Forests offer good possibilities for the sequestration of carbon dioxide. This service can be commodified by the introduction of carbon (dioxide) credits, which can be traded on a carbon market. The premise of this paper is that the traditional economic view on the construction of these carbon markets is a too simplistic one, particularly, because it neglects the social meaning of a carbon market for developing countries. From their viewpoint as suppliers of carbon credits such a market has a broader meaning. It must be seen as a social mechanism for improving both the living conditions of local people and a more encompassing improvement of the environment than climate as such. What initially might be labelled as a carbon market might better be understood as a more encompassing 'green market'. The agreement between Costa Rica and Norway, officially known as the Reforestation Conservation Activities Implemented Jointly Project (RFCAIJP) represents a clear example of a green market. In this paper, we study the development, characteristics and benefits of that market, asking the question what lessons can be learned from this first practical experiences. More specifically we focus on the conditions that have made this type of agreement successful. 相似文献

It is accepted that the effective uptake of academic research into policy and practice requires the active involvement of stakeholders. However, understanding participation from the perspectives of stakeholders remains poorly understood. We show that non-academic participants bring multiple knowledges and expertises vital to research. We demonstrate that flexibility in terms of how research is framed, conducted and in the meaning of what constitutes “success” is crucial. We argue that research needs to move towards co-produced transdisciplinary research. In doing so, research can be more representative of stakeholder interests and knowledges, and also make important contributions to academic impact. 相似文献

Assumptions about public stakeholder attitudes to pest and disease management can influence the decisions of forest managers and NGOs involved in responding to pests and diseases; however, they are rarely assessed directly. Evidence on the social acceptability of tree health management methods is required to inform government led policy and management. A nationally representative survey of 2000 members of the UK public was used to address two research questions: (1) How acceptable are tree health management methods to the public? (2) How do opinions about woodland functions, concern and awareness of tree pests and diseases, and demographics influence acceptance of management methods? We found that public stakeholders are highly supportive of tree health management; however, knowledge about tree pests, diseases, and management options is low. Methods seen as more targeted and ‘natural’ were preferred, e.g. felling and burning only affected trees and using biological control rather than chemical control. There were demographic differences in attitudes: men and older people are more likely to support management interventions and stronger management methods than females and younger people. Acceptance of management can also differ according to location and local context (e.g. management is less supported when it may impact on wildlife) and values (e.g. those with economic values are more supportive of management). These findings provide evidence to support current government initiatives on tree health and should improve confidence amongst managers tasked with carrying out tree pest and disease management. However, there is a need for in-depth qualitative studies to explain the beliefs which influence demographic variations in acceptance and the influence of concepts such as ‘nativeness’ and ‘naturalness’. 相似文献

Conservation conflicts are increasing on a global scale and instruments for reconciling competing interests are urgently needed. Multicriteria decision analysis (MCDA) is a structured, decision‐support process that can facilitate dialogue between groups with differing interests and incorporate human and environmental dimensions of conflict. MCDA is a structured and transparent method of breaking down complex problems and incorporating multiple objectives. The value of this process for addressing major challenges in conservation conflict management is that MCDA helps in setting realistic goals; entails a transparent decision‐making process; and addresses mistrust, differing world views, cross‐scale issues, patchy or contested information, and inflexible legislative tools. Overall we believe MCDA provides a valuable decision‐support tool, particularly for increasing awareness of the effects of particular values and choices for working toward negotiated compromise, although an awareness of the effect of methodological choices and the limitations of the method is vital before applying it in conflict situations. We observe a paradigm shift toward collaborative, multi‐level (from local to global) water management and suggestions for scale‐related design principles in the literature. Decision‐support tools are needed that can help achieve scale design principles. Mediated modeling (MM) refers to model building with people, rather than for people. This tool belongs to a family of participatory, systems oriented tools. This article explores their suitability for addressing challenges and principles that arise at multiple‐scales. MM can promote the understanding of cross‐level and cross‐scale links, creating salient, credible, and legitimate knowledge and encouraging boundary functions. Prerequisites for successful MM processes include an openness and willingness to collaborative learning. As new “meso‐level” institutions emerge to address complex challenges in water management collaboratively, tools like MM may play an important role in structuring dialogues, developing adaptive management capacity and advance an ecosystem services approach. 相似文献

