The interspecific preferences of fishes for different depths and habitats suggest fishers could avoid unwanted catches of some species while still effectively targeting other species. In pelagic longline fisheries, albacore (Thunnus alalunga) are often caught in relatively cooler, deeper water (>100 m) than many species of conservation concern (e.g., sea turtles, billfishes, and some sharks) that are caught in shallower water (<100 m). From 2007 to 2011, we examined the depth distributions of hooks for 1154 longline sets (3,406,946 hooks) and recorded captures by hook position on 2642 sets (7,829,498 hooks) in the American Samoa longline fishery. Twenty‐three percent of hooks had a settled depth <100 m. Individuals captured in the 3 shallowest hook positions accounted for 18.3% of all bycatch. We analyzed hypothetical impacts for 25 of the most abundant species caught in the fishery by eliminating the 3 shallowest hook positions under scenarios with and without redistribution of these hooks to deeper depths. Distributions varied by species: 45.5% (n = 10) of green sea turtle (Chelonia mydas), 59.5% (n = 626) of shortbill spearfish (Tetrapturus angustirostris), 37.3% (n = 435) of silky shark (Carcharhinus falciformis), and 42.6% (n = 150) of oceanic whitetip shark (C. longimanus) were caught on the 3 shallowest hooks. Eleven percent (n = 20,435) of all tuna and 8.5% (n = 10,374) of albacore were caught on the 3 shallowest hooks. Hook elimination reduced landed value by 1.6–9.2%, and redistribution of hooks increased average annual landed value relative to the status quo by 5–11.7%. Based on these scenarios, redistribution of hooks to deeper depths may provide an economically feasible modification to longline gear that could substantially reduce bycatch for a suite of vulnerable species. Our results suggest that this method may be applicable to deep‐set pelagic longline fisheries worldwide. Conservation marketing campaigns that focus on flagship species play a vital role in biological diversity conservation because they raise funds and change people's behavior. However, most flagship species are selected without considering the target audience of the campaign, which can hamper the campaign's effectiveness. To address this problem, we used a systematic and stakeholder‐driven approach to select flagship species for a conservation campaign in the Serra do Urubu in northeastern Brazil. We based our techniques on environmental economic and marketing methods. We used choice experiments to examine the species attributes that drive preference and latent‐class models to segment respondents into groups by preferences and socioeconomic characteristics. We used respondent preferences and information on bird species inhabiting the Serra do Urubu to calculate a flagship species suitability score. We also asked respondents to indicate their favorite species from a set list to enable comparison between methods. The species’ traits that drove audience preference were geographic distribution, population size, visibility, attractiveness, and survival in captivity. However, the importance of these factors differed among groups and groups differed in their views on whether species with small populations and the ability to survive in captivity should be prioritized. The popularity rankings of species differed between approaches, a result that was probably related to the different ways in which the 2 methods measured preference. Our new approach is a transparent and evidence‐based method that can be used to refine the way stakeholders are engaged in the design of conservation marketing campaigns.  相似文献

We present a framework of resource characteristics critical to the design and assessment of citizen science programs that monitor natural resources. To develop the framework we reviewed 52 citizen science programs that monitored a wide range of resources and provided insights into what resource characteristics are most conducive to developing citizen science programs and how resource characteristics may constrain the use or growth of these programs. We focused on 4 types of resource characteristics: biophysical and geographical, management and monitoring, public awareness and knowledge, and social and cultural characteristics. We applied the framework to 2 programs, the Tucson (U.S.A.) Bird Count and the Maui (U.S.A.) Great Whale Count. We found that resource characteristics such as accessibility, diverse institutional involvement in resource management, and social or cultural importance of the resource affected program endurance and success. However, the relative influence of each characteristic was in turn affected by goals of the citizen science programs. Although the goals of public engagement and education sometimes complimented the goal of collecting reliable data, in many cases trade‐offs must be made between these 2 goals. Program goals and priorities ultimately dictate the design of citizen science programs, but for a program to endure and successfully meet its goals, program managers must consider the diverse ways that the nature of the resource being monitored influences public participation in monitoring.  相似文献

