Sagoff [Journal of Agricultural and Environmental Ethics 18 (2005), 215–236] argues, against growing empirical evidence, that major environmental impacts of non-native species are unproven. However, many such impacts, including extinctions of both island and continental species, have both been demonstrated and judged by the public to be harmful. Although more public attention has been focused on non-native animals than non-native plants, the latter more often cause ecosystem-wide impacts. Increased regulation of introduction of non-native species is, therefore, warranted, and, contra Sagoff’s assertions, invasion biologists have recently developed methods that greatly aid prediction of which introduced species will harm the environment and thus enable more efficient regulation. The fact that introduced species may increase local biodiversity in certain instances has not been shown to result in desired changes in ecosystem function. In other locales, they decrease biodiversity, as they do globally.  相似文献

The East Usambara Mountains, recognized as one of the 25 most important biodiversity hot spots in the world, have a high degree of species diversity and endemism that is threatened by increasing human pressure on resources. Traditional slash and burn cultivation in the area is no longer sustainable. However, it is possible to maintain land productivity, decrease land degradation, and improve rural people’s livelihood by ameliorating cultivation methods. Improved agroforestry seems to be a very convincing and suitable method for buffer zones of conservation areas. Farmers could receive a reasonable net income from their farm with little investment in terms of time, capital, and labor. By increasing the diversity and production of already existing cultivations, the pressure on natural forests can be diminished. The present study shows a significant gap between traditional cultivation methods and improved agroforestry systems in socio-economic terms. Improved agroforestry systems provide approximately double income per capita in comparison to traditional methods. More intensified cash crop cultivation in the highlands of the East Usambara also results in double income compared to that in the lowlands. However, people are sensitive to risks of changing farming practices. Encouraging farmers to apply better land management and practice sustainable cultivation of cash crops in combination with multipurpose trees would be relevant in improving their economic situation in the relatively short term. The markets of most cash crops are already available. Improved agroforestry methods could ameliorate the living conditions of the local population and protect the natural reserves from human disturbance.  相似文献

This study quantified nonpoint source nitrogen (NPS‐N) sources and sinks across the 14,582 km2 Neuse River Basin (NRB) located in North Carolina, to provide tabular data summaries and graphic overlay products to support the development of management approaches to best achieve established N reduction goals. First, a remote sensor derived, land cover classification was performed to support modeling needs. Modeling efforts included the development of a mass balance model to quantify potential N sources and sinks, followed by a precipitation event driven hydrologic model to effectively transport excess N across the landscape to individual stream reaches to support subsequent labeling of transported N values corresponding to source origin. Results indicated that agricultural land contributed 55 percent of the total annual NPS‐N loadings, followed by forested land at 23 percent (background), and urban areas at 21 percent. Average annual N source contributions were quantified for agricultural (1.4 kg/ha), urban (1.2 kg/ha), and forested cover types (0.5 kg/ha). Nonpoint source‐N contributions were greatest during the winter (40 percent), followed by spring (32 percent), summer (28 percent), and fall (0.3 percent). Seasonal total N loadings shifted from urban dominated and forest dominated sources during the winter, to agricultural sources in the spring and summer. A quantitative assessment of the significant NRB land use activities indicated that high (greater than 70 percent impervious) and medium (greater than 35 percent impervious) density urban development were the greatest contributors of NPS‐N on a unit area basis (1.9 and 1.6 kg/ha/yr, respectively), followed by row crops and pasture/hay cover types (1.4 kg/ha/yr).  相似文献

How do youth learn through participation in efforts to study and change the school food system? Through our participatory youth action research (YPAR) project, we move beyond the “youth as consumer” frame to a food justice youth development (FJYD) approach. We track how a group of youth learned about food and the public policy process through their efforts to transform their own school food systems by conducting a participatory evaluation of farm-to-school efforts in collaboration with university and community partners. We used the Photovoice research method, placing cameras in the hands of young people so that they themselves could document and discuss their concerns and perspectives. The research was designed to gain insight about youths’ knowledge of food, health, and community food systems. Drawing upon the youth group’s insights, we build a framework for building critical consciousness through FJYD.  相似文献

