The paper examines changing approaches to local economic development in the period since 1974. Initially, it proposes an ‘orthodox’ model of local economic development policies which emphasised the provision of a better industrial fabric, and of financial assistance to small, inner city firms. It suggests three recent directions of change in emphasis from this orthodox model: help in the creation of new entrepreneurs; replacement of public sector by private sector action; local authority shareholding in local firms by use of Enterprise Boards. The concern of this paper is with the spatial consequences of development in a given rural setting and the way in which physical planning fits into the revival of a dying rural area, particularly in Third World Countries. It is based on experience derived from Dekinal in Benue State, Nigeria and endeavours to define a rural area by briefly discussing its characteristics and highlighting its problems. ABSTRACT This paper examines the social impact of reservoir construction on a rural community group located in the urban fringe of a major metropolitan area in central Ohio. The study data were collected at three intervals over a ten-year period (1970, 1974, 1980). Evaluation of resident opinions in the affected community revealed significant attitude differences over time for four of the five variables measured. The findings revealed that the study group desired more social stability but had accommodated the changes experienced to date. Responses to the attitude scales showed that the people in the study group were well integrated and were closely identified with each other at all three test periods. Attitudes toward the lake project were significantly more positive over time, and in 1980 the collective community group held a basically neutral attitude about the lake. ABSTRACT: Tradeoffs between regional economic development and resource use is a question often confronting local decisionmakers. A resource-interindustry model can be used to depict the interrelationships between regional economic sectors as to household income and/or employment and resource use. A resource-interindustry model was developed for Humboldt and Lander Counties in Nevada which shows the tradeoffs between regional household income (wages, salaries, profits, and rents) and/or employment and water usage. Across the globe, continued policy debates regarding the management of old-growth forests center around the difficult task of balancing economic and ecological considerations. Though the forests of the Pacific Northwest United States are among the most studied old-growth ecosystems, ecological and economic analyses have yielded public land management directives that remain controversial. Specifically, the recently adopted Northwest Forest Plan lacks explicit goals for maintaining intergenerational equity for the use of forest resources and the diversity of old-growth ecosystems. Unlike previous studies which rely on monetary quantification of costs and benefits, this study develops and applies a conceptual framework for evaluating socially optimal Pacific Northwest old-growth forest utilization strategies. Conditions for the optimal management of old-growth forests are derived using dynamic programming. The objective function synthesizes relevant biological and economic attributes of the old-growth allocation problem. Results in the form of extraction paths are compared given social pressure for consumptive and non-consumptive benefits, as well as different planning horizons, rates of social time preference, and environmental variance. Lengthening the planning horizon results in a vast divergence of optimal policies in the absence of discounting. Extraction rates appear to approach zero as the planning horizon approaches infinity. While higher rates of social time preference increase the rate of extraction, forest stocks remaining at the terminal time period equal levels remaining with a lower discount rate. Increasing environmental variance results in a higher level of stock remaining at the terminal time period. This analysis, while specific to the old-growth controversy of the Pacific Northwest, does provide general guidelines for addressing similar problems of multiple uses of natural areas, particularly where such uses are mutually incompatible, or where one use may be irreversibly destructive to another. 相似文献

The UK reviewed its National Sustainable Development Strategy during 2003 and 2004, and produced a new strategy — the third for the UK — in March 2005. Having established that the main weakness of the previous strategy was in its delivery, the review and the resulting new strategy set out to put a much stronger emphasis on delivery mechanisms. In support of this, the process included more participative ways for those involved in delivering to contribute their views and ideas, including web‐based dialogue, participative events and seminars, and community level discussions. The key points for the success of the project were the involvement of stakeholders; project management of the process; a marketing and communications strategy; cross‐departmental governance; and involvement of an external challenge function (fulfilled in the UK by the Sustainable Development Commission). 相似文献

Assessing national sustainable development strategies: Strengthening the links to operational policy
At the Earth Summit in Rio de Janeiro in 1992, it was agreed that all countries should develop a national sustainable develop‐ment strategy (NSDS) as a key component of implementing the goals of Agenda 21. Progress has been limited. Few countries have established a formal strategy, and many of the strategies that exist have been only partially implemented. This article proposes an approach that addresses the need to improve existing strategic planning mechanisms. The approach is based on a periodic assessment of existing systems, to evaluate the extent to which they incorporate NSDS principles, and identify areas to be strengthened. The article describes an assessment methodology, presents examples of its use, and discusses ways in which current approaches to NSDS may be complemented by continual review and improvement of existing planning processes. 相似文献
