We aspired to set conservation priorities in ways that lead to direct conservation actions. Very large‐scale strategic mapping leads to familiar conservation priorities exemplified by biodiversity hotspots. In contrast, tactical conservation actions unfold on much smaller geographical extents and they need to reflect the habitat loss and fragmentation that have sharply restricted where species now live. Our aspirations for direct, practical actions were demanding. First, we identified the global, strategic conservation priorities and then downscaled to practical local actions within the selected priorities. In doing this, we recognized the limitations of incomplete information. We started such a process in Colombia and used the results presented here to implement reforestation of degraded land to prevent the isolation of a large area of cloud forest. We used existing range maps of 171 bird species to identify priority conservation areas that would conserve the greatest number of species at risk in Colombia. By at risk species, we mean those that are endemic and have small ranges. The Western Andes had the highest concentrations of such species—100 in total—but the lowest densities of national parks. We then adjusted the priorities for this region by refining these species ranges by selecting only areas of suitable elevation and remaining habitat. The estimated ranges of these species shrank by 18–100% after accounting for habitat and suitable elevation. Setting conservation priorities on the basis of currently available range maps excluded priority areas in the Western Andes and, by extension, likely elsewhere and for other taxa. By incorporating detailed maps of remaining natural habitats, we made practical recommendations for conservation actions. One recommendation was to restore forest connections to a patch of cloud forest about to become isolated from the main Andes. High costs of land in agricultural regions warrant spatial prioritization approaches to conservation that explicitly consider land prices to produce protected‐area networks that accomplish targets efficiently. However, land‐use changes in such regions and delays between plan design and implementation may render optimized plans obsolete before implementation occurs. To measure the shelf life of cost‐efficient conservation plans, we simulated a land‐acquisition and restoration initiative aimed at conserving species at risk in Canada's farmlands. We accounted for observed changes in land‐acquisition costs and in agricultural intensity based on censuses of agriculture taken from 1986 to 2011. For each year of data, we mapped costs and areas of conservation priority designated using Marxan. We compared plans to test for changes through time in the arrangement of high‐priority sites and in the total cost of each plan. For acquisition costs, we measured the savings from accounting for prices during site selection. Land‐acquisition costs and land‐use intensity generally rose over time independent of inflation (24–78%), although rates of change were heterogeneous through space and decreased in some areas. Accounting for spatial variation in land price lowered the cost of conservation plans by 1.73–13.9%, decreased the range of costs by 19–82%, and created unique solutions from which to choose. Despite the rise in plan costs over time, the high conservation priority of particular areas remained consistent. Delaying conservation in these critical areas may compromise what optimized conservation plans can achieve. In the case of Canadian farmland, rapid conservation action is cost‐effective, even with moderate levels of uncertainty in how to implement restoration goals.  相似文献

Riprap, consisting of large boulders or concrete blocks, is extensively used to stabilize streambanks and to inhibit lateral erosion of rivers, yet its effect on river morphology and its ecological consequences have been relatively little studied. In this paper, we review the available information, most of it culled from the “grey” literature. We use a simple one‐dimensional morphodynamic model as a conceptual tool to illustrate potential morphological effects of riprap placement in a gravel‐bed river, which include inhibition of local sediment supply to the channel and consequent channel bed scour and substrate coarsening, and downstream erosion. Riprap placement also tends to sever organic material input from the riparian zone, with loss of shade, wood input, and input of finer organic material. Available information on the consequences for the aquatic ecosystem mainly concerns effects on commercially and recreationally important fishes. The preponderance of studies report unfavorable effects on local numbers, but habitat niches created by openings in riprap can favorably affect invertebrates and some small fishes. There is a need for much more research on both morphological and ecosystem effects of riprap placement.  相似文献

