Forests managed through peoples' participation can help to achieve a number of sustainable development goals (SDGs). This paper, drawing data from four participatory forest management (PFM) projects in south-eastern Bangladesh, explored: (a) the factors that influenced the outcomes of PFM; and (b) contribution of PFM towards achieving selected SDGs. The research used observation, semi-structured household interviews, group discussions, vegetation survey and Ostromʼs design principles for data collection, Divergent forest conditions and factors in four PFM sites have had differential contribution to SDGs. Heterogeneity of user groups, insufficient coordination, absence of motivation, and land tenure conflicts had affected the attainment of SDGs. The PFM helped to achieve 9–11 SDGs comprising poverty reduction (Goal 1), improving food security (Goal 2), maintaining health and well-being (Goal 3), enhancing childrensʼ education (Goal 4), fair access to jobs and committees (Goals 5 and 10), sources of clean drinking water (Goal 6), affordable energy for cooking (Goal 7), increased household economy (Goal 8), climate change through carbon sequestration (Goal 13), forest conservation (Goal 15), and partnerships with relevant institutions (Goal 16). In order to achieve SDGs, PFM could be viewed as an integral part of government development strategies, which needs sectoral coordination and integration of relevant policies.  相似文献

This article uses a case study in Southeast China to demonstrate how the substantial changes in rural livelihoods have been driven by a combination of “pull” forces from external economic development, and “push” forces from local areas, leading to a shift in rural household economic activities: household outmigration and de-population of the countryside, changes in energy consumption, and most importantly, changes in land uses and eventually, ecological restoration. Such dramatic changes are becoming common across the Chinese countryside. It is pointed out that economic development has generally caused a deterioration of the environment at least at the early period of economic growth, but the positive impacts, especially in some ecosystem in rural areas, have become more apparent.  相似文献

Animal husbandry and labour migration are important livelihood strategies for a large proportion of the rural population in developing countries. Up to now, the two strategies have usually been studied by looking at either one or the other; their interlinkages have rarely been examined. Based on a case study in rural Kyrgyzstan, the aim of this paper is to explore the links between animal husbandry and labour migration. Results show that for most rural households, livestock is crucial yet not sufficient to make a living. Therefore, many people diversify their income sources by migrating to work elsewhere. This generates cash for daily expenses and the acquisition of new livestock, but also leads to an absence of workforce in households. Yet since remittances usually exceed the expenses for hiring additional workforce, most people consider migration profitable. From a socio‐economic point of view, migration and animal husbandry can thus be considered important complementary livelihood strategies for the rural Kyrgyz population, at least for the time being. In the long term, however, the failure of young migrants to return to rural places and their settlement in urban areas might also cause remittance dependency and lead to an increasing lack of qualified labour. From an environmental point of view, the investment of remittances into animal husbandry poses challenges to sustainable pasture management. Increasing livestock numbers in rural areas raise pressure on pasture resources. Since most people consider animal husbandry their main future prospect while continuing to use pastures in a fairly unsustainable way, this may further exacerbate the over‐utilization of pastures in future.  相似文献

Despite more than 20 years of distribution of free emergency food in eastern Sudan (38 years in the case of refugees) Global Acute Malnutrition rates are currently the highest in the country. There has been no real improvement in the chronic livelihoods vulnerability that affects people in the region—particularly pastoralists. Food security must be seen from an informed livelihoods perspective. While food aid may still be required as part of transition, WFP must rethink its assistance strategy and advocate for complementarity in the efforts by development actors working across a range of sectors. Alternative models and interventions focused on the rehabilitation of markets and the development of' cargo nets' for the destitute, including cash transfers, must be developed and tested. Land tenure issues should be given particular attention. Food aid will probably remain an important element in the overall response, but its significance relative to other less developed forms of interventions should be reassessed.  相似文献