Although significant resources are being spent researching and fostering the relationship between forests and livelihoods to promote mutually beneficial outcomes, critical gaps in understanding persist. A core reason for such gaps is that researchers, practitioners, and policy makers lack the structured space to interact and collaborate, which is essential for effective, interdisciplinary research, practice, and evaluation. Thus, scientific findings, policy recommendations, and measured outcomes have not always been synthesized into deep, systemic understanding; learning from practice and implementation does not easily find its way into scientific analyses, and science often fails to influence policy. Communities of practice (CofPs) are dynamic sociocultural systems that bring people together to share and create knowledge around a common topic of interest. They offer participants a space and structure within which to develop new, systemic approaches to multidimensional problems on a common theme. Uniquely informed by a systems‐thinking perspective and drawing from the scientific and gray literatures and in‐depth interviews with representatives of established CofPs in the natural resource management and development domain, we argue that a well‐designed and adequately funded CofP can facilitate interdisciplinary and cross‐sectoral relationships and knowledge exchange. Well‐designed CofPs integrate a set of core features and processes to enhance individual, collective, and domain outcomes; they set out an initial but evolving purpose, encourage diverse leadership, and promote collective‐identity development. Funding facilitates effective communication strategies (e.g., in person meetings). We urge our colleagues across sectors and disciplines to take advantage of CofPs to advance the domain of forests and livelihoods.  相似文献

Mitigation and offset programs designed to compensate for ecosystem function losses due to development must balance losses from affected ecosystems with gains in restored ecosystems. Aggregation rules applied to ecosystem functions to assess site equivalence are based on implicit assumptions about the substitutability of functions among sites and can profoundly influence the distribution of restored ecosystem functions on the landscape. We investigated the consequences of rules applied to the aggregation of ecosystem functions for wetland offsets in the Beaverhill watershed in Alberta, Canada. We considered the fate of 3 ecosystem functions: hydrology, water purification, and biodiversity. We set up an affect‐and‐offset algorithm to simulate the effect of aggregation rules on ecosystem function for wetland offsets. Cobenefits and trade‐offs among functions and the constraints posed by the quantity and quality of restorable sites resulted in a redistribution of functions between affected and offset wetlands. Hydrology and water purification functions were positively correlated with one another and negatively correlated with biodiversity function. Weighted‐average rules did not replace functions in proportion to their weights. Rules prioritizing biodiversity function led to more monofunctional wetlands and landscapes. The minimum rule, for which the wetland score was equal to the worst performing function, promoted multifunctional wetlands and landscapes. The maximum rule, for which the wetland score was equal to the best performing function, promoted monofunctional wetlands and multifunctional landscapes. Because of implicit trade‐offs among ecosystem functions, no‐net‐loss objectives for multiple functions should be constructed within a landscape context. Based on our results, we suggest criteria for the design of aggregation rules for no net loss of ecosystem functions within a landscape context include the concepts of substitutability, cobenefits and trade‐offs, landscape constraints, heterogeneity, and the precautionary principle.  相似文献

