Assessing the shelf life of cost‐efficient conservation plans for species at risk across gradients of agricultural land use

High costs of land in agricultural regions warrant spatial prioritization approaches to conservation that explicitly consider land prices to produce protected‐area networks that accomplish targets efficiently. However, land‐use changes in such regions and delays between plan design and implementation may render optimized plans obsolete before implementation occurs. To measure the shelf life of cost‐efficient conservation plans, we simulated a land‐acquisition and restoration initiative aimed at conserving species at risk in Canada's farmlands. We accounted for observed changes in land‐acquisition costs and in agricultural intensity based on censuses of agriculture taken from 1986 to 2011. For each year of data, we mapped costs and areas of conservation priority designated using Marxan. We compared plans to test for changes through time in the arrangement of high‐priority sites and in the total cost of each plan. For acquisition costs, we measured the savings from accounting for prices during site selection. Land‐acquisition costs and land‐use intensity generally rose over time independent of inflation (24–78%), although rates of change were heterogeneous through space and decreased in some areas. Accounting for spatial variation in land price lowered the cost of conservation plans by 1.73–13.9%, decreased the range of costs by 19–82%, and created unique solutions from which to choose. Despite the rise in plan costs over time, the high conservation priority of particular areas remained consistent. Delaying conservation in these critical areas may compromise what optimized conservation plans can achieve. In the case of Canadian farmland, rapid conservation action is cost‐effective, even with moderate levels of uncertainty in how to implement restoration goals. 相似文献

Riprap, consisting of large boulders or concrete blocks, is extensively used to stabilize streambanks and to inhibit lateral erosion of rivers, yet its effect on river morphology and its ecological consequences have been relatively little studied. In this paper, we review the available information, most of it culled from the “grey” literature. We use a simple one‐dimensional morphodynamic model as a conceptual tool to illustrate potential morphological effects of riprap placement in a gravel‐bed river, which include inhibition of local sediment supply to the channel and consequent channel bed scour and substrate coarsening, and downstream erosion. Riprap placement also tends to sever organic material input from the riparian zone, with loss of shade, wood input, and input of finer organic material. Available information on the consequences for the aquatic ecosystem mainly concerns effects on commercially and recreationally important fishes. The preponderance of studies report unfavorable effects on local numbers, but habitat niches created by openings in riprap can favorably affect invertebrates and some small fishes. Abstract: The unit of trade in ecosystem services is usually the use of a proportion of the parcels of land associated with a given service. Valuing small changes in the provision of an ecosystem service presents obstacles, particularly when the service provides non‐use benefits, as is the case with conservation of most plants and animals. Quantifying non‐use values requires stated‐preference valuations. Stated‐preference valuations can provide estimates of the public's willingness to pay for a broad conservation goal. Nevertheless, stated‐preference valuations can be expensive and do not produce consistent measures for varying levels of provision of a service. Additionally, the unit of trade, land use, is not always linearly related to the level of ecosystem services the land might provide. To overcome these obstacles, we developed a method to estimate the value of a marginal change in the provision of a non‐use ecosystem service—in this case conservation of plants or animals associated with a given land‐cover type. Our method serves as a tool for calculating transferable valuations of small changes in the provision of ecosystem services relative to the existing provision. Valuation is achieved through stated‐preference investigations, calculation of a unit value for a parcel of land, and the weighting of this parcel by its ability to provide the desired ecosystem service and its effect on the ability of the surrounding land parcels to provide the desired service. We used the water vole (Arvicola terrestris) as a case study to illustrate the method. The average present value of a meter of water vole habitat was estimated at UK£12, but the marginal value of a meter (based on our methods) could range between £0 and £40 or more. 相似文献

There have been no published performance evaluations of nongovernmental, voluntary habitat stewardship programs. The Operation Burrowing Owl (OBO) stewardship program, initiated in 1987, was evaluated for its effectiveness in conservation of grassland habitat during 1986–1993. The 108 OBO sites from 1987 to 88 and 98 randomly selected non-OBO sites that were grassland in 1986 in the Regina-Weyburn, Saskatchewan study area were classified by size and agricultural soil suitability. By 1993, 41 (38%) of the 108 OBO sites had been withdrawn from the program. The 1986 area of grassland was compared with grassland area calculated from digitized 1993 LANDSAT imagery. A correction for satellite inaccuracies was determined. Grassland retention in 1993 was significantly higher at OBO sites (66%) than at random sites (49%), demonstrating that the OBO voluntary program effectively conserved habitat. Also, grassland retention was significantly lower on sites with better agricultural soils, and for sites <12 ha in size. Site type (OBO or random), size and their interaction, followed by agricultural soil suitability, had the greatest effects on grassland retention. During an era of accelerated grassland loss, OBO strongly and positively (statistically significant) affected conservation of grassland sites most at risk: sites <12 ha in size and with good to excellent agricultural soils. This suggests that grassland conservation efforts focus on vulnerable sites (small size and/or good agricultural soils) to provide nesting habitat for burrowing owls. During the past decade, compliance with initiatives to promote forestry best management practices (BMPs) has been monitored in most states of the southern U.S. and suggests an excellent level of acceptance throughout the region. However, effectiveness of these practices to protect water quality and aquatic habitat in streams that are potentially impacted by forest management activities has not been as thoroughly documented as the degree of compliance. The objective of this study was to determine effectiveness of streamside management zones (SMZs), a key element of BMPs designed for protection of water quality, aquatic habitat, and macroinvertebrate communities, in low-order streams within a region of north central Mississippi that is subjected to intensive forest management. Three SMZ treatments (undisturbed reference, clear-cut logging with an SMZ designated by forest managers, or clear-cut logging with no SMZ) were evaluated using a study with three replications of each treatment. Response metrics including water quality parameters, mineral soil exposure and net deposition/erosion within riparian zones, stream habitat indicators, and aquatic macroinvertebrate communities were comparable between streams receiving SMZs and undisturbed reference streams at all sampling intervals during the first year after treatment. Furthermore, significant elevation of streamwater temperature, decline in habitat stability rating, and increase in density of macroinvertebrates occurring in streams without an SMZ in comparison to reference streams provides additional evidence of SMZ effectiveness during the initial year after harvesting. 相似文献

