Abstract: In January 2001, the U.S. Supreme Court ruled that the U.S. Army Corps of Engineers exceeded its statutory authority by asserting Clean Water Act (CWA) jurisdiction over non‐navigable, isolated, intrastate waters based solely on their use by migratory birds. The Supreme Court’s majority opinion addressed broader issues of CWA jurisdiction by implying that the CWA intended some “connection” to navigability and that isolated waters need a “significant nexus” to navigable waters to be jurisdictional. Subsequent to this decision (SWANCC), there have been many lawsuits challenging CWA jurisdiction, many of which are focused on headwater, intermittent, and ephemeral streams. To inform the legal and policy debate surrounding this issue, we present information on the geographic distribution of headwater streams and intermittent and ephemeral streams throughout the U.S., summarize major findings from the scientific literature in considering hydrological connectivity between headwater streams and downstream waters, and relate the scientific information presented to policy issues surrounding the scope of waters protected under the CWA. Headwater streams comprise approximately 53% (2,900,000 km) of the total stream length in the U.S., excluding Alaska, and intermittent and ephemeral streams comprise approximately 59% (3,200,000 km) of the total stream length and approximately 50% (1,460,000 km) of the headwater stream length in the U.S., excluding Alaska. Hillslopes, headwater streams, and downstream waters are best described as individual elements of integrated hydrological systems. Hydrological connectivity allows for the exchange of mass, momentum, energy, and organisms longitudinally, laterally, vertically, and temporally between headwater streams and downstream waters. Via hydrological connectivity, headwater, intermittent and ephemeral streams cumulatively contribute to the functional integrity of downstream waters; hydrologically and ecologically, they are a part of the tributary system. As this debate continues, scientific input from multiple fields will be important for policymaking at the federal, state, and local levels and to inform water resource management regardless of the level at which those decisions are being made. Now in Russian Federation and other countries large-scale oil terminals (volume of one tank exceeds 100 000 m3, total volume of tanks exceeds 300 000 m3) are designed and constructed. Therefore fire safety of such objects becomes a very important task, solution of which is hardly possible without detail fire risk assessment. This study is aimed to a solution of this problem. Potential, individual and social risks were calculated. The potential risk was defined as a frequency of occurrence of hazardous factors of fires and explosions in a given point of space (the so-called risk contours). The individual risk was defined as a frequency of injuring a given person by hazardous factors of fires and explosions. Time of presence of this person in hazardous zones (near the hazardous installation) is taken into account during calculations of the individual risk. Social risk was defined as a dependence of frequency of injuring a given number of people by hazardous factors of fires and explosions on this number. In practice the social risk is usually determined on injuring not less than 10 people.
The oil terminal under consideration includes the following main parts: crude oil storage consisting of three tanks of volume 100 000 m3 each, input crude oil pipeline of diameter 0.6 m, crude oil pumps, output crude oil pipeline of diameter 0.8 m, auxiliary buildings and facilities. The following main scenarios of tank fires have been considered: rim seal fire, pool fire on a surface of a floating roof, pool fire on a total cross-section surface of the tank, pool fire in a dyke, explosions in closed or semiclosed volumes. Fires and explosions in other parts of the terminal are also taken into account. Effects of escalation of accidents are considered.
