This paper focuses on comparative review and analysis of the systems of environmental protection, national environmental strategies and fundamentals of environmental legislation in Australia and the Russian Federation. These countries have many socioeconomic similarities, such as low population densities and richness in natural resources which are largely exported. The main disparity between Australia and Russia is in the types of economy. This paper ‘continues’ the sequence of recent scholarly publications on comparison of various features of environmental policies in the countries from all over the world. Comparative analysis in this research has been based on examination of scholarly publications, legislation, government documents, mass media sources and NGO responses. The analysis has revealed a number of differences including top-down implementation of policies in Russia whereas in Australia, each State (Territory) implements policies with significant independence from the Commonwealth Government. At the same time, similarities between the countries have been identified: for example, in deficits in the budget of local environmental authorities and in the presence of contradictions in legislation at national and regional levels of government. Suggestions resulting from this analysis include further integration of sustainable development strategies at all levels of Australian government to encourage further protection of the environment and, for Russia, creating a separate Ministry of Environmental Protection. These approaches should assist facilitation of sustainable development for both nations. 阐述了城市灾害的分类;从城市灾害预防与控制,应急反应与救援等方面分析我国在城市灾害风险控制与应对上的不足;提出8个方面的对策。该对策研究包括:建立城市安全规划、风险防范和危机管理法律体系;实施城市防灾减灾规划并融入城市规划中;完善城市灾害风险决策支持系统和信息管理系统;实行安全规划风险评价机制;加快防灾减灾综合管理机构建设;建立科学、完善的应急救援体系;加强安全教育和防灾减灾宣传;加强城市安全科学研究与交流。该研究结果对如何提高我国城市灾害风险预防与控制能力及应急救援水平具有重要的借鉴和指导作用。  相似文献

摩托车头盔与摩托车交通事故的相关研究   总被引:4,自引:0,他引:4  
我国近年来的摩托车死亡事故占交通事故死亡总数的25%-28%。在我国摩托车使用比较普及的地区,摩托车交通事故数占到该地区交通事故总数的70%-80%,伤亡比例占到总数的50%以上,甚至更高。通过对摩托车交通事故伤亡人员的具体受伤部位分析,发现头部受伤致死的比例非常高,占到该类事故死亡总数75%以上,远远高于其他部位受伤致死率。摩托车驾乘人员头部受伤致死的主要原因是摩托车驾驶乘人员头盔佩戴率低和佩戴的头盔质量差,对头部未能起到应有的保护作用。造成这一局面既有摩托车乘员头盔标准等技术层面存在的问题,又有行业监管等政策层面存在的问题,最后,文章从摩托车头盔标准方面提出了几点修订建议,为规范头盔行业进行基础性的准备。  相似文献

The concept of sustainable development has experienced great development and change at different levels of theoretical connotation and practical implementation since 1960s and 1970s when it was first proposed. People’s understanding of the relationship between economy, society, and environment has been continuously deepened over the years. When it came to the end of 2015, it is necessary to examine the results of the United Nations Millennium Development Goals on sustainable development, and at the same time, the post-2015 framework and guidance on sustainable development at the global level were to be made, including the ideas, action plans, key areas that would guide the global sustainable development. The 2030 Agenda for Sustainable Development has developed a 5P theoretical framework of being people-centered, global environmental security, sustained economic prosperity, social justice and harmony and partnership promotion, including a political declaration, 17 overarching goals and 169 specific targets, specific ways of implementation, as well as the follow-up. It is the road map to achieve global sustainable development and meet the requirements of the millennium development goals. This paper summarizes the understanding of the concept of sustainable development from its origin, its significant development, to the proposition and development of the 2030 Agenda for Sustainable Development, and its strategic impact on China.  相似文献

In this study we evaluate the accuracy of four global and regional forest cover assessments (MODIS, IGBP, GLC2000, PROARCA) as tools for baseline estimation. We conduct this research at the national scale for Costa Rica and for two tropical dry forest study sites in Costa Rica (Santa Rosa) and Mexico (Chamela-Cuixmala). We found that at the national level, the total forest cover accuracy of the four land cover maps was inflated due to an overestimation of forest in areas with an evergreen canopy. However, the four maps greatly underestimated the extent of the deciduous forest (dry forest); an ecosystem that faces high deforestation pressure and poses complications to the mapping of its extent from remotely sensed data. For the tropical dry forest sites, all maps have low forest cover accuracies (mean for Santa Rosa: 27%; mean for Chamela-Cuixmala: 56%). This has implications for policy implementation.  相似文献

Making Capacity Building Meaningful: A Framework for Strategic Action   总被引:1,自引:0,他引:1  
This paper aims to give practical meaning to ‘capacity building’ through (a) identifying a suite of practical measures, such as mentoring or best practice guidelines, that have been shown to or are considered to build human, social, institutional, and economic capital; (b) placing these measures within a broader systems framework; and (c) exploring stakeholder feedback on specific measures to inform framework implementation. The 29 measures described provide actors, whether government or nongovernment, with a suite of practical investment choices for building capacity. These measures are then clustered into eight groups according to their primary purpose and placed within a systems framework. The framework provides a tool for actors with responsibilities for or an interest in capacity building to inform more holistic and strategic targeting of effort and investment. Stakeholder feedback gathered through surveys and workshops is subsequently reported to further inform implementation of specific measures within the framework’s eight groupings. The framework presented may be built upon through the identification and inclusion of further capacity building measures. The research is conducted within the context of decentralized governance arrangements for natural resource management (NRM), with specific focus on Australia’s recently formalized 56 NRM regions and their community-based governing boards as an informative arena of learning. Application of the framework is explored in the Australian setting through the identification and comparison of measures supported and most preferred by four major stakeholder groups, namely board members, regional NRM organization staff, policy/research interests, and Indigenous interests. The research also examines stakeholder perceptions of capacity issues, and whether these issues are likely to be addressed through implementing their preferred measures.
