Abstract:  Ecosystem management was formally adopted over a decade ago by many U.S. natural resource agencies, including the Forest Service and the Bureau of Land Management. This approach calls for management based on stakeholder collaboration; interagency cooperation; integration of scientific, social, and economic information; preservation of ecological processes; and adaptive management. Results of previous studies indicate differences in the extent to which particular components of ecosystem management would be implemented within the U.S. Forest Service and the Bureau of Land Management and suggest a number of barriers thought to impede implementation. Drawing on survey and interview data from agency personnel and stakeholders, we compared levels of ecosystem-management implementation in the Forest Service and Bureau of Land Management and identified the most important barriers to implementation. Agency personnel perceived similarly high levels of implementation on many ecosystem-management components, whereas stakeholders perceived lower levels. Agencies were most challenged by implementation of preservation of ecological processes, adaptive management, and integration of social and economic information, whereas the most significant barriers to implementation were political, cultural, and legal.  相似文献

Local residents may have different views on disaster‐response modes depending on their cultural and socioeconomic background. The purpose of this study was to examine Taiwan residents' opinions on the Incident Command System (ICS). We performed a structured survey through face‐to‐face interviews in mudslide‐affected communities. Quantitative analysis showed that the residents exhibited a clear preference for the ICS core‐principle attributes of ‘integrated communications’, ‘transfer of command’ and ‘modular organisation’. By contrast, the residents tended towards a non‐ICS approach for ‘incident action plan’ and ‘manageable span of control’. Qualitative analysis revealed an uncertain attitude towards ‘transfer of command’ and ‘incident action plan’. Community acceptance is important in the promotion of the ICS. A better understanding of residents' preferences should be acquired through a broader community survey, allowing us to understand perspectives on the ICS among different societies and facilitate implementation of the ICS at the basic community level.  相似文献

Estimates of temporal trends in species’ occupancy are essential for conservation policy and planning, but limitations to the data and models often result in very high trend uncertainty. A critical source of uncertainty that degrades scientific credibility is that caused by disagreement among studies or models. Modelers are aware of this uncertainty but usually only partially estimate it and communicate it to decision makers. At the same time, there is growing awareness that full disclosure of uncertainty is critical for effective translation of science into policies and plans. But what are the most effective approaches to estimating uncertainty and communicating uncertainty to decision makers? We explored how alternative approaches to estimating and communicating uncertainty of species trends could affect decisions concerning conservation status of freshwater fishes. We used ensemble models to propagate trend uncertainty within and among models and communicated this uncertainty with categorical distributions of trend direction and magnitude. All approaches were designed to fit an established decision-making system used to assign species conservation status by the New Zealand government. Our results showed how approaches that failed to fully disclose uncertainty, while simplifying the information presented, could hamper species conservation or lead to ineffective decisions. We recommend an approach that was recently used effectively to communicate trend uncertainty to a panel responsible for setting the conservation status of New Zealand's freshwater fishes.  相似文献

对宏观层面中央政府与地方政府、地方政府与地方政府和微观层面农民与市民之间博弈分析,找出促使均衡结果合理化方案,采用的研究方法是博弈论与条件价值法(CVM)。结果表明:①博弈结果难以达成(保护,补偿)协议,实现社会福利最大化,必须依靠中央政府作为媒介进行协商,采取管制与激励相结合的制度安排。②激励的实现通过微观层面利益主体受偿意愿与支付意愿而定,支付不够补偿,中央财政补贴,支付盈余则上缴中央财政,以湖北为例,农民每亩耕地应得到174元补偿,市民每户居民应支付246.6元,中央政府每亩耕地给予农民148.5元补偿。③宏观层面依据微观层面需求意愿与支付意愿的赤字或者盈余,确定区域之间应支付补偿或者获得补偿。研究成果能为区域内部和区域之间耕地生态补偿标准提供依据,为尽快制定耕地生态补偿机制及政策、实现利益群体福利均衡提供借鉴与参考。  相似文献

