Refining Biodiversity Conservation Priorities   总被引:3,自引:1,他引:3  
Abstract:  Although there is widespread agreement about conservation priorities at large scales (i.e., biodiversity hotspots), their boundaries remain too coarse for setting practical conservation goals. Refining hotspot conservation means identifying specific locations (individual habitat patches) of realistic size and scale for managers to protect and politicians to support. Because hotspots have lost most of their original habitat, species endemic to them rely on what remains. The issue now becomes identifying where this habitat is and these species are. We accomplished this by using straightforward remote sensing and GIS techniques, identifying specific locations in Brazil's Atlantic Forest hotspot important for bird conservation. Our method requires a regional map of current forest cover, so we explored six popular products for mapping and quantifying forest: MODIS continuous fields and a MODIS land cover (preclassified products), AVHRR, SPOT VGT, MODIS (satellite images), and a GeoCover Landsat thematic mapper mosaic (jpg). We compared subsets of these forest covers against a forest map based on a Landsat enhanced thematic mapper. The SPOT VGT forest cover predicted forest area and location well, so we combined it with elevation data to refine coarse distribution maps for forest endemic birds. Stacking these species distribution maps enabled identification of the subregion richest in threatened birds—the lowland forests of Rio de Janeiro State. We highlighted eight priority fragments, focusing on one with finer resolved imagery for detailed study. This method allows prioritization of areas for conservation from a region >1 million km2 to forest fragments of tens of square kilometers. To set priorities for biodiversity conservation, coarse biological information is sufficient. Hence, our method is attractive for tropical and biologically rich locations, where species location information is sparse.  相似文献

The present investigation was an attempt to compare the within-watershed prioritization capabilities of a physical model based SDSS with the SYI and RPI model based subjective-SDSS, conventionally devised for between-watershed prioritizations, by All India Soil Survey and Land Use Planning Division of Ministry of Agriculture, Government of India. Application of these two approaches on a test watershed situated in Damodar-Barakar catchment in India, the second most seriously eroded area in the world, demonstrated that the proposed physical model based SDSS was capable of realistically and logically mimicking the sub-watershed-scaled water and soil losses thereby suggesting its immense application potential for priority area identification within the test watershed. In contrast to the proposed physical method, the subjective approaches, which assigned totally reverse priorities to about 67–93% of the test-sub-watersheds, were observed to be incapable of realistically assessing the impact of topography and varied land use and soil types in the test watershed on their sub-watershed scaled run-off and soil loss generating potential. Besides, the physical approach could be used for assessing the annual dynamics of the total water and sediment yields, under prevailing resource management systems in the test watershed with good to moderately good correlation coefficients of 0.83 and 0.65; model efficiency coefficients of 0.54 and 0.70; mean relative errors of –4.28% and –17.97% and root mean square prediction errors of 71.8 mm and 9.63 t/ha, respectively.  相似文献

Prioritization of projects within the U.S. Department of Energy's (DOE) Weapons Complex Clean-up Program, exemplified with data from the Oak Ridge National Laboratory, is quite sensitive to overall goals. Non-linear programming analysis of three alternative goals - mortgage reduction, terminal-period risk minimization, and current-period risk minimization - shows substantial differences in waste treated, risk reduced, and cost over a ten-year period. Conservation efforts often focus on umbrella species whose distributions overlap with many other flora and fauna. However, because biodiversity is affected by different threats that are spatially variable, focusing only on the geographic range overlap of species may not be sufficient in allocating the necessary actions needed to efficiently abate threats. We developed a problem-based method for prioritizing conservation actions for umbrella species that maximizes the total number of flora and fauna benefiting from management while considering threats, actions, and costs. We tested our new method by assessing the performance of the Australian federal government's umbrella prioritization list, which identifies 73 umbrella species as priorities for conservation attention. Our results show that the federal government priority list benefits only 6% of all Australia's threatened terrestrial species. This could be increased to benefit nearly half (or 46%) of all threatened terrestrial species for the same budget of AU$550 million/year if more suitable umbrella species were chosen. This results in a 7-fold increase in management efficiency. We believe nations around the world can markedly improve the selection of prioritized umbrella species for conservation action with this transparent, quantitative, and objective prioritization approach.  相似文献

