ABSTRACT: The techniques of conflict analysis derived from game theory were applied to the Shoal Lake water supply conflict in southeastern Manitoba, Canada. The issue of conflict is the desire of an Indian Band in the area to build cottage lots near the intake for water supply for the City of Winnipeg. The City of Winnipeg contends that such a development would seriously affect the quality of water supplied to the City, thereby increasing its treatment costs significantly. The four major players defined for the conflict are the City of Winnipeg, Indian Band No. 40, the Province of Manitoba, and the Federal Department of Indian and Northern Affairs. The results of the conflict analysis suggest that the introduction of the provincial and federal government into the conifict will not assist significantly in its resolution and that further progress on the resolution is unlikely until the results of Federal Environment Assessment Review office hearing become available. 相似文献

Colorado, USA, developed the Joint Review Process (CJRP) in 1978 to coordinate the application and review of permits required for major development projects. Since then, the state has used the process on over 20 projects. This study examined whether the CJRP has achieved its primary goals—enhanced coordination of agencies, enhanced public participation, and strengthened communication between agencies and project sponsors— and several related secondary goals. The success of the process was measured through a survey of 54 key people who had been directly involved with the process. Those surveyed included federal and state agency staff, local agency managers, corporate officers, private consultants, and environmental leaders. All groups, with one exception, agreed that the process achieved its primary goals and that it should be retained. Environmental leaders were neutral about whether the process enhanced public participation and about retaining the process. The report concludes with a review of recommended improvements to and applications of the CJRP. 相似文献

ABSTRACT: Soil data comprise a basic input of SWAT (Soil and Water Assessment Tool) for a watershed application. For watersheds where site specific soil data are unavailable, the two U.S. Department of Agriculture (USDA) soil databases, the State Soil Geographic (STATSGO) and Soil Survey Geographic (SSURGO) databases, may be the best alternatives. Although it has been noted that SWAT models using the STATSGO and SSURGO data may give different simulation results for water, sediment, and agricultural chemical yields, information is scarce on the effects of using these two databases in predicting streamflows that are predominantly generated from melting snow in spring. The objective of this study was to assess the effects of using STATSGO versus SSURGO as an input for the SWAT model's simulation of the streamflows in the upper 45 percent of the Elm River watershed in eastern North Dakota. Designating the model as SWAT‐STATSGO when the STATSGO data were used and SWAT‐SSURGO when the SSURGO data were used, SWAT‐STATSGO and SWAT‐SSURGO were separately calibrated and validated using the observed daily streamflows. The results indicated that SWAT‐SSURGO provided an overall better prediction of the discharges than SWAT‐STATSGO, although both did a good and comparable job of predicting the high streamflows. However, SWAT‐STATSGO predicted the low streamflows more accurately and had a slightly better performance during the validation period. In addition, the discrepancies between the discharges predicted by these two SWAT models tended to be larger at upstream locations than at those farther downstream within the study area. 相似文献

ABSTRACT: An inverse‐simulation approach is used to determine optimal strategies for developing public water‐supply systems in a shallow, coastal aquifer on the outermost arm of the Cape Cod peninsula in Massachusetts. Typically a forward simulation (or “trial and error”) approach is used to find best pumping strategies, but the chances of finding success with this tact diminish as the number of potential options grows large. Well locations and pumping rates are optimized with respect to: (1) providing sufficient water to areas of water‐quality impairment, (2) minimizing impacts to nearby surface waters, (3) preventing saltwater contamination due to overpumping, and (4) minimizing financial cost of well development. Potential well sites and water‐supply scenarios are separated into “politically‐based” and “resource‐based” categories to gain insight into the degree that pre‐existing political boundaries hinder best management practices. The approach provides a promising tool in transboundary water‐resources settings because it allows stakeholders to find solutions that best meet everyone's goals, as opposed to pursuing options that will create conflict, or are less than optimal. 相似文献

