Smart growth and sustainability planning have, in recent years, become central issues in planning discourse. Scholars have argued that planning capacity at the local government level is critical for smart growth planning, and that planners have a fundamental role to play in advancing local and regional sustainability. In this paper, we investigate the extent to which local planning capacity enables communities to promote more sustainable, smart growth residential development. Based on a 2013 survey of 38 county and 53 municipal governments in the state of Wisconsin, USA, this study finds that the majority of the sample communities have permitted residential developments characterized as transit-oriented, New Urbanist, mixed use, infill developments, or conservation subdivisions as alternatives to low-density, automobile-dependent conventional developments. The study also finds that jurisdictions with higher planning capacities are more likely to overcome significant barriers to more sustainable residential development.  相似文献

We examine the robustness of a suite of regional climate models (RCMs) in simulating meteorological droughts and associated metrics in present‐day climate (1971‐2003) over the conterminous United States (U.S.). The RCMs that are part of North American Regional Climate Change Assessment Program (NARCCAP) simulations are compared with multiple observations over the climatologically homogeneous regions of the U.S. The seasonal precipitation, climatology, drought attributes, and trends have been assessed. The reanalysis‐based multi‐model median RCM reasonably simulates observed statistical attributes of drought and the regional detail due to topographic forcing. However, models fail to simulate significant drying trend over the Southwest and West. Further, reanalysis‐based NARCCAP runs underestimate the observed drought frequency overall, with the exception of the Southwest; whereas they underestimate persistence in the drought‐affected areas over the Southwest and West‐North Central regions. However, global climate model‐driven NARCCAP ensembles tend to overestimate regional drought frequencies. Models exhibit considerable uncertainties while reproducing meteorological drought statistics, as evidenced by a general lack of agreement in the Hurst exponent, which in turn controls drought persistence. Water resources managers need to be aware of the limitations of current climate models, while regional climate modelers may want to fine‐tune their parameters to address impact‐relevant metrics.  相似文献

In this paper, we show how the Aboriginal people in the south-west of Australia (the Nyungar) developed systems of knowledge, of caring for country and of family relations that enabled them to survive for tens of thousands of years and continue to have importance today. The impacts of British colonisation on cultural continuity and knowledge in the south-west have been significant and include loss of land, break-up of families and massacre. These practices led to a loss of knowledge of language and culture in some cases. However, Nyungar culture is alive and dynamic, constantly being reclaimed, re-energised and rebuilt through the interaction of contemporary and traditional research praxis. Focusing on Derbal Nara (Cockburn Sound) on the coast in the southern metropolitan area of Perth, we provide case examples of the action-research-learning methodologies used by Whadjuk Nyungar Traditional Owners. We also provide examples of stories about Derbal Nara that are still alive and being recounted up to the present day, including those that account for the recent ice age and the end of the ice age 8000 years BC when sea levels rose, drowning land in the area of Derbal Nara. Finally, we argue that Whadjuk Nyungar experiences and world views based on relationality and reflexivity are central to sustainable coastal management and that in some respects there has already been a convergence of Indigenous and Western coastal management. We present a set of principles that support the development of this “third space” for coastal sustainability.  相似文献

Since the 1990s, the local level of governance has become increasingly important in addressing the challenge of sustainable development. In this article, we compare two approaches that seek to address sustainability locally, namely Local Agenda 21 and transition management. Discussing both approaches along six dimensions (history, aim, kind of change, governance understanding, process methodologies, and actors), we formulate general insights into the governance of sustainability in cities, towns, and neighbourhoods. This dialogue illustrates two related modes of thinking about sustainability governance. We touch upon the importance of an integrated perspective on sustainability transitions through which sustainability is made meaningful locally in collaborative processes. We suggest that the explicit orientation towards radical change is a precondition for governing sustainability in a way that addresses the root causes of societal challenges. Governing sustainability should address the tensions between aiming for radical change and working with status quo-oriented actors and governing settings. We conclude that governing sustainability should be about finding creative ways for opening spaces for participation, change, and experimentation, that is, for creating alternative ideas, practices, and social relations. These spaces for innovation encourage a reflexive stance on ways of working and one's own roles and attitudes, thereby preparing a fertile terrain for actors to engage in change from different perspectives.  相似文献

Globalization entails increased interdependence and interconnectivities among distal regions and social-ecological systems. This global interregional connectedness – telecoupling – gives rise to specific sustainability challenges, which require new governance solutions. Moving beyond ‘scaling-up’ governance to address global environmental problems, and exploring the implications of telecoupling for state-led environmental governance, ways the state can effectively address telecoupled environmental issues both within and beyond national borders are addressed, drawing on the example of soy trade between Brazil and Germany. This builds on recent contributions to the literature on governance of interregional ecological challenges to elaborate potential policy and governance options, ranging from classical bilateral, multilateral, and international agreements, to information-based, economic, and hybrid governance modes. While telecoupled environmental problems create governance challenges related to scale, knowledge gaps, coordination, and state capacity, the state has an important role to play. To explore this further, interdisciplinary inquiry is required that includes but moves beyond the state.  相似文献

