The imperative to further constrain extractive uses of natural resources will strengthen as resources degrade through over-use
or exposure to climate changes. Here, we explore an approach to increase the support for marine conservation among coral reef
fishers. We explore the proposition that resource dependency in the Egyptian Red Sea can act as a barrier to conservation.
We administered face-to-face surveys to 49% of the fishing industry to: (i) identify the level of compliance to the local
marine protected area (MPA), (ii) assess the level of dependency on marine resources in the region and (iii) examine the relationship
between resource dependency and conservation attitudes. Only 11.4% of fishers were aware of the MPA. Fishers were mostly limited
in their social flexibility and livelihood options. Results suggest that resource dependency is highly and negatively correlated
with conservation attitudes suggesting that management efforts need to seriously focus on reducing dependency if conservation

Abstract: Habitat maps are often the core spatially consistent data set on which marine reserve networks are designed, but their efficacy as surrogates for species richness and applicability to other conservation measures is poorly understood. Combining an analysis of field survey data, literature review, and expert assessment by a multidisciplinary working group, we examined the degree to which Caribbean coastal habitats provide useful planning information on 4 conservation measures: species richness, the ecological functions of fish species, ecosystem processes, and ecosystem services. Approximately one‐quarter to one‐third of benthic invertebrate species and fish species (disaggregated by life phase; hereafter fish species) occurred in a single habitat, and Montastraea‐dominated forereefs consistently had the highest richness of all species, processes, and services. All 11 habitats were needed to represent all 277 fish species in the seascape, although reducing the conservation target to 95% of species approximately halved the number of habitats required to ensure representation. Species accumulation indices (SAIs) were used to compare the efficacy of surrogates and revealed that fish species were a more appropriate surrogate of benthic species (SAI = 71%) than benthic species were for fishes (SAI = 42%). Species of reef fishes were also distributed more widely across the seascape than invertebrates and therefore their use as a surrogate simultaneously included mangroves, sea grass, and coral reef habitats. Functional classes of fishes served as effective surrogates of fish and benthic species which, given their ease to survey, makes them a particularly useful measure for conservation planning. Ecosystem processes and services exhibited great redundancy among habitats and were ineffective as surrogates of species. Therefore, processes and services in this case were generally unsuitable for a complementarity‐based approach to reserve design. Conservation focuses on maintaining biodiversity and ecosystem functioning, but gaps in our knowledge of species biology and ecological processes often impede progress. For this reason, focal species and habitats are used as surrogates for multispecies conservation, but species‐based approaches are not widely adopted in marine ecosystems. Reserves in the Solomon Islands were designed on the basis of local ecological knowledge to conserve bumphead parrotfish (Bolbometopon muricatum) and to protect food security and ecosystem functioning. Bumphead parrotfish are an iconic threatened species and may be a useful surrogate for multispecies conservation. They move across tropical seascapes throughout their life history, in a pattern of habitat use that is shared with many other species. We examined their value as a conservation surrogate and assessed the importance of seascape connectivity (i.e., the physical connectedness of patches in the seascape) among reefs, mangroves, and seagrass to marine reserve performance. Reserves were designed for bumphead parrotfish, but also enhanced the abundance of other species. Integration of local ecological knowledge and seascape connectivity enhanced the abundance of 17 other harvested fish species in local reserves. This result has important implications for ecosystem functioning and local villagers because many of these species perform important ecological processes and provide the foundation for extensive subsistence fisheries. Our findings suggest greater success in maintaining and restoring marine ecosystems may be achieved when they are managed to conserve surrogate species and preserve functional seascape connections. Understanding critical habitats of threatened and endemic animals is essential for mitigating extinction risks, developing recovery plans, and siting reserves, but assessment methods are generally lacking. We evaluated critical habitats of 8 threatened or endemic fish species on coral and rocky reefs of subtropical eastern Australia, by measuring physical and substratum‐type variables of habitats at fish sightings. We used nonmetric and metric multidimensional scaling (nMDS, mMDS), Analysis of similarities (ANOSIM), similarity percentages analysis (SIMPER), permutational analysis of multivariate dispersions (PERMDISP), and other multivariate tools to distinguish critical habitats. Niche breadth was widest for 2 endemic wrasses, and reef inclination was important for several species, often found in relatively deep microhabitats. Critical habitats of mainland reef species included small caves or habitat‐forming hosts such as gorgonian corals and black coral trees. Hard corals appeared important for reef fishes at Lord Howe Island, and red algae for mainland reef fishes. A wide range of habitat variables are required to assess critical habitats owing to varied affinities of species to different habitat features. We advocate assessments of critical habitats matched to the spatial scale used by the animals and a combination of multivariate methods. Our multivariate approach furnishes a general template for assessing the critical habitats of species, understanding how these vary among species, and determining differences in the degree of habitat specificity. The resilience perspective has emerged as a plausible approach to confront the increasingly devastating impacts of disasters; and the challenges and uncertainty climate change poses through an expected rise in frequency and magnitude of hazards. Stakeholder participation is posited as pivotal for building resilience, and resilience is not passive; rather, stakeholders are actively involved in the process of building resilience. Who is involved and how they are involved are crucial aspects for developing resilience in practice. Nevertheless, there are few empirical studies available to inform theory or show how these issues are addressed. This study focuses on revealing how practitioners frame the issue of participation in relation to resilience, its relevance to a changing climate and how, in consequence, they construct practices. Using Hajer's [(1995). The politics of environmental discourse: Ecological modernization and the policy process. New York] ‘Social-interactive discourse theory’, in this interdisciplinary research, we study the frames and subsequent practices developed around a disaster management policy initiative in Australia: the Natural Disaster Resilience Program in Queensland. What emerges from the research findings as critical and requiring urgent attention is stakeholder and especially local government and community participation, and for this to become socially relevant, challenges such as meaningful communication and power structures need to be addressed. What is also critical is to move from experiential learning to social learning. Additionally, the results presented here offer empirical evidence on how broadening the pool of actors can be implemented, and the opportunities that this opens up for building resilience. 相似文献

