南极内陆科考站的环境影响评价及减缓措施

南极内陆地区以其特殊的地理位置和特有的生态环境在研究全球变化尤其是气候变化中发挥不可替代的作用.随着越来越多的科考站在南极内陆地区建立,人类活动对南极环境的不利影响的程度和性质正在发生范围的扩散和层次的转移.本研究以中国昆仑站为例,依据不同类型活动的发生概率、范围、持续时间,严重程度的不同,对在南极内陆地区建立科考站所产生的环境影响进行了综合分析,结果表明,科考站的建设和运行对南极内陆环境及其附属的生态系统带来了不可避免的负效应,提出相关减缓措施以期尽可能减缓不良的环境影响,这不仅为日后南极科考活动提供规范化指导,还为南极内陆地区环境污染的控制及管理和可持续发展提供参考.     

输水水质保障约束下的南四湖流域产业生态化发展研究

在生态文明建设理念的指导下,从南四湖流域的自身特点与现状出发,在总结和借鉴国内外产业生态发展主要经验的基础上,结合南四湖流域自身特点,从管理机制、财政政策、价格税收、技术创新、投资取向、政绩考核等多角度出发,构建了南四湖流域的产业生态政策体系,并从实施目标责任考核、建立流域产业布局规划的协调制度、完善产业结构调整优化的法律法规制度、增强生态产业的科技创新能力、建立流域的政府信息共享与公开机制、建立健全流域水环境执法机构六个方面提出了相应的生态保障措施。     

Local Dirt,Global Dreams: Mining investment and land use change in Arizona

A central problematic for researchers working at the interface of economic and environmental change is the development of research designs and methodologies that can satisfactorily link economic processes of global reach (such as direct investment) to environmental change at local and regional scales. This article reviews recent efforts to couple economic and environmental change and finds that relatively little effort has been made to use the direct investment process as a means of linking industrial restructuring to land use change. The article argues that direct investment, when conceptualised as a political-economic process involving the assemblage of a package of rights (to land, water, pollution permits etc), can be an effective vehicle for tracing through the impacts of industrial restructuring on local environments. To develop this analytical approach, an empirical case of mineral investment in the Gila Valley of eastern Arizona is presented. The case study identifies the acquisition of land and water rights as central strategic issues for mineral firms seeking to make investment, and traces through the impact of these acquisition strategies on existing patterns of land ownership and land use.

Impact of a small city on the structure of small mammal fauna in forests of the northeastern Moscow region

Forests in and around the reserve located near the city of Chernogolovka (50 km northeast of Moscow), forests adjoining the city, and urban forests were examined during the period from 1992 to 2004. Differences between forests of the reserve proved to be less significant than those resulting from the impact of urban factors. The influence of a small city was found to change the structure of communities of small mammals in surrounding forests by reducing their diversity and enhancing the dominance of ecologically restrained synanthropic species.
