Abstract: Customary management systems (i.e., management systems that limit the use of marine resources), such as rotational fisheries closures, can limit harvest of resources. Nevertheless, the explicit goals of customary management are often to influence fish behavior (in particular flight distance, i.e., distance at which an organism begins to flee an approaching threat), rather than fish abundance. We explored whether the flight distance of reef fishes targeted by local artisanal fishers differed between a customary closure and fished reefs. We also examined whether flight distance of these species affected fishing success and accuracy of underwater visual census (UVC) between customary closed areas and areas open to fishing. Several species demonstrated significant differences in flight distance between areas, indicating that fishing activity may increase flight distance. These relatively long flight distances mean that in fished areas most target species may stay out of the range of spear fishers. In addition, mean flight distances for all species both inside and outside the customary‐closure area were substantially smaller than the observation distance of an observer conducting a belt‐transect UVC (mean [SE]= 8.8 m [0.48]). For targeted species that showed little ability to evade spear fishers, customary closures may be a vital management technique. Our results show that customary closures can have a substantial, positive effect on resource availability and that conventional UVC techniques may be insensitive to changes in flight behavior of fishes associated with fishing. We argue that short, periodic openings of customary closures may allow the health of the fish community to be maintained and local fishers to effectively harvest fishes.

Long-term monitoring data show that hard coral cover on the Great Barrier Reef (GBR) has reduced by >70 % over the past century. Although authorities and many marine scientists were in denial for many years, it is now widely accepted that this reduction is largely attributable to the chronic state of eutrophication that exists throughout most of the GBR. Some reefs in the far northern GBR where the annual mean chlorophyll a (Chl a) is in the lower range of the proposed Eutrophication Threshold Concentration for Chl a (~0.2–0.3 mg m−3) show little or no evidence of degradation over the past century. However, the available evidence suggests that coral diseases and the crown-of-thorns starfish will proliferate in such waters and hence the mandated eutrophication Trigger values for Chl a (~0.4–0.45 mg m−3) will need to be decreased to ~0.2 mg m−3 for sustaining coral reef communities.

Abstract: Priorities for conservation, management, and associated activities will differ based on the interplay between nearness of ecosystems to full recovery from a disturbance (pristineness), susceptibility to climate change (environmental susceptibility [ES]), and capacity of human communities to cope with and adapt to change (social adaptive capacity [AC]). We studied 24 human communities and adjacent coral reef ecosystems in 5 countries of the southwestern Indian Ocean. We used ecological measures of abundance and diversity of fishes and corals, estimated reef pristineness, and conducted socioeconomic household surveys to determine the AC of communities adjacent to selected coral reefs. We also used Web-based oceanographic and coral mortality data to predict each site's ES to climate warming. Coral reefs of Mauritius and eastern Madagascar had low ES and consequently were not predicted to be affected strongly by warm water, although these sites were differentiated by the AC of the human community. The higher AC in Mauritius may increase the chances for successful self-initiated recovery and protective management of reefs of this island. In contrast, Madagascar may require donor support to build AC as a prerequisite to preservation efforts. The Seychelles and Kenya had high ES, but their levels of AC and disturbance differed. The high AC in the Seychelles could be used to develop alternatives to dependence on coral reef resources and reduce the effects of climate change. Pristineness weighted toward measures of fish recovery was greatest for Kenya's marine protected areas; however, most protected areas in the region were far from pristine. Conservation priorities and actions with realistic chances for success require knowledge of where socioecological systems lie among the 3 axes of environment, ecology, and society.