Species that are strong interactors play disproportionately important roles in the dynamics of natural ecosystems. It has been proposed that their presence is necessary for positively shaping the structure and functioning of ecosystems. We evaluated this hypothesis using the case of the world's largest parrotfish (Bolbometopon muricatum), a globally imperiled species. We used direct observation, animal tracking, and computer simulations to examine the diverse routes through which B. muricatum affects the diversity, dispersal, relative abundance, and survival of the corals that comprise the foundation of reef ecosystems. Our results suggest that this species can influence reef building corals in both positive and negative ways. Field observation and simulation outputs indicated that B. muricatum reduced the abundance of macroalgae that can outcompete corals, but they also feed directly on corals, decreasing coral abundance, diversity, and colony size. B. muricatum appeared to facilitate coral advancement by mechanically dispersing coral fragments and opening up bare space for coral settlement, but they also damaged adult corals and remobilized a large volume of potentially stressful carbonate sediment. The impacts this species has on reefs appears to be regulated in part by its abundance—the effects of B. muricatum were more intense in simulation scenarios populated with high densities of these fish. Observations conducted in regions with high and low predator (e.g., sharks) abundance generated results that are consistent with the hypothesis that these predators of B. muricatum may play a role in governing their abundance; thus, predation may modulate the intensity of the effects they have on reef dynamics. Overall our results illustrate that functionally unique and threatened species may not have universally positive impacts on ecosystems and that it may be necessary for environmental managers to consider the diverse effects of such species and the forces that mediate the strength of their influence. This article examines the continuities and changes in newspaper coverage of urban flood governance in Tabasco, southeastern Mexico, where highly destructive floods have made flood risks a socially sensitive and politically contested public issue. The analysis draws upon post-Foucauldian critical discourse analysis, paying special attention to different actors’ discursive strategies to further their agendas amid the shifting forms of environmental governance. We argue that in recent years, discourses that promote integrated flood governance, based on cultural adaptation and social resilience instead of technological control, have become prominent in the media presentation of flood governance. These discourses endorse neoliberal views of flood governance as an issue of public–private co-governance and civil self-responsibility while being reluctant to consider flood risk from the perspective of the uneven distribution of vulnerabilities or as an issue of human rights. 相似文献

The Manawatu floods of 2004 have had significant, long-lasting social consequences. This paper draws on findings from a series of detailed surveys of 39 farm households directly affected by the floods and 17 individuals directly involved in managing the flood recovery programme. The nature of the impact on rural families highlights how the 'hollowing out' of rural New Zealand has changed the capacity of rural communities to respond to natural hazards and increased their sense of isolation. In addition, the floods exposed the vulnerability of rural communities. This is shown to have implications for policies designed to build resilience and improve responses to adverse events, including the need to support local, community initiatives on self-reliance and mutual support. Approaches to manage better long-term flood risks should be designed within a context of ongoing rural decline that has compromised the health of both individuals and communities. 相似文献