2012年8—9月对大伙房水库入库河流39个河段的物理生境特征和水质状况进行调查,并运用相关分析和冗余分析的方法识别物理生境特征与水质状况的响应关系.研究结果表明,大伙房水库入库河流物理生境质量等级为较好以上的河段占43.6%,一般河段占48.7%,较差河段占5.1%,物理生境质量好的河段主要位于浑河上游地区,质量较差的河段主要位于大伙房水库周边地区.大伙房水库入库河流总磷(TP)、氨氮(NH+4-N)、总氮(TN)多符合国家Ⅱ类地表水环境标准,五日生化需氧量(BOD5)和化学耗氧量(CODCr)较高,部分点位超过了国家Ⅲ类地表水环境标准.大伙房水库入库河流物理生境特征与水质状况显著相关,物理生境综合评价指数与水体中TP、NH+4-N、溶解性固体总量(TDS)、电导率和硅酸盐呈显著负相关.物理生境指标中人类活动、土地利用方式、植被多样性和栖境复杂性对水质影响较大,在流域水生态管理中应以减少人为活动干扰、合理配置土地类型、控制农业面源污染和恢复自然植被为主要对策.  相似文献

This article examines the sustainability of the Grain for Green Project in the Wolong Nature Reserve. Pertinent data were collected through a questionnaire survey and a spatial analysis of reforested lands. The study results identified four critical issues that may influence the sustainability of the project in the study area. The first issue is concerned with the project’s impacts on local sustenance. Because local grain consumption depends greatly on compensation awarded by the project, the potential for sustainability of the project is compromised. The second issue is that the project causes negative effects on local incomes in the Wolong Nature Reserve, which may undermine local economic prospects. The third issue is that the project failed to deliver suitable habitat for the giant panda, although two of the suitability requirements that deal with landform features were met. Lastly, the project neglects great differences among geographical areas in the country, providing the same compensation and length of compensation period to all participants. Appropriate compensation mechanisms should be established and adapted to local economic, environmental, and social conditions. In managing nature reserves and moving toward sustainability, ensuring all aspects of local socioeconomic and ecological/environmental issues are properly addressed is a real challenge. Based on our study, some recommendations for improving sustainability of the project are given.  相似文献

Abstract: The unit of trade in ecosystem services is usually the use of a proportion of the parcels of land associated with a given service. Valuing small changes in the provision of an ecosystem service presents obstacles, particularly when the service provides non‐use benefits, as is the case with conservation of most plants and animals. Quantifying non‐use values requires stated‐preference valuations. Stated‐preference valuations can provide estimates of the public's willingness to pay for a broad conservation goal. Nevertheless, stated‐preference valuations can be expensive and do not produce consistent measures for varying levels of provision of a service. Additionally, the unit of trade, land use, is not always linearly related to the level of ecosystem services the land might provide. To overcome these obstacles, we developed a method to estimate the value of a marginal change in the provision of a non‐use ecosystem service—in this case conservation of plants or animals associated with a given land‐cover type. Our method serves as a tool for calculating transferable valuations of small changes in the provision of ecosystem services relative to the existing provision. Valuation is achieved through stated‐preference investigations, calculation of a unit value for a parcel of land, and the weighting of this parcel by its ability to provide the desired ecosystem service and its effect on the ability of the surrounding land parcels to provide the desired service. We used the water vole (Arvicola terrestris) as a case study to illustrate the method. The average present value of a meter of water vole habitat was estimated at UK£12, but the marginal value of a meter (based on our methods) could range between £0 and £40 or more.  相似文献

There have been no published performance evaluations of nongovernmental, voluntary habitat stewardship programs. The Operation Burrowing Owl (OBO) stewardship program, initiated in 1987, was evaluated for its effectiveness in conservation of grassland habitat during 1986–1993. The 108 OBO sites from 1987 to 88 and 98 randomly selected non-OBO sites that were grassland in 1986 in the Regina-Weyburn, Saskatchewan study area were classified by size and agricultural soil suitability. By 1993, 41 (38%) of the 108 OBO sites had been withdrawn from the program. The 1986 area of grassland was compared with grassland area calculated from digitized 1993 LANDSAT imagery. A correction for satellite inaccuracies was determined. Grassland retention in 1993 was significantly higher at OBO sites (66%) than at random sites (49%), demonstrating that the OBO voluntary program effectively conserved habitat. Also, grassland retention was significantly lower on sites with better agricultural soils, and for sites <12 ha in size. Site type (OBO or random), size and their interaction, followed by agricultural soil suitability, had the greatest effects on grassland retention. During an era of accelerated grassland loss, OBO strongly and positively (statistically significant) affected conservation of grassland sites most at risk: sites <12 ha in size and with good to excellent agricultural soils. This suggests that grassland conservation efforts focus on vulnerable sites (small size and/or good agricultural soils) to provide nesting habitat for burrowing owls. Our study demonstrates that a voluntary stewardship program can significantly increase conservation of habitat.  相似文献

