Caught between ongoing habitat destruction and funding shortfalls, conservation organizations are using systematic planning approaches to identify places that offer the highest biodiversity return per dollar invested. However, available tools do not account for the landscape of funding for conservation or quantify the constraints this landscape imposes on conservation outcomes. Using state‐level data on philanthropic giving to and investments in land conservation by a large nonprofit organization, we applied linear regression to evaluate whether the spatial distribution of conservation philanthropy better explained expenditures on conservation than maps of biodiversity priorities, which were derived from a planning process internal to the organization and return on investment (ROI) analyses based on data on species richness, land costs, and existing protected areas. Philanthropic fund raising accounted for considerably more spatial variation in conservation spending (r2 = 0.64) than either of the 2 systematic conservation planning approaches (r2 = 0.08–0.21). We used results of one of the ROI analyses to evaluate whether increases in flexibility to reallocate funding across space provides conservation gains. Small but plausible “tax” increments of 1–10% on states redistributed to the optimal funding allocation from the ROI analysis could result in gains in endemic species protected of 8.5–80.2%. When such increases in spatial flexibility are not possible, conservation organizations should seek to cultivate increased support for conservation in priority locations. We used lagged correlations of giving to and spending by the organization to evaluate whether investments in habitat protection stimulate future giving to conservation. The most common outcome at the state level was that conservation spending quarters correlated significantly and positively with lagged fund raising quarters. In effect, periods of high fund raising for biodiversity followed (rather than preceded) periods of high expenditure on land conservation projects, identifying one mechanism conservation organizations could explore to seed greater activity in priority locations. Our results demonstrate how limitations on the ability of conservation organizations to reallocate their funding across space can impede organizational effectiveness and elucidate ways conservation planning tools could be more useful if they quantified and incorporated these constraints.  相似文献

Many drivers of mangrove forest loss operate over large scales and are most effectively addressed by policy interventions. However, conflicting or unclear policy objectives exist at multiple tiers of government, resulting in contradictory management decisions. To address this, we considered four approaches that are being used increasingly or could be deployed in Southeast Asia to ensure sustainable livelihoods and biodiversity conservation. First, a stronger incorporation of mangroves into marine protected areas (that currently focus largely on reefs and fisheries) could resolve some policy conflicts and ensure that mangroves do not fall through a policy gap. Second, examples of community and government comanagement exist, but achieving comanagement at scale will be important in reconciling stakeholders and addressing conflicting policy objectives. Third, private‐sector initiatives could protect mangroves through existing and novel mechanisms in degraded areas and areas under future threat. Finally, payments for ecosystem services (PES) hold great promise for mangrove conservation, with carbon PES schemes (known as blue carbon) attracting attention. Although barriers remain to the implementation of PES, the potential to implement them at multiple scales exists. Closing the gap between mangrove conservation policies and action is crucial to the improved protection and management of this imperiled coastal ecosystem and to the livelihoods that depend on them.  相似文献

Conservation practitioners and scientists are often faced with seemingly intractable problems in which traditional approaches fail. While other sectors (e.g., business) frequently emphasize creative thinking to overcome complex challenges, creativity is rarely identified as an essential skill for conservationists. Yet more creative approaches are urgently needed in the effort to sustain Earth's biodiversity. We identified 4 strategies to develop skills in creative thinking and discuss underlying research and examples supporting each strategy. First, by breaking down barriers between disciplines and surrounding oneself with unfamiliar people, concepts, and perspectives, one can expand base knowledge and experiences and increase the potential for new combinations of ideas. Second, by meeting people where they are (both literally and figuratively), one exposes oneself to new environments and perspectives, which again broadens experiences and increases ability to communicate effectively with stakeholders. Third, by embracing risk responsibly, one is more likely to develop new, nontraditional solutions and be open to high‐impact outcomes. Finally, by following a cycle of learning, struggle, and reflection, one can trigger neurophysiological changes that allow the brain to become more creative. Creativity is a learned trait, rather than an innate skill. It can be actively developed at both the individual and institutional levels, and learning to navigate the relevant social and practical barriers is key to the process. To maximize the success of conservation in the face of escalating challenges, one must take advantage of what has been learned from other disciplines and foster creativity as both a professional skill and an essential component of career training and individual development. Many explorations of extinction probability have had a global focus, yet it is unclear whether variables that explain the probability of extinction at large spatial extents are the same as those at small spatial extents. Thus, we used nearly annual presence-absence records for the most recent 40 years of a 110-year data set from Palenque, Mexico, an area with ongoing deforestation, to explore which of >200 species of birds have probabilities of extirpation that are likely to increase. We assessed associations between long-term trends in species presence (i.e., detection in a given year) and body size, geographic range size, diet, dependence on forest cover, taxonomy, and ecological specialization. Our response variable was the estimated slope of a weighted logistic regression for each species. We assessed the relative strength of each predictor by means of a model ranking scheme. Several variables associated with high extinction probability at global extents, such as large body size or small geographic range size, were not associated with occurrence of birds over time at our site. Body size was associated with species loss at Palenque, but occurrence trends of both very large and very small species, particularly the latter, have declined, or the species have been extirpated. We found no association between declining occurrence trend and geographic range size, yet decline correlated with whether a species depends on forest (mean occupancy trend =-0.0380, 0.0263, and 0.0186 for, respectively, species with high, intermediate, or low dependence on forest) and with complex combinations of diet and foraging strata (e.g., occurrence of canopy insectivores and terrestrial omnivores has increased, whereas occurrence of mid-level frugivores and terrestrial granivores has decreased). Our findings emphasize that analyses of local areas are necessary to explicate extirpation risk at various spatial extents.  相似文献

