Abstract: Ecosystem fragmentation and destruction can lead to restrictive administration policies on traditional harvesting by indigenous peoples from remaining ecosystem tracts. In New Zealand, concerns about endangered species and governmental policies that focus on species and ecosystem preservation have resulted in severely curtailed traditional harvesting rights. Although provision has been made for limited gathering of traditional plants from government‐administered conservation lands, it is unclear how much harvesting is undertaken on these lands and elsewhere and what this harvest might consist of. We interviewed seven expert Maori elders from the Waikato, New Zealand, to identify plant species they currently harvested and from where. We compared these data with the data we collected on permits issued for plant collecting on conservation lands in the same region. We sought to gain information on indigenous plant harvesting to determine the extent of permitted harvesting from conservation lands in the Waikato and to identify issues that might affect plant harvesting and management. Elders identified 58 species they harvest regularly or consider culturally important; over 50% of these species are harvested for medicinal use. Permit data from 1996 to 2006 indicated no apparent relationship between species of reported cultural significance and the number of permits issued for each of these species. Currently, few plant species are harvested from conservation lands, although some unofficial harvesting occurs. Elders instead reported that medicinal plants are frequently collected from urban and other public areas. They reported that plant species used for dyeing, carving, and weaving are difficult to access. Elders also discussed concerns such as spraying of roadsides, which resulted in the death of medicinal species, and use of commercial hybrids in urban planning. Local government may have an increasingly important role in supporting native traditions through urban planning, which takes account of cultural harvesting needs while potentially reducing future harvesting pressure on conservation lands. We suggest that active participation by the Māori community in the development and management of urban harvesting resources will result in positive outcomes.  相似文献

ABSTRACT

This article explores the need to recognise and compensate the plurality of environmental justice claims, while paying close attention to the outcomes of the most marginalised groups – cultural and ecological – in political decision-making to avoid vestiges of hegemony. The early history of the Movimiento dos Trabalhadores Rurais sem Terra (MST) serves as a case study in which environmental justice claims clash with indigenous rights claims. In recent decades, the MST has refused settling Amazonian indigenous territories, consistent with the organisation’s Via Campesina platform, which focuses on redistributing the 50% of national territory controlled privately by Brazil’s richest 4%. Yet, in the 1970s and early 1980s, Brazil’s military government pitted landless peasants and indigenous people’s struggles against each other, circumventing land reform potentially disruptive to the country’s de facto colonial fazenda land system. This tactic pressured competing groups – landless peasants and indigenous people – to fight against each other, concluding predictably: the most powerful factions ended up getting their way, conceding less in negotiations than their less-advantageously positioned, marginalised counterparts. When marginalised groups gain concessions in environmental justice struggles, often the goods comprising those concessions come at a cost to marginalised groups with even less political visibility. Hegemonic structures of power remain non-negotiable in the process of alleviating other injustices in perceived zero-sum politics. Such systemic displacement and dispersion of violence in systems built on violence suggests hegemony affects not just to other marginalised groups, but to nonhumans too.  相似文献

Community knowledge exchanges have played a key role in developmental processes in the Suid Bokkeveld community of South Africa. Two exchange visits were undertaken with the support of the Department of Agriculture and an NGO, the Environmental Monitoring Group, which have led to local economic development and enhanced capacity to manage natural resources in a sustainable manner. These pilot projects were undertaken within the framework of the Community Exchange and Training Programme of the Global Mechanism of the United Nations Convention to Combat Desertification (UNCCD). The methodology applied included facilitation to develop a community-based vision for development, in terms of which the community exchange process was designed. A Facilitation Team of service providers conducted preparatory workshops, and identified potential partner communities. Two exchange visits were carried out, one focused on Rooibos production and marketing, and the other on community-based eco-tourism. Following report-back and planning workshops, emerging community-driven initiatives were supported through their formative stages. The initiatives have not only resulted in enhanced livelihoods, but the methodology has also been applied widely in a number of different contexts.  相似文献

The Thar Desert of western India is known for its rich and ancient culture system and traditions. The communities have long been part of the Thar Desert ecosystem and have evolved specific strategies to live in harmony with its hostile environment. This culture has provided several miracle plants of immense food and medicinal value to modern civilisation. The ancient rural livelihood knowledge system reflects time-tested techno-scientific knowledge with a proven track record of sustainability, especially during natural hazards like drought and famines. In addition, several of the traditional skills of local communities in arts and crafts, music and instruments have made modern man aware of the art and techniques of sustainably utilising local biological resources and preserving their biodiversity along with using waste products of the forests, without harming the desert ecosystem. Traditional cultural and socio-religious values are fast dwindling under the impact of materialistic approach, industrialisation and development. This paper endeavours to illustrate the need to assist and propagate indigenous rural livelihood systems rather than mindlessly replace or abandon them as a result of state bureaucracies.  相似文献

This paper explores peoples' indigenous survival strategies and assesses variations in people's ability to cope with floods in two flood‐prone villages in Bangladesh. It reveals that people continuously battle against flood vulnerability in accordance with their level of exposure and abilities, with varied strategies employed at different geophysical locations. The paper reports that people in an area with low flooding and with better socioeconomic circumstances are more likely to cope with impacts compared to people in areas with high and sudden flooding. Similarly, households' ability to cope varies depending on people's socioeconomic conditions, such as education, income and occupation. Although floods in Bangladesh generate socioeconomic misery and cause damage to the environment, health and infrastructure, people's indigenous coping strategies have helped them to reduce significantly their vulnerability. Such flood‐mitigating strategies should be well recognised and emphasised further via proper dissemination of information through an early‐warning system and subsequently external assistance.  相似文献

