons.  相似文献

This study has shown theoretical, observed and experimental evidence of pollutants released, transported and deposited during the Kosovo conflict in 1999 and their effects on precipitation in Serbia. The greatest bombardment of the chemical industry, oil refineries and fuel storage in Serbia which occurred during April, resulted in releases of many hazardous, toxic and cancerogenic substances. The number of April's days with precipitation greater or equal to 0.1 mm in 1999 are compared to those in the period from 1961 to 1990 registered at thirty meteorological stations in Serbia and especially at the Belgrade-Observatory station in the period from 1888 to 1995. The maximums of days with precipitation greater or equal to 0.1 mm were at the wider Belgrade area and at the central and southwestern parts of Serbia during April 1999. In August 2005, after the devastating tsunami in the Indian Ocean Basin, a Memorandum of Understanding (MoU) for the cessation of hostilities was signed by Aceh's longstanding adversaries—the Government of Indonesia and the Free Aceh Movement (GAM). The tsunami was a major catalyst for ‘disaster diplomacy’—international political pressure, which, this paper argues, was an important ingredient in creating conditions for the MoU, although the situation within Aceh also shaped the peace process. Based on interviews conducted in 2006 and 2007 with government officials, GAM representatives and fighters, and non‐governmental organization staff in Aceh, this paper finds that assistance for tsunami survivors far exceeds that available for conflict survivors and ex‐combatants. The formation of these two solitudes—the tsunami‐affected and the conflict‐affected—compounds challenges for sustaining peace in Aceh. This research points to an enduring lack of livelihoods for former fighters and conflict victims that may threaten a sustainable peace.  相似文献

It is now part of received wisdom that humanitarian assistance in conflict and post-conflict situations may be ineffective or even counterproductive in the absence of an informed understanding of the broader political context in which so-called 'complex political emergencies' (CPEs) occur. Though recognising that specific cases have to be understood in their own terms, this article offers a framework for incorporating political analysis in policy design. It is based on a programme of research on a number of countries in Africa and Asia over the last four years. It argues that the starting-point should be an analysis of crises of authority within contemporary nation-states which convert conflict (a feature of all political systems) into violent conflict; of how such conflict may in turn generate more problems for, or even destroy, the state; of the deep-rooted political, institutional and developmental legacies of political violence; and of the difficulties that complicate the restoration of legitimate and effective systems of governance after the 'termination' of conflict. It then lists a series of questions which such an analysis would need to ask--less in order to provide a comprehensive check-list than to uncover underlying political processes and links. It is hoped these may be used not only to understand the political dynamics of emergencies, but also to identify what kinds of policy action should and should not be given priority by practitioners.  相似文献

针对基于事故的安全评价在数量、周期、均值、随机性等方面以及基于现场冲突观测识别在主观性、可靠性、成本、指标全面性等方面存在的问题,提出基于冲突仿真的交叉口安全预评价分析方法:研究利用安全间接分析(SSAM)模型分析冲突的基本原理和冲突时间(TTC)、遭遇时间(PET)等分析指标的计算方法;以及利用VISSIM仿真软件进行冲突仿真分析应注意的策略。以邢台市某道路交叉口安全改善方案为例,进行改善前后冲突仿真的比较分析。研究结果表明,改善后在通行效率显著提升的同时,交叉、追尾、车道变换冲突的数量均显著减少,TTC值有所增加,说明改善后安全程度有所提升。笔者提出的方法和案例应用为道路交叉口改善措施的安全预评价提供了一种分析途径和有益借鉴。  相似文献

The aim of this study was to test the hypothesis that parent–offspring conflict over parental investment might have led to the rarity of dizygotic twins in humans. We explored the theoretical prediction that twins maximize their inclusive fitness by the death of a co-twin, while mothers of twins maximize fitness by raising both twins to independence. We used life history data (1700–1900) from two parishes in Central Norway to compare differences in inclusive fitness (measured as number of children reared to the age of 16 years, using Hamilton's rule) between twins and mothers of twins. Our results show that twins maximize their inclusive fitness by the death of a co-twin, while mothers of twins raise more children by rearing both twins to adulthood. However, because twins growing up as singletons may produce higher or at least equal number of offspring than the sum of the two twins growing up together, mothers might gain more grandchildren by allowing twins to grow up as singletons. To conclude, both selfish twins and their mothers might benefit by the death of a co-twin, indicating that there is no parent–offspring conflict responsible for the rareness of twins in these human populations. Finally, we discuss the results in the light of “The Insurance Egg Hypothesis” and “The Natural Selection Hypothesis”.  相似文献