Abstract: Consideration of the social values people assign to relatively undisturbed native ecosystems is critical for the success of science‐based conservation plans. We used an interview process to identify and map social values assigned to 31 ecosystem services provided by natural areas in an agricultural landscape in southern Australia. We then modeled the spatial distribution of 12 components of ecological value commonly used in setting spatial conservation priorities. We used the analytical hierarchy process to weight these components and used multiattribute utility theory to combine them into a single spatial layer of ecological value. Social values assigned to natural areas were negatively correlated with ecological values overall, but were positively correlated with some components of ecological value. In terms of the spatial distribution of values, people valued protected areas, whereas those natural areas underrepresented in the reserve system were of higher ecological value. The habitats of threatened animal species were assigned both high ecological value and high social value. Only small areas were assigned both high ecological value and high social value in the study area, whereas large areas of high ecological value were of low social value, and vice versa. We used the assigned ecological and social values to identify different conservation strategies (e.g., information sharing, community engagement, incentive payments) that may be effective for specific areas. We suggest that consideration of both ecological and social values in selection of conservation strategies can enhance the success of science‐based conservation planning.  相似文献

Abstract: The Hawaiian monk seal (Monachus schauinslandi) is one of the most critically endangered marine mammals. Less than 1200 individuals remain, and the species is declining at a rate of approximately 4% per year as a result of juvenile starvation, shark predation, and entanglement in marine debris. Some of these problems may be alleviated by translocation; however, if island breeding aggregates are effectively isolated subpopulations, moving individuals may disrupt local adaptations. In these circumstances, managers must balance the pragmatic need of increasing survival with theoretical concerns about genetic viability. To assess range‐wide population structure of the Hawaiian monk seal, we examined an unprecedented, near‐complete genetic inventory of the species (n =1897 seals, sampled over 14 years) at 18 microsatellite loci. Genetic variation was not spatially partitioned (w=?0.03, p = 1.0), and a Bayesian clustering method provided evidence of one panmictic population (K =1). Pairwise FST comparisons (among 7 island aggregates over 14 annual cohorts) did not reveal temporally stable, spatial reproductive isolation. Our results coupled with long‐term tag‐resight data confirm seal movement and gene flow throughout the Hawaiian Archipelago. Thus, human‐mediated translocation of seals among locations is not likely to result in genetic incompatibilities.  相似文献

