Stewardship is potentially a usefulconcept in modernizing management philosophies. Use ofthe term has increased markedly in recent years, yetthe term is used loosely and rarely defined in landmanagement literature. The connections between thispractical usage and the ethical basis of stewardshipare currently poorly developed. The followingdefinition is proposed: ``Stewardship is theresponsible use (including conservation) of naturalresources in a way that takes full and balancedaccount of the interests of society, futuregenerations, and other species, as well as of privateneeds, and accepts significant answerability tosociety.' A religious interpretation would require thephrase ``and ultimately to God' to be added.Stewardship has both secular and religiousinterpretations and it will be desirable to developboth of these aspects in parallel. A task forphilosophers is to establish whether the ethical basisof stewardship is sufficient to address environmentalconcerns or whether it is necessary to embrace widerethical approaches. Stewardship occupies similarground to several other concepts of use and managementof resources, particularly sustainability. It canbuild on sustainability by encouraging a broader viewof who and what should benefit from managementactivity. In particular, it focuses attention on therole of managers in providing public benefit and onenvisaging other species as a form of ``stakeholder' inmanagement decisions. Stewardship is applicable acrossthe widest range of fields of resource use and alsohas relevance to aspects of land tenure and propertyrights. Application of stewardship will require someadjustments in the roles of private managers/ownersvis-à-vis government. It might providemanagers with an expanded role and, importantly, amore positive image, both of themselves and in theeyes of the public. Stewardship could alsobe developed in a way that has relevance to citizensin general (as opposed to managers and owners ofresources), through their interactions with naturalresources as consumers.  相似文献

Mainstream currents within Christianity havelong insisted that humans, among all creatures, areneither fully identified with their physical bodiesnor fully at home on earth. This essay outlines theparticular characteristics of Christian notions ofhuman nature and the implications of this separationfor environmental ethics. It then examines recentefforts to correct some damaging aspects oftraditional Christian understandings of humanity'splace in nature, especially the notions of physicalembodiment and human embeddedment in earth. This paper explores, explains and discusses issues around the dilemma between local conservation of natural resources (often, endangered species and habitats) and tourism needs in Africa. Often and in constitutional terms, local people have a right to exploit and use resources endowed in their local area. However, tourists often are interested in viewing the vegetation and animal resources undisturbed. Inevitably, there is an undeclared animosity of values and interests between local communities and tourists and state agencies. As a result, the dilemma is thus of governance. The purpose of this paper is to demonstrate the governance dilemma of resource utilization and tourism in Africa in a bid to create an informed stewardship framework for sustainability. This is achieved by way of case studies and narratives from Africa. As such, this paper will be a review literature on how different communities perceive tourism and derive livelihoods from their immediate environment. It also explains how the external factors influence local needs and interests. A more sustainable and operational framework that reduces friction among stakeholders is suggested.  相似文献

Key attributes of the source zone and the expanding dissolved plume at a trichloroethene (TCE) site in Australia were evaluated using trends in groundwater monitoring data along with data from on-line volatile organic compound (VOC) samplers and passive flux meters (PFMs) deployed in selected wells. These data indicate that: (1) residual TCE source mass in the saturated zone, estimated using two innovative techniques, is small ( 10 kg), which is also reflected in small source mass discharge ( 3 g/day); (2) the plume is disconnecting, based on TCE concentration contours and TCE fluxes in wells along a longitudinal transect; (3) there is minimal biodegradation, based on TCE mass discharge of  6 g/day at a plume control plane  175 m from source, which is also consistent with aerobic geochemical conditions observed in the plume; and (4) residual TCE in the vadose zone provides episodic inputs of TCE mass to the plume during infiltration/recharge events. TCE flux data also suggest that the small residual TCE source mass is present in the low-permeability zones, thus making source treatment difficult. Our analysis, based on a synthesis of the archived data and new data, suggests that source treatment is unwarranted, and that containment of the large TCE plume ( 1.2 km long,  0.3 km wide; 17 m deep;  2000–2500 kg TCE mass) or institutional controls, along with a long-term flux monitoring program, might be necessary. The flux-based site management approach outlined in this paper provides a novel way of looking beyond the complexities of groundwater contamination in heterogeneous domains, to make intelligent and informed site decisions based on strategic measurement of the appropriate metrics.  相似文献

There are important linkages between the health of humans and theenvironment, restoration of degraded lands, and long-term stewardship of public lands, yet most environmental indicators deal only with assessing the physical and biological aspects ofecosystems. In this article, we examine the ratings of perceptionsof several environmental problems for their utility as indicatorsof environmental quality, and examine perceptions of future land use by people interviewed in Santa Fe, New Mexico, near the Department of Energy's (DOE) Los Alamos National Laboratory (LANL). Overall, people with lower incomes rated environmental problems as more severe than others, were more willing to spend federal funds to solve them, and were consistent in their ratingsof severity of environmental problems and their willingness to spend federal funds. Cleaning up LANL and other Department of Energy sites, received the highest rating for expenditure of federal funds. The highest rated future uses for DOE sites were for recreation and for National Environmental Research Parks. People with less education generally gave higher ratings to mostfuture land uses for DOE than did those with more education. However, those with higher education gave higher ratings to nuclear reprocessing, and nuclear material storage. Where there were differences, the people interviewed at Santa Fe rated all environmental problems (except pesticides) as more severe than did those previously interviewed in Albuquerque (located fartherfrom the LANL site), and they were more willing to spend federalfunds on these problems. Ratings for all future land uses did notdiffer between the Santa Fe and Albuquerque respondents. These perception-based indicators show general agreement among peopleliving close and farther away from LANL with respect to cleaningup LANL and the future land uses for the site. These indicators should be considered by regulators, site personnel, and policy makers in future management and land use decisions.  相似文献

