Interbasin transfers (IBTs) are manmade transfers of water that cross basin boundaries. In an analysis of 2016 data, this work identified 2,161 reaches crossing United States (U.S.) Geological Survey hydrologic unit code 6 boundaries in the U.S. The objectives of this study were to characterize and classify IBTs, and examine the development drivers for a subset of 109 (~5%) of the IBT reaches through examination of samples from different climate regions of the U.S. The IBTs were classified as being near irrigated agricultural lands, near cities, or rural IBTs not near cities or irrigated land. IBTs near both cities and irrigated agricultural land were designated as city + irrigated agriculture. The 109 samples were selected, based on approximate proportional distribution to the total number of IBTs within each climate region, with representation of areas having a high density of IBTs. Analysis of the samples revealed that in the U.S., there have been four major drivers for basin transfers: irrigation for agriculture, municipal and industrial water supply, commercial shipping or navigation, and drainage or flood management. The most common has been drainage or flood management, though IBTs at least partially driven by agricultural needs are also prevalent. The majority of the sampled IBTs were constructed between 1880 and 1980, with peaks in development between 1900–1910 and 1960–1970. The samples also showed the drivers of IBT development evolved over time, reflecting changes in regional economies, populations, and needs.  相似文献

To contribute to the literature on transnational sustainability governance hybrids, a new fisheries certification program in Iceland that was originally developed as an alternative to the non-governmental Marine Stewardship Council is examined. While this new program appears on the surface to constitute a purely nationalistic reaction against external non-state authority, the new governance institution is also non-governmental and incorporates international norms and institutions. To explain this new governance hybrid, Robert Cox’s International Political Economy approach to production and power is engaged. This approach theorizes the co-constitution of the social forces of production, state–society complexes and global governance. It is argued that the Icelandic case is not entirely localized or unique; it is part of a broader movement in which social forces of production respond to new market-oriented transnational sustainability governance institutions by developing territorially embedded but transnationally legitimate alternatives.  相似文献

Conservation scientists are increasingly focusing on the drivers of human behavior and on the implications of various sources of uncertainty for management decision making. Trophy hunting has been suggested as a conservation tool because it gives economic value to wildlife, but recent examples show that overharvesting is a substantial problem and that data limitations are rife. We use a case study of trophy hunting of an endangered antelope, the mountain nyala (Tragelaphus buxtoni), to explore how uncertainties generated by population monitoring and poaching interact with decision making by 2 key stakeholders: the safari companies and the government. We built a management strategy evaluation model that encompasses the population dynamics of mountain nyala, a monitoring model, and a company decision making model. We investigated scenarios of investment into antipoaching and monitoring by governments and safari companies. Harvest strategy was robust to the uncertainty in the population estimates obtained from monitoring, but poaching had a much stronger effect on quota and sustainability. Hence, reducing poaching is in the interests of companies wishing to increase the profitability of their enterprises, for example by engaging community members as game scouts. There is a threshold level of uncertainty in the population estimates beyond which the year‐to‐year variation in the trophy quota prevented planning by the safari companies. This suggests a role for government in ensuring that a baseline level of population monitoring is carried out such that this level is not exceeded. Our results illustrate the importance of considering the incentives of multiple stakeholders when designing frameworks for resource use and when designing management frameworks to address the particular sources of uncertainty that affect system sustainability most heavily. Abstract

Having argued the importance of China's sustainable development in global sustainability, the authors review the achievements of China in sustainable development, especially its institutional construction. Environment to be counted in official's political performance rating system is thought of as a new institutional mechanism in China facilitating its sustainable development and then global sustainability. Northwestern United States' salmon populations have fallen precipitously. Attempts at salmon restoration are going on and dam breaching is being considered. Costs associated with the continued restoration attempts including hatchery stocking, barging and trucking salmon around the dams are high while benefits are unclear. Those costs may be greater than dam breaching. An additional impetus for dam removal is the revival of the commercial salmon fishing industry. This may not occur for both ecological and economic reasons. Ecologically complete restoration may not be feasible. Economically, the rise of competitively priced salmon aquaculture will reduce the value of any future commercial catch. A statistical relationship between falling prices for wild salmon and rising salmon aquaculture output is shown.  相似文献