Toward Best Practices for Developing Regional Connectivity Maps   总被引:3,自引:0,他引:3  
Abstract: To conserve ecological connectivity (the ability to support animal movement, gene flow, range shifts, and other ecological and evolutionary processes that require large areas), conservation professionals need coarse‐grained maps to serve as decision‐support tools or vision statements and fine‐grained maps to prescribe site‐specific interventions. To date, research has focused primarily on fine‐grained maps (linkage designs) covering small areas. In contrast, we devised 7 steps to coarsely map dozens to hundreds of linkages over a large area, such as a nation, province, or ecoregion. We provide recommendations on how to perform each step on the basis of our experiences with 6 projects: California Missing Linkages (2001), Arizona Wildlife Linkage Assessment (2006), California Essential Habitat Connectivity (2010), Two Countries, One Forest (northeastern United States and southeastern Canada) (2010), Washington State Connected Landscapes (2010), and the Bhutan Biological Corridor Complex (2010). The 2 most difficult steps are mapping natural landscape blocks (areas whose conservation value derives from the species and ecological processes within them) and determining which pairs of blocks can feasibly be connected in a way that promotes conservation. Decision rules for mapping natural landscape blocks and determining which pairs of blocks to connect must reflect not only technical criteria, but also the values and priorities of stakeholders. We recommend blocks be mapped on the basis of a combination of naturalness, protection status, linear barriers, and habitat quality for selected species. We describe manual and automated procedures to identify currently functioning or restorable linkages. Once pairs of blocks have been identified, linkage polygons can be mapped by least‐cost modeling, other approaches from graph theory, or individual‐based movement models. The approaches we outline make assumptions explicit, have outputs that can be improved as underlying data are improved, and help implementers focus strictly on ecological connectivity.  相似文献

Spatially extensive patterns of bushmeat extraction (and the processes underlying these patterns) have not been explored. We used data from a large sample (n= 87) of bushmeat trading points in urban and rural localities in Nigeria and Cameroon to explore extraction patterns at a regional level. In 7,594 sample days, we observed 61,267 transactions involving whole carcasses. Rural and urban trading points differed in species for sale and in meat condition (fresh or smoked). Carcass price was principally associated with body mass, with little evidence that taxonomic group (primate, rodent, ungulate, or mammalian carnivore) affected price. Moreover, meat condition was not consistently associated with price. However, some individual species were more expensive throughout the region than would be expected for their size. Prices were weakly positively correlated with human settlement size and were highest in urban areas. Supply did not increase proportionally as human settlement size increased, such that per capita supply was significantly lower in urban centers than in rural areas. Policy options, including banning hunting of more vulnerable species (those that have low reproductive rates), may help to conserve some species consumed as bushmeat because carcass prices indicate that faster breeding, and therefore the more sustainable species, may be substituted and readily accepted by consumers.  相似文献

Abstract: Evidence suggests that the involvement of local people in conservation work increases a project's chances of success. Involving citizen scientists in research, however, raises questions about data quality. As a tool to better assess potential participants for conservation projects, we developed a knowledge gradient, K, along which community members occupy different positions on the basis of their experience with and knowledge of a research subject. This gradient can be used to refine the citizen–science concept and allow researchers to differentiate between community members with expert knowledge and those with little knowledge. We propose that work would benefit from the inclusion of select local experts because it would allow researchers to harness the benefits of local involvement while maintaining or improving data quality. We used a case study from the DeHoop Nature Preserve, South Africa, in which we conducted multiple interviews, identified and employed a local expert animal tracker, evaluated the expert's knowledge, and analyzed the data collected by the expert. The expert animal tracker J.J. created his own sampling design and gathered data on mammals. He patrolled 4653 km in 214 days and recorded 4684 mammals. He worked from a central location, and his patrols formed overlapping loops; however, his data proved neither spatially nor temporally autocorrelated. The distinctive data collected by J.J. are consistent with the notion that involving local experts can produce reliable data. We developed a conceptual model to help identify the appropriate participants for a given project on the basis of research budget, knowledge or skills needed, technical literacy requirements, and scope of the project.  相似文献

Producer-level benefits of sustainability certification   总被引:1,自引:0,他引:1  
Initiatives certifying that producers of goods and services adhere to defined environmental and social-welfare production standards are increasingly popular. According to proponents, these initiatives create financial incentives for producers to improve their environmental, social, and economic performance. We reviewed the evidence on whether these initiatives have such benefits. We identified peer-reviewed, ex post, producer-level studies in economic sectors in which certification is particularly prevalent (bananas, coffee, fish products, forest products, and tourism operations), classified these studies on the basis of whether their design and methods likely generated credible results, summarized findings from the studies with credible results, and considered how these findings might guide future research. We found 46 relevant studies, most of which focused on coffee and forest products and examined fair-trade and Forest Stewardship Council certification. The methods used in 11 studies likely generated credible results. Of these 11 studies, nine examined the economic effects and two the environmental effects of certification. The results of four of the 11 studies, all of which examined economic effects, showed that certification has producer-level benefits. Hence, the evidence to support the hypothesis that certification benefits the environment or producers is limited. More evidence could be generated by incorporating rigorous, independent evaluation into the design and implementation of projects promoting certification.  相似文献
