Infrastructure development is a major driver of biodiversity loss globally. With upward of US$2.5 trillion in annual investments in infrastructure, the financial sector indirectly drives this biodiversity loss. At the same time, biodiversity safeguards (project-level biodiversity impact mitigation requirements) of infrastructure financiers can help limit this damage. The coverage and harmonization of biodiversity safeguards are important factors in their effectiveness and therefore warrant scrutiny. It is equally important to examine the extent to which these safeguards align with best-practice principles for biodiversity impact mitigation outlined in international policies, such as that of the International Union for Conservation of Nature. We assessed the biodiversity safeguards of public development banks and development finance institutions for coverage, harmonization, and alignment with best practice. We used Institute of New Structural Economics and Agence Française de Développement's global database to identify development banks that invest in high-biodiversity-footprint infrastructure and have over US$500 million in assets. Of the 155 banks, 42% (n = 65) had biodiversity safeguards. Of the existing safeguards, 86% (56 of 65) were harmonized with International Finance Corporation (IFC) Performance Standard 6 (PS6). The IFC PS6 (and by extension the 56 safeguard policies harmonized with it) had high alignment with international best practice in biodiversity impact mitigation, whereas the remaining 8 exhibited partial alignment, incorporating few principles that clarify the conditions for effective biodiversity offsetting. Given their dual role in setting benchmarks and leveraging private finance, infrastructure financiers in development finance need to adopt best-practice biodiversity safeguards if the tide of global biodiversity loss is to be stemmed. The IFC PS6, if strengthened, can act as a useful template for other financier safeguards. The high degree of harmonization among safeguards is promising, pointing to a potential for diffusion of practices.  相似文献

In recent decades, there has been an increasing emphasis on proactive efforts to conserve species being considered for listing under the U.S. Endangered Species Act (ESA) before they are listed (i.e., preemptive conservation). These efforts, which depend on voluntary actions by public and private land managers across the species’ range, aim to conserve species while avoiding regulatory costs associated with ESA listing. We collected data for a set of social, economic, environmental, and institutional factors that we hypothesized would influence voluntary decisions to promote or inhibit preemptive conservation of species under consideration for ESA listing. We used logistic regression to estimate the association of these factors with preemptive conservation outcomes based on data for a set of species that entered the ESA listing process and were either officially listed (n = 314) or preemptively conserved (n = 73) from 1996 to 2018. Factors significantly associated with precluded listing due to preemptive conservation included high baseline conservation status, low proportion of private land across the species’ range, small total range size, exposure to specific types of threats, and species’ range extending over several states. These results highlight strategies that can help improve conservation outcomes, such as allocating resources for imperiled species earlier in the listing process, addressing specific threats, and expanding incentives and coordination mechanisms for conservation on private lands.  相似文献

Abstract: The giant panda (Ailuropoda melanoleuca), is one of the world's most endangered species. Habitat loss and fragmentation have reduced its numbers, shrunk its distribution, and separated the population into isolated subpopulations. Such isolated, small populations are in danger of extinction due to random demographic factors and inbreeding. We used least‐cost modeling as a systematic approach to incorporate satellite imagery and data on ecological and behavioral parameters of the giant panda collected during more than 10 years of field research to design a conservation landscape for giant pandas in the Minshan Mountains. We identified 8 core habitats and 4 potential linkages that would link core habitats CH3, CH4, and CH5 with core habitats CH6, CH7, and CH8. Establishing and integrating the identified habitats with existing reserves would create an efficient reserve network for giant panda conservation. The core habitats had an average density of 4.9 pandas/100 km2 and contained approximately 76.6% of the giant panda population. About 45% of the core habitat (3245.4 km2) existed outside the current nature reserves network. Total estimated core habitat decreased between 30.4 and 44.5% with the addition of residential areas and road networks factored into the model. A conservation area for giant panda in the Minshan Mountains should aim to ensure habitat retention and connectivity, improve dispersal potential of corridors, and maintain the evolutionary potential of giant pandas in the face of future environmental changes.  相似文献

Abstract: The International Union for Conservation of Nature (IUCN) Red List of Threatened Species was increasingly used during the 1980s to assess the conservation status of species for policy and planning purposes. This use stimulated the development of a new set of quantitative criteria for listing species in the categories of threat: critically endangered, endangered, and vulnerable. These criteria, which were intended to be applicable to all species except microorganisms, were part of a broader system for classifying threatened species and were fully implemented by IUCN in 2000. The system and the criteria have been widely used by conservation practitioners and scientists and now underpin one indicator being used to assess the Convention on Biological Diversity 2010 biodiversity target. We describe the process and the technical background to the IUCN Red List system. The criteria refer to fundamental biological processes underlying population decline and extinction. But given major differences between species, the threatening processes affecting them, and the paucity of knowledge relating to most species, the IUCN system had to be both broad and flexible to be applicable to the majority of described species. The system was designed to measure the symptoms of extinction risk, and uses 5 independent criteria relating to aspects of population loss and decline of range size. A species is assigned to a threat category if it meets the quantitative threshold for at least one criterion. The criteria and the accompanying rules and guidelines used by IUCN are intended to increase the consistency, transparency, and validity of its categorization system, but it necessitates some compromises that affect the applicability of the system and the species lists that result. In particular, choices were made over the assessment of uncertainty, poorly known species, depleted species, population decline, restricted ranges, and rarity; all of these affect the way red lists should be viewed and used. Processes related to priority setting and the development of national red lists need to take account of some assumptions in the formulation of the criteria.  相似文献