Economic development in Africa is expected to increase levels of bushmeat hunting through rising demand for meat and improved transport infrastructure. However, few studies have tracked long‐term changes in hunter behavior as a means of testing this prediction. We evaluated changes in hunter behavior in a rural community in Equatorial Guinea over a period of rapid national economic growth, during which time road access to the regional capital greatly improved. We conducted offtake surveys (Supporting Information) over 3 7‐week periods at the same time of year in 1998, 2003, and 2010 and conducted hunter and household interviews (Supporting Information) in 2003 and 2010. We tested whether relations existed among catch, hunting effort, hunting strategy, and income earned through hunting and other livelihoods in 2003 and 2010. Although village offtake increased from 1775 kg in 1998 to 4172 kg in 2003, it decreased in 2010 to 1361 kg. Aggregate catch per unit effort (i.e., number of carcasses caught per hunter and per trap) decreased from 2003 to 2010, and the majority of hunters reported a decrease in abundance of local fauna. Although these results are indicative of unsustainable hunting, cumulative changes in offtake and catch per unit effort were driven by a contraction in the total area hunted following an out‐migration of 29 of the village's hunters, most of whom left to gain employment in the construction industry, after 2003. Hunters operating in both 2003 and 2010 hunted closer to the village because an increased abundance of elephants posed a danger and because they desired to earn income through other activities. Our study provides an example of national economic development contributing to a reduction in the intensity and extent of hunting. What is considered garbage embodies a recoverable economic value, and environmental cost if not recycled. Throughout the world, the often marginalised and impoverished population earns a living through informal recycling. This is also true for Victoria, British Columbia, one of the most affluent cities in Canada. This paper discusses results of a participatory socio-economic survey involving informal recyclers in Victoria, BC to determine their livelihood determinants. The findings reveal that “binning” is an important survival strategy to generate income. A new waste-management model that considers the social and environmental context is needed. Inclusive public policies can respond to the livelihood concerns outlined in this paper by facilitating access to recyclable materials, devising occupational safety improvements and educating about alternative strategies for resource recovery. This model can contribute to the overall sustainability of the community by reducing the waste of resources and people, empowering marginalised populations and reducing the environmental impacts of natural resource use and waste disposal.  相似文献

This paper explores, explains and discusses issues around the dilemma between local conservation of natural resources (often, endangered species and habitats) and tourism needs in Africa. Often and in constitutional terms, local people have a right to exploit and use resources endowed in their local area. However, tourists often are interested in viewing the vegetation and animal resources undisturbed. Inevitably, there is an undeclared animosity of values and interests between local communities and tourists and state agencies. As a result, the dilemma is thus of governance. The purpose of this paper is to demonstrate the governance dilemma of resource utilization and tourism in Africa in a bid to create an informed stewardship framework for sustainability. This is achieved by way of case studies and narratives from Africa. As such, this paper will be a review literature on how different communities perceive tourism and derive livelihoods from their immediate environment. It also explains how the external factors influence local needs and interests. A more sustainable and operational framework that reduces friction among stakeholders is suggested.  相似文献

The implementation of large-scale programmes for environment and development presents two main challenges: the tensions between both goals and the disconnect across policy levels. To contribute to overcoming these challenges, we assess a national multi-partnership programme for poverty alleviation and wetland restoration in South Africa: Working for Wetlands. We analyse this innovative polycentric programme at the macro and micro levels. At the national level, we assess the policy development and implementation model. At the local level, we analyse its impact on livelihoods and on opinions about development and the environment at a specific location. We use data from in-depth interviews across scales, household surveys (n = 47) and focus group discussions. The strengths of this programme can inform more effective design of further large-scale environment and development policies. However, critical issues originated at the national scale are likely to hinder the permanence of improvements at the micro level.  相似文献

Based on research in peri-urban areas, this paper explores questions of water justice in the context of emerging global cities. With the growth of large cities, authorities focus on meeting their water needs through infrastructure expansion and supply augmentation. The changing water needs and priorities of peri-urban locations, which provide land and water for urban expansion, receive scant attention. This paper looks at changing patterns of water use between rural and urban uses, based on research in peri-urban Gurgaon, an emerging outsourcing and recreation hub of North West India. It describes the diversity of ways in which peri-urban residents lose access to water as the city expands. These processes raise important questions about water justice, about the politics of urban expansion, and the implicit biases about whom these cities are meant for.  相似文献
