“Tourism-Assisting the Poor” has been an important approach in anti-poverty strategy. Studies suggest that the conventional tourism model fails to generate benefits for the poor and to some extent enlarges the gap between the poor and the rich, which subsequently causes more social problems. Pro-poor tourism (PPT) is regarded as an alternative model. Precisely targeted assistance to the poor is the key to initiating this model, while the institutional change and implementation mechanism are essential to run it successfully and sustainably. Social entrepreneurship focusing on social values while adopting modern business philosophy has been introduced recently as an instrument in helping disadvantage population. This paper takes the Smangus community in Taiwan as an example to explore the role of social entrepreneurship and social enterprises in PPT development. It also discusses their implications for the anti-poverty practice in other regions including ethnic areas in China.  相似文献

This article explores social mobilization in the controversy over hydraulic fracturing (i.e. “fracking”) in Ireland from the perspectives of agenda setting in national and local Irish newspapers as well as framing by anti-fracking activists and journalists. We analysed all articles referencing hydraulic fracturing (and related terms) from 11 Irish national newspapers and 128 Irish local newspapers from April 2013 to April 2014, and interviewed 19 journalists, activists, and government officials affiliated with fracking issues in Ireland. Based on the analytical salience and resonance across prominent empirical themes in conjunction with theoretical insights, we conclude that social mobilization against fracking in Ireland is challenged by a frame war on the credibility of activists, diverse economic interests across national and local scales, and the need for procedural legitimacy in the contribution of science. In conclusion, this research demonstrates the importance of agenda setting and framing in structuring the capacity for social mobilization.  相似文献

Hurricanes and flooding have affected millions of people and generated massive economic losses over the past several decades. Geographic information system (GIS) methods are employed in this paper to analyse coastal communities' vulnerability to these two hazards along the Gulf Coast of the United States. Specifically, two types of quantitative indicators are developed: (i) exposure to hurricanes and flooding, based on information from multiple sources; and a social vulnerability index, constructed using census data. These indices are combined to depict the spatial patterns of overall community vulnerability to hurricanes and flooding along the US Gulf Coast. The results of this study can potentially inform disaster management agencies, county governments, and municipalities in areas at heightened risk. Furthermore, the demonstration of the geographic distribution of community vulnerability can assist decision-makers in prioritising to-do items and designing policies and plans for the more effective allocation of resources. The paper ends by discussing the study's limitations and its practical implications.  相似文献

This paper attempts to contribute to the current debate about social learning and public participation by reviewing the many perspectives on social learning and associated claims and benefits. ABSTRACT: Social scientists were included in the planning and design for an integrated, trans-basin water resource project. Within this complex project, a socioeconomic impact assessment (SIA) concentrated on identifying the social, political, and economic issues and potential impacts inherent in developing a city's water rights. Before the SIA began, some of the development alternatives had already generated widespread hostility and organized opposition from communities within the watershed. The SIA involved residents of affected communities in the study design and project planning. The study found a number of components that constituted the concerns, beliefs, and expectations about perceived, potential impacts that might result from the different alternatives. In most cases these issues constituted threats to valued environmental resources, valued community resources, the social environment, the economic base, and a secure future. The social science component was a key factor in the ultimate decision to pursue a particular alternative which was sensitive to the social and political issues, minimized environmental and socioeconomic impacts, and ultimately had support among the communities potentially affected. The experience from this case study suggests that the approach used can be applied successfully in the planning of other water development projects and result in cooperation from the wide range of interest groups that often present costly obstacles to such projects.  相似文献

ABSTRACT: Ecosystem management has become an important unifying theme for environmental policy in the past decade. Whereas the science of ecosystem dynamics suggests that it will remain difficult to define ecosystem borders and all of the natural and anthropogenic effects that influence them, the politics of ecosystem management require that a national ecosystem delineation standard be adopted. Moreover, a political framework for ecosystem management decision making must be designed in such a way as to complement the hierarchical, interrelated nature of ecosystems generally. This paper advocates that a watershed-based ecosystem delineation standard is the most politically suitable because it will be easily understood by the public and watersheds have a long history as a medium of environmental policy. The paper then proposes that the political framework for watershed-based ecosystem management must depend heavily on state and local autonomy, subject to federally prescribed standards and goals. The Coastal Zone Management Act provides a model for how a national ecosystem management policy can work within state and local watershed cultures and economies.  相似文献

基于全生命周期视角核算2011~2019年中国省际建筑碳排放量,采用社会网络分析方法,探究碳排放空间关联网络演化及其影响因素.结果表明:①中国建筑碳排放空间关联网络形态明显存在,网络密度和网络关联数逐渐上升,网络紧密性和稳定性逐渐提高.②上海、浙江、天津、北京和江苏处于碳排放空间关联网络的核心和支配地位.③北京、天津、江苏、内蒙古、上海和山东属于“净受益”板块,接收其他地区的建筑碳排放;广东、重庆、福建和浙江属于“经纪人”板块,实现了建筑碳排放生产端和消费端的动态平衡;其余省份均扮演“净溢出”角色,主动向外省发出建筑碳排放量.板块间的关联关系远大于板块内部的关联关系.④经济发展、空间邻接关系、城镇化、建筑业过程结构和产业结构差异对建筑碳排放空间关联产生显著影响.研究结果可为建筑业区域协同减排提供参考.  相似文献
