基于社会生态系统视角的长三角地级城市韧性度评价   总被引:2,自引:0,他引:2  
为提升城市应对重大冲击和慢性压力的能力,提高城市的抗打击能力与恢复能力,以及城市对抗不确定风险的韧性程度,本文结合现实背景,以城市社会生态系统的视角,对2014年长三角地区16个地级城市韧性进行实证分析。采用GIS的空间分析和叠加功能方法,从生态环境、市政设施、经济和社会发展4个方面选取24个具体指标,对长三角地区16个地级城市韧性程度及其空间状态做出评价,并确定测度标准值。首先对构成城市韧性的4个因子:生态、市政设施工程、经济以及社会发展进行分析和数字化,得出各因子对城市韧性影响程度的栅格图层;其次对图层进行空间叠加,再得到长三角地区地级城市韧性度评价图。评价结果表明:(1)长三角地级城市韧性呈现"级差化"分布状态,总体呈现出中等韧性状态;(2)长三角地级城市韧性空间分异特征显著,其北翼城市比南翼城市韧性程度较高;(3)长三角地级城市经济、生态韧性在空间分布上相对集中,趋向协调均衡发展。通过城市韧性度分析,认为评价结果基本符合近年来长三角地区城市韧性发展的整体状况,可以在一定程度上增强城市社会生态系统对外界风险的适应能力,并在今后的城市发展调适过程中更具韧性,从而对不同时空尺度的城市韧性状态评价提供一种思路。  相似文献

Many cities throughout the world are adopting green infrastructure techniques to reduce stormwater and sewer overflows into waterways, which is particularly problematic for places experiencing more frequent and severe rain events. Governance of green stormwater implementation is proving to be as important as the techniques themselves. Building on the climate and sustainability governance literature, we argue that effective governance requires planning across city departments, experimentation and a strategy for organisational learning. We employ a case study of Philadelphia, the first city in the United States to attempt an entirely green approach to meeting federal regulations to examine issues of governance that emerged and how they were addressed. The case study draws on interviews with fourteen public and private sector actors involved in implementation, a site visit to observe the installations and to discuss the approach with a key planner, and grey literature. We find that silos can be broken down and that if open communications and a willingness to change practices are present, obstacles cited in the literature can be overcome. The key implication is that the three elements of governance need to be built into the green infrastructure planning process. While the analysis focuses on a US city, the departments involved and the governance needs of green stormwater infrastructure are similar in cities in much of the world.  相似文献

Urban parks in India are often discussed as positive environmental projects, and their creation appears as unproblematic in public discourse. This paper presents the creation of a municipal park in a small city in Gujarat, India. Using insights from history and architecture, we stress the importance of reading parks as political and to some extent ideological projects in the larger context of city-making. The political ecology and history of the particular park studied here allow us to problematise the socio-ecological project of urban “beautification” via park creation. The municipal park, established in the centre of a small urban agglomeration after displacing a slum settlement from the site, is – as we argue – an integral part of a local geography of power. As such it expresses several registers of values upheld by local elites and brings into focus highly conflictive social relations. The case study contributes to further developing a situated urban political ecological approach that starts theorising cities from the South. It moreover offers a critical perspective on the understudied urban nature of small towns.  相似文献

Cleaner production (CP) provides source control measures of minimizing the waste and emissions occurred by the production and processes. CP, which is also known by the term pollution prevention (P2), has been practiced for several years among various countries across the world. Practicing of CP in industries supports in optimization of materials utilization, lowering the energy consumption, and the reduction of emissions to air, water, and soil. CP provides a continuous and preventive environmental improvement for the organizations by focusing on the prevention rather than providing solutions, once the pollution has been occurred. Implementing CP in a business requires support from the employees from top to bottom levels in the hierarchy, to obtain a successful and long‐term outcome. Thus, CP is no longer considered as a standalone process and should be integrated in the entire business development activities, in order to improve the quality of life. CP can also be identified as a subset of industrial ecology, which focuses on designing the industrial processes, products, and services, in order to minimize the environmental concerns of the industrial activities. This article will provide an overview of the background of CP, the CP assessment methodology, and the concepts of industrial ecology.  相似文献

DOI: 10.1111/j.1752‐1688.2011.00609.x Abstract: Recent, recurring, and increased magnitude floods adversely challenge long‐held and erroneous concepts of flood control. This article focuses on the environmental issues with comprehensively reviewed essentials of the United States (U.S.) riverine Flood Control Program, including news reports, scientific articles, books, and landmark treatises. For the past three‐quarters of a century, U.S. floods have continued (and will continue) to occur, causing increasing property damage with growing fiscal loss. Reasons include inattention to fundamental principles of physics, hydrology, and ecology. There are also important challenges involving environmental policy, economics, and common sense. Measures afforded by the existing program encourage and enable investment in floodplains while violating a variety of natural principles that make the situation worse. This detailed review includes the questionable (actually untrue) justification in the document‐setting policy for the 1936 Omnibus Flood Control Act. The well‐documented evidence is overwhelming. An alternative approach is presented that would enable and celebrate natural floods, managing their ecological and hydrological values, and not attempting to control them.  相似文献

采用生物填料、阿科蔓生态基和生态浮盆等材料构建低动力复合净水系统(LCWPS)进行生态农庄人工景观池水质净化技术示范研究。系统稳定运行后的周年监测结果表明,整体系统使人工景观池的CODMn、TN、NH4+-N、TP和浊度分别下降61.1%~62.8%、36.0%~39.9%、14.3%~35.7%、66.7%~79.5%和76.8%~79.8%,水质溶解氧浓度(DO)上升72.7%~126.0%,景观池水质达到《地表水环境质量标准》(GB3838-2002)中景观水域需要的V类水质标准,并能长期保持稳定。从管理维护成本角度考虑,利用LCWPS净化生态农庄人工景观池水质能达到节能节水的目的。  相似文献

Journal of the American Water Resources Association (JAWRA) 46(2):311-322. DOI: 10.1111/j.1752-1688.2010.00422.x Abstract: Riparian forest buffers established according to accepted conservation practice standards have been recommended as one of the most effective tools for mitigating nonpoint source pollution. The midwestern United States is characterized by many kilometers of narrow, naturally occurring forests along streams. However, little is known about the relative effectiveness of these remnant forests compared with these newly established buffers. This study compared the ability of naturally occurring remnant forests with and without adjacent planted grass filters to buffer concentrated flow paths (CFPs) originating in crop fields along first- and second-order streams in three northeast Missouri watersheds. Remnant forests breached by runoff through CFPs were narrower than those that dispersed 100% of the CFPs. Remnant forests with adjacent grass buffers were nearly twice the width as those without grass filters. We also found that CFPs, which developed within remnant forests and at the base of in-field grass waterways, were potential sources of sediments to streams. Methods to mitigate these CFPs warrant further investigation. Our study suggests that although these natural remnant forests provide substantial buffering capacity, both improved management and/or the addition of an adjacent grass filter would improve water quality by reducing sediment loss to streams. Inferences can be used to inform the design and management of similar conservation buffer systems within the region.  相似文献