Implementing agricultural best management practices (BMPs) is influenced by a balance of desired environmental outcomes, economic feasibility, and stakeholder familiarity, the latter taken to be related to BMP acceptability. To explore this balance, we developed a multi‐objective decision support system for allocating BMP type and placement by coupling the Soil and Water Assessment Tool with a nondominated sorted genetic algorithm that minimizes total phosphorus (TP) yields from agricultural hydrologic response units (HRUs) and costs, while using stakeholder BMP familiarity as a constraint; conventional tillage, no tillage, nutrient management, riparian buffers, and contour cropping were explored. Using constraints representing current conditions, the optimization resulted in 59.6 to 81.0% reduction in agricultural TP yield from HRUs at costs ranging between US $0.8 and US $5.3 million. The constrained optimization tended to select mostly single BMPs or at most two BMPs for a given HRU due to these BMPs having higher acceptability to stakeholders. In contrast, the unconstrained case, representing full familiarity, selected 2‐ and 3‐BMP applications. There was little difference in costs between the constrained and unconstrained cases below an 80% TP yield reduction; however, significant differences were found at larger reductions, supporting the value of stakeholder education and extension efforts. DOI: 10.1111/j.1752-1688.2011.00615.x Abstract: This study focuses on a Florida watershed where development of a total maximum daily load (TMDL) and its implementation plan resulted in conflicts among stakeholders. The overall goal is to build a better understanding of stakeholder perceptions of water quality problems, water policy processes and decisions, and water management plan development in a region where these issues have become contentious. Findings are based on a stakeholder analysis using qualitative data collected through focus groups with agricultural producers, local governments, and environmental groups, and supplemented with additional qualitative data on the watershed management process. Stakeholder conflicts in this case study are associated with perceived flaws in the structural and procedural characteristics of the stakeholder involvement process: (1) suboptimal watershed stakeholder representation on the TMDL executive committee, (2) an inappropriate voting procedure for making TMDL decisions, (3) limitations in information sharing between regulatory agencies and watershed stakeholders, and (4) stakeholders’ doubts about whether tradeoffs associated with achieving the water quality targets were assessed adequately throughout the TMDL planning and implementation process. This study contributes to the literature on collaborative watershed management by analyzing stakeholder involvement given Florida’s unique institutional settings, where implementation of TMDL pollution abatement is mandatory.  相似文献

ABSTRACT

There is currently a recognition of the need for more collaborative approaches to water management, which involve communities of place as proactive stewards of their local water environments. However, the desire for such participatory approaches sits awkwardly with the primarily technocratic orientation and practices of the responsible professional organisations in the water sector. Professionals sometimes struggle to communicate with, or respond to, communities stressed by flood and other impacts. This paper examines the concept of “hydrocitizenship” in relation to the engagement between professional stakeholders interested and involved in water landscape management, regulation and associated issues, and communities in the River Aire corridor, Yorkshire, UK. The case study-based research used innovative, arts-based exploratory approaches that aimed to examine participants’ relationships with water and how local environmental concerns about policy and water could be revealed. Group conversations and interviews were used as a strategy both to develop mutual understandings between participants and to inform the creation of public performances which stimulated further discussion and reflection. The paper focuses on reporting the role and experience of stakeholders, and identifies the emergence of unexpected synergies, where performance became the means of two-way communication between the different groups involved in the research. In particular, a flexible, creative and playful approach captured the imagination and gained interactions and creative collaborations within local communities and stakeholder groups. The paper concludes by reflecting on possible extensions of this work in other contexts.  相似文献

Sustainability policy making is hampered by a tendency towards sector-based, short-term and often techno-fix perspectives. This paper describes a novel policy development and assessment framework – Integrated Sustainability Assessment (ISA) – that may help address problems of unsustainability in a more integrated and strategic manner. ISA involves two primary methods: transition analysis and stakeholder engagement. The ISA case study on sustainable passenger mobility suggests ISA is well equipped to produce a holistic analysis of mobility systems, illustrate radical alternatives to the status quo and foster social learning. Further research should explore its potential to induce long-term behavioural or institutional change.  相似文献

采用利益相关方分析法,并依据<中华人民共和国环境影响评价法>、<环境影响评价公众参与暂行办法>等相关法律法规要求,遵循随机性原则和利益相关性原则,确定参与规划环境影响评价(简称规划环评)的公众范围,着重分析规划环评中相关方利益诉求.以某电石化工产业基地规划环评为例,通过规划环评的公众参与,分析利益相关方的共同点、关心点和矛盾点,并围绕各利益中心结合法律、法规设置了不同类型的问卷调查表,根据调查数据分析结果提出规划调整建议,解决了规划环评中利益相关方面临的问题.研究表明,利益相关方分析能够反映规划的环境不合理性,有助于规划的调整与优化.  相似文献

Deliberative forms of stakeholder participation have been widely embraced as a key measure for addressing legitimacy deficits and non-compliance in environmental governance. However, the great significance of such collaborative structures for state-stakeholder interaction is much too often accepted uncritically as an established truth in the environmental policy discourse. Building on examples from the literature on fisheries co-governance, this article constructs a conceptual and normative framework for interpreting and assessing such views about co-governance, legitimacy and compliance. Analysing central claims in this discourse in relation to different concepts and standards of legitimacy helps us identify and distinguish many powerful reasons to welcome co-governance. However, the article defends the need to do so cautiously and reflectively. It is conceptually misleading to suggest that more intense forms of co-governance will generally improve the overall level of social legitimacy and, thereby, compliance rates among stakeholders. Furthermore, it is argued that the democratic value of co-governance is not fundamental. The democratic desirability of such arrangements should be primarily assessed on instrumental-pragmatic grounds, focusing on their capacity to serve the wider ideals of equal citizenship and public reason.  相似文献