Understanding what drives environmentally protective or destructive behavior is important to the design and implementation of effective public policies to encourage people's engagement in proenvironmental behavior (PEB). Research shows that a connection to nature is associated with greater engagement in PEB. However, the variety of instruments and methods used in these studies poses a major barrier to integrating research findings. We conducted a meta-analysis of the relationship between connection to nature and PEB. We identified studies through a systematic review of the literature and used Comprehensive Meta-Analysis software to analyze the results from 37 samples (n = 13,237) and to test for moderators. A random-effects model demonstrated a positive and significant association between connection to nature and PEB (r = 0.42, 95% CI 0.36, 0.47, p < 0.001). People who are more connected to nature reported greater engagement in PEB. Standard tests indicated little effect of publication bias in the sample. There was significant heterogeneity among the samples. Univariate categorical analyses showed that the scales used to measure connection to nature and PEB were significant moderators and explained the majority of the between-study variance. The geographic location of a study, age of participants, and the percentage of females in a study were not significant moderators. We found that a deeper connection to nature may partially explain why some people behave more proenvironmentally than others and that the relationship is ubiquitous. Facilitating a stronger connection to nature may result in greater engagement in PEB and conservation, although more longitudinal studies with randomized experiments are required to demonstrate causation.  相似文献

Spatial management is a valuable strategy to advance regional goals for nature conservation, economic development, and human health. One challenge of spatial management is navigating the prioritization of multiple features. This challenge becomes more pronounced in dynamic management scenarios, in which boundaries are flexible in space and time in response to changing biological, environmental, or socioeconomic conditions. To implement dynamic management, decision-support tools are needed to guide spatial prioritization as feature distributions shift under changing conditions. Marxan is a widely applied decision-support tool designed for static management scenarios, but its utility in dynamic management has not been evaluated. EcoCast is a new decision-support tool developed explicitly for the dynamic management of multiple features, but it lacks some of Marxan's functionality. We used a hindcast analysis to compare the capacity of these 2 tools to prioritize 4 marine species in a dynamic management scenario for fisheries sustainability. We successfully configured Marxan to operate dynamically on a daily time scale to resemble EcoCast. The relationship between EcoCast solutions and the underlying species distributions was more linear and less noisy, whereas Marxan solutions had more contrast between waters that were good and poor to fish. Neither decision-support tool clearly outperformed the other; the appropriateness of each depends on management purpose, resource-manager preference, and technological capacity of tool developers. Conservation science needs more high-quality impact evaluations, especially ones that explore mechanisms of success or failure. Randomized control trials (RCTs) provide particularly robust evidence of the effectiveness of interventions (although they have been criticized as reductionist and unable to provide insights into mechanisms), but there have been few such experiments investigating conservation at the landscape scale. We explored the impact of Watershared, an incentive-based conservation program in the Bolivian Andes, with one of the few RCTs of landscape-scale conservation in existence. There is strong interest in such incentive-based conservation approaches as some argue they can avoid negative social impacts sometimes associated with protected areas. We focused on social and environmental outcomes based on responses from a household survey in 129 communities randomly allocated to control or treatment (conducted both at the baseline in 2010 and repeated in 2015–2016). We controlled for incomplete program uptake by combining standard RCT analysis with matching methods and investigated mechanisms by exploring intermediate and ultimate outcomes according to the underlying theory of change. Previous analyses, focused on single biophysical outcomes, showed that over its first 5 years Watershared did not slow deforestation or improve water quality at the landscape scale. We found that Watershared influenced some outcomes measured using the survey, but the effects were complex, and some were unexpected. We thus demonstrated how RCTs can provide insights into the pathways of impact, as well as whether an intervention has impact. This paper, one of the first registered reports in conservation science, demonstrates how preregistration can help make complex research designs more transparent, avoid cherry picking, and reduce publication bias.  相似文献

In this article, we call for a refocusing of research on citizens’ political engagement with climate change. In doing so, we argue that communication practices not only help create the conditions for political engagement but they also comprise the modes of such engagement. Our argument proceeds in four steps. First, we review the literature on public engagement with climate change, concluding that there is a lack of attention to issues regarding the political. Consequently, we make the case for a refocusing of research on political engagement. Second, we explain how the notion of political subjectivity helps us to understand the relation between communication practices and engagement with the politics of climate change. Third, we discuss examples of dominant communication practices that constrain citizen political engagement by depoliticizing climate change, and alternative communication practices that have the potential to politicize. We end by outlining the many research questions that relate to the study of political engagement with climate change.  相似文献

Political transitions often trigger substantial environmental changes. In particular, deforestation can result from the complex interplay among the components of a system—actors, institutions, and existing policies—adapting to new opportunities. A dynamic conceptual map of system components is particularly useful for systems in which multiple actors, each with different worldviews and motivations, may be simultaneously trying to alter different facets of the system, unaware of the impacts on other components. In Myanmar, a global biodiversity hotspot with the largest forest area in mainland Southeast Asia, ongoing political and economic reforms are likely to change the dynamics of deforestation drivers. A fundamental conceptual map of these dynamics is therefore a prerequisite for interventions to reduce deforestation. We used a system‐dynamics approach and causal‐network analysis to determine the proximate causes and underlying drivers of forest loss and degradation in Myanmar from 1995 to 2016 and to articulate the linkages among them. Proximate causes included infrastructure development, timber extraction, and agricultural expansion. These were stimulated primarily by formal agricultural, logging, mining, and hydropower concessions and economic investment and social issues relating to civil war and land tenure. Reform of land laws, the link between natural resource extraction and civil war, and the allocation of agricultural concessions will influence the extent of future forest loss and degradation in Myanmar. The causal‐network analysis identified priority areas for policy interventions, for example, creating a public registry of land‐concession holders to deter corruption in concession allocation. We recommend application of this analytical approach to other countries, particularly those undergoing political transition, to inform policy interventions to reduce forest loss and degradation.  相似文献
