Disturbance plays an important role in structuring marine ecosystems, and there is a need to understand how conservation practices, such as the designation of Marine Protected Areas (MPAs), facilitate postdisturbance recovery. We evaluated the association of MPAs, herbivorous fish biomass, substrate type, postdisturbance coral cover, and change in macroalgal cover with coral recovery on the fringing reefs of the inner Seychelle islands, where coral mortality after a 1998 bleaching event was extensive. We visually estimated benthic cover and fish biomass at 9 sites in MPAs where fishing is banned and at 12 sites where fishing is permitted in 1994, 2005, 2008, and 2011. We used analysis of variance to examine spatial and temporal variations in coral cover and generalized additive models to identify relations between coral recovery and the aforementioned factors that may promote recovery. Coral recovery occurred on all substrate types, but it was highly variable among sites and times. Between 2005 and 2011 the increase in coral cover averaged 1%/year across 21 sites, and the maximum increase was 4%/year. However, mean coral cover across the study area (14%) remained at half of 1994 levels (28%). Sites within MPAs had faster rates of coral recovery than sites in fished areas only where cover of macroalgae was low and had not increased over time. In MPAs where macroalgae cover expanded since 1998 there was no recovery. Where coral was recovering on granite reefs there was a shift in relative prevalence of colony life‐form from branching to encrusting species. This simplification of reef structure may affect associated reef fauna even if predisturbance levels of coral cover are attained. ABSTRACT: Forty-two commercial campgrounds and 34 commercial marinas were studied to determine the amount and types of flood-related damages incurred from Hurricane Agnes, and to evaluate the institutional measures available to help management overcome these losses. Economic losses incurred by firms due to inability to operate, and declines in the number of recreationists, were over twice the magnitude of losses suffered via direct physical damages from flooding. The Federal Flood Insurance Program, as presently constituted, is of very little use to firms having structural investments in and over water. Most firms were complimentary of the Small Business Administration's loan programs. It appears that active programs of communication and promotion are needed following restoration of regions involved in natural diasters to reestablish the tourist industry of those regions. 相似文献

Abstract: Abandonment of agricultural land has resulted in forest regeneration in species‐rich dry grasslands across European mountain regions and threatens conservation efforts in this vegetation type. To support national conservation strategies, we used a site‐selection algorithm (MARXAN) to find optimum sets of floristic regions (reporting units) that contain grasslands of high conservation priority. We sought optimum sets that would accommodate 136 important dry‐grassland species and that would minimize forest regeneration and costs of management needed to forestall predicted forest regeneration. We did not consider other conservation elements of dry grasslands, such as animal species richness, cultural heritage, and changes due to climate change. Optimal sets that included 95–100% of the dry grassland species encompassed an average of 56–59 floristic regions (standard deviation, SD 5). This is about 15% of approximately 400 floristic regions that contain dry‐grassland sites and translates to 4800–5300 ha of dry grassland out of a total of approximately 23,000 ha for the entire study area. Projected costs to manage the grasslands in these optimum sets ranged from CHF (Swiss francs) 5.2 to 6.0 million/year. This is only 15–20% of the current total estimated cost of approximately CHF30–45 million/year required if all dry grasslands were to be protected. The grasslands of the optimal sets may be viewed as core sites in a national conservation strategy. 相似文献

Abstract: Habitat connectivity is required at large spatial scales to facilitate movement of biota in response to climatic changes and to maintain viable populations of wide‐ranging species. Nevertheless, it may require decades to acquire habitat linkages at such scales, and areas that could provide linkages are often developed before they can be reserved. Reserve scheduling methods usually consider only current threats, but threats change over time as development spreads and reaches presently secure areas. We investigated the importance of considering future threats when implementing projects to maintain habitat connectivity at a regional scale. To do so, we compared forward‐looking scheduling strategies with strategies that consider only current threats. The strategies were applied to a Costa Rican case study, where many reserves face imminent isolation and other reserves will probably become isolated in the more distant future. We evaluated strategies in terms of two landscape‐scale connectivity metrics, a pure connectivity metric and a metric of connected habitat diversity. Those strategies that considered only current threats were unreliable because they often failed to complete planned habitat linkage projects. The most reliable and effective strategies considered the future spread of development and its impact on the likelihood of completing planned habitat linkage projects. Our analyses highlight the critical need to consider future threats when building connected reserve networks over time. 相似文献

