ABSTRACT: The interaction between the level of taxation and the firms accruing choice of treatment technology is discussed. It is shown that there is a risk of overtaxation, that is, simply increasing taxation may fail to improve environmental quality but only increase production costs and thus consumer prices.  相似文献

ABSTRACT: Linear programming is the simplest of all the optimization techniques used in regional water quality management studies; but the technique can optimize only one goal. When there are multiple goals with the same or different priorities, goal programming is a useful decisionmaking tool. This paper illustrates the application of goal programming to a regional water quality management problem where the following two goals are considered: (1) minimize the total cost of waste treatment, and (2) maintain the water quality goals (dissolved oxygen) close to the minimum level stated in the stream standards.  相似文献

ABSTRACT: The objective of the study was to evaluate alternative land developments around New Hampshire lakes. Alternative development patterns, evaluated by their impacts on the lake area environment and area economy, included residential patterns, commercial patterns, and combinations of these two types. Phosphorus loading of the lake water was used as a proxy variable for changes in the lake water quality. Commercial developments yielded the highest revenues to the town and the local area. It also attracted the most lake users to the area as well as contributing the largest phosphorus loading in the lake waters. Residential developments, although contributing high revenues to the businessmen in the area, yielded less net income to the town. Phosphorus loading levels from residential developments were much lower than lake phosphorus loading by commercial developments.  相似文献

Paired water samples were simultaneously activated from two different vertical positions within the approach section of a flow-control structure to determine the effect of sample intake position on nonpoint runoff parameter concentrations and subsequent event loads. Suspended solids (SS), total phosphorus (TP) and organic plus exchangeable nitrogen [(Or+Ex)-N] were consistently higher throughout each runoff event when sampled from the floor of the approach section as opposed to those samples taken at midstage. Dissolved molybdate reactive phosphorus (DMRP) and ammonium (NH4-N) concentrations did not appear to be significantly affected by the vertical difference in intake position. However, the nitrate plus nitrite nitrogen [(NO3+NO2)-N] concentrations were much higher when sampled from the midstage position.Although the concentration differences between the two methods were not appreciable, when evaluated in terms of event loads, discrepancies were evident for all parameters. Midstage sampling produced event loads for SS, TP, (Or + Ex)–N, DMRP, NH4-N, and (NO3+NO2)-N that were 44,39,35,80,71, and 181%, respectively, of floor sampling loads. Differences in loads between the two methods are attributed to the midstage position, sampling less of the bed load. ABSTRACT: The Ontario Ministry of the Environment has based its water quality management approach on a set of guidelines published in 1970. In light of the changing societal and economic background, advancement in technology and scientific knowledge, and philosophical attitudes towards water management, the water management program was recently revised. Factors influencing the revised approach, including federal-provincial interrelationships and international commitments under the Canada-U.S. Agreement, are summarized. The revised program consists of a goal statement, policies to implement this goal, revised water quality objectives, and detailed implementation procedures for field staff use. Rather than promulgating regulations to impose arbitrary effluent or receiving water standards on a province-wide basis, the revised approach involves the imposition of legally enforceable effluent requirements on a case-by-case basis. Although the paper emphasizes the surface water quality program, it also outlines the Ministry's goals, policies, and procedures for the management of surface-water quantity, as well as ground water quality and quantity.  相似文献

ABSTRACT: Landsat radiance values were processed at two different (single and double) levels of accuracy to estimate chlorophyll a, turbidity, and suspended sediment in Lake Okeechobee, Florida. Both ordinary least square and ridge regression analyses were used to establish a relationship between water quality parameters and Landsat radiance. Radiance measurements made at greater precision (double level) gave a better solution in this application. The ridge regression analysis for double level not only can reduce the total mean square error about 13–20 percent and confidence interval about 6–28 percent as compared to ordinary least square analysis, but it can also change the interpretation of analysis results.  相似文献

ABSTRACT: Best management practices for irrigated agriculture are not restricted to the control of sediments in the return flow. Salts and nutrient loading and oxygen depletion are also of environmental concern. Since knowledge of waste loading returned from agricultural irrigation is limited, specific characterization of irrigatin and runoff water quality should precede corrective measures. In 1974, 1975 and 1976, four study sites with in a 50,000-acre irrigated area were monitored to characterize the quantity and quality of irrigation water and surface return flow. Simple correlatins among constituents showed strong relationships among BOD, TP, PO4,-P, and No3-N. Least significant difference tests among seasonal means of change-in-load per irrigation showed that only TDS and PO4-P were significant.  相似文献

This article documents the general need to reuse water reclaimed from sewage effluents for beneficial purposes and then considers in detail which specific uses will be most beneficial. The analysis begins by describing five levels of wastewater treatment: primary, secondary, tertiary, advanced, and advanced plus complete treatment. Next, five major uses for reclaimed water are identified: groundwater recharge, industrial use, irrigation, recreational lakes, and direct municipal reuse. Subcategories of reuse falling under each of the five major reuse categories are also identified and discussed. The analysis then proceeds to review significant literature available on health and environmental effects, treatment and distribution costs, and public opinion concerns in relation to each of the five major uses and their related subcategories. The paper concludes with a cumulative numerical analysis of the disbenefits associated with each specific type of reuse summed over the health effects, environmental effects, treatment costs, distribution costs, and public opinion concerns. Uses of reclaimed water for industrial purposes and for irrigation of fodder and fiber crops are found to be most beneficial by the analysis here employed, and use for aquifer recharge and direct municipal reuse are found to be least beneficial.  相似文献

Two intermittent streams on oak-hickory watersheds in southern Illinois were gaged with a V-notched weir and sampled with an automatic water sampler. For three years data were collected on flow volume and water quality. Flow volumes show large variations between years and watersheds. Samples were analyzed for Na+, K+, Ca++, Mg++, P, and NO-3. Water quality was consistently high, although there were significant differences between watersheds. A baseline for water quality has been established for comparison after one of the watersheds is clearcut at a later date.  相似文献
