Abstract: The dry forests of southern India, which are endangered tropical ecosystems and among the world's most important tiger (Panthera tigris) habitats, are extensively invaded by exotic plants. Yet, experimental studies exploring the impacts of these invasions on native plants in these forests are scarce. Consequently, little is known about associated implications for the long‐term conservation of tigers and other biodiversity in these habitats. I studied the impacts of the exotic plant Lantana camara on understory vegetation in a dry‐forest tiger habitat in southern India. I compared the richness, composition, and abundance of tree seedlings, herbs, and shrubs and the abundance of grass among plots in which Lantana was cleared or left standing. These plots were distributed across two blocks—livestock free and livestock grazed. Removal of Lantana had an immediate positive effect on herb–shrub richness in the livestock‐free block, but had no effect on that of tree seedlings in either livestock block. Tree‐seedling and herb–shrub composition differed significantly between Lantana treatment and livestock block, and Lantana removal significantly decreased survival of tree seedlings. Nevertheless, the absence of trees, in any stage between seedling and adult, indicates that Lantana may stall tree regeneration. Lantana removal decreased the abundance of all understory strata, probably because forage plants beneath Lantana are less accessible to herbivores, and plants in Lantana‐free open plots experienced greater herbivory. Reduced access to forage in invaded habitats could negatively affect ungulate populations and ultimately compromise the ability of these forests to sustain prey‐dependent large carnivores. Additional research focused on understanding and mitigating threats posed by exotic plants may be crucial to the long‐term protection of these forests as viable tiger habitats.

Abstract: Growing threats to biodiversity in the tropics mean there is an increasing need for effective monitoring that balances scientific rigor with practical feasibility. Alternatives to professional techniques are emerging that are based on the involvement of local people. Such locally based monitoring methods may be more sustainable over time, allow greater spatial coverage and quicker management decisions, lead to increased compliance, and help encourage attitude shifts toward more environmentally sustainable practices. Nevertheless, few studies have yet compared the findings or cost‐effectiveness of locally based methods with professional techniques or investigated the power of locally based methods to detect trends. We gathered data on bushmeat‐hunting catch and effort using a professional technique (accompanying hunters on hunting trips) and two locally based methods in which data were collected by hunters (hunting camp diaries and weekly hunter interviews) in a 15‐month study in Equatorial Guinea. Catch and effort results from locally based methods were strongly correlated with those of the professional technique and the spatial locations of hunting trips reported in the locally based methods accurately reflected those recorded with the professional technique. We used power simulations of catch and effort data to show that locally based methods can reliably detect meaningful levels of change (20% change with 80% power at significance level [α]= 0.05) in multispecies catch per unit effort. Locally based methods were the most cost‐effective for monitoring. Hunter interviews collected catch and effort data on 240% more hunts per person hour and 94% more hunts per unit cost, spent on monitoring, than the professional technique. Our results suggest that locally based monitoring can offer an accurate, cost‐effective, and sufficiently powerful method to monitor the status of natural resources. To establish such a system in Equatorial Guinea, the current lack of national and local capacity for monitoring and management must be addressed.

With lack of affordable housing being clearly identified as a social and economic exclusion issue for most communities, innovative ways of addressing this deficiency should be considered. Increasingly local communities are engaging with the possibility of direct provision themselves and discussion around this notion has profound implications for community cohesion. One community-based solution gaining popular support within communities, and with government ministers, is the Community Land Trust mechanism. This involves control and ownership of land to help ensure affordable housing is built and remains affordable in perpetuity for the community. The language and difficulties with definition of terms, together with the complexity of engaging relevant stakeholders in a changing policy and legislative framework can be problematic. This may lead to apparent lack of consensus within communities on the way forward. Perceptions of local housing issues and ways to address them are sometimes vague, sometimes diverse but rarely apathetic. This paper includes data from two case studies in North East England, which are examined using interviews with key players, as a means of seeking some practical solutions.

Records in public archives were evaluated for the period 1981-1991. Simple surveys of peoples and of technology and physical premises provided insight to gauge the attitudes of a local community in the Melbourne municipality and the Melbourne City Council towards composting of organic waste materials. There is a lag in perception and attitudes between the local community and the local government towards composting of organic refuse as a solid waste treatment option. The simple methodology of the study still made it possible to verify past and present perceptions and attitudes.

