Post-disaster reconstruction (PDR) poses specific and complex challenges that government agencies have to deal with. Existing crisis management and communication models as well as literature on social media adoption by public organisations tend to focus on the critical stage, neglecting the issues that arise when the social, physical and cultural environments affected by a disaster have to be rebuilt. Conversely, this paper presents some preliminary findings on the Government to Citizen (G2C) communications and social media usage in PDR settings. The PDR process that followed the earthquakes in Emilia-Romagna (Northern Italy) in 2012 was used as a case study. Data derived from field notes and multiple-choice questionnaires revealed that government agencies provided information mainly about housing and infrastructure and financing and that they addressed this information to all citizens, although information was sometimes targeted specifically to business people, homeowners and members of community-based groups. Government officers gave preference to face-to-face contacts, Web portals and printed material. Social media were used predominantly as additional means of communication of PDR-related information, thus underrating their potential for community engagement and G2C bidirectional communication. In the discussions, findings are integrated into and validated against literature and communication theories.  相似文献

选取沸石,陶粒,无烟煤及其组合作为水平流人工快速渗滤系统的填料,进行不同进水水质和水力负荷下对岩源性磷拦截效果的研究。结果表明:相同运行条件下,单一填料沸石对悬浮颗粒物和岩源性磷的去除效果最好,平均值分别达到了90.47%、39.91%;组合填料的运行稳定性更好,且水力负荷为0.2 cm/s时效果最好,最高可达82.85%和46.18%;长期的运行模拟中发现系统的堵塞现象,在实际应用中要充分考虑填料的更换和再生的可操作性,保证系统运行的稳定高效。  相似文献

Two challenges persist in the applications of nanoscale zero-valent iron(nZVI) for environmental remediation and waste treatment: limited mobility due to rapid aggregation and short lifespan in water due to quick oxidation. Herein, we report the nZVI incorporated into mesoporous carbon(MC) to enhance stability in aqueous solution and mobility in porous media. Meanwhile, the reactivity of nZVI is preserved thanks to high temperature treatment and confinement of carbon framework. Small-sized(~16 nm) nZVI nanoparticles are uniformly dispersed in the whole carbon frameworks. Importantly, the nanoparticles are partially trapped across the carbon walls with a portion exposed to the mesopore channels. This unique structure not only is conductive to hold the nZVI tightly to avoid aggregation during mobility but also provides accessible active sites for reactivity. This new type of nanomaterial contains ~10 wt% of iron. The nZVI@MC possesses a high surface area(~ 500 m~2/g) and uniform mesopores(~ 4.2 nm) for efficient pollutant diffusion and reactions. Also, high porosity of nZVI@MC contributes to the stability and mobility of nZVI. Laboratory column experiments further demonstrate that nZVI@MC suspension(~4 g Fe/L) can pass through sand columns much more efficiently than bare nZVI while the high reactivity of nZVI@MC is confirmed from reactions with Ni(II). It exhibits remarkably better performance in nickel(20 mg/L) extraction than mesoporous carbon, with 88.0% and 33.0%uptake in 5 min, respectively.  相似文献

The presence of iodinated X-ray contrast media (ICM) in source waters is of high concern to public health because of their potential to generate highly toxic disinfection by-products (DBPs). The objective of this study was to determine the impact of ICM in source waters and the type of disinfectant on the overall toxicity of DBP mixtures and to determine which ICM and reaction conditions give rise to toxic by-products. Source waters collected from Akron, OH were treated with five different ICMs, including iopamidol, iopromide, iohexol, diatrizoate and iomeprol, with or without chlorine or chloramine disinfection. The reaction product mixtures were concentrated with XAD resins and the mammalian cell cytotoxicity and genotoxicity of the reaction mixture concentrates was measured. Water containing iopamidol generated an enhanced level of mammalian cell cytotoxicity and genotoxicity after disinfection. While chlorine disinfection with iopamidol resulted in the highest cytotoxicity overall, the relative iopamidol-mediated increase in toxicity was greater when chloramine was used as the disinfectant compared with chlorine. Four other ICMs (iopromide, iohexol, diatrizoate, and iomeprol) expressed some cytotoxicity over the control without any disinfection, and induced higher cytotoxicity when chlorinated. Two-dimensional chamber studies were conducted to determine qualitative and quantitative performance of cosolvents targeted at pooled dense non-aqueous phase liquid (DNAPL) (perchlorethylene, PCE) residing above a fine-grain capillary barrier. Downward mobilization of DNAPL, up gradient along an overriding cosolvent front, was observed. This produced significant pooling above a fine-grain layer that in some cases lead to entry into the capillary barrier beneath. Entry pressure calculations using physical and hydrogeologic parameters provided an excellent prediction of breakthrough of DNAPL into the capillary barrier. Calculations predict approximately 0.5 m of DNAPL would be necessary to enter a Beit Netofa clay, under extreme cosolvent flooding conditions (100% ethanol). Gradient injection of cosolvent did not appear to provide any benefit suggesting a rapid decrease in interfacial tension (IFT) compared to the rate of DNAPL solubilization. Use of a partitioning alcohol (tertiary butyl alcohol, TBA) resulted in DNAPL swelling and reduced entry into the capillary barrier. However, the trapping of flushing solution, containing PCE, could potentially lead to longer remediation times.  相似文献

Most of the large surface reservoirs are stably stratified throughout most or all of the year. One means of assisting in the management is to allow for the selective withdrawal from the reservoir. The value of the intake’s submergence when the upper layer fluids begin to be drawn into the intake is known as “critical submergence”. In this study, the critical submergence for a circular intake pipe in a stratified body is investigated. Experiments were conducted on a vertically flowing downward intake pipe in a still-water reservoir. Experimental results are compared with that of the neuro-fuzzy models.  相似文献

After a disaster, the media typically focus on who is to blame. However, relatively little is known about how the narrative of blame plays out in media coverage of the release of official disaster reports. This paper examines coverage by two Australian newspapers (The Courier‐Mail and The Australian) of the release of the Queensland Floods Commission of Inquiry's Interim Report and its Final Report to identify whether and how the news frame of blame was used. Given the absence of blame in the Final Report, the newspapers resorted to the frame of ‘failure’ in news and feature articles, while continuing to raise questions in editorials and opinion pieces about who was to blame. This study argues that situating coverage of the report within the news frame of failure and questioning who was to blame for the disaster limited the media's ability to facilitate a discussion about the prevention of similar disasters in the future.  相似文献
