The ability to detect and to develop a precise and accurate estimate of the entrainment mortality fraction is an important step in projecting power plant impacts on future fish population levels. Recent work indicates that these mortailities may be considerably less than 100% for some fish species in the early life stages. Point estimates of the entrainment mortality fraction have been developed based on probabilistic arguments, but the precision of these estimates has not been studied beyond the simple statistical test of the null hypothesis that no entrainment mortaility exists.The ability to detect entrainment mortality is explored as a function of the sample sizes (numbers of organisms collected) at the intake and discharge sampling stations of a power plant and of the proportion of organisms found alive in the intake samples (intake survival). Minimum detectable entrainment mortality, confidence interval width, and type II error (probability of accepting the null hypothesis of no entrainment mortality when there is mortality) are considered. Increasing sample size and/or decreasing sampling mortality will decrease the minimum detectable entrainment mortality, confidence interval width, and type II error for a given level of type I error.The results of this study are considered in the context of designing useful monitoring programs for determining the entrainment mortality fraction. Preliminary estimates of intake survival and the entrainment mortality fraction can be used to obtain estimates of the sample size needed for a specified level of confidence interval width or type II error. Final estimates of the intake survival and the entrainment mortality fraction can be used to determine the minimum detectable entrainment mortality and the type II error. 相似文献

Abstract: Given the increasingly higher resolution and data accessibility, satellite precipitation products could be useful for hydrological application in the Nile River Basin, which is characterized by lack of reasonably dense hydrological in situ sensors and lack of access to the existing dataset. However, in the absence of both extreme caution and research results for the Nile basin, the satellite rainfall (SR) products may not be used, or may even be used erroneously. We identify two steps that are critical to enhance the value of SR products for hydrological applications in the Nile basin. The first step is to establish representative validation sites in the Nile basin. The validation site will help to quantify the errors in the different kinds of SR products, which will be used to select the best products for the Nile basin, include the errors in decision making, and design strategies to minimize the errors. Using rainfall measurements collected from the unprecedented high-density rain gauge network over a small region within the Nile basin, we indicate that SR estimates could be subject to significant errors, and quantification of estimation errors by way of establishing validation sites is critically important in order to use the SR products. The second step is to identify the degree of hydrologic model complexity required to obtain more accurate hydrologic simulation results for the Nile basin when using SR products as input. In the Netherlands there are around 400 “Seveso” sites that fall under the Dutch Major Hazards Decree (BRZO) 1999. Between 2006 and 2010 the Dutch Labour Inspectorate's Directorate for Major Hazard Control completed investigations of 118 loss of containment incidents involving hazardous substances from this group. On the basis of investigation reports the incidents were entered in a tailor-made tool called Storybuilder developed for the Dutch Ministry of Social Affairs and Employment for identifying the dominant patterns of technical safety barrier failures, barrier task failures and underlying management causes associated with the resulting loss of control events. The model is a bow-tie structure with six lines of defence, three on either side of the central loss of containment event. In the first line of defence, failures in the safety barriers leading to loss of control events were primarily equipment condition failures, pre start-up and safeguarding failures and process deviations such as pressure and flow failures. These deviations, which should have been recovered while still within the safe envelope of operation, were missed primarily because of inadequate indication signals that the deviations have occurred. Through failures of subsequent lines of defence they are developing into serious incidents. Overall, task failures are principally failures to provide adequate technical safety barriers and failures to operate provided barriers appropriately. Underlying management delivery failures were mainly found in equipment specifications and provisions, procedures and competence. The competence delivery system is especially important for identifying equipment condition, equipment isolation for maintenance, pre-start-up status and process deviations. Human errors associated with operating barriers were identified in fifty per cent of cases, were mostly mistakes and feature primarily in failure to prevent deviations and subsequently recover them. Loss of control associated with loss of containment was primarily due to the containment being bypassed (72% of incidents) and less to material strength failures (28%). Transfer pipework, connections in process plant and relief valves are the most frequent release points and the dominant release material is extremely flammable. It is concluded that the analysis of a large number of incidents in Storybuilder can support the quantification of underlying causes and provide evidence of where the weak points exist in major hazard control in the prevention of major accidents. 相似文献
