While public health and urban planning were closely linked in the past, today both domains are institutionally separate. In most cases, health intersects with spatial planning processes only through obligatory evaluations, such as environmental impact assessments, or restrictive environmental legislation. This institutionalisation of health criteria in most western countries has difficulty in dealing with recent environmental health challenges, leading to continual distrust and conflict between citizens and the government. This impasse has recently been discussed by academics who acknowledge the complexity of both city and health issues. It seems, however, that the full extent of the issue has not been covered yet, leading to recommendations and frameworks that are useful but fixed and retrospective. This paper moves beyond those fixed frameworks to develop a better understanding of the complexity of the current disconnect and explores ideas for a future planning approach, grounded on new ideas of co-evolutionary and adaptive planning. 相似文献

Smart growth and sustainability planning have, in recent years, become central issues in planning discourse. Scholars have argued that planning capacity at the local government level is critical for smart growth planning, and that planners have a fundamental role to play in advancing local and regional sustainability. In this paper, we investigate the extent to which local planning capacity enables communities to promote more sustainable, smart growth residential development. Based on a 2013 survey of 38 county and 53 municipal governments in the state of Wisconsin, USA, this study finds that the majority of the sample communities have permitted residential developments characterized as transit-oriented, New Urbanist, mixed use, infill developments, or conservation subdivisions as alternatives to low-density, automobile-dependent conventional developments. The study also finds that jurisdictions with higher planning capacities are more likely to overcome significant barriers to more sustainable residential development. 相似文献

Identifying and communicating uncertainty is core to effective environmental assessment (EA). This study evaluates the extent to which uncertainties are considered and addressed in Canadian EA practice. We reviewed the environmental protection plans, follow-up programs, and panel reports (where applicable) of 12 EAs between 1995 and 2012. The types of uncertainties and levels of disclosure varied greatly. When uncertainties were acknowledged, practitioners adopted five different approaches to address them. However, uncertainties were never discussed or addressed in depth. We found a lack of suitable terminology and consistency in how uncertainties are disclosed, reflecting the need for explicit guidance, and we present recommendations for improvement. Canadian Environmental Impact Statements are not as transparent with respect to uncertainties as they should be, and uncertainties in EA need to be better considered and communicated. 相似文献

The aim of this paper was to explore the implications of planned obsolescence (PO) and the associated product lifetime on the environmental impact of products. To achieve this task, a literature review was performed to assess both the historical context and recent situation of planned obsolescence. A search in scholarly journals was performed to evaluate to what extent product lifetime and PO have been discussed in the recent literature. Based on the findings, selected cases of PO are discussed and trends in the practice of limiting product lifetime are identified. Factors considered to have a significant influence on product lifetime have been identified and discussed. The discussion of case studies made it possible to establish the links between product design, manufacturing and associated impacts of lifetime. The role of the actors along the value chain is also considered to propose a business scheme, where the influences of consumer behaviour and design choices are crucial. Finally, strategies to facilitate the definition of different scenarios are given. These strategies may serve to increase the reliability of environmental assessment throughout a product life cycle. 相似文献

In contradistinction to the ideas of Lynn White and others who have long suggested that the Judeo-Christian tradition fosters a ‘dominion over nature’ ethos, a number of scholars have recently argued that there has been a ‘greening of Christianity’. Largely missing from this debate is strong evidence at the individual level as to whether Christians have in fact adopted deeper environmental concerns over time. This study provides such evidence through an examination of longitudinal data from Gallup’s annual surveys on the environment. The analysis reveals little evidence that Christians have expressed more environmental concern over time. In fact, across many measures, Christians tend to show less concern about the environment. This pattern holds across Catholic, Protestant and other Christian denominations and for differing levels of religiosity. These findings support a conclusion that there has not been a discernible ‘greening of Christianity’ among the American public. 相似文献

The main achievements of the debates on deliberative democracy and democratised science are investigated in order to analyse the reasons, meanings and prospects for a democratisation of global environmental policy. A deliberative systems approach, which emphasises the need to explore how processes in societal spheres interact to shape the deliberative qualities of the system as a whole, is adopted. Although science plays a key role in this, its potential to enhance deliberative capacity has hardly been addressed in deliberative theories. The democratisation of science has potential to contribute to the democratisation of global environmental policy, in that it also shapes the potential of deliberative arrangements in the policy sphere. There is a substantial body of literature on public understandings of large-scale ‘environmental’ phenomena such as climate change and resource degradation. At the same time, political science and economics analyse the governance arrangements to deal with such issues. These realms of research rarely meet: there has been little research into people’s understandings of the governance of environmental change. This study adds a psychological perspective to governance research by investigating social representations of governance that promotes societal change towards sustainability, and related practices. It examines data from qualitative interviews with sustainability-interested people in seven European countries (n = 105). The analysis identified building blocks of representations suitable as an analytical framework for future research on governance representations. The diversity of their content reflected a range of pathways to societal change. Representations often seemed to have a creative function as a guiding vision for individuals’ own practices, but their wider transformative potential was constrained. 相似文献

建立科学规范的环境保护目标责任考核机制是实现我国环境保护目标的重要手段之一。作为一个自上而下的制度典范,基层环境保护管理部门是环境管理目标的落实者也是被考核的对象。本研究以太湖流域水环境保护基层管理部门面临的水环境保护目标责任考核机制为研究对象,从水环境保护考核指标的设定、考核评价的实施以及考核结果的应用三个方面分析太湖流域水环境保护目标考核机制的实施现状。结果表明,现阶段的考核体系存在考核指标设置不合理、考核过程实施过程成本较高,以及考核结果缺乏对管理部门的激励性等问题。最后,本文从提高现阶段太湖流域水环境保护考核指标设定的科学性、协调不同部门之间的关系以及加强考核结果的公开与合理应用方面对太湖流域水环境保护目标责任考核机制提出了政策建议。 相似文献
