The use of electric-powered vehicles (EV) is experiencing a boom in some countries. Much research has been conducted on the technology per se; however, there is a research gap regarding institutional spatial planning practice concerning EVs. Here, an empirical analysis was made of planners’ interpretations of opportunities and obstacles to integration of EVs in southern Sweden. The results revealed a lack of interplay between local and regional administrations and showed that the agenda is run by individual bureaucrats rather than being based on official strategies. Moreover, there appears to be a lack of horizontal interplay within some organisations, while new arenas are being formed by actors within and outside government. The reason for formation of such external EV networks may be a single actor not being able to push the issue forward alone, due to a fragmented organisation, or a lack of clear external task formulation at central government level. 相似文献

Electronic version of the encyclopaedia of occupational health and safety as a source of definitions

PROBLEM: Continuous progress in the occupational safety and health field, as well as social-economic development, generates a need for access to definitions. Definitions are usually scattered in many sources and not easy to find. Electronic documents give new opportunity to information access. METHOD: As an experiment, the feasibility of automatic full-text searching of definitions was examined using the Encyclopaedia of Occupational Health and Safety, edited by the International Labour Organization (ILO), on CD-ROM. DISCUSSION: The results were compared with the traditional index search by subject, using the paper version of the encyclopedia. The automatic search appeared successful; about 100 definitions were excerpted the automatic way. IMPACT ON INDUSTRY: As in most industries, finding accurate information is a necessity in the safety industry. The electronic document seems to be a powerful instrument as a source of definitions and can be quite easy to use by specialists as well as safety personnel in information processing. 相似文献

Information seeking is completely ignored in research on aviation psychology and more generally in issues of air transport safety. But information seeking occupies a central place in the pilots’ work. And this activity is undergoing an important development: the transition from paper to electronic documents. A contribution to the assessment of this transition is presented here. The assessment is focused on deterioration of information access, understanding and exploitation, and their possible negative consequences in terms of reliability. The exploitation of the documentation by pilots, and particularly the information seeking activity, are described and linked to their contexts (i.e. the main tasks of flying that require information seeking). Then an users test is presented where some information-seeking tasks are evaluated in terms of cost and errors, by comparing electronic and paper documents. The results show that electronic documents provide new functions that seem useful but also that too many new functions generate difficulties. Then it seems that pilots need some time to learn how to use these new documents. Reducing attention needed to perform a task such as calculation is risky. Some aspects of information seeking by the pilots should be better analysed and evaluated. 相似文献

Environmental justice sheds light on the distributive and procedural aspects of planning and decision-making. We examined the challenges arising from the perspective of environmental justice on multi-level and participatory environmental governance by exploring the governance of aquatic environments in the Helsinki Metropolitan Area. We found three main challenges and potential responses to them. First, even though most of Helsinki’s shoreline is free and/or accessible by road and accordingly used actively by people for recreational purposes, many parts of the shoreline are perceived as inaccessible, reflecting a need to combine factual and perceived accessibility of aquatic environments in detail during the planning processes and to discuss reasons for possible discrepancies between these two. Second, there was a remarkable seasonal variation in the use of aquatic environments, so more attention should be paid to social-demographic factors explaining the distribution of the use of urban nature. Third, it seems to be difficult to capture the variety of perceptions of people and to integrate them into planning and decision-making processes even on a local scale, and this challenge is likely even more pronounced on higher levels of planning and governance. Thus, better integration of regional and local-scale planning procedures should be encouraged. Building on these observations, we conclude that integration of procedural and distributive environmental justice into the practices of the governance of aquatic environments could remarkably decrease unwanted trade-offs and potential conflicts in their use and management. 相似文献

The Province of Ontario is aggressively pursuing renewable energy development, but not without significant turbulence. Ontario's Green Energy Act (2009) reflects this aggressive pursuit, and is aimed at making the province a global leader in renewable energy development. Wind energy is an integral but controversial part of these commitments. While several installations have been built or announced, conflicts surrounding the development of the technology continue to grow. This article documents, analyses and interprets media coverage in order to understand public discourse potentially driving support for and resistance to wind energy development (WED) in Ontario. Contrary to numerous studies which have elucidated public attitudes towards WED, the media discourse analysed suggests that roadblocks to public acceptance of the technology are more rooted in the development process (renewable energy policies and their implementation) rather than the products of WED (wind turbines). The study highlights the need for increased procedural justice to ameliorate feelings of unfairness which play a key role in fuelling resistance to the technology. 相似文献