During the past decade, compliance with initiatives to promote forestry best management practices (BMPs) has been monitored in most states of the southern U.S. and suggests an excellent level of acceptance throughout the region. However, effectiveness of these practices to protect water quality and aquatic habitat in streams that are potentially impacted by forest management activities has not been as thoroughly documented as the degree of compliance. The objective of this study was to determine effectiveness of streamside management zones (SMZs), a key element of BMPs designed for protection of water quality, aquatic habitat, and macroinvertebrate communities, in low-order streams within a region of north central Mississippi that is subjected to intensive forest management. Three SMZ treatments (undisturbed reference, clear-cut logging with an SMZ designated by forest managers, or clear-cut logging with no SMZ) were evaluated using a study with three replications of each treatment. Response metrics including water quality parameters, mineral soil exposure and net deposition/erosion within riparian zones, stream habitat indicators, and aquatic macroinvertebrate communities were comparable between streams receiving SMZs and undisturbed reference streams at all sampling intervals during the first year after treatment. Furthermore, significant elevation of streamwater temperature, decline in habitat stability rating, and increase in density of macroinvertebrates occurring in streams without an SMZ in comparison to reference streams provides additional evidence of SMZ effectiveness during the initial year after harvesting.  相似文献

ABSTRACT: Watershed and aquatic ecosystem management requires methods to predict and understand thermal impacts on stream habitat from urbanization. This study evaluates thermal effects of projected urbanization using a modeling framework and considers the biological implications to the fish community. The Stream Network Temperature Model (SNTEMP) was used in combination with the Hydrologic Simulation Program Fortran (HSPF) to assess changes in stream thermal habitat under altered stream‐ flow, shade, and channel width associated with low, medium, and high density urban developments in the Back Creek watershed (Roanoke County, Virginia). Flow alteration by the high density development scenario alone caused minimal heating of mean daily summer base flow (mean +0.1°C). However, when flow changes were modeled concurrently with reduced shade and increased channel width, mean daily temperature increased 1°C. Maximum daily temperatures exceeding the state standard (31°C) increased from 1.1 to 7.6 percent of the time using summer 2000 climatic conditions. Model results suggest that additional urban development will alter stream temperature, potentially limiting thermal habitat and shifting the fish community structure from intolerant to tolerant fish species in Back Creek. More research is needed on the sub‐lethal or chronic effects of increased stream temperature regimes on fish, particularly for those species already living in habitats near their upper limits.  相似文献

Both permit requirements and ecological assessments have been used to evaluate mitigation success. This analysis combines these two approaches to evaluate mitigation required under Section 404 of the United States Clean Water Act (CWA) and Section 10 of the Rivers and Harbors Act, which allow developers to provide compensatory mitigation for unavoidable impacts to wetlands. This study reviewed permit files and conducted field assessments of mitigation sites to evaluate the effectiveness of mitigation required by the US Army Corps of Engineers for all permits issued in Orange County, California from 1979 through 1993. The 535 permit actions approved during this period allowed 157 ha of impacts. Mitigation was required on 70 of these actions, with 152 ha of enhanced, restored, and created habitat required for 136 ha of impacts. In 15 permit actions, no mitigation project was constructed, but in only two cases was the originally permitted project built; the two cases resulted in an unmitigated loss of 1.6 ha. Of the remaining 55 sites, 55% were successful at meeting the permit conditions while 11% failed to do so. Based on a qualitative assessment of habitat quality, only 16% of the sites could be considered successful and 26% were considered failures. Thus, of the 126 ha of habitat lost due to the 55 projects, only 26 ha of mitigation was considered successful. The low success rate was not due to poor enforcement, although nearly half of the projects did not comply with all permit conditions. Mitigation success could best be improved by requiring mitigation plans to have performance standards based on habitat functions.  相似文献