The holomictic Traunsee is the deepest and second largest lakein Austria. The special characteristic of this ecosystem isthe fact that local salt and soda industries presumably alterthe lake by the discharge of waste materials. Since thebeginning of the 20th century salt and soda works areannually releasing up to 50,000 tons of solid wastes and up to150,000 tons of chloride into Traunsee. To assess potentialeffects of these anthropogenic impacts on the bacterioplanktonthree sampling sites, influenced as well as not influenced bythe industrial discharge, were chosen for comparison andsampled monthly from November 1997 to October 1998. Bacterialabundance ranged between 0.4 to 3.0 × 106 cells ml-1 with decreasing numbers along the depth profile. Theproportion of actively respiring bacteria, i.e. INT [2-(4-iodophenyl)-3-(4-nitrophenyl)-5-phenyltetrazolium chloride]reducing cells, never exceeded 10% of DAPI (4',6'-diamidino-2-phenylindole) stained cells. Fluorescence in situ hybridization (FISH) was used to examine the seasonal and spatial distribution of dominant phylogenetic groups of thebacterioplankton. Up to 84% of bacteria detected with DAPIcould be detected via FISH applying the universal bacterialprobe EUB338. Percentages of alpha- and beta-Proteobacteriaand members of the Cytophaga-Flavobacterium cluster did notexceed 60% of DAPI-stained cells.Beta-Proteobacteriaappeared to be the most abundant group, not only in Traunsee butalso in two reference lakes, Attersee and Hallstättersee. No significant differences in any of the bacterial parameters couldbe detected between the three sampling sites and all measurementswere found in the range reported for oligotrophic lakes. The highdischarge of the Traun River, resulting in a lake water renewaltime of only one year, may diminish possible effects of industrial waste discharge in the pelagic zone.

ABSTRACT: Many urban and suburban communities in the Midwest are seeking to establish sustainable, morphologically and hydraulically varied, yet dynamically stable fluvial systems that are capable of supporting healthy, biologically diverse aquatic ecosystems — a process known as stream naturalization. This paper describes an integrated research program that seeks to develop a scientific and technological framework to support two stream naturalization projects near Chicago, Illinois. The research program integrates theory and methods in fluvial geomorphology, aquatic ecology, hydraulic engineering and social theory. Both the conceptual and the practical challenges of that integration are discussed. Scientific and technical support emphasize the development of predictive tools to evaluate the performance of possible naturalization designs at scales most appropriate to community based projects. Social analysis focuses on place based evaluations of how communities formulate an environmental vision and then, through decision making, translate this vision into specific stream naturalization strategies. Integration of scientific and technical with social components occurs in the context of community based decision making as the predictive tools are employed by project scientists to help local communities translate their environmental visions into concrete environmental designs. Social analysis of this decision making process reveals how the interplay between the community's vision of what they want the watershed to become, and the scientific perspective on what the watershed can become to achieve the community's environmental goals, leads to the implementation of specific stream naturalization practices.

This paper examines the relationship between community preparedness and response to natural disaster and their level and pattern of community development. This is done by investigating preparation and response to the 1997 Red River Flood by three rural communities in Manitoba, Canada. The communities were selected because of their different ethnic mix and associated level and pattern of community development. The hypothesis was supported that the level and pattern of community development affect community capacity to respond to flooding. Communities characterised by higher levels of physical, human and social capital were better prepared and more effective responders to the flood. However, where the pattern of community development was characterised by high levels of social capital, decision-making processes were complicated.

Identifying and mapping community vulnerability
Morrow BH 《Disasters》1999,23(1):1-18
Disaster vulnerability is socially constructed, i.e., it arises out of the social and economic circumstances of everyday living. Most often discussed from the perspective of developing nations, this article extends the argument using American demographic trends. Examples from recent disasters, Hurricane Andrew in particular, illustrate how certain categories of people, such as the poor, the elderly, women-headed households and recent residents, are at greater risk throughout the disaster response process. Knowledge of where these groups are concentrated within communities and the general nature of their circumstances is an important step towards effective emergency management. Emergency planners, policy-makers and responding organisations are encouraged to identify and locate high-risk sectors on Community Vulnerability Maps, integrating this information into GIS systems where feasible. Effective disaster management calls for aggressively involving these neighbourhoods and groups at all levels of planning and response, as well as mitigation efforts that address the root causes of vulnerability.