The efficacy of protected areas varies, partly because socioeconomic factors are not sufficiently considered in planning and management. Although integrating socioeconomic factors into systematic conservation planning is increasingly advocated, research is needed to progress from recognition of these factors to incorporating them effectively in spatial prioritization of protected areas. We evaluated 2 key aspects of incorporating socioeconomic factors into spatial prioritization: treatment of socioeconomic factors as costs or objectives and treatment of stakeholders as a single group or multiple groups. Using as a case study the design of a system of no‐take marine protected areas (MPAs) in Kubulau, Fiji, we assessed how these aspects affected the configuration of no‐take MPAs in terms of trade‐offs between biodiversity objectives, fisheries objectives, and equity in catch losses among fisher stakeholder groups. The achievement of fisheries objectives and equity tended to trade‐off concavely with increasing biodiversity objectives, indicating that it is possible to achieve low to mid‐range biodiversity objectives with relatively small losses to fisheries and equity. Importantly, the extent of trade‐offs depended on the method used to incorporate socioeconomic data and was least severe when objectives were set for each fisher stakeholder group explicitly. We found that using different methods to incorporate socioeconomic factors that require similar data and expertise can result in plans with very different impacts on local stakeholders. 相似文献

Although bycatch of seabirds and other long-lived species is a critical conservation issue in world fisheries, case studies documenting significant reductions in the mortality of these low-productivity species in a fishery are rare. We studied progress toward seabird conservation in the Alaskan longline fisheries, one of the largest and most diverse demersal fisheries. We generated annual seabird bycatch rates in 4 target fisheries and all fisheries combined from 23 years of fisheries observer data. We used 0-inflated negative binomial models to evaluate variables influencing seabird bycatch per unit effort (BPUE) in 2 target fisheries. Following adoption of streamer lines, at first voluntarily and then mandatorily, seabird BPUE was reduced by 77–90%, preventing mortality of thousands of birds per year. Despite this, BPUE increased significantly in 2 of 4 target fisheries since streamer lines were adopted. Although night setting yielded significant reductions (74–97%) in seabird BPUE and significant increases (7–11%) in fish catch per unit effort over daytime setting, nighttime setting increased the BPUE of Northern Fulmar (Fulmarus glacialis) by 40% and nontarget fish species by 5–17%. Thus, best practices to prevent seabird mortalities in longline fisheries varied by species assemblage and fishery. Our results inform global efforts toward fisheries bycatch reduction by illustrating that successful conservation requires fishery-specific solutions, strong industry support, constant vigilance in analysis and reporting observer data, and ongoing outreach to fleets, especially to vessels with anomalously high BPUE. 相似文献

Abstract: Marine protected areas (MPAs) are a popular conservation strategy, but their impacts on human welfare are poorly understood. To inform future research and policy decisions, we reviewed the scientific literature to assess MPA impacts on five indicators of human welfare: food security, resource rights, employment, community organization, and income. Following MPA establishment, food security generally remained stable or increased in older and smaller MPAs. The ability of most fishing groups to govern MPA resources changed. Increased resource rights were positively correlated with MPA zoning and compliance with MPA regulations. Small sample sizes precluded statistical tests of the impacts of MPAs on employment, community organization, and income. Our results demonstrate that MPAs shape the social well‐being and political power of fishing communities; impacts (positive and negative) vary within and among social groups; and social impacts are correlated with some—but not all—commonly hypothesized explanatory factors. Accordingly, MPAs may represent a viable strategy for enhancing food security and empowering local communities, but current practices negatively affect at least a minority of fishers. To inform policy making, further research must better document and explain variation in the positive and negative social impacts of MPAs. 相似文献