A decade ago, scholars such as Michael Woods suggested that mobilisation in response to development in rural spaces was the result of a redefinition of relations between individuals, communities and the State. This remains true with the rural representing a contested site characterised by debates concerning food and fibre, water and energy security. With the recent deployment of new energy technologies in areas traditionally used for agricultural production, increased confrontation and resistance over land use has forged unlikely alliances between farmers, environmentalists and concerned others, ultimately leading to the rise of a new form of rural citizenship. In the Australian state of New South Wales (NSW) where resistance to burgeoning coal seam gas operations has become the customary response of many rural communities, environmentalists and concerned others are mobilising in support of farmers, who self-identify as modern-day stewards and are actively working to protect a resource hierarchy of water, land and soil against industries believed to be putting these at risk. Adopting a qualitative case-study approach, this paper examines how residents and supporters in the regional Shire of Narrabri in NSW have responded to what many see as competing land uses. We argue that values traditionally associated with stewardship and rurality are being revalorised by citizens to actively oppose the visions of the State, which seek to prioritise extractive development over other alternate futures. We contend that this rise in rural relations represents a significant shift in the notion of citizens as “inhabitants” and presents a new and enduring form of agency.  相似文献

Governance regimes that assign exclusive access to support collective action are increasingly promoted to manage common-pool resources under the premise that they foster environmental stewardship. However, experimental evidence linked to existing policies that support this premise is lacking. Overlapping access policies in small-scale fisheries provide a unique opportunity to test the effects of access regimes on users’ stewardship behaviors. We performed a lab-in-the-field experiment to assess how fishers’ previous experience with access regimes relates to compliance and peer enforcement (n = 120). Fishers’ compliance and peer-enforcement decisions were compared in a common-pool-resource game. Treatments differed in framing to represent exclusive access and pseudo-open access regimes, both of which fishers face in real life. To contrast behavior in the game with real-life observations, we compared fishers’ associations that have shown relatively high and low management performance under exclusive access policies. Compliance and peer enforcement were higher under the exclusive access treatment than under the pseudo-open access treatment only for fishers’ associations with high management performance in real life. Behaviors in the game reflected differences between associations in real life. Our results support previous research on ocean governance by experimentally assessing the role of access regimes in determining users’ stewardship and suggest potential mechanisms for stewardship internalization.  相似文献

Marine protected areas (MPAs) are a primary tool for the stewardship, conservation, and restoration of marine ecosystems, yet 69% of global MPAs are only partially protected (i.e., are open to some form of fishing). Although fully protected areas have well-documented outcomes, including increased fish diversity and biomass, the effectiveness of partially protected areas is contested. Partially protected areas may provide benefits in some contexts and may be warranted for social reasons, yet social outcomes often depend on MPAs achieving their ecological goals to distinguish them from open areas and justify the cost of protection. We assessed the social perceptions and ecological effectiveness of 18 partially protected areas and 19 fully protected areas compared with 19 open areas along 7000 km of coast of southern Australia. We used mixed methods, gathering data via semistructured interviews, site surveys, and Reef Life (underwater visual census) surveys. We analyzed qualitative data in accordance with grounded theory and quantitative data with multivariate and univariate linear mixed-effects models. We found no social or ecological benefits for partially protected areas relative to open areas in our study. Partially protected areas had no more fish, invertebrates, or algae than open areas; were poorly understood by coastal users; were not more attractive than open areas; and were not perceived to have better marine life than open areas. These findings provide an important counterpoint to some large-scale meta-analyses that conclude partially protected areas can be ecologically effective but that draw this conclusion based on narrower measures. We argue that partially protected areas act as red herrings in marine conservation because they create an illusion of protection and consume scarce conservation resources yet provide little or no social or ecological gain over open areas. Fully protected areas, by contrast, have more fish species and biomass and are well understood, supported, and valued by the public. They are perceived to have better marine life and be improving over time in keeping with actual ecological results. Conservation outcomes can be improved by upgrading partially protected areas to higher levels of protection including conversion to fully protected areas.  相似文献

High demand for outdoor recreation and increasing diversity in outdoor recreation participants have imposed a great challenge on the National Park Service (NPS), which is tasked with the mission to provide open access for quality outdoor recreation and maintain the ecological integrity of the park system. In addition to management practices of education and restrictions, building a sense of natural resource stewardship among visitors may also facilitate the NPS ability to react to this challenge. The purpose of our study is to suggest a segmentation approach that is built on the social marketing framework and aimed at influencing visitor behaviors to support conservation. Attitude toward natural resource management, an indicator of natural resource stewardship, is used as the basis for segmenting park visitors. This segmentation approach is examined based on a survey of 987 visitors to the Padre Island National Seashore (PAIS) in Texas in 2003. Results of the K-means cluster analysis identify three visitor segments: Conservation-Oriented, Development-Oriented, and Status Quo visitors. This segmentation solution is verified using respondents’ socio-demographic backgrounds, use patterns, experience preferences, and attitudes toward a proposed regulation. Suggestions are provided to better target the three visitor segments and facilitate a sense of natural resource stewardship among them.  相似文献

Few urban environmental stewardship, or civic ecology, practices monitor their impacts on local communities and ecosystems. This lack of monitoring prevents lay stewards from adapting their practices based on outcomes. For those that do collect data on their practices, we see different forms of practitioner engagement in outcomes monitoring. We categorise these different forms of engagement according to five published models of public participation in scientific research, revealing different strategies for collecting and analysing data towards adaptive co-management in urban ecosystems. We propose two broad strategies for expanding outcomes monitoring in these contexts: creating openly accessible tools and protocols for do-it-yourself inquiry and supporting more resource-intensive partnerships between practitioners and scientists for more complex forms of outcomes monitoring.  相似文献
