Until now, existing remuneration of environmental services has not sufficiently supported the goals of spending money more effectively on the environment and of motivating farmers. Only a small share of the budgets for agriculture in the EU, as well as in US and other countries, is available for buying environmental goods and services beyond the level of good farming practice (GFP). This combined with the insufficient targeting of compensation payments to areas where special measures are needed leads to an unsatisfactorily low impact of agri-environment measures compared to other driving forces that stimulate the intensification of farming. The goal of this paper is to propose a management concept that enhances the ecological and cost efficiency of agri-environment measures. Components of the concept are a comprehensive environmental information base with prioritised goals and targets (available in Germany from landscape planning) and new remuneration models, which complement conventional compensation payments that are based upon predetermined measures and cost. Comprehensive landscape planning locates and prioritises areas which require environmental action. It contains the information that authorities need to prioritise funding for environmental services and direct measures to sites which need environmental services beyond the level of GFP.Also appropriate remuneration models, which can enhance the cost efficiency of public spending and the motivation of the farmers, can be applied on the base of landscape planning.Testing of the planning methodology and of one of the remuneration models (success-oriented remuneration) in a case study area (“Fuhrberger Feld” north of Hanover, Germany) demonstrated the usability of the concept and led to proposals for future development of the methodology and its application in combination with other approaches.  相似文献

Abstract: Managers, regulators, and researchers of aquatic ecosystems are increasingly pressed to consider large areas. However, accurate stream maps with geo‐referenced attributes are uncommon over relevant spatial extents. Field inventories provide high‐quality data, particularly for habitat characteristics at fine spatial resolutions (e.g., large wood), but are costly and so cover relatively small areas. Recent availability of regional digital data and Geographic Information Systems software has advanced capabilities to delineate stream networks and estimate coarse‐resolution hydrogeomorphic attributes (e.g., gradient). A spatially comprehensive coverage results, but types of modeled outputs may be limited and their accuracy is typically unknown. Capitalizing on strengths in both field and regional digital data, we modeled a synthetic stream network and a variety of hydrogeomorphic attributes for the Oregon Coastal Province. The synthetic network, encompassing 96,000 km of stream, was derived from digital elevation data. We used high‐resolution but spatially restricted data from field inventories and streamflow gauges to evaluate, calibrate, and interpret hydrogeomorphic attributes modeled from digital elevation and precipitation data. The attributes we chose to model (drainage area, mean annual precipitation, mean annual flow, probability of perennial flow, channel gradient, active‐channel width and depth, valley‐floor width, valley‐width index, and valley constraint) have demonstrated value for stream research and management. For most of these attributes, field‐measured, and modeled values were highly correlated, yielding confidence in the modeled outputs. The modeled stream network and attributes have been used for a variety of purposes, including mapping riparian areas, identifying headwater streams likely to transport debris flows, and characterizing the potential of streams to provide high‐quality habitat for salmonids. Our framework and models can be adapted and applied to areas where the necessary field and digital data exist or can be obtained.  相似文献

This article makes an attempt to answer the three questions of why China is devoting its full effort to promoting a circular economy, what a circular economy is, and how to implement a circular economy in China. The evolutionary process of a circular economy in China, from introduction of the concept and the relevant actions of national decision making to demonstration of the system nationwide, has taken only around 6 years, with strong encouragement from politicians and the urgent need to cope with environmental pollution and a severe shortage of natural resources. The circular economy in China is now being actively implemented at three levels: enterprises, eco-industrial parks, and regions. The consolidated theoretical bases of ecology and economics have helped the circular economy to define its position as a new economic model to effectively resolve the problems of resources and the environment. In this regard, material flow management is naturally a unique planning and management method for implementation of a circular economy, and eco-efficiency is a good indicator to measure circular economic activities. Of particular significance has been initiation of the legislative process for the Circular Economy Law, which is among a number of initiatives developing core policies for a circular economy in China. Stringent enforcement of a set of policies for energy saving and pollution abatement nowadays in China will certainly create an enabling environment for the development of a circular economy.  相似文献

对已有人因可靠性分析模型进行归纳总结,结合核电厂运行人员可靠性研究实际,对人因分类、人因建模、数据采样及人因数据库完善等方面存在的问题进行分析,并提出可能的解决办法或研究方向:在人因分类方式上,要加强因素之间的细化程度,以降低评价的模糊性;在人因量化方面,要重点考虑其所依赖的HRA模型、数学依据、结果精确度等3个方面的影响;对待数据采集的问题,规范性数据采集平台的构建是确保数据一致性的关键措施,并有利于不同HRA模型之间接口相容性问题的解决;人因数据库管理系统的智能决策功能是研发设计的趋势。  相似文献

Summary Present municipal waste management paradigms in Brazil do not allow for flexible approaches to solving an extremely dynamic problem. This paper discusses the basic flaws in present thinking models of residents and municipal administrators. Fundamental arguments presented on municipal solid waste relate to nomenclature, destinations, definitions, logistics, social dynamics, social assistance programs, education and employment philosophies. In each case, the consequences of the stalemate are explained in terms of the unsustainable situation of constantly growing landfills. In sequence, a proactive thinking model is presented and explained that has the potential of drastically reducing landfill size. It is called Municipal Transit Material Processing. The model has been tested successfully in small communities and is now available for scale-up. The landfill diversion achieved stands at 62% of household waste in comparison with 15% theoretically possible in Brazil with selective collection models. Although of necessity the arguments apply directly to Brazil, the basic ideas behind the reasoning may be extrapolated to other Southern countries. The following simple example will illustrate to the reader the type of paradigm inversion the paper proposes to convey. The classical political slogan in Brazil is “get children out of garbage dumps”. The inversion proposed and explained is “do away with garbage dumps”.  相似文献

Fetal models of urinary tract disease have been used for many years and have provided unique and important insights into the pathophysiology of these conditions. This review will summarize the principal model systems used and the current directions of investigation. These models (including rabbit, opossum, sheep and recently swine) have demonstrated that in utero obstruction of the urinary tract alters renal growth, differentiation and produces stereotypical patterns of tissue response, particularly fibrosis. New molecular understanding of these processes has identified specific mechanisms that may be key elements in the development of renal dysfunction due to obstruction. These factors include the renin–angiotensin system (RAS) and its interaction with TGF-β in altering growth regulation and tissue fibrosis. These factors offer the prospect of clinical utility as markers of disease progression as well as pharmacologic therapy. Gene knockout systems have opened a new horizon of molecular models of congenital obstructive uropathy with insights into the role of the RAS in particular. It remains to be defined how closely these knockouts represent the human conditions they resemble. Continued application of fetal models of urinary obstruction, integrating large animal and knockout systems offers promise for improved diagnosis and treatment in these challenging conditions. Multiple negotiating rounds of the General Agreement on Tariffs and Trade (GATT) and World Trade Organization (WTO) since 1947 have conferred economic benefits through liberalized international trade. A growing body of evidence also points to linkages between liberalized trade and damage to the global environment, ecology, and natural resource base. Ironically, the increased economic well-being conferred by trade liberalization ultimately provides the basis for improved environmental protection. It is the interim environmental damage due to trade liberalization that is controversial and needing amelioration. The proposition here is to promote further trade liberalization, but only as long as environmental ethics and sustainability issues are satisfactorily addressed. Trade liberalization should not be permitted at the expense of adequate environmental protection and sustainability. Future WTO rounds need to address both development benefits and environmental ethics issues in a net social welfare maximization setting.  相似文献