Abstract: Quantifying the extent to which existing reserves meet conservation objectives and identifying gaps in coverage are vital to developing systematic protected‐area networks. Despite widespread recognition of the Philippines as a global priority for marine conservation, limited work has been undertaken to evaluate the conservation effectiveness of existing marine protected areas (MPAs). Targets for MPA coverage in the Philippines have been specified in the 1998 Fisheries Code legislation, which calls for 15% of coastal municipal waters (within 15 km of the coastline) to be protected within no‐take MPAs, and the Philippine Marine Sanctuary Strategy (2004), which aims to protect 10% of coral reef area in no‐take MPAs by 2020. We used a newly compiled database of nearly 1000 MPAs to measure progress toward these targets. We evaluated conservation effectiveness of MPAs in two ways. First, we determined the degree to which marine bioregions and conservation priority areas are represented within existing MPAs. Second, we assessed the size and spacing patterns of reserves in terms of best‐practice recommendations. We found that the current extent and distribution of MPAs does not adequately represent biodiversity. At present just 0.5% of municipal waters and 2.7–3.4% of coral reef area in the Philippines are protected in no‐take MPAs. Moreover, 85% of no‐take area is in just two sites; 90% of MPAs are <1 km2. Nevertheless, distances between existing MPAs should ensure larval connectivity between them, providing opportunities to develop regional‐scale MPA networks. Despite the considerable success of community‐based approaches to MPA implementation in the Philippines, this strategy will not be sufficient to meet conservation targets, even under a best‐case scenario for future MPA establishment. We recommend that implementation of community‐based MPAs be supplemented by designation of additional large no‐take areas specifically located to address conservation targets.

Coral reef communities are threatened worldwide. Resource managers urgently need indicators of the biological condition of reef environments that can relate data acquired through remote-sensing, water-quality and benthic-community monitoring to stress responses in reef organisms. The FORAM (Foraminifera in Reef Assessment and Monitoring) Index (FI) is based on 30 years of research on reef sediments and reef-dwelling larger foraminifers. These shelled protists are ideal indicator organisms because: Foraminifers are widely used as environmental and paleoenvironmental indicators in many contexts; Reef-building, zooxanthellate corals and foraminifers with algal symbionts have similar water-quality requirements; The relatively short life spans of foraminifers as compared with long-lived colonial corals facilitate differentiation between long-term water-quality decline and episodic stress events; Foraminifers are relatively small and abundant, permitting statistically significant sample sizes to be collected quickly and relatively inexpensively, ideally as a component of comprehensive monitoring programs; and Collection of foraminifers has minimal impact on reef resources.USEPA guidelines for ecological indicators are used to evaluate the FI. Data required are foraminiferal assemblages from surface sediments of reef-associated environments. The FI provides resource managers with a simple procedure for determining the suitability of benthic environments for communities dominated by algal symbiotic organisms. The FI can be applied independently, or incorporated into existing or planned monitoring efforts. The simple calculations require limited computer capabilities and therefore can be applied readily to reef-associated environments worldwide. In addition, the foraminiferal shells collected can be subjected to morphometric and geochemical analyses in areas of suspected heavy-metal pollution, and the data sets for the index can be used with other monitoring data in detailed multidimensional assessments.

Surveys were completed on Tutuila Island, American Samoa, to characterize reef development and assess the impacts of non-point source pollution on adjacent coral reefs at six sites. Multivariate analyses of benthic and coral community data found similar modern reef development at three locations; Aoa, Alofau, and Leone. These sites are situated in isolated bays with gentle sloping foundations. Aoa reefs had the highest estimates of crustose coralline algae cover and coral species richness, while Leone and Alofau showed high abundances of macroalgae and Porites corals. Aoa has the largest reef flat between watershed discharge and the reef slope, and the lowest human population density. Masefau and Fagaalu have a different geomorphology consisting of cemented staghorn coral fragments and steep slopes, however, benthic and coral communities were not similar. Benthic data suggest Fagaalu is heavily impacted compared with all other sites. Reef communities were assessed as bio-criteria indicators for waterbody health, using the EPA aquatic life use support designations of (1) fully supportive, (2) partially supportive, and (3) non-supportive for aquatic life. All sites resulted in a partially supportive ranking except Fagaalu, which was non-supportive. The results of this rapid assessment based upon relative benthic community measures are less desirable than long-term dataset analyses from monitoring programs, however it fills an important role for regulatory agencies required to report annual waterbody assessments. Future monitoring sites should be established to increase the number of replicates within each geological and physical setting to allow for meaningful comparisons along a gradient of hypothesized pollution levels.