ABSTRACT: The detrimental impacts of acid rain have become widely publicized, but effective and equitable methods to mitigate the acid rain problem remain to be found. This paper focuses on conflicts involved in allocation of the total emission loads to be reduced to respective pollution sources of acid rain, and proposes a game-theory approach to the resolution of the conflict. ABSTRACT: This paper presents a study which used a standard, hydraulic computer model to generate detailed design information to support conflict analysis of a water resource use issue. As an extension of previous studies, the conflict analysis in this case included several scenarios for stability analysis - all of which reached the conclusion that compromising, shared access to the water resources available would result in the most benefits to society. / The last 20 years have seen the successful application of environmental dispute resolution processes, where people voluntarily negotiate toward mutually acceptable solutions, to many environmental disputes. The effects of contextual influences, such as the number of parties and presence of deadlines, on outcomes are known and frequently described. Less well documented and understood are the interaction processes themselves. This paper draws on two case studies to develop a conceptual framework describing these processes. Disputes associated with management planning for the Bob Marshall Wilderness Complex in the United States and Fitzgerald River National Park in Australia provided the cases. The conceptual framework derived had eight sequential stages: (1) joint definition of problems, (2) uncertainty about what to do, (3) agreement on group procedures, (4) realization of interdependence, (5) enthusiasm about collective possibilities, (6) commitment to working together, (7) consolidation of the group, and (8) implementation of a resolution. The framework provides new insights for managers of public wildlands, especially the need for varying but ongoing managerial involvement in dispute resolution processes. High levels of involvement and influence are essential at the beginning in problem definition and group procedure design and at the end in implementing resolutions. Conversely, agency members must be willing to exert less influence, while still being involved and committed to collective purposes, during the middle stages. Also apparent from the conceptual framework is the importance of developing shared understandings and of allowing sufficient time for understanding to develop, if successful resolution is to be achieved. Prompted by the calls in recent years to link relief practice to peace-building, development, or both, several conferences and papers have recently mounted a strong critique, seeing these 'broadenings' of relief as 'eroding' or 'corrupting' core humanitarian principles and playing into neo-isolationist agendas to slash humanitarianism. This paper argues that whereas these critiques have important goals in mind when they encourage a concentration on the basics of relief, there has been a loss of subtlety in the ensuing debate. Considering each element of the debate in turn, the paper argues that there is more common ground between 'new' and 'old', 'broadened' and 'basics' relief than at first appears. In concluding, it is argued that further research on key questions, and an openness to hear all perspectives will get us further than entrenched positions and rallying cries. 相似文献

ABSTRACT Researchers often focus on the most intense conflicts, skewing our perception of the diversity and nature of policy conflicts. The paper examines the discourse engaged in the siting of three pipeline projects under construction, each with varying levels of conflict, and one rejected project of high conflict. We analyze over 700 newspaper articles that span the life of each proposed pipeline and supplement the news media data with interviews. Using these data, we compare differences in actor types, frames, and behaviors in natural gas pipeline siting processes characterized by high, medium, and low conflict. Comparing the characteristics of energy siting conflicts at varying intensities helps support corresponding portrayals of how people engage in the policy process. Costs and benefits associated with matings and the effects of mating frequency on fitness commonly differ between the sexes. As a result, outcrossing simultaneous hermaphrodites may prefer to copulate in the more rewarding sex role, generating conflicts over sperm donation and sperm receipt between mates. Because recent sex role preference models remain controversial, we contrast here some of their assumptions and predictions in the sea slug Chelidonura sandrana. For this hermaphrodite with sperm storage and internal fertilisation, risk-averse models assume that fitness pay-offs are constantly higher in the female than in the male function in any single mating. Moreover, excluding mutual partner assessment, these models predict male mating behaviour to be independent of receiver traits. The competing gender ratio hypothesis assumes that relative fitness pay-offs, and thus the preferred mating roles, vary and may reverse between matings and predicts that ejaculation strategies co-vary with receiver quality. We found that field mating rates of C. sandrana substantially exceeded what is required to maintain female fertility and fecundity, indicating large variation in direct female benefits between matings. We further demonstrate that male copulation duration adaptively increased with partner body size (i.e. fecundity) but decreased with recent partner promiscuity. These findings are compatible with the gender ratio hypothesis but contradict risk-averse models. 相似文献
