This paper presents the relationship between an environmental protection scheme, established in Ireland in 1994 under EU Regulation No. 2078/92, and the livelihoods of Irish farm households. It explores this relationship within the framework of the new policy environment for EU agriculture and rural areas as set out in Agenda 2000. At the centre of this new policy environment is the European model for agriculture, embodying the concept of multifunctionality, which recognizes the pivotal position of an evolving agricultural sector in enhancing the viability of rural areas through broadening the assets of farm families. Research undertaken with farm households in the west of Ireland indicates a positive relationship between the Rural Environmental Protection Scheme and the economic and natural assets upon which they build their livelihoods. The case of a small-scale dairy farm household is presented, showing clearly the positive impact of the scheme, while also highlighting the vulnerability of these improvements. A major challenge facing policy-makers is the extent to which acceptable levels of income and an enhanced natural environment on such farms can be sustained. The position of advisory and research institutions in strengthening human capacities on farms is highlighted and their enhanced role is suggested in order to give meaning to multifunctional and sustainable agriculture within the context of rural area viability. 农户生计演化对山地生态系统恢复的影响是恢复生态学和乡村地理学关注的焦点。针对该学术背景,论文对国内外相关研究进行了总结,系统梳理了农户生计变化的内涵、驱动因素及其对山地生态系统恢复的影响;得出农户生计变化与山地生态系统演化是紧密相关的,农户生计状况最终决定着山地生态系统的特征,农户生计的改善往往驱动着山地生态系统的正向演替。最后,针对当前的研究和实践现状,建议进一步加强对农户生计和生态恢复相互关系的研究;针对当前的新农村建设和环境保护项目,要深入探究其对农户生计乃至山地生态系统恢复的影响;并建议优化中国地方官员考核标准,增强各级部门对农户生计以及环境保护的重视。  相似文献

Livelihood diversification has become an integral focus of policies and investments aiming to reduce poverty, vulnerability, and pressure on fishery resources in coastal communities around the globe. In this regard, coastal fisheries in the Pacific Islands have long been a sector where livelihood diversification has featured prominently. Yet, despite the widespread promotion and international investment in this strategy, the ability of externally funded livelihood diversification projects to facilitate improved resource management and rural development outcomes often remains inconsistent. We argue these inconsistencies can be attributed to a conceptual ambiguity stemming from a lack of attention and awareness to the complexity of livelihood diversification. There is still much to learn about the process of livelihood diversification, both in its theoretical conceptualizations and its practical applications. Herein, we utilize a common diversity framework to clarify some of this ambiguity by distinguishing three diversification pathways. These pathways are illustrated using an ideal–typical Pacific Island coastal household and supported by examples provided in the literature that detail livelihood diversification projects in the Pacific. Through this perspective, we seek a more nuanced understanding of what is meant within the policy and practice goal of livelihood diversification. Thereby enabling more targeted and deliberate planning for development investments that facilitates outcomes in support of sustainable livelihoods.  相似文献

Interactions between humans and wildlife resulting in negative impacts are among the most pressing conservation challenges globally. In regions of smallholder livestock and crop production, interactions with wildlife can compromise human well-being and motivate negative sentiment and retaliation toward wildlife, undermining conservation goals. Although impacts may be unavoidable when human and wildlife land use overlap, scant large-scale human data exist quantifying the direct costs of wildlife to livelihoods. In a landscape of global importance for wildlife conservation in southern Africa, we quantified costs for people living with wildlife through a fundamental measure of human well-being, food security, and we tested whether existing livelihood strategies buffer certain households against crop depredation by wildlife, predominantly elephants. To do this, we estimated Bayesian multilevel statistical models based on multicounty household data (n = 711) and interpreted model results in the context of spatial data from participatory land-use mapping. Reported crop depredation by wildlife was widespread. Over half of the sample households were affected and household food security was reduced significantly (odds ratio 0.37 [0.22, 0.63]). The most food insecure households relied on gathered food sources and welfare programs. In the event of crop depredation by wildlife, these 2 livelihood sources buffered or reduced harmful effects of depredation. The presence of buffering strategies suggests a targeted compensation strategy could benefit the region's most vulnerable people. Such strategies should be combined with dynamic and spatially explicit land-use planning that may reduce the frequency of negative human–wildlife impacts. Quantifying and mitigating the human costs from wildlife are necessary steps in working toward human–wildlife coexistence.  相似文献