Abstract: Quantifying the extent to which existing reserves meet conservation objectives and identifying gaps in coverage are vital to developing systematic protected‐area networks. Despite widespread recognition of the Philippines as a global priority for marine conservation, limited work has been undertaken to evaluate the conservation effectiveness of existing marine protected areas (MPAs). Targets for MPA coverage in the Philippines have been specified in the 1998 Fisheries Code legislation, which calls for 15% of coastal municipal waters (within 15 km of the coastline) to be protected within no‐take MPAs, and the Philippine Marine Sanctuary Strategy (2004), which aims to protect 10% of coral reef area in no‐take MPAs by 2020. We used a newly compiled database of nearly 1000 MPAs to measure progress toward these targets. We evaluated conservation effectiveness of MPAs in two ways. First, we determined the degree to which marine bioregions and conservation priority areas are represented within existing MPAs. Second, we assessed the size and spacing patterns of reserves in terms of best‐practice recommendations. We found that the current extent and distribution of MPAs does not adequately represent biodiversity. At present just 0.5% of municipal waters and 2.7–3.4% of coral reef area in the Philippines are protected in no‐take MPAs. Moreover, 85% of no‐take area is in just two sites; 90% of MPAs are <1 km2. Nevertheless, distances between existing MPAs should ensure larval connectivity between them, providing opportunities to develop regional‐scale MPA networks. Despite the considerable success of community‐based approaches to MPA implementation in the Philippines, this strategy will not be sufficient to meet conservation targets, even under a best‐case scenario for future MPA establishment. We recommend that implementation of community‐based MPAs be supplemented by designation of additional large no‐take areas specifically located to address conservation targets. 相似文献

Effects of connectivity and spatial resolution of analyses on conservation prioritization across large extents 总被引:1,自引:0,他引:1
The outcome of analyses that prioritize locations for conservation on the basis of distributions of species, land cover, or other elements is influenced by the spatial resolution of data used in the analyses. We explored the influence of data resolution on prioritization of Finnish forests with Zonation, a software program that ranks the priority of cells in a landscape for conservation. We used data on the distribution of different forest types that were aggregated to nine different resolutions ranging from 0.1 × 0.1 km to 25.6 × 25.6 km. We analyzed data at each resolution with two variants of Zonation that had different criteria for prioritization, with and without accounting for connectivity and with and without adjustment for the effect on the analysis of edges between areas at the project boundary and adjacent areas for which data do not exist. Spatial overlap of the 10% of cells ranked most highly when data were analyzed at different resolutions varied approximately from 15% to 60% and was greatest among analyses with similar resolutions. Inclusion of connectivity or edge adjustment changed the location of areas that were prioritized for conservation. Even though different locations received high priority for conservation in analyses with and without accounting for connectivity, accounting for connectivity did not reduce the representation of different forest types. Inclusion of connectivity influenced most the outcome of fine-resolution analyses because the connectivity extents that we based on dispersal distances of typical forest species were small. When we kept the area set aside for conservation constant, representation of the forest types increased as resolution increased. We do not think it is necessary to avoid use of high-resolution data in spatial conservation prioritization. Our results show that large extent, fine-resolution analyses are computationally feasible, and we suggest they can give more flexibility to implementation of well-connected reserve networks. 相似文献

Marine fisheries in coastal ecosystems in many areas of the world have historically removed large-bodied individuals, potentially impairing ecosystem functioning and the long-term sustainability of fish populations. Reporting on size-based indicators that link to food-web structure can contribute to ecosystem-based management, but the application of these indicators over large (cross-ecosystem) geographical scales has been limited to either fisheries-dependent catch data or diver-based methods restricted to shallow waters (<20 m) that can misrepresent the abundance of large-bodied fished species. We obtained data on the body-size structure of 82 recreationally or commercially targeted marine demersal teleosts from 2904 deployments of baited remote underwater stereo-video (stereo-BRUV). Sampling was at up to 50 m depth and covered approximately 10,000 km of the continental shelf of Australia. Seascape relief, water depth, and human gravity (i.e., a proxy of human impacts) were the strongest predictors of the probability of occurrence of large fishes and the abundance of fishes above the minimum legal size of capture. No-take marine reserves had a positive effect on the abundance of fishes above legal size, although the effect varied across species groups. In contrast, sublegal fishes were best predicted by gradients in sea surface temperature (mean and variance). In areas of low human impact, large fishes were about three times more likely to be encountered and fishes of legal size were approximately five times more abundant. For conspicuous species groups with contrasting habitat, environmental, and biogeographic affinities, abundance of legal-size fishes typically declined as human impact increased. Our large-scale quantitative analyses highlight the combined importance of seascape complexity, regions with low human footprint, and no-take marine reserves in protecting large-bodied fishes across a broad range of species and ecosystem configurations. 相似文献