The role of indigenous knowledge in increasing context specificity and exposing blind spots in scientific understanding is widely evidenced in disaster studies. This paper aims to structure the processes that shape indigenous knowledge production and its optimisation using the case of floods. An inductive analytical approach is applied among riparian indigenous communities (focus on the Bayira) of the Rwenzori region of Uganda where plenty of indigenous flood practices have been recorded. Indigenous knowledge of floods is found to be based on intimate comprehension of local hydrometeorological regularities. Insofar as these regularities follow natural dynamics, indigenous socio-epistemic processes are noted to be consistent with the laws of nature. Coupled with regular open sociocultural deliberations, the conceptualisation of hydrometeorological regularities induces an indigenous ontology and empiricist epistemology. This, together with the techniques used, is the driver of crucial epistemic virtues which enable indigenous knowledge to provide disaster solutions that are adapted, pragmatic, and holistic.  相似文献

重污染感潮河道底泥释放特征及其控制技术研究   总被引:11,自引:1,他引:10  
以珠江三角洲城市重污染感潮河道为对象,研究了底泥污染物(重金属、有机物和营养盐)在静态、潮汐作用影响及人工曝气扰动下的释放特征.在此基础上,采用曝气充氧、重金属化学固定、激活底泥土著微生物等联合技术对底泥释放进行控制,研究其控制效果.结果表明:①感潮作用加速了底泥污染物的释放,与静态释放相比,Cu、Zn、Pb、Cr、COD、NH 4-N和TP的平均释放速率提高了1~4倍,释放量增加了0.3~1.8倍;底泥平均耗氧速率提高了1.28倍.②人工曝气扰动使底泥污染物局部急剧释放,并使泥水界面由弱碱性变成弱酸性;在有氧环境,NH 4-N、TP的释放得到有效抑制.③投加石灰调节pH至8~9,上覆水体Cu、Zn、Pb、Cr的去除率达到85%~98%,同时还可去除92%的TP和86%的浊度;在微碱性好氧条件下,Cu、Zn、Pb和Cr的释放量稳定在300μg·L-1以下.④底泥土著微生物层对水体及底泥污染物有良好的降解作用,通过间歇曝气COD、NH 4-N、TP去除率分别可达到85%、92%和71%;但微生物层具有较高的耗氧速率,达到45g·m-2·d-1.  相似文献

We sought to take a first step toward better integration of social concerns into empirical ecosystem service (ES) work. We did this by adapting cognitive anthropological techniques to study the Clayoquot Sound social‐ecological system on the Pacific coast of Canada's Vancouver Island. We used freelisting and ranking exercises to elicit how locals perceive ESs and to determine locals’ preferred food species. We analyzed these data with the freelist‐analysis software package ANTHROPAC. We considered the results in light of an ongoing trophic cascade caused by the government reintroduction of sea otters (Enhydra lutris) and their spread along the island's Pacific coast. We interviewed 67 local residents (n = 29 females, n = 38 males; n = 26 self‐identified First Nation individuals, and n = 41 non‐First Nation individuals) and 4 government managers responsible for conservation policy in the region. We found that the mental categories participants—including trained ecologists—used to think about ESs, did not match the standard academic ES typology. With reference to the latest ecological model projections for the region, we found that First Nations individuals and women were most likely to perceive the most immediate ES losses from the trophic cascade, with the most certainty. The inverse was found for men and non‐First Nations individuals, generally. This suggests that 2 historically disadvantaged groups (i.e., First Nations and women) are poised to experience the immediate impacts of the government‐initiated trophic cascade as yet another social injustice in a long line of perceived inequities. Left unaddressed, this could complicate efforts at multistakeholder ecosystem management in the region.  相似文献

Populations of landbirds (bird species that occupy terrestrial habitats for most of their life cycle) are declining throughout North America (north of Mexico) and Europe, yet little is known about how demography is driving this trend. A recent model of 5 geographically separated populations of Cerulean Warblers (Dendroica cerulea) that was based on within-season sampling of nest survival and fledgling success shows that all populations are sinks (annual reproduction is consistently less than annual adult mortality). I tested this indirect model by directly measuring fecundity (number of female fledglings/female) during the breeding season for 2 years in a Cerulean Warbler population occupying a mature forest in southwestern Michigan (U.S.A.) I determined territories of male birds on the basis of male plumage characters and phases of the nesting cycle (2007) and on uniquely color-banded males (2008). I transferred locations of identified males to topographic maps. I counted all fledglings in territories from May to July each year. The model I tested may apply only to single-brooded species; therefore, I searched the literature to estimate the percentage of single-brooded species in North America. The breeding season of Cerulean Warblers was short- nearly all nests were initiated from mid-May to late June. Nest predation and brood parasitism were primary and rare causes of nest failure, respectively. Significantly fewer Cerulean Warblers fledged from parasitized than from nonparasitized nests. Fledgling survival required to maintain the population size was well above previously published values for Neotropical migrants. Single-brooded species comprise 62% of North American breeding bird species for which the number of broods per year is known; I believe my results may apply to these species. The consistency between identification of populations as sources or sinks on the basis of either model estimates or direct measurements suggests that a demographic model relying on within-season sampling of fecundity is adequate to determine population status of single-brooded avian populations. In addition, on the basis of results of previous studies, annual adult survival rate of the Cerulean Warbler is typical of parulid warblers that are not declining. Thus, low fecundity, here determined with different quantitative methods, can drive status of landbird species with high-observed survival.  相似文献
