我国的化工园区为促进经济和社会发展做出了重要贡献。由于化工园区内危险化学品种类多、有毒有害物质数量大、环境风险等级高,存在着发生重特大事故的现实性和可能性。但是,我国至今尚未制定化工园区突发环境事件应急预案编制技术规范,相关研究也未见报道。在当前化工园区安全生产事件高发并严重影响周边环境的情况下,研究化工园区突发环境事件应急预案编制方法,提高应对安全生产事故以及次生突发环境事件的能力尤为重要。通过分析化工园区环境风险物质、环境风险工艺和环境风险受体三个方面的环境风险的特性,初步拟定了化工园区突发环境事件应急预案编制调查评估、建章立制、预案编写三个阶段的技术路线,明确了开展环境风险评估、加强应急能力建设、完善环境风险防范措施和环境应急处置措施的四项编制要点,在此基础上提出了化工园区突发环境事件应急预案由综合预案、现场处置预案、专项预案、环境风险评估报告、环境应急资源调查报告六部分组成的结构框架。  相似文献

The Atlantic Coastal Action Program (ACAP) is a unique, community-based program initiated by Environment Canada in 1991 to help Atlantic Canadians restore and sustain watersheds and adjacent coastal areas. ACAP is the eastem-most Environment Canada Ecosystem Initiative. The ACAP family is currently made up of 14 ecosystem-based organizations in the four Atlantic provinces. Each one of these non-profit organizations operates independently, but is formally linked under the umbrella of ACAP to represent a force stronger than the individual parts. In Environment Canada's experience, the program consistently demonstrates the value of a community-based approach and produces results on an ecosystem basis. This paper will examine some of the impacts of ACAP in terms of economics, credible community science, and environmental results which most often align with Environment Canada's objectives. It will explore the influences of the community-based approach to environmental management on multiple scales (local, regional, etc.). Through examples, the paper will demonstrate the effectiveness of ACAP in influencing some of the policies, programs and attitudes of various levels of government and industry in the region, as well as describe how the community-based model has been exported internationally. The paper will conclude with a discussion on a planned path forward for ACAP.  相似文献

Agroforestry – the traditional practice of growing trees on farms for the benefit of the farm family and for the environment – was brought from the realm of indigenous knowledge into the forefront of agricultural research less than two decades ago. It was promoted widely as a sustainability-enhancing practice that combines the best attributes of forestry and agriculture. Based on principles of natural resource management and process-oriented research, agroforestry is now recognized as an applied science, that is instrumental in assuring food security, reducing poverty and enhancing ecosystem resilience at the scale of thousands of smallholder farmers in the tropics.Trees on farms provide both products and services: they yield food, fuelwood, fodder, timber and medicines, which farm families can use at home or take to market to bring in much-needed cash; they replenish organic matter and nutrient levels in soils and they help control erosion and conserve water. The International Centre for Research in Agroforestry, and its partners, are working to integrate the functions of trees with policy and institutional improvements that aim at facilitating wide-scale adoption by farmers.Two examples described in this paper are replenishing soil fertility in sub-Saharan Africa using short-term improved tree and shrub fallows and the results of agroforestry research to support significant land tenure policy in southeast Asia.Although just one option in sustainable land-use, science-based agroforestry has the potential to produce economically, socially and environmentally sound results for the billions of people who depend on this ancient practice and modern science.  相似文献

Both the Aalborg Commitments and the guidance on integrated urban environmental management and sustainable urban transport plans proposed by the EU Thematic Strategy on the Urban Environment foresee a baseline review as the first step in developing integrated urban management plans and systems. A baseline review of urban sustainability undertaken in Riga reveals significant discrepencies between the sustainability criteria of the Aalborg Commitments and the: responsibilities and competencies of the municipal government and administration as defined by statutes; policy goals and measures defined in municipal planning documents; policy goals and measures defined in the Riga Development Plan. To better orient the mandate of the municipality towards sustainable development, municipal statutes should be supplemented to more fully reflect the issues defined by the Aalborg Commitments and should include sustainability as a goal. In order to strengthen the implementation of sustainable development specific policy goals, measures and targets should be formulated for all the Aalborg Commitments issues when revising existing municipal planning documents or developing a municipal sustainable development management plan. An analysis of the European Common Indicators and the State of the Environment in Riga 2001 indicators indicates that they can only partially fulfill a monitoring function for the implementation of the Aalborg Commitments. This highlights a need to better coordinate sustainable development initiatives at the European level. The methodology used for the baseline review in Riga is useful for assessing the status of urban sustainability when preparing integrated urban management plans or systems, but requires testing elsewhere.
