本文对我国陆上含硫化氢天然气井的安全规划方法进行了研究。通过对国内外含硫气井安全规划方法及支撑技术手段的调研,结合我国含硫气井实际情况,提出了以公众防护为目标,以含硫气井分级方法为基础,以事故后果分析及定量风险分析为支撑技术手段,以公众安全防护距离及应急计划区划分为主要内容的含硫气井安全规划方法,并就新建及已有含硫气井分别加以了讨论。该方法为含硫气田勘探开发的政府安全监管及企业安全管理提供了参考依据。  相似文献

Under the pressure of sustained growth in energy consumption in China, the implementation of a carbon pricing mechanism is an effective economic policy measure for promoting emission reduction, as well as a hotspot of research among scholars and policy makers. In this paper, the effects of carbon prices on Beijing’s economy are analyzed using input–output tables. The carbon price costs are levied in accordance with the products’ embodied carbon emission. By calculation, given the carbon price rate of 10 RMB/t-CO2, the total carbon costs of Beijing account for approximately 0.22–0.40% of its gross revenue the same year. Among all industries, construction bears the largest carbon cost. Among export sectors, the coal mining and washing industry has much higher export carbon price intensity than other industries. Apart from traditional energy-intensive industries, tertiary industry, which accounts for more than 70% of Beijing’s economy, also bears a major carbon cost because of its large economic size. However, from 2007 to 2010, adjustment of the investment structure has reduced the emission intensity in investment sectors, contributing to the reduction of overall emissions and carbon price intensity.  相似文献

在环境问题日益凸显的大背景下,环境公益诉讼备受关注。无论是新修订的《民事诉讼法》,还是2015年1月1日起正式实施的《环境保护法》,均首次将环境公益诉讼制度予以确认。党的十八届四中全会明确提出,应探索建立检察机关提起公益诉讼制度。2015年7月2日,经全国人大常委会授权,最高人民检察院对外公布了《检察机关提起公益诉讼试点方案》,环境公益诉讼迎来新的篇章。但是,检察机关提起环境公益诉讼虽优势明显,却任重道远,相关制度与机制仍在试点与完善之中。因此,本文就检察机关提起环境公益诉讼的理论与实践进行梳理,以对此问题做有益探索。  相似文献

The purpose of this study was to investigate common pesticides in stored wheat at Kermanshah province's silos in Iran. A simple, inexpensive, reliable and environmentally friendly method based on dispersive liquid–liquid microextraction with solidification of floating organic drop was developed. The analytical characteristics of the method were determined. Also, various parameters such as the materials of the silos, types of ownerships of the silos, geographic orientation of silo locations and climatic conditions of silo locations on pesticide residues in studied wheat samples were investigated. Among all the studied parameters, the climatic conditions of silo locations showed the highest influence on pesticide residues in wheat samples. Generally, 61.2% of the samples had pesticide levels below the method detection limits and 38.8% of the total samples had at least one of the understudied pesticides. Also, 13.9% of the samples had deltamethrin residues, 16.7% of the samples had permethrin, 22.2% of the samples had malathion, 11.1% of the samples had both permethrin and malathion and 2.8% of the samples had both deltamethrin and malathion. The results revealed that the residues of deltamethrin and malathion were lower than the standard level announced by European Union regulation and only three samples contained permethrin higher than Europe standard level.  相似文献

ABSTRACT: Federal regulations require agencies administering water resource projects to inform and educate citizens so that they will understand and participate effectively in local programs. Government officials and public involvement specialists have proposed positive outcomes which should derive from agency educational efforts. Eleven interdependent educational goals are identified in this study such that achievement of each goal improves the likelihood of achieving others. Evaluations indicate that educational programs are inadequate and goals are not attained fully. The incorporation of mechanisms employed by professional educators is a potential remedy. Educational and social psychology contain an abundance of effective educational devices and methodologies appropriate for use in informal adult educational programs. An individualized educational program is recommended to meet the needs of a heterogeneous adult audience.  相似文献

为评估杭州市典型室内公共场所空气中多溴联苯醚(PBDEs)的污染现状,2016年5~8月和9~12月期间,采用空气被动采样技术(PUF-PAS)在17家室内公共场所总计采集54个空气样品,经样品预处理和GC-ECD分析后,结果表明,5类环境空气样品中∑14PBDEs浓度均值大小依次为网咖(2470.43pg/m3)>建材市场(1119.87pg/m3)>电子市场(660.84pg/m3)>商场(478.37pg/m3)>图书城(182.18pg/m3).最主要的特征单体均为BDE-209,占总量的36.79%~56.21%,BDE-47、BDE-99、BDE-153、BDE-183也是PBDEs在空气中较主要的同系物,其最高浓度分别占7.77%,7.56%,6.32%和7.73%.评估PBDEs人群暴露水平的结果表明,网咖内暴露水平最高,图书城则为最低,其浓度分别为570.10和44.79pg/(kg×d).室内空气中,对人群PBDEs总摄入量贡献最高的特征单体是BDE-209,平均水平为18.44~323.70pg/(kg×d),最低的则为BDE-183,平均水平为1.75~20.05pg/(kg×d),目前杭州市各典型室内公共场所PBDEs人群暴露水平相比美国环境保护署(EPA)提出的参考剂量较低.  相似文献

公共资源类旅游景区水环境受到社会经济系统和旅游系统两方面影响,本文通过选取人口、GDP、灌溉面积、游客量、宾馆日接待人数、TP、COD、BOD等指标,构建水环境承载力多目标模型.同时,选取水果湖、汤菱湖和郭郑湖3个子湖对东湖风景区水环境承载力进行评价,并运用层次分析法(AHP)确定各指标对东湖风景区水环境承载力的权重,采用典型水环境承载力概念模型计算了2011年武汉市东湖风景区水环境承载力.结果表明,东湖风景区水资源承载力表现为灌溉面积和GDP承载度超标,而人口和旅游指标承载度未达到饱和,水质承载力各指标的承载度超标.水果湖、汤菱湖和郭郑湖的水环境承载力分别为4.03、3.86、3.95,均大大超出负荷.  相似文献

Use of publicly-provided information to promote environmental quality has received somewhat less attention in the environmental management literature than use of other environmental policy tools based on economic incentives such as emissions taxes, subsidies and marketable permits. Yet publicly-provided information may have potential as an environmental policy tool, especially in managing problems of agricultural pollution, due in large part to the existing capability of public information agencies associated with the agricultural research community. Information provided by these agencies is known to be an important factor in decision making in agriculture and may have potential for influencing decisions that relate directly to preserving the integrity of environmental resources. Moreover, this potential may have particular relevance for protecting groundwater quality from agricultural production since the results of contamination are often at least partially internal to the farm decision maker. This paper develops an empirical model to formulate publicly-provided herbicide treatment recommendations designed to protect both the quality of groundwater and the income of farmers. An economic and statistical model of a crop-pest system is used in conjunction with a groundwater loading model to derive the trade-off relationship between producer income and movement of herbicide material through the root zone. The trade-off relationship can provide the basis for formulating herbicide treatment recommendations and can also shed light on appropriate groundwater quality goals.  相似文献
