The designation of no‐take marine reserves involves social and economic concerns due to the resulting displacement of fishing effort, when fishing rights are removed from those who traditionally fished within an area. Displacement can influence the functioning of the fishery and success of the reserve, yet levels of displacement are seldom quantified after reserve implementation and very rarely before that. We devised a simple analytical framework based on set theory to facilitate reserve placement. Implementation of the framework requires maps of fishing grounds, fishing effort, or catch per unit effort for at least 2 years. The framework quantifies the level of conflict that a reserve designation might cause in the fishing sector due to displacement and the opportunities to offset the conflict through fisher spatial mobility (i.e., ability of fishers to fish elsewhere). We also considered how the outputs of the framework can be used to identify targeted management interventions for each fishery. We applied the method in Honduras, where the largest marine protected area in Central America is being placed, for which spatial data on fishing effort were available for 6 fisheries over 3 years. The proposed closure had a greater negative impact on the shrimp and lobster scuba fisheries, which concentrated respectively 28% and 18% of their effort inside the reserve. These fisheries could not accommodate the displacement within existing fishing grounds. Both would be forced to stretch into new fishing grounds, which are available but are of unknown quality. A survey of 388 Indonesian households displaced by the December 2004 tsunami was conducted in Aceh province in February 2005. Of tsunami-displaced households in Aceh Barat and Nagan Raya districts, 61.8 per cent reported one or more family members as dead or missing due to the tsunami, with an overall mortality rate of 13.9 per cent (95% confidence interval (CI): 12.4-15.4). Risk of death was greatest in the youngest and oldest age groups, and among females. Overall, 36 per cent of tsunami-displaced households indicated an intention to return to their original community within three months, and displaced households residing in host communities were 2.2 (95% CI: 1.2-2.8) times more likely to state an intention to return to their original villages or another community as those residing in camps. 针对我国"三下"(建筑物下、水体下、铁路下)压煤条带开采的实际情况,根据国内外有关条带开采的实践经验和技术要求,采用极限强度理论和压力拱理论对村庄下倾斜煤层条带开采进行了分开采深度设计,计算得出了条带开采的采出宽度和保留宽度;应用条带开采地表移动参数的模糊优化理论对概率积分法预计参数进行了选取,按照不同的开采深度,对村庄范围内的地表移动和变形值进行预计;根据预计的结果,对计算得出的条带开采尺寸进行检验和优化。研究表明,村庄下分采深条带开采尺寸设计和分采深地表沉陷预计,不仅可以提高地下煤炭资源的采出率,实现村庄在不搬迁情况下安全开采,也可最大限度地减小地下开采对地表建筑物的损害。 相似文献

This study explores the dilemma of whether to rebuild or relocate from the areas devastated by Hurricane Sandy in 2012. Since disasters represent the discernible manifestation of other complex coastal hazards, they offer a window of opportunity to engage residents in the dialogue on relocation as sometimes the most effective risk reduction strategy. The following research evaluates attitudes towards relocation and willingness to consider buyout among 46 surveyed households located in highly‐affected communities five months after Sandy. It also gauges perceptions of coastal risks and recovery concerns as drivers of relocation, the level of support for different adaptation strategies, and preferences related to the relocation process itself on how and where to relocate and with what type of assistance. Responses indicate that, even though residents prefer structural solutions to address coastal hazards, they are not fully opposed to the possibility of relocation mostly for personal health and safety reasons. 相似文献
