This paper explains the strategy and procedures followed by the Universitat Autònoma de Barcelona (UAB) to spread green purchasing practices throughout its administration and supply chain, highlighting the identified barriers against their implementation and monitoring, and showing the actions carried out to overcome them. The university's green supply chain management has been analysed in five selected case studies: office material, recycled toner cartridges, fair trade coffee, reusable glass bottles and catering services. These cover the wide range of purchasing patterns currently taking place at UAB taking into account both the acquisition model (directly or indirectly through contracted firms) and the supply chain management perspective (linear or loop). A comparison of the different cases is carried out and some general rules are created that should be investigated further.  相似文献

粮食安全是社会稳定、经济发展和国家安全的重要基础,粮食支持政策是粮食安全国家战略的核心抓手。过去以托市收储为主要特征的粮食支持政策曾经有效提高了农民种粮积极性和粮食供应能力,但国内市场矛盾累积和多边贸易争端加剧将托市收储推到改革关口。在改革窗口期,跳出国内研究以经验判断、逻辑推演的传统,采用国际农业政策分析中普遍使用的量化评估方法,精确考察和预测粮食支持手段的政策效应,具有迫切必要性、理论和现实意义。基于此,借鉴Wright&William经典商品储备模型(Commodity Storage Model)分析框架,构建一个考虑社会福利动态最优的小麦市场模型,对调低托市价格/取消托市、实行生产者补贴、“托市+生产者补贴”双层政策和补贴私人储备四种改革措施进行了数值优化和模拟分析,从市场稳定、农民保护、粮食安全、财政成本和黄箱限制五维评价指标,详细刻画不同改革措施的改革效果和政策空间后发现:①取消托市、降低托市价格和补贴生产者均会不同程度冲击市场稳定、农民收益和粮食安全。②“托市+生产者补贴”能够以黄箱限制内的成本达到可观的增产增收效果,私人储备补贴高效率与低效果并存。③托市政策具有优良的稳市效果,双层政策则在产量、收入支撑上效果突出。这意味着不应贸然取消托市,改革取向也不应囿于非此即彼式的政策抉择,而应建立多层次粮食支持体系,收缩托市范围并将其后置,增加生产者补贴力度,适度引入私人民间收储以强化效果、降低成本、培育市场,从而在粮食安全保障能力不削弱的前提下,进一步释放市场活力、降低多边贸易争端风险。  相似文献

The use of public procurement to achieve social outcomes is widespread, but detailed information about how it operates is often sketchy and difficult to find. This article is essentially a mapping exercise, describing the history and current use of government contracting as a tool of social regulation, what the author calls the issue of ‘linkage’. The article considers the popularity of linkage in the 19th century in Europe and North America, particularly in dealing with issues of labour standards and unemployment. The use of linkage expanded during the 20th century, initially to include the provision of employment opportunities to disabled workers. During and after World War II, the use of linkage became particularly important in the United States in addressing racial equality, in the requirements for non‐discrimination in contracts, and in affirmative action and set‐asides for minority businesses. Subsequently, the role of procurement spread both in its geographical coverage and in the subject areas of social policy that it was used to promote. The article considers examples of the use of procurement to promote equality on the basis of ethnicity and gender drawn from Malaysia, South Africa, Canada, and the European Community. More recently, procurement has been used as an instrument to promote human rights transnationally, also by international organizations such as the International Labour Organisation. The article includes some reflections on the relationship between ‘green’ procurement, ‘social’ procurement, and sustainable development, and recent attempts to develop the concept of ‘sustainable procurement.’  相似文献

可持续政府采购是全球推进可持续发展的重要手段,是推进社会责任的重要举措之一,已成为当今政府采购制度的国际新取向,也是我国目前全面落实科学发展观、构建社会主义和谐社会、贯彻实施资源节约型、环境友好型和社会和谐型的可持续发展战略的重要措施之一,但同时也有可能成为国际政府采购市场中新的贸易壁垒。面对国际社会可持续政府采购发展态势,我国应该:第一,积极参与和全面把握全球可持续政府采购发展趋势,高度关注和积极推进发展中国家促进可持续政府采购的优先领域。第二,完善相关法律法规。第三,建立健全可持续政府采购技术标准体系,第四,公布政府采购行为,完善管理监督机制,构建责任政府和责任企业的价值体系。  相似文献

Cost‐effectiveness is an important aspect in the assessment of payments for environmental services (PES) initiatives. In participatory field trials with communities in Western Kenya, we combined procurement auctions for forest enrichment contracts with performance‐based payments and compared the outcomes with a baseline scenario currently used by the Kenyan Forest Service. Procurement auctions were the most cost‐effective. The competitive nature of the auction reduced contracting expenses (provision costs), and the result‐oriented payments provided additional incentives to care for the planted seedlings, resulting in their improved survival rates (service quantity). These gains clearly exceeded increases in transaction costs associated with conducting an auction. The number of income‐poor auction participants and winners was disproportionately high and local institutional buy‐in was remarkably strong. Our participatory approach may, however, require adaptations when conducted at a larger scale. Although the number of contracts we monitored was limited and prohibited the use of statistical tests, our study is one of the first to reveal the benefits of using auctions for PES in developing countries. Sustainable procurement practices have gained popularity amongst both researchers and supply chain practitioners. However, ethical practices in sustainable procurement have been the topic of discussion in the recent years. The goal of the study is to scientifically build a green procurement framework by exploring relationship between buyer–supplier relationships, unethical practices and green design for sustainability. The study was conducted considering samples from South African steel and engineering sector. Data show high rate of wastages and losses occurring at various stages of steel and engineering supply chains. Every steel and engineering company aims to reduce such losses for improving their profitability and achieve sustainability. The empirical findings show that such wastage and losses can be minimised through efficient eco-design and involvement of key suppliers at the design stage so that disassembly, recycling and reuse options not only prove successful but as well cost-effective for the organisation. Also we find that buyer deceitful practices are a strong determinant of green design for sustainability. Buyers making up a second source of supply for green components and preferring green suppliers being approved by top management is helpful for mitigation of supply risks under green procurement process. The present study is distinctive in terms of coverage and its contribution to supply chain theory.  相似文献

绿色消费是我国推动经济高质量发展,实现绿色发展和2030年可持续发展目标的关键领域之一。目前我国绿色消费意愿正不断上升,绿色产业迅速兴起;从市场机制来看,绿色消费通过供求关系变化影响经济绿色发展。特别是在建设绿色“一带一路”的进程中,以更大力度在更广范围推动绿色消费正当其时。分析发现,影响绿色消费的因素主要包括消费观念,以绿色标准和认证制度、政府绿色采购制度、税收和绿色激励机制为代表的公共政策以及绿色供给产品和服务的质量等。当前中国消费者的绿色消费观念和意识仍旧淡薄,公共政策制定仍不完善,在引导绿色消费方面的作用仍旧较弱,同时还存在绿色产品供应不足、绿色技术创新不足等方面的问题,影响了绿色消费理念向实际绿色消费行为的转化。对此政府可以通过完善绿色采购制度、推动出台绿色采购法、扩大绿色消费品的财政补贴范围、扩大开放等方式推动我国消费向绿色转型。  相似文献
