Abstract: Of the roughly 12,000 known plant species in Madagascar, only 3% are found in the IUCN (World Conservation Union) Red List of Threatened Species. We assigned preliminary IUCN categories of threat to the species of a comparatively well-known tribe, Coleeae (Bignoniaceae), which comprises an endemic, species-rich radiation in Madagascar. Because the IUCN Red List Categories and Criteria 3.1 discourage the use of the data-deficient category, we developed a novel method for differentiating between range-limited species and poorly sampled species. We used the Missouri Botanical Garden (MBG) gazetteer to determine where other collection efforts had taken place. We drew buffers around each Coleeae locality and determined how many times the surrounding area had been visited since the last sighting of the specimens by intersecting the buffers with all known botanical localities from the MBG gazetteer. We determined that at least 54% of the Coleeae species are threatened with extinction. Assignments of species to this category were often due to predicted future decline within their current area of occupancy and their lack of inclusion within the protected-area network (only 42% of species are known to occur in protected areas). Three species were presumed extinct, and an additional 12 have not been seen in decades. Among the species threatened with extinction, we "rescued" six of them from the data-deficient category by considering both the sample dates and localities of places where they occurred in relation to additional collections that took place in the immediate area. Due to their recent discovery, 15 species remained in the data-deficient category. If Coleeae is representative of the Malagasy flora, or at least of other endemic-radiated plant groups, then species loss in Madagascar may be even more extreme than is realized. 相似文献

This paper explores the status of sustainable development in small island developing states (SIDS), through the presentation of a case study on the Maldives, which is a typical small island developing state in the Central Indian Ocean. At the outset, a brief history of sustainable development as related to SIDS on the international agenda is outlined, starting from Rio to Barbados to Johannesburg. SIDS are expected to face many challenges and constraints in pursuing sustainable development due to their ecological fragility and economic vulnerability. It is the position of this paper that issues related to environmental vulnerability are of the greatest concern. A healthy environment is the basis of all life-support systems, including that of human well-being and socio-economic development. Priority environmental problems are: climate change and sea-level rise, threats to biodiversity, threats to freshwater resources, degradation of coastal environments, pollution, energy and tourism. Among these, climate change and its associated impacts are expected to pose the greatest threat to the environment and therefore to sustainable development. For small islands dependent on fragile marine ecosystems, in particular on coral reefs, for their livelihoods and living space, adverse effects of climate change such as increased frequency of extreme weather events and sea-level rise will exacerbate the challenges they already face. It is concluded that the paper path from Rio to Barbados to Johannesburg has made significant progress. However, much remains to be done at the practical level, particularly by the developed countries in terms of new and additional efforts at financial and technical assistance, to make sustainable development a reality for SIDS. 相似文献

Advantages of the informal assessment of biodiversity based on the phytosociological spectrum (the ratio of species associated with different higher units of ecological-floristic classification in the cenoflora) are demonstrated in a study of pine forests of the Southern Urals (classes Vaccinio-Piceetea, Brachypodio-Betuletea, and Querco-Fagetea). Forest Protection and Reforestation in Costa Rica: Evaluation of a Clean Development Mechanism Prototype 总被引:9,自引:1,他引:8

/ Costa Rica has recently established a program that provides funds for reforestation and forest protection on private lands, partly through the sale of carbon certificates to industrialized countries. Countries purchasing these carbon offsets hope one day to receive credit against their own commitments to limit emissions of greenhouse gases. Costa Rica has used the proceeds of the sale of carbon offsets to Norway to help finance this forest incentive program, called the Private Forestry Project, which pays thousands of participants to reforest or protect forest on their lands. The Private Forestry Project is accompanied by a monitoring program conducted by Costa Rican forest engineers that seeks to determine net carbon storage accomplished on these lands each year. The Private Forestry Project, which is officially registered as an Activity Implemented Jointly, is a possible model for bundled projects funded by the Clean Development Mechanism (CDM) established by the 1997 Kyoto Protocol to the UN Framework Convention on Climate Change. It also serves as an interesting example for the CDM because it was designed by a developing country host-not by an industrialized country investor. Accordingly, it reflects the particular "sustainable development" objectives of the host country or at least the host planners. Early experience in implementing the Private Forestry Project is evaluated in light of the main objectives of the CDM and its precursor-Activities Implemented Jointly. It is concluded that the project appears to meet the criteria of global cost-effectiveness and financing from non-ODA sources. The sustainable development implications of the project are specific to the region and would not necessarily match the ideals of all investing and developing countries. Understanding threatened species diversity is important for long‐term conservation planning. Geodiversity—the diversity of Earth surface materials, forms, and processes—may be a useful biodiversity surrogate for conservation and have conservation value itself. Geodiversity and species richness relationships have been demonstrated; establishing whether geodiversity relates to threatened species’ diversity and distribution pattern is a logical next step for conservation. We used 4 geodiversity variables (rock‐type and soil‐type richness, geomorphological diversity, and hydrological feature diversity) and 4 climatic and topographic variables to model threatened species diversity across 31 of Finland's national parks. We also analyzed rarity‐weighted richness (a measure of site complementarity) of threatened vascular plants, fungi, bryophytes, and all species combined. Our 1‐km2 resolution data set included 271 threatened species from 16 major taxa. We modeled threatened species richness (raw and rarity weighted) with boosted regression trees. Climatic variables, especially the annual temperature sum above 5 °C, dominated our models, which is consistent with the critical role of temperature in this boreal environment. Geodiversity added significant explanatory power. High geodiversity values were consistently associated with high threatened species richness across taxa. The combined effect of geodiversity variables was even more pronounced in the rarity‐weighted richness analyses (except for fungi) than in those for species richness. Geodiversity measures correlated most strongly with species richness (raw and rarity weighted) of threatened vascular plants and bryophytes and were weakest for molluscs, lichens, and mammals. Although simple measures of topography improve biodiversity modeling, our results suggest that geodiversity data relating to geology, landforms, and hydrology are also worth including. Voluntary markets transacted over $66 million USD of forest carbon offsets in 2016, according to Forest Trends, and over 99% of those offset projects were audited to a standard, primarily the Verified Carbon Standard (VCS). We provide a table characterizing all 70 validated and verified forest carbon projects employing the VCS version 3.0 currently-in-use (December 2011–July 2017). We also examine two separate aspects of the audit process––impact and thoroughness––to assess the effectiveness of the costly audit process, which can consume up to one-third of offset revenue. Audit impact we measure in terms of reduction in the number of offsets from ex ante estimated to ex post approved. Audit thoroughness we measure both directly in terms of the number of auditor hours worked per project and also indirectly in terms of the total number of Corrective Action Requests (CARs)/Non-Conformity Reports (NCRs) auditors prescribe. In terms of impact, we find that Afforestation/Reforestation/Restoration (A/R/R) and Improved Forest Management (IFM) projects, though only constituting 5% of total verified offsets, demonstrate significant (p < = 0.05) reductions from ex ante estimated to ex post approved offsets, likely because auditors can easily scrutinize carbon stocks/emission factors for the commercial tree species involved in these project types. In terms of thoroughness, we find that higher ex ante estimates correlate with more total auditor hours worked and total CARs/NCRs prescribed for three of four project activity types, likely because auditors perceive larger ex ante projects as higher risk. We conclude with recommendations for the VCS to empower auditors to scrutinize carbon stocks/emissions factors from avoided deforestation projects, and also to continue to flag high ex ante projects as higher risk. 相似文献

