Political and economic transitions have had substantial impacts on forest conservation. Where transitions are underway or anticipated, historical precedent and methods for systematically assessing future trends should be used to anticipate likely threats to forest conservation and design appropriate and prescient policy measures to counteract them. Myanmar is transitioning from an authoritarian, centralized state with a highly regulated economy to a more decentralized and economically liberal democracy and is working to end a long‐running civil war. With these transitions in mind, we used a horizon‐scanning approach to assess the 40 emerging issues most affecting Myanmar's forests, including internal conflict, land‐tenure insecurity, large‐scale agricultural development, demise of state timber enterprises, shortfalls in government revenue and capacity, and opening of new deforestation frontiers with new roads, mines, and hydroelectric dams. Averting these threats will require, for example, overhauling governance models, building capacity, improving infrastructure‐ and energy‐project planning, and reforming land‐tenure and environmental‐protection laws. Although challenges to conservation in Myanmar are daunting, the political transition offers an opportunity for conservationists and researchers to help shape a future that enhances Myanmar's social, economic, and environmental potential while learning and applying lessons from other countries. An interdisciplinary team introduced Integrated Mite Control (IMC) to the Queensland apple industry in Australia from 1989 to 1992. Project funding supported the employment of a consultant to monitor mite levels and provide management advice to growers who paid for the service. Interviews at the beginning and end of the project showed widespread adoption of IMC over this period. Overall use of chemicals was not reduced, but the use pattern changed towards wider use of chemicals that are less toxic to predatory mites. The future of IMC in the Queensland apple industry is in doubt because the seasonal nature of apple production does not allow the paid consultancy service to be self-sustaining. Indications are that the integrated approach to pest management may not be generally accepted as a strategic management process while the availability of effective chemicals allows the continuation of a spray routine for mite control. The lack of availability of effective and proven methods of pest control was seen by growers as the major constraint to adoption of IMC. 相似文献

The EU vision of sustainable agriculture, land use, forestry and management of natural resources contributes to the balanced exploitation of the environment, taking into account rural development strategy. Whilst the EU directs activities through legislative tools, national systems of public administration are responsible for the implementation of the respective laws. Despite there not being acquis communautaire in public administration, non-formal cooperation has nevertheless emerged and systems of national public administration have to meet EU criteria and ensure the effective implementation of legislation. The paper presents an analysis of how Slovak state administration has converged with EU requirements in the field of sustainable agriculture, land use, forestry and natural resources. Administrative convergence is considered through the internal convergence represented by capacities without legal subjectivity, and through external convergence represented by legal and administrative subjectivity. Both approaches are observed at the central level within specialized public authorities. Local state administration is characterized by the creation of internal administrative capacities with the challenging delimitation of which competences are affected by the process of administrative convergence. 相似文献