Many drivers of mangrove forest loss operate over large scales and are most effectively addressed by policy interventions. However, conflicting or unclear policy objectives exist at multiple tiers of government, resulting in contradictory management decisions. To address this, we considered four approaches that are being used increasingly or could be deployed in Southeast Asia to ensure sustainable livelihoods and biodiversity conservation. First, a stronger incorporation of mangroves into marine protected areas (that currently focus largely on reefs and fisheries) could resolve some policy conflicts and ensure that mangroves do not fall through a policy gap. Second, examples of community and government comanagement exist, but achieving comanagement at scale will be important in reconciling stakeholders and addressing conflicting policy objectives. Third, private‐sector initiatives could protect mangroves through existing and novel mechanisms in degraded areas and areas under future threat. Finally, payments for ecosystem services (PES) hold great promise for mangrove conservation, with carbon PES schemes (known as blue carbon) attracting attention. Although barriers remain to the implementation of PES, the potential to implement them at multiple scales exists. Closing the gap between mangrove conservation policies and action is crucial to the improved protection and management of this imperiled coastal ecosystem and to the livelihoods that depend on them.  相似文献

DOI: 10.1111/j.1752‐1688.2010.00493.x Abstract: Increasing scarcity of freshwater resources in many regions of the world is leading water resource managers to consider desalination as a potential alternative to traditional freshwater supplies. Desalination technologies are energy intensive and expensive to implement making desalination using renewable energy resources a potentially attractive option. Unfortunately, saline groundwater resources are not well characterized for many regions hindering consideration of such technologies. In this assessment, we estimate the saline groundwater resources of the principal aquifers of the United States using a geographic information system and correlate these resources to wind resources potentially sufficient to supply the energy demand of desalination equipment. We estimate that 3.1 × 1014 m3 saline groundwater, total volume, are contained in 28 of the country’s principal aquifers known to contain saline groundwater. Of this volume, 1.4 × 1014 m3 saline groundwater are co‐located with wind resources sufficient for electrical generation to desalinate groundwater.  相似文献

DOI: 10.1111/j.1752‐1688.2011.00519.x Abstract: Headwater wetlands, including hillside seeps, may contribute to downstream systems disproportionately to their relatively small size. We quantified the hydrology and chemistry of headwater wetlands in a central Maine, USA, catchment from 2003 to 2005 to determine their role in maintaining headwater streamflow and in affecting stream chemistry. A few of these headwater wetlands, commonly referred to as “seeps,” were characterized by relatively high groundwater discharge. During summer base flow, seeps were the primary source of surface water to the stream, contributing between 40 and 80% of stream water. Comparisons of groundwater and surface water dominant ion chemistry revealed only slight differences at the bedrock interface; however, significant changes occurred at the shallow groundwater‐surface water interface where we found decreases in total and individual cation concentrations with decreasing depth. Seep outflows significantly increased total cation and calcium concentrations in streams. Outflows at two seeps produced relatively high nitrate concentrations (88 ± 15 and 93 ± 15 μg/l respectively), yet did not correspond to higher nitrate in stream water below seep outflows (2 ± 1 μg/l). We demonstrate that small wetlands (< 1,335 m2) can contribute to headwater stream processes by linking groundwater and surface‐water systems, increasing the duration and magnitude of stream discharge, and by affecting stream chemistry, particularly during periods of base flow.  相似文献

