ABSTRACT: The use of continuous hydrologic-hydraulic-water quality models is inhibited by their large computer run costs relative to cost incurred with discrete event models. The fixed recurrence interval transfer (FRIT) technique is a means of achieving substantial reductions in computer costs associated with continuous models while retaining their technical advantages. The FRIT technique is applicable where it is reasonable to assume that the recurrence interval of the response of a watershed to a causative meteorologic event is the same for both “before” and “after” conditions. Example applications of the FRIT technique to the hydrologic-hydraulic modeling of floodwater storage, land use changes, and channel modifications are presented to demonstrate the procedure, to suggest the expected accuracy, and to illustrate how computer run costs might be reduced by 99% or more. The FRIT technique is intended for preliminary assessment of the impact of alternative land use conditions and structural water control measures. 相似文献

ABSTRACT: Flood frequency analyses are frequently being made using widely available computer programs. Serious errors can result from blind acceptance of such results. Visual interpretation of observed flood series can be used for evaluation on frequency paper with compatible scales. Such frequency papers are presented in the paper. In ephemeral streams, more infrequent floods may constitute a separate set from the more frequent floods because (a) runoff producing storms cover only a portion of the contributing area, (b) transmission losses in the normally dry streambed may reduce the peak flow, and (c) some runoff may be stored in stock water ponds which therefore leads to partial area runoff. The Cunnane plotting position used in this paper is superior to the more widely used Weibull equation, having a mathematically sound basis for locating observed floods on an assumed probability. 相似文献

Computer display technology is currently in a state of transition, as the traditional technology of cathode ray tubes is being replaced by liquid crystal display flat-panel technology. Technology substitution and process innovation require the evaluation of the trade-offs among environmental impact, cost, and engineering performance attributes. General impact assessment methodologies, decision analysis and management tools, and optimization methods commonly used in engineering cannot efficiently address the issues needed for such evaluation. The conventional Life Cycle Assessment (LCA) process often generates results that can be subject to multiple interpretations, although the advantages of the LCA concept and framework obtain wide recognition. In the present work, the LCA concept is integrated with Quality Function Deployment (QFD), a popular industrial quality management tool, which is used as the framework for the development of our integrated model. The problem of weighting is addressed by using pairwise comparison of stakeholder preferences. Thus, this paper presents a new integrated analytical approach, Integrated Industrial Ecology Function Deployment (I2-EFD), to assess the environmental behavior of alternative technologies in correlation with their performance and economic characteristics. Computer display technology is used as the case study to further develop our methodology through the modification and integration of various quality management tools (e.g., process mapping, prioritization matrix) and statistical methods (e.g., multi-attribute analysis, cluster analysis). Life cycle thinking provides the foundation for our methodology, as we utilize a published LCA report, which stopped at the characterization step, as our starting point. The development of predictive models for the long term evolution of nuclear waste glass requires the complete knowledge of the glass dissolution at the laboratory scale. A new approach was developed to determine the initial reaction during the first steps of experience, a new concept was developed, based on the combination of dynamic leaching test and the characterization of the altered materials. With this experimental set-up it is possible to follow in real time the glass alteration process at a fine temporal scale. The results put in evidence a singular behaviour of the lanthanide, shown by a concentration peak of La, Nd and Ce after 2 h and a quick decrease of their concentration measured on line in the solution during the leaching test. This fact is directly linked to the development of an interphase (altered layer which differs from the initial solid by its texture, structure and chemical composition) at the interface of the glass surface and the leaching solution. This work is an attempt to integrate the formation of the alteration products (here the interphase) during leaching into the dissolution mechanisms of a nuclear waste glass. 2011年7月29日《火电厂大气污染物排放标准》发布后,现有火电厂的“三同时”竣工验收监测需执行新标准中的相关规定。新标准还增加了敏感点环境空气的监测,敏感点的确定可参照环评,根据实际情况布设。新标准中未明确指明“重点地区”指哪些行政区划,为此,本文建议需要在新标准中进一步明确“重点地区”指哪些省等行政区域,以利于新标准的执行。 相似文献