Incentivized debt conversion is a financing mechanism that can assist countries with a heavy debt burden to bolster their long-term domestic investment in nature conservation. The Nature Conservancy, an international conservation-based nongovernmental organization, is adapting debt conversions to support marine conservation efforts by small island developing states and coastal countries. Prioritizing debt conversion opportunities according to their potential return on investment can increase the impact and effectiveness of this finance mechanism. We developed guidance on how to do so with a decision-support approach that relies on a novel threat-based adaptation of cost-effectiveness analysis. We constructed scenarios by varying parameters of the approach, including enabling conditions, expected benefits, and threat classifications. Incorporating both abatable and unabatable threats affected priorities across planning scenarios. Similarly, differences in scenario construction resulted in unique solution sets for top priorities. We show how environmental organizations, private entities, and investment banks can adopt structured prioritization frameworks for making decisions about conservation finance investments, such as debt conversions. Our guidance can accommodate a suite of social, ecological, and economic considerations, making the approach broadly applicable to other conservation finance mechanisms or investment strategies that seek to establish a transparent process for return-on-investment decision-making.  相似文献

Risk management of chemicals requires information about their adverse effects such as toxicity and persistence, for example. Testing of chemicals allows for improving the information base for regulatory decision‐making on chemicals' production and use. Testing a large number of chemicals with limited time and resources forces a prioritization of chemicals. This paper proposes a decision model that provides a ranking of chemicals according to “urgency to test”. The model adopts a value‐of‐information approach describing the expected welfare gains from regulatory actions that respond to test information. We determine the value‐of‐information of tests revealing chemicals' levels of toxicity and persistence. We compare our findings to the prioritization of chemicals in the new European Chemicals Regulation “REACH”, where several tens of thousands of chemicals are to be tested in order to fill existing information gaps and to implement more effective risk management. We find that the main lines of chemicals' prioritization under REACH receive backing from our decision model. However, prioritization for testing can be further improved by accounting for testing costs and the sensitivity of regulatory action with respect to the test information.  相似文献

The consideration of information on social values in conjunction with biological data is critical for achieving both socially acceptable and scientifically defensible conservation planning outcomes. However, the influence of social values on spatial conservation priorities has received limited attention and is poorly understood. We present an approach that incorporates quantitative data on social values for conservation and social preferences for development into spatial conservation planning. We undertook a public participation GIS survey to spatially represent social values and development preferences and used species distribution models for 7 threatened fauna species to represent biological values. These spatially explicit data were simultaneously included in the conservation planning software Zonation to examine how conservation priorities changed with the inclusion of social data. Integrating spatially explicit information about social values and development preferences with biological data produced prioritizations that differed spatially from the solution based on only biological data. However, the integrated solutions protected a similar proportion of the species’ distributions, indicating that Zonation effectively combined the biological and social data to produce socially feasible conservation solutions of approximately equivalent biological value. We were able to identify areas of the landscape where synergies and conflicts between different value sets are likely to occur. Identification of these synergies and conflicts will allow decision makers to target communication strategies to specific areas and ensure effective community engagement and positive conservation outcomes. Conservation decisions increasingly involve multiple environmental and social objectives, which result in complex decision contexts with high potential for trade‐offs. Improving social equity is one such objective that is often considered an enabler of successful outcomes and a virtuous ideal in itself. Despite its idealized importance in conservation policy, social equity is often highly simplified or ill‐defined and is applied uncritically. What constitutes equitable outcomes and processes is highly normative and subject to ethical deliberation. Different ethical frameworks may lead to different conceptions of equity through alternative perspectives of what is good or right. This can lead to different and potentially conflicting equity objectives in practice. We promote a more transparent, nuanced, and pluralistic conceptualization of equity in conservation decision making that particularly recognizes where multidimensional equity objectives may conflict. To help identify and mitigate ethical conflicts and avoid cases of good intentions producing bad outcomes, we encourage a more analytical incorporation of equity into conservation decision making particularly during mechanistic integration of equity objectives. We recommend that in conservation planning motivations and objectives for equity be made explicit within the problem context, methods used to incorporate equity objectives be applied with respect to stated objectives, and, should objectives dictate, evaluation of equity outcomes and adaptation of strategies be employed during policy implementation.  相似文献

Linking diversity to biological processes is central for developing informed and effective conservation decisions. Unfortunately, observable patterns provide only a proportion of the information necessary for fully understanding the mechanisms and processes acting on a particular population or community. We suggest conservation managers use the often overlooked information relative to species absences and pay particular attention to dark diversity (i.e., a set of species that are absent from a site but that could disperse to and establish there, in other words, the absent portion of a habitat‐specific species pool). Together with existing ecological metrics, concepts, and conservation tools, dark diversity can be used to complement and further develop conservation prioritization and management decisions through an understanding of biodiversity relativized by its potential (i.e., its species pool). Furthermore, through a detailed understanding of the population, community, and functional dark diversity, the restoration potential of degraded habitats can be more rigorously assessed and so to the likelihood of successful species invasions. We suggest the application of the dark diversity concept is currently an underappreciated source of information that is valuable for conservation applications ranging from macroscale conservation prioritization to more locally scaled restoration ecology and the management of invasive species.  相似文献