Abstract: Conservation easements are one of the primary tools for conserving biodiversity on private land. Despite their increasing use, little quantitative data are available on what species and habitats conservation easements aim to protect, how much structural development they allow, or what types of land use they commonly permit. To address these knowledge gaps, we surveyed staff responsible for 119 conservation easements established by the largest nonprofit easement holder, The Nature Conservancy, between 1985 and 2004. Most easements (80%) aimed to provide core habitat to protect species or communities on-site, and nearly all were designed to reduce development. Conservation easements also allowed for a wide range of private uses, which may result in additional fragmentation and habitat disturbance. Some residential or commercial use, new structures, or subdivision of the property were permitted on 85% of sampled conservation easements. Over half (56%) allowed some additional buildings, of which 60% restricted structure size or building area. Working landscape easements with ranching, forestry, or farming made up nearly half (46%) of the easement properties sampled and were more likely than easements without these uses to be designated as buffers to enhance biodiversity in the surrounding area. Our results demonstrate the need for clear restrictions on building and subdivision in easements, research on the compatibility of private uses on easement land, and greater public understanding of the trade-offs implicit in the use of conservation easements for biodiversity conservation. 相似文献

The nexus between human rights and the environment is a key issue for climate policymakers and Indigenous peoples around the world. We combine national spatial, social and biological datasets from Australia to describe where Indigenous carbon projects are happening, why Indigenous people are participating, and how effective these schemes might be at marrying Indigenous co-benefit, biodiversity and carbon emission mitigation goals. Our study shows that many Indigenous people engage in carbon offset schemes as part of their broader cultural responsibility for landscapes, and that they seek to grow the relationship between social and ecological benefits. It also highlights the challenges associated with designing carbon offset schemes that address the impacts of climate change and respond to Indigenous peoples’ world views about what is required to sustain cultural-social-ecological systems. 相似文献

Abstract: The conflict between economic growth and biodiversity conservation is understood in portions of academia and sometimes acknowledged in political circles. Nevertheless, there is not a unified response. In political and policy circles, the environmental Kuznets curve (EKC) is posited to solve the conflict between economic growth and environmental protection. In academia, however, the EKC has been deemed fallacious in macroeconomic scenarios and largely irrelevant to biodiversity. A more compelling response to the conflict is that it may be resolved with technological progress. Herein I review the conflict between economic growth and biodiversity conservation in the absence of technological progress, explore the prospects for technological progress to reconcile that conflict, and provide linguistic suggestions for describing the relationships among economic growth, technological progress, and biodiversity conservation. The conflict between economic growth and biodiversity conservation is based on the first two laws of thermodynamics and principles of ecology such as trophic levels and competitive exclusion. In this biophysical context, the human economy grows at the competitive exclusion of nonhuman species in the aggregate. Reconciling the conflict via technological progress has not occurred and is infeasible because of the tight linkage between technological progress and economic growth at current levels of technology. Surplus production in existing economic sectors is required for conducting the research and development necessary for bringing new technologies to market. Technological regimes also reflect macroeconomic goals, and if the goal is economic growth, reconciliatory technologies are less likely to be developed. As the economy grows, the loss of biodiversity may be partly mitigated with end‐use innovation that increases technical efficiency, but this type of technological progress requires policies that are unlikely if the conflict between economic growth and biodiversity conservation (and other aspects of environmental protection) is not acknowledged. 相似文献