Understanding human perspectives is critical in a range of conservation contexts, for example, in overcoming conflicts or developing projects that are acceptable to relevant stakeholders. The Q methodology is a unique semiquantitative technique used to explore human perspectives. It has been applied for decades in other disciplines and recently gained traction in conservation. This paper helps researchers assess when Q is useful for a given conservation question and what its use involves. To do so, we explained the steps necessary to conduct a Q study, from the research design to the interpretation of results. We provided recommendations to minimize biases in conducting a Q study, which can affect mostly when designing the study and collecting the data. We conducted a structured literature review of 52 studies to examine in what empirical conservation contexts Q has been used. Most studies were subnational or national cases, but some also address multinational or global questions. We found that Q has been applied to 4 broad types of conservation goals: addressing conflict, devising management alternatives, understanding policy acceptability, and critically reflecting on the values that implicitly influence research and practice. Through these applications, researchers found hidden views, understood opinions in depth and discovered points of consensus that facilitated unlocking difficult disagreements. The Q methodology has a clear procedure but is also flexible, allowing researchers explore long‐term views, or views about items other than statements, such as landscape images. We also found some inconsistencies in applying and, mainly, in reporting Q studies, whereby it was not possible to fully understand how the research was conducted or why some atypical research decisions had been taken in some studies. Local rural and indigenous communities have assumed increasing responsibility for conservation within and between areas buffering the impacts of agricultural or resource‐extraction zones and protected areas. Empowering local communities as central partners in conservation and climate‐change mitigation has allowed many people to gain access to land and citizenship rights but has provided limited improvements in access to social services and economic opportunities even as expectation about their role as environmental stewards grows. These expectations, however, are inconsistent with reality. We conducted multiple field studies in Brazil since the mid‐1980s to illustrate the discrepancies between conservation programs and local conditions and expectations. We suggest that public policies and conservation programs should not delegate responsibility for managing protected areas to local and indigenous communities without considering local needs and expectations and locals’ attitudes toward conservation. In other words, behavior that maintains or improves the environment should not be treated as traditional based on the expectations of outsiders. Framing local populations as traditional environmentalists creates contradictions and frustrations for local populations and for conservation professionals and policy makers.  相似文献

For more than 30 years, multiple research groups have worked on the automation of hazard and operability (HAZOP) studies, or more specifically on the hazard identification process. So far, very few of these approaches have been used in the chemical process industry. Automatic hazard identification is a knowledge-intensive process that demands high standards with regard to the way in which knowledge is stored and made available. There are various suitable approaches to the qualitative modeling of processes and plants, which are the foundation for reasoning systems that are used for the identification of hazards. Additionally, there are quantitative methods that are based on process simulations and can be used to identify potential hazards. The investigation of the state of research demonstrates that there are sophisticated technologies for automated systems that include powerful reasoning techniques. The benefits and shortcomings of existing technologies are discussed with regard to their industrial applicability. Often, the quality of the necessary specific and generic knowledge is not sufficient to detect potential hazardous events and operational malfunctions. Computer-aided HAZOP systems should be integrated with computer-aided design- or process simulation software using common data models based on the digital representation of the process plant. In order to be used by HAZOP practitioners automated systems need to be comprehensive, serve as specialized decision support systems, and be tested and evaluated using round robin tests.  相似文献

Questions around how to conserve nature are increasingly leading to dissonance in conservation planning and action. While science can assist in unraveling the nature of conservation challenges, conservation responses rely heavily on normative positions and constructs to order actions, aid interpretations, and provide motivation. However, problems can arise when norms are mistaken for science or when they stymy scientific rigor. To highlight these potential pitfalls, we used the ethics-based tool of argument analysis to assess a controversial conservation intervention, the Pelorus Island Goat Control Program. The program proponents' argument for restorative justice was unsound because it relied on weak logical construction overly entrenched in normative assumptions. Overreliance on normative constructs, particularly the invocation of tragedy, creates a sense of urgency that can subvert scientific and ethical integrity, obscure values and assumptions, and increase the propensity for flawed logic. This example demonstrates how the same constructs that drive biodiversity conservation can also drive poor decision making, spur public backlash, and justify poor animal welfare outcomes. To provide clarity, a decision-making flowchart we devised demonstrates how values, norms, and ethics influence one another. We recommend practitioners follow 3 key points to improve decision making: be aware of values, as well as normative constructs and ethical theories that those values inform; be mindful of overreliance on either normative constructs or ethics when deciding action is justified; and be logically sound and transparent when building justifications. We also recommend 5 key attributes that practitioners should be attentive to when making conservation decisions: clarity, transparency, scientific integrity, adaptiveness, and compassion. Greater attention to the role of norms in decision making will improve conservation outcomes and garner greater public support for actions.  相似文献
