Governance regimes that assign exclusive access to support collective action are increasingly promoted to manage common-pool resources under the premise that they foster environmental stewardship. However, experimental evidence linked to existing policies that support this premise is lacking. Overlapping access policies in small-scale fisheries provide a unique opportunity to test the effects of access regimes on users’ stewardship behaviors. We performed a lab-in-the-field experiment to assess how fishers’ previous experience with access regimes relates to compliance and peer enforcement (n = 120). Fishers’ compliance and peer-enforcement decisions were compared in a common-pool-resource game. Treatments differed in framing to represent exclusive access and pseudo-open access regimes, both of which fishers face in real life. To contrast behavior in the game with real-life observations, we compared fishers’ associations that have shown relatively high and low management performance under exclusive access policies. Compliance and peer enforcement were higher under the exclusive access treatment than under the pseudo-open access treatment only for fishers’ associations with high management performance in real life. Behaviors in the game reflected differences between associations in real life. Our results support previous research on ocean governance by experimentally assessing the role of access regimes in determining users’ stewardship and suggest potential mechanisms for stewardship internalization.  相似文献

Program stakeholders are interested in better understanding farmers' experience, and factors that affect farmer participation in the relatively new Environmental Farm Plan (EFP) program, implemented in several provinces in Canada. To increase relevance of the research findings to EFP program administrators and policy makers, the research methods emphasised determining whether relationships exist among program-related variables, and how such relationships affect farmers' decision choices and behaviour. Traditional farmer and farm attributes that have contrasting effects in agricultural innovation adoption and conservation management (namely age, and formal education completed), were not associated with EFP program participation. Farm income, years of farming experience, and type of agribusiness managed were associated with participation in the Nova Scotia EFP program. Although program participants tended to have higher incomes, overall, non-financial considerations dominated monetary considerations in Nova Scotia farmers' reasons for participating in the Nova Scotia EFP. Helping to publicize positive farm stewardship practices was reported as the most important reason for participating in the EFP scheme, followed by its use to help improve relationships with non-farming neighbours, and to comply with government environmental regulations. In contrast, and somewhat a surprising finding, minimizing potential farm environmental risk, program administrators' raison d'être for promoting the NS EFP, was ranked the lowest, with no respondent rating that as a "very important" or "extremely important" reason for participating in the EFP program.  相似文献

Although the word commitment is prevalent in conservation biology literature and despite the importance of people's commitment to the success of conservation initiatives, commitment as a psychological phenomenon and its operation in specific conservation behaviors remains unexplored. Despite increasing calls for conservation psychology to play a greater role in meeting conservation goals, applications of the psychological sciences to specific conservation behaviors, illustrating their utility to conservation practice, are rare. We examined conservation volunteers’ motivations and commitment to urban conservation volunteering. We interviewed key informant volunteers and used interview findings to develop psychometric scales that we used to assess motivations and commitment to volunteer. We surveyed 322 urban conservation volunteers and used factor analysis to reveal how volunteers structure their motivations and commitment to volunteer for urban conservation activities. Six categories of motivations and 2 categories of commitment emerged from factor analysis. Volunteers were motivated by desires to help the environment, defend and enhance the ego, career and learning opportunities, escape and exercise, social interactions, and community building. Two forms of commitment, affective and normative commitment, psychologically bind people to urban conservation volunteerism. We used linear‐regression models to examine how these categories of motivations influence volunteers’ commitment to conservation volunteerism. Volunteers’ tendency to continue to volunteer for urban conservation, even in the face of fluctuating counter urges, was motivated by personal, social, and community functions more than environmental motivations. The environment, otherwise marginally important, was a significant motivator of volunteers’ commitment only when volunteering met volunteers’ personal, social, and community‐building goals. Attention to these personal, social, and community‐building motivations may help enhance volunteers’ commitment to conservation stewardship and address the pressing challenge of retaining urban conservation volunteers. Transformation toward a sustainable future requires an earth stewardship approach to shift society from its current goal of increasing material wealth to a vision of sustaining built, natural, human, and social capital—equitably distributed across society, within and among nations. Widespread concern about earth’s current trajectory and support for actions that would foster more sustainable pathways suggests potential social tipping points in public demand for an earth stewardship vision. Here, we draw on empirical studies and theory to show that movement toward a stewardship vision can be facilitated by changes in either policy incentives or social norms. Our novel contribution is to point out that both norms and incentives must change and can do so interactively. This can be facilitated through leverage points and complementarities across policy areas, based on values, system design, and agency. Potential catalysts include novel democratic institutions and engagement of non-governmental actors, such as businesses, civic leaders, and social movements as agents for redistribution of power. Because no single intervention will transform the world, a key challenge is to align actions to be synergistic, persistent, and scalable.  相似文献

As conservation scholars increasingly recognize the critical role of human thought and behavior in determining the persistence of biodiversity across the globe, a growing line of inquiry regarding the validity and comparability of previous applications of core psychological concepts has emerged. Specifically, inconsistent measurement and use of terms, such as attitudes and acceptance, reveal important questions about previous approaches. Given that these concepts differ by definition, yet have been used interchangeably, we explored what drives differences in people's responses when each concept is operationalized in the context of a contested wildlife species, the gray wolf (Canis lupus). To do so, we used data from a 2014 survey of U.S. residents (n = 1287) to test how measures of six concepts (i.e., acceptance, attitudes, benefits, risks, [prior] behavior, and behavioral intentions) often employed in the conservation social sciences were related with a broad set of possible explanatory variables. Despite moderate to strong correlations between all concepts measured (| Pearson's r | = 0.39–0.65, p < 0.001), results revealed considerable variation in their respective relationships with identical explanatory variables. Specifically, although wildlife value orientation (i.e., domination or mutualism) operated fairly consistently across cognitive and behavioral concepts, the relationship between the six concepts and other factors, such as social trust, identification with various interest groups (i.e., hunter, farmer, or rancher, environmentalist, and animal rights advocate), and political ideology (i.e., liberal vs. conservative), varied considerably. Our findings underscore that differences exist in these measures, which could have serious implications for conservationists integrating social science findings in their decision-making processes if they are unaware of the theoretical underpinnings of and distinctions between core psychological concepts.  相似文献

