The field of oil spill cost modelling is not as well explored as desirable. Generally speaking, the existing models have either low accuracy, in that their predictions are far from the real cost, or low applicability, in that they are only valid under very specific conditions; such as in one particular country. This work strives to construct a model that is functional in a global scope and still possess a high level of accuracy. The resulting attempt is in many ways superior to the publicly available competitors, not only because of its predictive capacity but also because the model is quick to use, and its input variables should be readily available to any informed user. The model is more accurate comparing with similar available models. However, further study is needed to modify it to obtain more realistic results. 相似文献

Abstract: Human–carnivore conflict is manifested in the death of humans, livestock, and carnivores. The resulting negative local attitudes and retribution killings imperil the future of many endangered carnivores. We tailored existing management tools to create a framework to facilitate the selection of actions to alleviate human–carnivore conflict and applied the framework to the human–tiger conflict in the Bangladesh Sundarbans. We identified potential actions that consider previous management efforts, local knowledge, cost‐effectiveness, fieldwork experience of authors and project staff, previous research on tiger ecology by the authors, and recommendations from human–carnivore conflict studies in other countries. Our framework includes creation of a profile to improve understanding of the nature of the conflict and its underlying causality. Identified actions include deterrents, education, direct tiger management, and response teams. We ranked actions by their potential to reduce conflict and the monetary cost of their implementation. We ranked tiger‐response teams and monitoring problem tigers as the two best actions because both had relatively high impact and cost‐effectiveness. We believe this framework could be used under a wide range of human–wildlife conflict situations because it provides a structured approach to selection of mitigating actions. 相似文献

Domestic water conservation in arid climates can result in efficient utilization of existing water supplies. The impacts of
conservation measures such as the installation of water-saving devices, water metering and pricing schemes, water rationing
and public awareness programs, strict plumbing codes, penalties for wasting water, programs designed to reduce leakage from
public water lines and within the home, water-efficient landscaping, economic and ethical incentives are addressed in detail.

ABSTRACT: A travel cost model is developed to estimate the potential reductions in recreational benefits from sedimentation in Reelfoot Lake in northwestern Tennessee. In addition to the consumer surplus estimates generated by the model, three other aspects of the study were significant. First, the study applied a relatively untested methodology for deriving the opportunity cost of travel time. The study resulted in a value that is less than one-half of the Water Resource Council's “one-third of the wage rate” rule-of-thumb. Second, water quality perceptions were unsuccessfully incorporated into the model as a demand shifter. This raised questions as to the appropriate manner in which perceptions could be included in a travel cost model. Finally, a simple methodology was outlined by which estimates of the recreational value of Reelfoot Lake could be used to suggest how much cost could be justified for soil erosion control on agricultural land surrounding the lake. 相似文献

ABSTRACT: This paper examines the cost of water supply for small and mid-sized private water utilities. An econometric approach was employed in which data on utility costs and characteristics were used to estimate a total water supply cost function from which average and marginal costs were derived. The results suggest that although average and marginal costs decline with output, the rate of decline rapidly approaches zero, and unit costs therefore appear to remain relatively constant over a wide range of output. ABSTRACT: A risk-based model is presented for determining action levels in real-time operation of public water supplies under drought conditions. The model, applicable to surface water supplies, is built around the almost universally adopted structure for drought management, a sequence of increasingly stringent measures to reduce demand. Action levels are determined by finding minimum storage levels that will satisfy a prescribed set of probability constraints over the remainder of a drawdown-refill cycle. ABSTRACT: In the past, development of Federal water resource projects depended heavily or exclusively on Federal financing of construction costs. However, pressures on the Federal budget, environmental issues, and the notion that there are economic efficiency gains when beneficiaries of Federal water resource projects increase their cost share are causing changes. The case of the Central Arizona Project Plan 6 is a noteworthy example of the transition to more non-Federal participation in water resource development. This is because the non-Federal financing is to be provided for a project already under construction. The negotiation and terms of the Plan 6 financing agreement between the Department of the Interior and multiple interests in Arizona are used as an example of how Federal water project cost sharing is in a state of transition. ABSTRACT: Bringing water from Colorado River via the Central Arizona Project was perceived as the sole solution for Tucson Basin's water problem. Soon after Central Arizona Project's water arrived in Tucson in 1992, its quality provoked a quarrel over its use for potable purposes. A significant outcome of that quarrel was the enactment of the 1995 Proposition 200. The Proposition 200 precludes the use of Central Arizona Project's water for potable purposes, unless it is treated. Yet, it encourages using it for non‐potable purposes and for replenishing the Tucson aquifer through recharge. This paper examines the economic issues involved in utilizing Central Arizona Project's water for recharge. Four planning scenarios were designed to measure and compare the costs and benefits with and without Central Arizona Project's water recharge. Cost‐benefit analysis was utilized to measure recharge costs and benefits and to derive a rough estimate of cost savings from preventing land subsidence. The results indicate that the institutional requirements can be met with Central Arizona Project's water recharge. The economic benefits from reducing pumping cost and saving groundwater are not economically significant. Yet, when combining the use of Central Arizona Project's water for recharge and non‐potable purposes, it demonstrates positive net economic benefits. 相似文献