Disaster resettlement, as a mitigation and preparedness measure, entails significant economic, physical, and social impacts, which continue to challenge understanding of recovery from major events, especially regarding the extent of the context and environmental efforts to rebuild livelihoods. Based on a case study of Qinling Mountains, China, this research investigates the effects of disaster resettlement from a livelihoods perspective. Methodologically, it proposes a framework that combines the pressure–state–response framework and the sustainable livelihoods approach, and it employs a structural equation model to examine how specific factors affect disaster resettlement. The results indicate that conflicts may occur during and after resettlement owing to the difference or disparity between the concerns of resettled peasants and those of the government. Consequently, the risks related to livelihoods need to be taken seriously. Effective risk communication is critical to bridge the gap between different stakeholders. Smallholder Agroforestry Systems For Carbon Storage   总被引:3,自引:0,他引:3  
Most smallholder agroforestry systems in Southeast Asia are tree- and species-rich systems producing non-wood and wood products for both home use and market sale. Due to their high biomass, these systems contain large carbon (C) stocks. While the systems of individual farmers are of limited size, on a per area basis smallholder systems accumulate significant amounts of C, equaling the amount of C stored in some secondary forests of similar age. Their ability to simultaneously address smallholders’ livelihood needs and store large amounts of C makes smallholder systems viable project types under the Clean Development Mechanism (CDM) of the Kyoto Protocol, with its dual objective of emissions reduction and sustainable development. Smallholder systems have not developed in areas where enabling conditions do not exist. A CDM project that facilitates a minimum threshold of enabling conditions that make smallholder agroforestation possible should qualify for C credits. To secure smallholder confidence, the agroforestry systems promoted through a CDM project must be socially and economically viable independent of C payments. To assure system productivity and profitability, projects should provide farmers with technical and marketing assistance. Additionally, project sites should meet the following preconditions: areas of underutilized low-biomass landuse systems available for rehabilitation; smallholders interested in tree farming; accessible markets for tree products; supportive local governments; sufficient infrastructure; and transparent and equitable relationships between project partners. Questions of leakage and additionality should not be problematic and can be addressed through the project design, establishment of quantifiable baseline data and facilitating enabling conditions. However, smallholder-focused CDM projects would have high transaction costs. The subsequent challenge is thus to develop mechanisms that reduce the costs of: (a) making information (e.g., technology, markets) more accessible to multiple clients; (b) facilitating and enforcing smallholder agreements and (c) designing feasible monitoring systems.  相似文献

The October 2005 earthquake in northern Pakistan severely affected the livelihoods of 1.5 million people. With the destruction of material assets and communications infrastructure, the quake had a devastating impact on people's way of life in this remote mountainous region. This paper explores livelihood revival interventions undertaken during the earthquake response, and considers how differentiated livelihood outcomes were achieved. In addressing this objective the paper examines livelihood rehabilitation schemes in terms of structural aspects, working strategies, key factors, strengths of interventions and the role of human agency in influencing livelihood trajectories of quake‐affected communities. Primary data for this study was gathered in northern Pakistan between October 2008 and January 2009. The study identifies structural shortcomings and strengths of the programmes attempting to revive the livelihoods of poor and vulnerable households. It identifies how households in two villages made the most of opportunities to improve their lives and move towards favourable outcomes.  相似文献

Hawksbill turtles (Eretmochelys imbricata) are highly endangered in the eastern Pacific Ocean, yet their eggs continue to be an important subsistence resource for impoverished coastal residents in El Salvador. In this study, we use naturalistic inquiry to explain the realities experienced by coastal residents who share habitat with hawksbills in El Salvador, and then suggest implications of the disparities between these realities and international priorities for hawksbill conservation and community development in El Salvador and other low-income regions. To provide a context for understanding hawksbill conservation and its implications for similar challenges related to conservation and wellbeing, we first summarise the conservation context, including the emergence of sea turtle conservation in El Salvador. We then describe our naturalistic approach, including the ethnographic methodology for this study. Finally, we detail the analysis of interviews conducted with tortugueros (i.e. local sea turtle egg collectors), to help explain how hawksbills fit into local realities. Our results demonstrate that, from the perspective of tortugueros, (1) the primary importance of hawksbills is the economic value attached to egg sales, but there exists a deeper connection to local culture; (2) egg purchase by hatcheries is a socially just conservation strategy that benefits both hawksbill and human wellbeing; and (3) opportunities for local residents to participate in decision-making regarding sea turtle conservation are limited, and should be increased. We argue that harmonising international conservation priorities with local community development realities is one path towards simultaneously contributing to long-term sea turtle recovery and human wellbeing in low-income regions.  相似文献

Abstract: Bushmeat hunting is an activity integral to rural forest communities that provides a high proportion of household incomes and protein requirements. An improved understanding of the relationship between bushmeat hunting and household wealth is vital to assess the potential effects of future policy interventions to regulate an increasingly unsustainable bushmeat trade. We investigated the relationship between hunting offtake and household wealth, gender differences in spending patterns, and the use of hunting incomes in two rural forest communities, Central Gabon, from 2003 to 2005. Households in which members hunted (hunting households) were significantly wealthier than households in which no one hunted (nonhunting households), but within hunting households offtakes were not correlated with household wealth. This suggests there are access barriers to becoming a hunter and that hunting offtakes may not be the main driver of wealth accumulation. Over half of the money spent by men in the village shop was on alcohol and cigarettes, and the amount and proportion of income spent on these items increased substantially with increases in individual hunting offtake. By contrast, the majority of purchases made by women were of food, but their food purchases decreased actually and proportionally with increased household hunting offtake. This suggests that the availability of bushmeat as a food source decreases spending on food, whereas hunting income may be spent in part on items that do not contribute significantly to household food security. Conservation interventions that aim to reduce the commercial bushmeat trade need to account for likely shifts in individual spending that may ensue and the secondary effects on household economies.  相似文献

Urban development has important implications for farmland preservation and natural resource management in local peri-urban communities. Social science research on recent changes in rural landscape of mega-cities tends to be limited to case studies in Latin-American nations. This study analyses the socioecomic dynamics of farming land use and the interactions between multiple cultural variables and the environment. Fieldwork was carried out during the 2002–2003 period in rural livelihoods of the five high mountain towns of south Mexico City. Data obtained from participatory survey and ethnographic techniques were integrated to assess changes in rural landscape and resource management and how urbanization, deforestation and market oriented agricultural production result in different livelihoods within a similar urban fringe context. The dynamic of mixture of urban and rural landscapes is based on farm productivity and social capital factors. The study concludes that policy support for regional agricultural production systems through enhancing ecosystems services, environmental protection and economic development is needed for sustainable development of local communities.