Forests represent more than just a livelihood to many people in developing countries. In Bangladesh, for example, overwhelming poverty and socio-economic pressures have resulted in an unstable situation where intensive pressure on forest resources is having increasingly negative consequences for the population. Some studies have evaluated the benefits of people-oriented forestry activities from an investment, as well as a participant, point of view. In the study area located in the Tangail Forest Division, a total of 11,854 ha of woodlot, 2704 ha of agroforestry and 945 km of strip plantations have been raised in a benefit-sharing program that is inclusive of land encroachers and other economically disadvantaged people. Since 2000-2001, a total of 3716 ha of woodlot, 890 ha of agroforestry and 163 km of strip plantations have been harvested to the benefit of 6326 individuals. Investment analysis indicates that woodlot plantation is not financially viable but agroforestry is the most profitable. These results were somewhat unexpected since initial analysis suggested that the woodlot plantation profit would be greater than, or at least equal to, that of the agroforestry plantation if the number of planted seedlings per unit area was taken into account. The per unit area net present value (NPV) was highest in the agroforestry plantation ($1662) and negative in the woodlot plantation (-$397). The benefit cost ratio (BCR) was also highest in the agroforestry plantation (1.64) and lowest in the woodlot plantation (0.86). This study also showed that some individuals who were formally classified as encroachers have now become vital stakeholders. On average, participants received $800, $1866 and $1327 over the course of 13 years from strip, agroforestry and woodlot plantations, respectively. Average annual return per participant was $62, $144 and $102, respectively, which was in addition to each individual's yearly income. This added income is a significant contribution to monetary resources and improves socio-economic conditions at a grass roots level. Overall then this program can be considered a financial success as a plantation raising strategy. However, despite this financial progress, the program cannot be considered a true form of participatory people-oriented forestry because it shows serious deviations from the original concept or model for participatory people-oriented forestry that is outlined in the project document. These discrepancies are especially notable with regard to (i) beneficiary selection, (ii) gender equity, (iii) professional attitude and corruption, (iv) funding and (v) program approach. This article compares a range of initiatives aimed at involving people in the management of forest resources in Nepal and
India. In Nepal, we focus on three categories of state-initiated programs: community forestry, the parks’ buffer zone program,
and leasehold forestry. In the southern Indian state of Karnataka, we study the state-initiated Joint Forest Planning and
Management program along with older institutions of leaf manure forests (Soppina betta) and historical sacred forests (Kans). We conclude that state-initiated approaches to involving communities have been limited, at best, promote standardized and
relatively inflexible management practices, and lead to partial improvement in biodiversity and people’s livelihoods. When
management is initiated and owned by the community, as in the case of sacred groves in India, and when other conditions are
appropriate, communities can have the opportunity to demonstrate their capacity for putting effective and adaptive conservation

Forestry development in China has undergone a series of reforms over the past six decades. This article examines temporal changes in forest resources and policies, the current status of forestry, and future challenges toward sustainable forest management in China. Excessive logging in the 1950s to 1980s badly damaged the nation’s forests, but the adoption of enlightened forest policies in the late 1990s has led to increases in China’s total forest area and growing stock. Forest degradation was ecologically and economically costly, and rehabilitation processes have become increasingly more expensive. The low quality and young age of forest resources, loss of natural forests, and more difficulties in afforestation and reforestation pose severe challenges for China’s sustainable forestry. It is critically important for China to enhance forest productivity through intensive management, strengthen enforcement, and educational programs for protecting and restoring natural forests, narrow the gap between domestic timber supply and rapidly expanding consumption, improve coordinating networks for management, finance, and technology transfer, and accelerate efforts to clarify and stabilize tenure arrangements for non-state forests. China’s experience and lessons in forestry may be helpful for other developing countries that are seeking to achieve the goal of sustainable forest management. 相似文献

In the conservation of endangered species, suppression of a population of one native species to benefit another poses challenges. Examples include predator control and nest parasite reduction. Less obvious is the control of blood-feeding arthropods. We conducted a case study of the effect of native black flies (Simulium spp.) on reintroduced Whooping Cranes (Grus americana). Our intent was to provide a science-driven approach for determining the effects of blood-feeding arthropods on endangered vertebrates and identifying optimal management actions for managers faced with competing objectives. A multiyear experiment demonstrated that black flies reduce nest success in cranes by driving incubating birds off their nests. We used a decision-analytic approach to develop creative management alternatives and evaluate trade-offs among competing objectives. We identified 4 management objectives: establish a self-sustaining crane population, improve crane well-being, maintain native black flies as functional components of the ecosystem, and minimize costs. We next identified potential management alternatives: do nothing, suppress black flies, force crane renesting to occur after the activity period of black flies, relocate releases of cranes, suppress black flies and relocate releases, or force crane renesting and relocate releases. We then developed predictions on constructed scales of 0 (worst-performing alternative) to 1 (best-performing alternative) to indicate how alternative actions performed in terms of management objectives. The optimal action depended on the relative importance of each objective to a decision maker. Only relocating releases was a dominated alternative, indicating that it was not optimal regardless of the relative importance of objectives. A rational decision maker could choose any other management alternative we considered. Recognizing that decisions involve trade-offs that must be weighed by decision makers is crucial to identifying alternatives that best balance multiple management objectives. Given uncertainty about the population dynamics of blood-feeding arthropods, an adaptive management approach could offer substantial benefits. 相似文献
