The implementation of urban sustainability practices is affected by political obstacles, and diverse political ideologies may defend different city models. Sustainable policy design could also be affected by several factors that cause the deflection of resources initially allocated to other groups that are contrary to the concerns pursued and have the power to veto sustainable plans by exerting pressure on the party in power.In this sense, the aim of this paper is to show the impact that political factors have on cities’ sustainability, and the effect of both on cities’ economic development. To do so, we used the 78 Spanish cities with a population over 100,000 studied by MERCO (Spanish Corporate Reputation Monitor) as regards their levels of sustainability for the fiscal years 2008 and 2009. Both relationships have been tested empirically through two dependence models using linear regression techniques.The results obtained show that political competition improves cities’ sustainability, while a leftist ideology has an inverse impact. On the other hand, a significant direct relationship has been observed between urban sustainability and municipal economic activity.  相似文献

The research related here focuses on municipal situations where problems of sustainability may be defined and tackled on the basis of bottom-up management procedures with the participation of organized society. The aim is to build management models that may be implemented with reasonable administrative effort and cost. Implementation pursues the target of approaching a sustainable situation in the municipality. Environmental parameters for an ideal municipality with undefined geographical location are presented. For each parameter, a set of indicators is developed that can measure the prospect of sustainability. The indicators are defined in terms of numbers or literal concepts according to the possibility of measurement. Examples of management models are presented, which are able to approach the situation defined as sustainable by the indicators. The basic management tool is the learning curve of targeted communities, which is experimentally developed and applied. The indicators are grouped according to their range of applicability.  相似文献

Can development occur without running down natural resources in an unsustainable way? The concept of natural capital offers a way for those with divergent views (ecologists and economists for example) to discuss this difficult question. Four aspects are examined in detail. First, the role of institutions in facilitating sustainable development is discussed, with examples from forestry. Then examples from (eco)tourism illustrate the potential – and limits – of applicability of the concept. Measurement issues for natural capital are then considered in detail. Finally, the concept is applied to agricultural strategy in fragile lands, where the tradeoff between the environment and development is likely to be most severe. Environmental sanitation programmes are vital for tackling environmental-related disease and ensuring human dignity in emergency situations. If they are to have maximum impact they must be planned in a rapid but systematic manner. An appropriate planning process comprises five key stages: rapid assessment and priority setting; outline programme design; immediate action; detailed programme design; and implementation. The assessment should be based on carefully selected data, which are analysed via comparison with suitable minimum objectives. How the intervention should be prioritised is determined through objective ranking of different environmental sanitation sector needs. Next, a programme design outline is produced to identify immediate and longer-term intervention activities and to guarantee that apposite resources are made available. Immediate action is taken to meet acute emergency needs while the detailed programme design takes shape. This entails in-depth consultation with the affected community and comprehensive planning of activities and resource requirements. Implementation can then begin, which should involve pertinent management and monitoring strategies.  相似文献

So far, the elementary question of whether one country’s or region’s economy is moving towards sustainability or away from it cannot be answered with unanimous consensus on the ‘measuring rod(s)’ to be employed. The main assumption of this article is that sustainability assessment needs a set of multi-dimensional indicators. From this assumption a question arises: how could such indicators be aggregated? Often, some indicators improve while others deteriorate. For instance, when incomes grow, SO2 might go down while CO2 increases. It has to be noted that this is the classical conflictual situation studied in multi-criteria decision theory. The use of a multi-criterion framework for making operational the ‘measuring of sustainability’ is discussed here by means of illustrative examples and more formal arguments.  相似文献

The growing interest of stakeholders regarding the contribution of organizations to Sustainable Development is influencing organizational behavior and strategic planning. The purpose of the present paper is to analyze the perception of the importance of organizational sustainability dimensions in a relevant economic sector: the metal industry. Survey data was collected from a sample of 211 Portuguese industries, and non-parametric statistical tests were used to validate five research hypotheses regarding the importance of the economic, environmental, social and cultural dimensions of sustainability. The results obtained demonstrate awareness of the sampled industries regarding all sustainability dimensions, recognizing that their importance has been increasing over the years, and prospecting that this importance will continue to increase in the future. The industries in this sample revealed different degrees of perceived importance for the different sustainability dimensions: the highest importance was given to the economic dimension, and culture was considered the least important sustainability dimension. However, the perception of the respondents is that these differences will be less relevant in the future. The results also show that companies with certified management systems reveal a higher perceived importance regarding sustainability dimensions. Also, industries with higher values of annual turnover, number of employees and export sales tend to give higher degrees of importance to sustainability dimensions. Considering the economic, environmental and social impacts of metal industries at an international level, the awareness of this industrial sector regarding the importance of sustainability is a relevant step to the commitment towards Sustainable Development.  相似文献

Voluntary and active participation by a wide variety of actors is a prerequisite for successful societal transitions towards sustainability. The ‘Commitment to Sustainable Development 2050’ is a national-level initiative in Finland, aiming to mobilise a large-scale transition involving various societal actors through openly communicated commitments to concrete actions. Each commitment should focus on at least one of the eight nationally defined sustainability objectives connected to the global Sustainable Development Goals. This article assesses the implementation and the development needs of the commitment process based on a range of materials. The results highlight the importance of securing adequate resources for long-term coordination and continuous development of the commitment process, trust creation through long-term and open communication, and flexibility allowing for experimentation aimed at finding new modes of interaction between the public and private sectors.  相似文献

Abstract:  Many prior studies have explored the implications of human population growth and environmentally problematic technologies for biodiversity loss and other forms of environmental degradation. Relatively few, however, have examined the impacts of the level and composition of consumption. We offer a framework that shows how the level and composition of a society's total consumption relate to the uses of various forms of capital and to the sustainability of natural resources and human well-being. We relate the framework to two main approaches—top–down macro studies and bottom–up computer models—for measuring whether overall consumption in the United States satisfies a sustainability requirement. Existing top–down studies have shortcomings that bias their results toward optimism, and current computer simulation models, although strong on revealing biophysical outcomes, are limited in their ability to evaluate impacts on human well-being. Although some ambiguities arise in determining whether overall consumption in the United States is excessive, our conclusions regarding the composition of U.S. consumption are unambiguous. Distorted consumption patterns and associated production methods lead to excessively rapid natural resource depletion; greater conservation would yield gains to current and future generations that more than compensate for the sacrifices involved. Public policies that deal with the composition problem not only would help conserve natural resources and improve current welfare but also would reduce the costs of meeting the goal of sustainability.  相似文献

ABSTRACT

Geoengineering is regarded by advocates as a creative and responsible technological option in the face of a climate emergency. Critics often see it as a hubristic attempt to play God, with disastrous consequences for the planet and humanity. These antipodal perspectives are represented by the ideal types of Prometheans and Gaians. Prometheans and Gaians typically talk past each other. The geoengineering debate can be made more fruitful by well articulating their respective positions and subsequently situating them in the discourse of sustainability. A sustainability orientation does not answer the troubling question whether geoengineering should be developed and deployed. But it can foster a ‘fusion of horizons’ between Prometheans and Gaians, providing common ground in an otherwise polarized debate and making a more productive dialogue possible.  相似文献