As part of the commitments made by the governments of Canada and the United States in the Great Lakes Water Quality Agreement, Remedial Action Plans (RAPs) are being developed and implemented at Great Lakes Areas of Concern. The Areas of Concern are specific places around the Great Lakes basin ecosystem where environmental quality is degraded to the point that certain beneficial uses (the ability of fish, wildlife and humans to thrive) are impaired. According to the United States and Canada Great Lakes Water Quality Agreement of 1987, the federal governments, in cooperation with state and provincial governments, are to ensure the public is consulted throughout the development and implementation of the RAPs. While not explicit in the Agreement, it is logical to posit that given the effort and investment in environmental improvements, community capacity to sustain the recovery of beneficial uses beyond the life of the RAP should be a product of the RAP. This report examines a case study to test the hypothesis that public ownership of the RAP process can result in the development of community capacity to sustain environmental recovery. The question is, were the principles of the RAP, 10 years after delisting, taken into account to ensure sustainability of growth along the waterfront and within the Town? To arrive at the answer it is important to explore the approach used in the Collingwood Harbour RAP process, and concepts and principles of sustainable cities and towns. This paper provides evidence that such principles are being applied in Collingwood and were nurtured during the development and implementation of the RAP.  相似文献

Humanity has emerged as a major force in the operation of the biosphere, with a significant imprint on the Earth System, challenging social-ecological resilience. This new situation calls for a fundamental shift in perspectives, world views, and institutions. Human development and progress must be reconnected to the capacity of the biosphere and essential ecosystem services to be sustained. Governance challenges include a highly interconnected and faster world, cascading social-ecological interactions and planetary boundaries that create vulnerabilities but also opportunities for social-ecological change and transformation. Tipping points and thresholds highlight the importance of understanding and managing resilience. New modes of flexible governance are emerging. A central challenge is to reconnect these efforts to the changing preconditions for societal development as active stewards of the Earth System. We suggest that the Millennium Development Goals need to be reframed in such a planetary stewardship context combined with a call for a new social contract on global sustainability. The ongoing mind shift in human relations with Earth and its boundaries provides exciting opportunities for societal development in collaboration with the biosphere--a global sustainability agenda for humanity.  相似文献

This paper explores,explains and discusses issues around the dilemma between local conservation of natural resources(often,endangered species and habitats)and tourism needs in Africa.Often and in constitutional terms,local people have a right to exploit and use resources endowed in their local area.However,tourists often are interested in viewing the vegetation and animal resources undisturbed.Inevitably,there is an undeclared animosity of values and interests between local communities and tourists and state agencies.As a result,the dilemma is thus of governance.The purpose of this paper is to demonstrate the governance dilemma of resource utilization and tourism in Africa in a bid to create an informed stewardship framework for sustainability.This is achieved by way of case studies and narratives from Africa.As such,this paper will be a review literature on how different communities perceive tourism and derive livelihoods from their immediate environment.It also explains how the external factors influence local needs and interests.A more sustainable and operational framework that reduces friction among stakeholders is suggested.  相似文献

随着国家对碳达峰、碳中和(“双碳”)工作做出安排部署,我国生态环境治理进入减污与降碳全面融合、协同治理的新阶段。为了牵住降碳这个“牛鼻子”,需要全面升级“环保管家”服务模式,将“碳管家”作为“环保管家”升级的重要服务内容,助力实现减污降碳协同增效目标。在“环保管家”服务模式现状和问题分析的基础上,提出升级“环保管家”是推动减污降碳协同增效、助力碳达峰与碳中和的政策需求,是减少企业履约成本、推动企业减污降碳协同增效的现实需求,是提升节能环保技术、推动减污降碳协同增效的未来发展需求。建议从完善相关政策体系、拓宽融资渠道、推动绿色低碳技术自主研发、搭建科学化减污降碳管理平台、培养专业化碳资产管理师和开展创新试点工作这6个方面促进“双碳”目标下“环保管家”服务模式升级。

随着工业化和城市化进程,中国的水环境和水安全问题凸显。工业园区在中国经济发展过程中贡献突出,但同时也是环境污染特别是水环境污染的重要来源之一。在日益趋严的绿色生态发展政策导向下,园区实施可持续水管理具有重要现实意义和理论价值。研究基于全生命周期思考和系统优化原则,提出园区水管理创新概念模型,包含供(取)水、用水、废水处理、排放、污水再生回用、污泥处理处置及资源化等与水管理相关的关键环节组成的全生命周期园区水管理体系,实现生命周期全过程管理,防范水风险,改善水环境质量。从多利益相关方的角度,协同园区、企业、周边流域三个层面,采用PDCA循环,设计包含水管理问题识别、成因分析、实施对策和绩效考核四部分的园区水管理创新概念、框架及基本流程,制定以园区管理机构和企业为实施主体的全方位园区水污染防治关键行动,以达到园区和企业水资源消耗总量与用水强度双向优化、周边流域源洁流清,实现可持续生态化绿色发展的长期目标。  相似文献