ABSTRACT: Watershed and aquatic ecosystem management requires methods to predict and understand thermal impacts on stream habitat from urbanization. This study evaluates thermal effects of projected urbanization using a modeling framework and considers the biological implications to the fish community. The Stream Network Temperature Model (SNTEMP) was used in combination with the Hydrologic Simulation Program Fortran (HSPF) to assess changes in stream thermal habitat under altered stream‐ flow, shade, and channel width associated with low, medium, and high density urban developments in the Back Creek watershed (Roanoke County, Virginia). Flow alteration by the high density development scenario alone caused minimal heating of mean daily summer base flow (mean +0.1°C). However, when flow changes were modeled concurrently with reduced shade and increased channel width, mean daily temperature increased 1°C. Maximum daily temperatures exceeding the state standard (31°C) increased from 1.1 to 7.6 percent of the time using summer 2000 climatic conditions. Model results suggest that additional urban development will alter stream temperature, potentially limiting thermal habitat and shifting the fish community structure from intolerant to tolerant fish species in Back Creek. More research is needed on the sub‐lethal or chronic effects of increased stream temperature regimes on fish, particularly for those species already living in habitats near their upper limits. 相似文献

Both permit requirements and ecological assessments have been used to evaluate mitigation success. This analysis combines
these two approaches to evaluate mitigation required under Section 404 of the United States Clean Water Act (CWA) and Section
10 of the Rivers and Harbors Act, which allow developers to provide compensatory mitigation for unavoidable impacts to wetlands.
This study reviewed permit files and conducted field assessments of mitigation sites to evaluate the effectiveness of mitigation
required by the US Army Corps of Engineers for all permits issued in Orange County, California from 1979 through 1993. The
535 permit actions approved during this period allowed 157 ha of impacts. Mitigation was required on 70 of these actions,
with 152 ha of enhanced, restored, and created habitat required for 136 ha of impacts. In 15 permit actions, no mitigation
project was constructed, but in only two cases was the originally permitted project built; the two cases resulted in an unmitigated
loss of 1.6 ha. Of the remaining 55 sites, 55% were successful at meeting the permit conditions while 11% failed to do so.
Based on a qualitative assessment of habitat quality, only 16% of the sites could be considered successful and 26% were considered
failures. Thus, of the 126 ha of habitat lost due to the 55 projects, only 26 ha of mitigation was considered successful.
The low success rate was not due to poor enforcement, although nearly half of the projects did not comply with all permit
conditions. Mitigation success could best be improved by requiring mitigation plans to have performance standards based on

ABSTRACT: We assessed the potential effects of increased temperature and changes in amount and seasonal timing of precipitation on the hydrology and vegetation of a semi-permanent prairie wetland in North Dakota using a spatially-defined, rule-based simulation model. Simulations were run with increased temperatures of 2°C combined with a 10 percent increase or decrease in total growing season precipitation. Changes in precipitation were applied either evenly across all months or to individual seasons (spring, summer, or fall). The response of semi-permanent wetland P1 was relatively similar under most of the seasonal scenarios. A 10 percent increase in total growing season precipitation applied to summer months only, to fall months only, and over all months produced lower water levels compared to those resulting from the current climate due to increased evapotranspiration. Wetland hydrology was most affected by changes in spring precipitation and runoff. Vegetation response was relatively consistent across scenarios. Seven of the eight seasonal scenarios produced drier conditions with no open water and greater vegetation cover compared to those resulting from the current climate. Only when spring precipitation increased did the wetland maintain an extensive open water area (49 percent). Potential changes in climate that affect spring runoff, such as changes to spring precipitation and snow melt, may have the greatest impact on prairie wetland hydrology and vegetation. In addition, relatively small changes in water level during dry years may affect the period of time the wetland contains open water. Emergent vegetation, once it is established, can survive under drier conditions due to its ability to persist in shallow water with fluctuating levels. The model's sensitivity to changes in temperature and seasonal precipitation patterns accentuates the need for accurate regional climate change projections from general circulation models. 相似文献

A study on sediment transport and channel change was conducted on Zayante Creek and the lower San Lorenzo River in Santa Cruz County, California. A rainstorm with a recurrence interval locally in excess of 150 years occurred during the study year, 1982 WY. Stream surveys indicated that significant aggradation occurred during and after the peak flood. Upper study reaches were substantially recovered after high flows of early April, but the lower study reaches still had significant filling of pools and burial of riffles by sand. Increases in width-depth ratio were minor and localized in upper reaches, but were significant in lower reaches. Large inputs of sand, primarily from landsliding, altered the sediment transport regime. A higher proportion of the bedload is now transported by lower flows than before the January event. Roads and sand quarries contributed significantly to sediment input to the stream. A proposed dam may alter the sediment transport regime of Zayante Creek. Mitigating the effects of this dam on downstream fish habitat may require occasional bankfull discharges. 相似文献
