Allocating river recreation use to commercial and private sectors on white water rivers has been highly controversial. How this process is implemented may affect not only the availability of recreation opportunities to individual users, but may also negatively impact the user's desire to escape from the pressures and stresses of everyday life. In a study of users of Idaho's Middle Fork of the Salmon River, an Even-Pool allotment technique was preferred over others by the commercial, private, and rejectee individuals sampled. A lottery technique for rationing private use permits was preferred by private users and rejectees, while commercial users preferred Advance Reservation. No relationship was found between the users' stress release/escape expectations and their preferences for the different allotment and rationing techniques studies. Such results suggest that river managers may have considerable latitude in selecting allocation techniques that do not adversely affect on-site recreation experiences.  相似文献

ABSTRACT: The effects of energy development on the water resources of the Colorado River and Great Basin regions is expected to be substantial. Complex physical, economic and institutional interactions may be expected. Most research on these impacts appears single purpose, fragmented, uncoordinated, and often inaccessible to potential users - particularly those with responsibility for energy/water policy and program decisions. A comprehensive, integrative framework for assessing alternative water allocation decisions is outlined, taking a heuristic decision making model for evaluating impacts on maximization of gross (or net) regional product, and regional social welfare, and for assessing the region's contribution to national objectives. The suggested model provides a structure for application and integration of data of various kinds to a range of situations arising from possible impacts from energy proposals. The focus is on water and energy relationships but the model may provide a framework for comprehensive analysis of a variety of environmental actions and resulting system perturbations and effects.  相似文献

ABSTRACT. In the last decade much research has been devoted to applying the systems analysis approach to water resources problems. A popular research goal has been determination of the “best” method of operating a multipurpose reservoir. The goal of this study was to derive the economically optimum flood control diagram for a multipurpose reservoir by systems analysis. The technique employed to optimize the flood control diagram was programmed so that the optimization process could be applied to other multipurpose reservoirs. Two computer programs developed at the U.S. Army Corps of Engineers' Hydrologic Engineering Center were utilized with modifications to simulate the operation of Folsom Reservoir in central California. Economic analyses were incorporated along with an optimization technique into the reservoir operations program; and the resultant program was capable of routing a sequence of monthly reservoir inflows, computing benefits for various flood control diagrams (as dictated by the optimization procedure), and selecting the economically optimum flood control diagram. The univariate gradient technique was the optimization procedure employed. The two computer programs are on file at the Hydrologic Engineering Center in Davis, California.  相似文献

While the science of economics is widely used in Federal water resource development projects, the usual procedure of applying an analytical discipline to arrive at a conclusion is reversed. The “answer” is usually provided ahead of time and economics is assigned the task of justifying the preconceived conclusion. This leads to a series of mitigatory effects in which economics as a science is not allowed to freely function. This article attempts to illustrate some of these “unusual” uses of economics in Federal water projects and note the “answers” we would logically expect from the economic discipline. Even though the theory of economics is often subverted, there are positive aspects to the role of economics in evaluating Federal water projects.  相似文献

REALM (REsource ALlocation Model) is a generalised computer simulation package that models harvesting and bulk distribution of water resources within a water supply system. It is a modeling tool, which can be applied to develop specific water allocation models. Like other water resource simulation software tools, REALM uses mass-balance accounting at nodes, while the movement of water within carriers is subject to capacity constraints. It uses a fast network linear programming algorithm to optimise the water allocation within the network during each simulation time step, in accordance with user-defined operating rules. This paper describes the main features of REALM and provides potential users with an appreciation of its capabilities. In particular, it describes two case studies covering major urban and rural water supply systems. These case studies illustrate REALM's capabilities in the use of stochastically generated data in water supply planning and management, modelling of environmental flows, and assessing security of supply issues.  相似文献

ABSTRACT: Acute criteria are assigned to the fish and wildlife propagation beneficial use in Oklahoma's water quality standards. Dye studies are analyzed to show that these criteria can be implemented through acute regulatory mixing zones. Acute regulatory mixing zones may be defined as areas in receiving streams where acute numerical criteria may be exceeded without causing acute toxicity. Acute regulatory mixing zones are used to obtain acute waste load allocations. If effluent loading does not exceed acute waste load allocation, acute criteria exceedance is confined to the acute regulatory mixing zone and there is no acute toxicity in the receiving stream. Waste load allocations for acute and chronic criteria are compared to determine which is appropriate to develop permit limits for the dye studies.  相似文献

ABSTRACT: A streamflow duration curve illustrates the relationship between the frequency and magnitude of streamflow. Flow duration curves have a long history in the field of water-resource engineering and have been used to solve problems in water-quality management, hydropower, instream flow methodologies, water-use planning, flood control, and river and reservoir sedimentation, and for scientific comparisons of streamflow characteristics across watersheds. This paper reviews traditional applications and provides extensions to some new applications, including water allocation, wasteload allocation, river and wetland inundation mapping, and the economic selection of a water-resource project.  相似文献

In the aftermath of the 1979 revolution, the new administration adopted a number of policies to address the question of land ownership, supply and allocation in order to tackle the acute shortage of housing in the urban areas. In 1982, the Five‐Year Urban Land Act was passed by the Parliament. Subsequently a body called the Urban Land Organisation (ULO) was set up to co‐ordinate the process of land preparation and allocation. The 1982 Urban Land act empowered the government to: (a) expropriate certain categories of abandoned urban land, and (b) to set a temporary time schedule of five years during which the act's work will be monitored.

ABSTRACT: Under the riparian doctrine of eastern states, transfers of water to nonriparian lands and, thus, to different river basins, are only possible if the natural flow theory has been modified to allow for reasonable use. Even this adaptation is too nebulous to provide water managers and water users with certainty regarding water transfers. To provide a more precise mechanism for allocating water, 14 eastern states have adopted some form of administrative permitting process. Of these, five states statutorily allow for interbasin transfers of water. Thus far, no states have successfully issued permits for interbasin water transfers but Georgia and South Carolina are positioned to do so. Whether the permitting process will deter court action may rest on the ability of affected parties to negotiate an equitable agreement.  相似文献

ABSTRACT: A model is proposed for allocation of water shortages among competing water uses in the Svarta River basin in Sweden. The three major competing uses in the basin are hydroelectricity generation, irrigation water supply, and urban water supply. Minor uses that impact upon the allocation are minimum river flow requirements for fishlife and for dilution of treated wastewater, and storage level restrictions for recreation purposes in the main storage facility, Lake Sommen. Analysis of the competing demands on the water are modeled through the method-of-weights multiobjective technique using a deterministic mixed-integer optimization formulation. The (0–1) variables in the formulation are required to synthesize the restricted validity of permits for withdrawal of irrigation water from the river and to simulate the complex operating rules of the major regulation facility on the river. Due to the deterministic nature of the formulation, the model is used on a hydrologic scenario basis. Use of the model is demonstrated by application to the Svarta River.  相似文献