Abstract: To successfully achieve biodiversity conservation, the amount of ecosystem structure available for economic production must be determined by, and subject to, conservation needs. As such, the scale of economic systems must remain within the limits imposed by the need to preserve critical ecosystems and the regenerative and waste assimilative capacities of the ecosphere. These limits are determined by biophysical criteria, yet macroeconomics involves the use of economic instruments designed to meet economic criteria that have no capacity to achieve biophysically based targets. Macroeconomic policy cannot, therefore, directly solve the biodiversity erosion crisis. Nevertheless, good macroeconomic policy is still important given that bad macroeconomy policy is likely to reduce human well‐being and increase the likelihood of social upheaval that could undermine conservation efforts.  相似文献

ABSTRACT

The large share of carbon emitted by energy-intensive industries in the extraction and processing of basic materials must be limited to decarbonise society and the economy. Ways in which the state can govern industrial decarbonisation and contributes to green state theory are explored by addressing a largely ignored issue: the green state’s industrial relations and its role in industrial governance. With insights from a Swedish case study, the tension between the state’s economic imperative and ecological concerns in greening industry are shown to persist. However, as the energy-intensive industry’s previously privileged position in the economy is weakening, industry is opened to decarbonisation strategies. While the case exposes a number of governance challenges, it also suggests potential areas where the state can pursue decarbonisation in energy-intensive industry and points the way to an active role of the green state in governing industrial decarbonisation and greening industry.  相似文献

In this paper we examine and compare communication processes aimed at building social networks and increasing citizen engagement in two communities participating in a municipal sustainability planning (MSP) pilot programme in Alberta, Canada, initiated by the Alberta Urban Municipalities Association (AUMA). Data were gathered through qualitative semi-structured interviews and documentary review. In soliciting citizen engagement, each community utilised a variety of communication methods, based on available resources and on-going evaluation of community responses. In both cases, citizens developed a shared vision of a preferred future for their community, aided by a reconfiguration of their internal and external social networks. In addition to drawing upon and strengthening bonding relationships within the community, bridging relationships with external actors and agencies promoted knowledge mobilisation that aided in planning and transitioning towards sustainability. Both communities faced challenges as well, which the authors discuss in relation to the sustainability of MSP planning.  相似文献

The number and diversity of civil society or third sector sustainability organisations (TSSOs) have increased in recent decades. TSSOs play a prominent role in local approaches to sustainability. However, the contributions made by TSSOs are not fully understood, beyond a limited suite of quantifiable outputs and impacts. In this qualitative study, we examine how four TSSOs from two Australian regions, Tasmania and Queensland's Sunshine Coast, contribute to social transformation beyond discrete outputs. We examine the operation, ethos, scope and influence of these organisations over time. In so doing, we identify three common ways in which these organisations facilitate social change: by (i) enhancing social connectivity through boundary work; (ii) mobilising participatory citizenship and (iii) contributing to social learning. We conclude that TSSOs contribute significantly to the systemic social conditions that enable change for sustainability and the development of community resilience and well-being, but do so in ways undervalued by existing metrics, formal evaluation processes and funding models. Clearer recognition of, and strategic emphasis on, these qualitative contributions to social transformation is vital in ensuring that TSSOs remain viable and effective over the long term.  相似文献

In the wake of the Fukushima nuclear accident, alternative energy paths have been discussed for Japan, but except for a few studies the assumption is usually made that Japan is too densely populated to be suited for a near-100% sustainable, indigenous energy provision. The studies emphasizing renewable energy have proposed the use of photovoltaic power as the main source of electricity supply, in combination with diurnal battery storage and supplemented by other renewable sources such as wind, hydro, and geothermal power. Here, an alternative approach is explored, with wind and derived hydrogen production as the main energy source, but still using solar energy, biofuels, and hydropower in a resilient combination allowing full satisfaction of demands in all sectors of the economy, i.e., for dedicated electricity, transportation energy as well as heat for processes and comfort. Furthermore, the possible advantage of establishing a regional energy system with energy interchange and coordinated management of the mix of renewable energy resources across a wider region is discussed. As the closest neighbor, the energy system of South Korea is considered, first regarding the possibility of a similar full renewable energy reliance, and then for possible synergetic effects of connecting the Korean and the Japanese energy systems, in order to be able to better cope with the intermittency of renewable energy source flows.  相似文献