There is currently no standard methodfor analyzing claims of environmental inequity. Neitheris there a database of statistics on the extent ofrelationship between regional indicators ofenvironmental quality, likely sources of pollution, andthe demographic characteristics of affectedpopulations. The resolution of environmental disputesis often hampered by inadequate communication betweenstakeholder groups about their perceptions andprioritization of the issues in dispute and bydifferential access to information about the issues byeach stakeholder group. This paper describes a web-based tool, ICEP, that uses multi-layered GIS maps toestablish a standard method for analyzing claims ofenvironmental inequity and establish a database ofcorrelation coefficients between environmentalindicators, industry type by SIC code, and demographiccharacteristics of the population in proximity tonoxious facilities. The maps are generated fromstakeholder reports of environmental quality and aredesigned to be accessible via the Internet. Thisprovides stakeholders with direct access to graphicaldisplays of the perceptions of their co-stakeholdersand provides all groups with links to relevantinformation sources about the issues in dispute. ICEPenhances existing community environmental websites likeScorecard and Envirofacts by providingdisplays of median household income as a measure of thedistribution of benefits accrued within an area. 相似文献

The capacity to distinguish colony members from strangers is a key component in social life. In social insects, this extends
to the brood and involves discrimination of queen eggs. Chemical substances communicate colony affiliation for both adults
and brood; thus, in theory, all colony members should be able to recognize fellow nestmates. In this study, we investigate
the ability of Dinoponera quadriceps workers to discriminate nestmate and non-nestmate eggs based on cuticular hydrocarbon composition. We analyzed whether cuticular
hydrocarbons present on the eggs provide cues of discrimination. The results show that egg recognition in D. quadriceps is related to both age and the functional role of workers. Brood care workers were able to distinguish nestmate from non-nestmate
eggs, while callow and forager workers were unable to do so.

Assessing the Ecological and Social Benefits of Private Land Conservation in Colorado 总被引:1,自引:0,他引:1

Abstract: Conservation of private land through conservation easements, development agreements, and clustered housing has increased greatly as have criticisms of the laws, public programs, and incentives that motivate landowners to use them. Rapid land‐use change at the urban–rural interface in Larimer County, Colorado, has given rise to programs that provide a variety of land‐conservation options for landowners. As of January 2005, roughly 60% of Larimer County was publicly owned, and 3% or 16,200 ha was privately owned with some form of protection. We used document analysis, a landowner survey, targeted interviews, and a landscape‐level spatial analysis to analyze the patterns, quantities, and qualities of private land conservation. We created a jurisdiction‐specific typology of desired benefits from local government‐planning documents to help evaluate conservation parcels. Most easements and other conservation documents used general terms and did not describe the site‐specific values of the land being conserved. Landowners were able to describe some benefits not included in parcel‐specific documents, and our spatial analysis revealed parcel‐specific and cumulative conservation benefits such as the amount of buffering, infill, connectivity, protected agricultural land, riparian protection, and other benefits not referenced by either documents or landowners. Conservation benefits provided by a parcel varied depending on its geographic location, the specific institution such as a land trust or open space program that a landowner worked with, and the conservation mechanism used, such as voluntary easement or residential clustering requirements. The methods we used provide a template for jurisdictions wishing to undertake a similar analysis. Our findings may assist other jurisdictions and institutions interested in improving how land‐conservation benefits are described; justify and inform future investments in private land conservation; assist local governments and other institutions with the assessment of program effectiveness; and be useful for conservation planners who wish to become more involved in on‐the‐ground implementation of conservation actions. 相似文献