This study has indicated that there is close relationship between development density and environmental quality; therefore, it is necessary to decide the form of development carefully beforehand. The form of development is shaped either by new development or urban renewal which is a major tactic nowadays adopted by the Hong Kong Government to improve the living condition of the citizens and the quality of the built environment. This study is limited to urban renewal and aims to find out the major urban design considerations for sustaining the environment. Through a questionnaire survey carried out in Hong Kong, the opinions of architects, planners, property development managers, and local citizens were sought and evaluated, and critical design factors for enhancing environmental sustainability of urban renewal projects are highlighted. The results derived from factor analysis indicated that certain design considerations should be incorporated for sustaining the urban environment. “Land Use Planning”, “Quality of Life”, “Conservation & Preservation”, “Integrated Design”, “Provision of Welfare Facilities”, and “Conservation of Existing Properties” were believed to be the significant underlying factors for achieving environmental sustainability of local urban renewal projects. Both the Aalborg Commitments and the guidance on integrated urban environmental management and sustainable urban transport plans proposed by the EU Thematic Strategy on the Urban Environment foresee a baseline review as the first step in developing integrated urban management plans and systems. A baseline review of urban sustainability undertaken in Riga reveals significant discrepencies between the sustainability criteria of the Aalborg Commitments and the: responsibilities and competencies of the municipal government and administration as defined by statutes; policy goals and measures defined in municipal planning documents; policy goals and measures defined in the Riga Development Plan. To better orient the mandate of the municipality towards sustainable development, municipal statutes should be supplemented to more fully reflect the issues defined by the Aalborg Commitments and should include sustainability as a goal. In order to strengthen the implementation of sustainable development specific policy goals, measures and targets should be formulated for all the Aalborg Commitments issues when revising existing municipal planning documents or developing a municipal sustainable development management plan. An analysis of the European Common Indicators and the State of the Environment in Riga 2001 indicators indicates that they can only partially fulfill a monitoring function for the implementation of the Aalborg Commitments. This highlights a need to better coordinate sustainable development initiatives at the European level. The methodology used for the baseline review in Riga is useful for assessing the status of urban sustainability when preparing integrated urban management plans or systems, but requires testing elsewhere. This study investigated the soil nematode community structure along the Yellow River in the Lanzhou area of China, and analyzed the impact of heavy metals (Cd, Pb, Cr, Cu, and Zn) and polycyclic aromatic hydrocarbons (PAHs) on the nematode community. Soil samples from five locations (named A–E), which were chosen for soil analysis, showed significant differences in their heavy metal content (p < 0.01), as well as in the variety of nematodes (up to 41 genera) and families (up to 20) that were present. The different samples also differed significantly in the total PAH content (p < 0.05), as well as the six types of PAH present. Sites A–C showed the most severe contamination with heavy metals and PAHs; these sites had the lowest abundance of fungivores and omnivore/predators, but the proportion of bacteriovores was the highest (p < 0.05). Site E, in contrast, showed only minor pollution with heavy metals and PAHs, and it contained the highest abundance of plant parasites (p < 0.05). Several nematode ecological indicators were found to correlate with concentration of soil pollutants at all the sites tested: the maturity index (MI, in addition to plant parasites), plant parasite index (PPI), ΣMI (including all the soil nematodes), Shannon-Wiener diversity index (H′′), and Wasilewska index (WI). Disturbance to the soil environment was more severe when MI, ΣMI, and H′ values were lower. The results of the study show that the abundance and structure of the soil nematode communities in the sampling locations were strongly influenced by levels of heavy metals and PAHs in the soil. They also show that the diversity index H′ and the maturity index can be valuable tools for assessing the impact of pollutants on nematodes.  相似文献

在生态环境脆弱区域开展旅游活动,其发展目标必须是可持续的。而生态旅游可持续性的标准因不同旅游区(点)或处在不同的时间段会产生差异,使用评价指标体系的方法可以反映出并弥补这种差异给可持续性评价带来的影响。以位于岷江上游的世界自然遗产地九寨沟景区为例,使用主观方法分析资源、社区和旅游三大利益相关者在生态旅游可持续性中的关系,建立生态旅游地可持续性评价模型的框架。使用德尔菲法确定相应的评价指标;通过对当地居民和旅游管理部门的访谈和旅游者问卷调查来探察利益相关者间的关系;根据访谈和调查结果对模型评价结果进行验证。研究以九寨沟景区为案例,评价模型的构建为生态旅游地的可持续性管理提供了一种主观与客观相结合的评价工具,并可以推广到其他景区。  相似文献

海洋平台及海底管线会随着海上油气田的开采完成而结束其使命,并置于废弃状态。文章论述了废弃平台管线结构由于废弃失效、清洗及拆除对海洋环境所造成的不良影响及其对海洋环境的持续性影响,并从完善规章制度、严格执行环评管理程序、加强海洋环境监测、合理选择弃置方案、再利用等五方面,对海洋环境的可持续发展,有针对性地提出了科学、可行的建议。  相似文献
