Eight stormwater user fees (SUFs) were applied to the City of Roanoke and the Town of Blacksburg, Virginia, to determine the effect each has on how land use type impacts the sources of revenue. Roanoke is larger and includes more industrial areas, but less multifamily impervious areas than Blacksburg, which translates differently in the SUFs. Residential parcels comprise the highest percentage of the revenue in all eight SUFs in Blacksburg and four in Roanoke. For both municipalities, two specific SUFs consistently comprised the highest percentage burden for residential homeowners while three other SUFs demonstrated the highest burden for commercial parcels. Open space parcels contain little impervious area, yet account for up to 27% of the revenue in the Blacksburg Area fee structure. Industrial parcels comprise more revenue in Roanoke, averaging 10.1‐4.5% in Blacksburg. Fee types that are easier to administer (e.g., Flat fees) may not fully represent the stormwater contribution from the parcels. SUF types that more accurately represent the stormwater burden on the municipality are also more administratively intensive and are more variable with fee factors. 相似文献

Research increasingly highlights cause and effect relationships between urbanization and stream conditions are complex and highly variable across physical and biological regions. Research also demonstrates stormwater runoff is a key causal agent in altering stream conditions in urban settings. More specifically, thermal pollution and high salt levels are two consequences of urbanization and subsequent runoff. This study describes a demonstration model populated with data from a high gradient headwaters stream. The model was designed to explain surface water‐groundwater dynamics related to salinity and thermal pollution. Modeled scenarios show long‐term additive impacts from salt application and suggest reducing flow rates, as stormwater management practices are typically designed to do, have the potential to greatly reduce salt concentrations and simultaneously reduce thermal pollution. This demonstration model offers planners and managers reason to be confident that stormwater management efforts can have positive impacts. 相似文献

Japan's Eco-Town Program spearheaded in Japan the integration of Industrial Symbiosis and Urban Symbiosis, seeking to maximise the economic and environmental benefit from close geographic proximity of industrial and urban areas, through the use of previously discarded commercial, municipal and industrial waste materials in industrial applications. The program established 26 Eco-Towns around Japan. Approximately 1.65 billion USD was invested in 61 innovative recycling projects, with an average government subsidy of 36%. In addition at least 107 other recycling facilities have been constructed without government subsidy. 14 Eco-Towns primarily contributed to improving industry's productivity, whilst 10 Eco-Towns primarily contributed to improving environmental amenity. In 16 Eco-Towns the private sector was the most important actor supporting local government in the realisation of the Eco-Town, whilst in 9 Eco-Towns this was civil society. The availability of investment subsidies, the coming into force of ambitious recycling legislation with quantified, product-specific targets, access to the significant technological resources of the private sector, and widespread recognition of the urgency to act on environmental issues, all contributed to the success of the Eco-Town Program. 相似文献

This paper describes a GIS-based estimation method that can be used to forecast future amounts of impervious surface as a mitigation measure for urban heat island effect in a metropolitan region. The method is unique because it employs a regression model that links the existing amount of impervious surface to population and employment at the census tract level. This approach provides a means to forecast future amounts of impervious surface based on projected population and employment. The method also includes a detailed analysis of high-resolution aerial photography to divide impervious surfaces into different categories. Subdividing impervious surfaces is necessary to evaluate potential urban heat island mitigation policies for different types of impervious surface. The analysis here shows that the impervious surface in the metropolitan Atlanta region will increase to 2638 km2 in 2030, an increase of 45% from 2000. The most common type of impervious surface is dark-coloured pavement. Within this study area, the analyses showed that two-thirds of impervious surfaces are dark. Replacing dark pavement with light pavement materials, therefore, represents an important opportunity to mitigate the urban heat island effect in the Atlanta region. 相似文献

生态旅游经济关系是自然生态关系和社会经济关系的有机统一,两种关系并存于生态旅游经济复合系统中,成为生态旅游经济可持续发展的基础.但是,生态旅游经济关系在实践中出现了严重的变形,利益关系的冲突,正在使生态旅游经济越来越多地出现不和谐的现象,突破利益关系制约的瓶颈,重建和谐的生态旅游经济关系,正是解决生态危机的着眼点.因此,本文对生态旅游经济关系的二重性进行深入辨析,指出无论是生态旅游经济行为主体还是生态旅游经济过程,都具有自然生态属性和社会经济属性相统一的二重性,这些都决定了生态旅游经济关系二重性的协调统一.针对生态旅游经济关系在实践发展中的扭曲变形,只有变革传统经济学的发展观,以生态经济学和可持续发展经济学的理论为平台,对失调的生态旅游经济关系进行修正,还原生态旅游经济关系的本来面貌,即人与自然和谐、生态与经济协调、自然生态关系与社会经济关系统一的理想状态,才能实现生态旅游经济的可持续发展. 相似文献

Household consumption is one of the important factors that induce COL emission. Based on input-output model, this article calculated the intensity of CO2 emission of different income groups and seven provinces in China, and then estimated total CO2 emission induced by urban household consumption from 1995 to 2004 in China based on statistic data of household living expenditure. The results show that CO2 emission per capita induced by household consumption had increased from 1583 to 2498 kg CO2 during 1995-2004. The ratio of consumption-induced CO2 emission to total CO2 emission had risen from 19% to 30% in the past decade. Indirect CO2 emission accounted for an important part of the consumption-induced emission, the ratio of indirect emission to consumption-induced emission had risen from 69% to 79% during the same period. A significant difference in consumption-induced CO2 emission across different income groups and different regions has been observed. COs emission per capita of higher income groups and developed regions increased faster than that of lower income groups and developing regions. Changing lifestyle has driven significant increase in CO2 emission. Especially, increases in private transport expenditure (for example, vehicle expenditure) and house building expenditure are key driving factors of growth in consumption-induced COL emission. There are big differences in the amount of CO2 emission induced by change in lifestyle across different income groups and provinces. It can be expected that lower income households and developing regions will increase consumption to improve their livings with income growth in the future, which may induce much more CO2 emission. A reasonable level of CO2 emission is necessary to satisfy human needs and to improve living standard, but a noticeable fact is that CO2 emission per capita induced by household consumption in developed areas of China had reached a quite high level. The placement of 1918 redwing nests has been analyzed, including 214 nests of 90 marked females (2–8 known nests per female). A high level of intraspecific and individual variation in utilization of different types of nest supports is described. It is shown that redwings choose nest sites without regard to previous experience (either positive or negative) or to the placement of their parent nest. Under conditions of the northern taiga, such behavior provides for significant reduction of chick mortality by the end of the season. This is con- firmed by comparison with the song thrush (T. philomelos), which nests mainly on spruce trees. 相似文献