DOI: 10.1111/j.1752‐1688.2011.00524.x Abstract: We compared two approaches to administration of groundwater law on a hydrologic model of the North Canadian River, an alluvial aquifer in northwestern Oklahoma. Oklahoma limits pumping rates to retain 50% aquifer saturated thickness after 20 years of groundwater use. The Texas Panhandle Groundwater Conservation District’s (GCD) rules limit pumping to a rate that consumes no more than 50% of saturated thickness in 50 years, with reevaluation and readjustment of permits every 5 years. Using a hydrologic model (MODFLOW), we simulated river‐groundwater interaction and aquifer dynamics under increasing levels of “development” (i.e., increasing groundwater withdrawals). Oklahoma’s approach initially would limit groundwater extraction more than the GCD approach, but the GCD approach would be more protective in the long run. Under Oklahoma rules more than half of aquifer storage would be depleted when development reaches 65%. Reevaluation of permits under the Texas Panhandle GCD approach would severely limit pumping as the 50% level is approached. Both Oklahoma and Texas Panhandle GCD approaches would deplete alluvial base flow at approximately 10% development. Results suggest periodic review of permits could protect aquifer storage and river base flow. Modeling total aquifer storage is more sensitive to recharge rate and aquifer hydraulic conductivity than to specific yield, while river leakage is most sensitive to aquifer hydraulic conductivity followed by specific yield.  相似文献

Initiatives certifying that producers of goods and services adhere to defined environmental and social-welfare production standards are increasingly popular. According to proponents, these initiatives create financial incentives for producers to improve their environmental, social, and economic performance. We reviewed the evidence on whether these initiatives have such benefits. We identified peer-reviewed, ex post, producer-level studies in economic sectors in which certification is particularly prevalent (bananas, coffee, fish products, forest products, and tourism operations), classified these studies on the basis of whether their design and methods likely generated credible results, summarized findings from the studies with credible results, and considered how these findings might guide future research. We found 46 relevant studies, most of which focused on coffee and forest products and examined fair-trade and Forest Stewardship Council certification. The methods used in 11 studies likely generated credible results. Of these 11 studies, nine examined the economic effects and two the environmental effects of certification. The results of four of the 11 studies, all of which examined economic effects, showed that certification has producer-level benefits. Hence, the evidence to support the hypothesis that certification benefits the environment or producers is limited. More evidence could be generated by incorporating rigorous, independent evaluation into the design and implementation of projects promoting certification.  相似文献

This paper attempts a social cost‐benefit analysis of intensive versus traditional shrimp farming in West Bengal, India. Using primary data, the paper shows that although intensive shrimp farming yields high returns as compared to traditional shrimp farming, when the opportunity costs and environmental costs of shrimp farming, including disease risk, are accounted for, intensive shrimp farming loses its advantage. Sensitivity analysis shows that if the expected benefits were to fall short by 15% and costs rise by a similar proportion, intensive shrimp farmers would report higher losses than traditional shrimp farmers. Large traditional shrimp farmers continue to report positive net returns. These results are also most pronounced for small and marginal intensive shrimp farmers. Further, if the probability of disease risk is also accounted for, intensive shrimp farming reports significant losses whereas traditional shrimp farming in most cases shows positive net returns. In light of the high social costs and risks, this paper questions the rationale behind promoting intensive shrimp farming, especially among small and marginal holdings, as an income‐generating activity or poverty alleviation measure in the absence of an enabling environment. It suggests that policymakers need to factor in sustainability concerns and the local context when formulating policies to promote intensive shrimp farming.  相似文献

Many countries in sub‐Saharan Africa have adopted similar approaches to tackle the challenges of rural water supply, including community‐based management, community participation and the demand‐responsive approach. These are often combined with nationwide programmes of capacity‐building and decentralization. This paper first shows how Uganda has adopted these approaches in its rural water supply programme. Based on Government documents, we construct an organizational framework that illustrates the overall programme and outlines the roles and responsibilities which actors are expected to fulfil. Second, based on interviews with sector staff and a review of Government documents, the paper examines challenges to successfully “walk the talk”; that is, it provides insight into challenges affecting programme implementation. Among numerous difficulties, two key issues are highlighted: local political interference and the weak capacity of local governments. Concerning local political interference, local planning processes need to be reformed so that local politicians commit more strongly to improving water supply. Regarding local government capacity, the Government department responsible for the programme has established eight regional units that provide support to local governments. This promising strategy, combined with more appropriate engagement and the commitment of local politicians, should help to improve the implementation of the rural water supply programme in Uganda.  相似文献