Risk contours have been calculated both for the territory of the terminal and for the neighbouring space. The potential risk for the storage zone is near 10−4–10−5 year−1, and at a distance 500 m from the terminal the potential risk values do not exceed 10−6 year−1. The values of the individual risk for various categories of workers are in the range of 10−5–10−6 year−1. Because of low number of the workers on the terminal and large distances to towns and villages the social risk value is negligible. These risk values are consistent with practice of the best oil companies, and fire hazard level of the terminal can be accepted as tolerable. 相似文献
ABSTRACT: Copper sulfate has been used extensively in the California Aqueduct to control phytoplankton and the alga Cladophora. Since 1969 more than 250,000 pounds of copper sulfate has been added to a part of the aqueduct. Although copper sulfate is effective in controlling algae, copper tends to accumulate in the system in which it is applied. Samples of water, biota including plants, clams, and snails, as well as sediment were analyzed for copper. Results of these analyses showed that copper concentrations in the water, with three exceptions, were less than 10 micrograms per litre. Samples of plant tissue showed a 198 percent increase in copper concentration in the treated reach of the aqueduct, and clam tissue showed a 68 percent increase. Snails in the treated reach had 77 percent more copper than in the untreated reach whereas copper concentrations in the sediment doubled. None of the concentrations found are considered to be harmful to the biota. 相似文献
ABSTRACT: This study is an examination of the relationship between flooding and property values for an urban community in southwestern Ontario which has a lengthy history of flooding. As well, peoples’perceptions of the effect of flooding on property values is discussed. Analysis of sales prices and assessment data demonstrated no statistically significant differences in values of property for residences located in high- and low-risk areas either before or after a major flood in 1974. With both the high- and low-risk areas, sales prices after the 1974 flood were significantly higher than sales prices before the flood. The perceived property values followed a similar pattern. We concluded that differences in flood risk and flood experience did not adversely affect actual or perceived long-term property values. 相似文献
ABSTRACT: In urbanizing areas, the usual increase in flood flows also increases erosional capability of streams. In order to evaluate such tendencies quantitatively, 25 stream reaches were studied, and were classified as to whether erosion of the channel and banks was light, medium, or heavy. Analysis of characteristics indicated that (1) densely developed areas are correlated with greater erosion, (2) wide stream buffers of natural vegetation are correlated with lesser erosion, and (3) there is no definite correlation of erosion to slope or characteristics of soil. Erosional stream instability can be avoided by retention of storm water runoff, creating additional channel roughness or reducing channel slope during floods by drop structures, such as culverts, which restrict flow. Channel straightening and general bank protection should be minimized in such streams. Design of culverts should take such effects into consideration. 相似文献
Road ambient air pollution status along Dhanbad – Jharia road isstudied and presented in this article. The selection of this areais made considering the importance of the road in Dhanbad district and the nature of activities taking place along the road, which reflect that the portion of road upto Dhansar can be considered as having commercial areas on both sides and that from Dhansar to Jharia as having industrial areas on both sides.For the assessment of the ambient air quality along the road monitoring is done at the following five locations: Indian Schoolof Mines (ISM), main gate; Bankmore; Dhansar police check post; Dhansar opencast project agent office and a residential house beside the Rajapur opencast project. The location of ISM, maingate is specially chosen as this represents a commercial shoppingcomplexes and the situation can be compared with that at Bankmore. Monitoring of ambient air quality is done following thestandard procedure prescribed in IS: 5182. In addition the concentration of lead, zinc, copper, iron, manganese, cadmium metals in SPM is also monitored. The ambient air quality is monitored in the months of September and November 1999, respectively, to represent monsoon and winter seasons. The SPM concentration observed at all the five locations in the winterseason is more than the permissible limits for commercial andindustrial areas. However, in the monsoon season, the SPM concentration is higher than the permissible limit at the twocommercial locations, i.e., ISM gate and Bankmore, while it isless than the prescribed limit for industrial areas at the remaining three locations. At the ISM gate and Bankmore the SPM generation is mainly by vehicular traffic while at other three locations it was in addition due to mining and other activities. 相似文献
The mutagenicity of chlornitrofen (CNP)-containing solutions has been reported to increase during anaerobic biodegradation. In the present study, the fate of this increased mutagenicity under subsequent aerobic and anaerobic incubation conditions was investigated using two Salmonella tester strains, YG1024 (a frameshift-detecting strain) and YG1029 (a base-pair-substitution-detecting strain). Mutagenicity for both YG1024 and YG1029 strains increased during nine-day anaerobic biodegradation. During subsequent anaerobic incubation, the increased mutagenicity decreased gradually for YG1029 but did not change significantly for YG1024. By contrast, the increased mutagenicity decreased rapidly after the conversion to aerobic incubation for both YG1024 and YG1029 strains. The rapid decrease in mutagenicity during aerobic incubation was due to decreases, not only in an identified mutagenic metabolite (CNP-amino) but also in unidentified mutagenic metabolites. 相似文献
