Abstract: Management strategies for the recovery of declining bird populations often must be made without sufficient data to predict the outcome of proposed actions or sufficient time and resources necessary to collect these data. We quantitatively reviewed studies of bird management in Canada and the United States to evaluate the relative efficacy of 4 common management interventions and to determine variables associated with their success. We compared how livestock exclusion, prescribed burning, removal of predators, and removal of cowbirds (Molothrus ater) affect bird nest success and used meta‐regression to evaluate the influence of species and study‐specific covariates on management outcomes. On average, all 4 management interventions increased nest success. When common species and threatened, endangered, or declining species (as defined by long‐term trend data from the North American Breeding Bird Survey) were analyzed together, predator removal was the most effective management option. The difference in mean nest success between treatment and control plots in predator‐removal experiments was more than twice that of either livestock exclusion or prescribed burning. However, when we considered management outcomes from only threatened, endangered, or declining species, livestock exclusions resulted in the greatest mean increase in nest success, more than twice that of the 3 other treatments. Our meta‐regression results indicated that between‐species variation accounted for approximately 86%, 40%, 35%, and 7% of the overall variation in the results of livestock‐exclusion, prescribed‐burn, predator‐removal, and cowbird‐removal studies, respectively. However, the covariates we tested explained significant variation only in outcomes among prescribed‐burn studies. The difference in nest success between burned and unburned plots displayed a significant, positive trend in association with time since fire and was significantly larger in grasslands than in woodlands. Our results highlight the importance of comparative studies on management effects in developing efficient and effective conservation strategies.  相似文献

Abstract: The conservation of biodiversity poses an exceptionally difficult problem in that it needs to be effective in a context of double uncertainty: scientific (i.e., how to conserve biodiversity) and normative (i.e., which biodiversity to conserve and why). Although adaptive management offers a promising approach to overcome scientific uncertainty, normative uncertainty is seldom tackled by conservation science. We expanded on the approach proposed by adaptive‐management theorists by devising an integrative and iterative approach to conservation that encompasses both types of uncertainty. Inspired by environmental pragmatism, we suggest that moral values at stake in biodiversity conservation are plastic and that a plurality of individual normative positions can coexist and evolve. Moral values should thus be explored through an experimental process as additional parameters to be incorporated in the traditional adaptive‐management approach. As such, moral values should also be monitored by environmental ethicists working side by side with scientists and managers on conservation projects. Acknowledging the diversity of moral values and integrating them in a process of collective deliberation will help overcome the normative uncertainty. We used Dewey's distinction between adaptation and adjustment to offer a new paradigm built around what we call adjustive management, which reflects both the uncertainty and the likely evolution of the moral values humans attribute to biodiversity. We illustrate how this paradigm relates to practical conservation decisions by exploring the case of the Sacred Ibis (Threskiornis aethiopicus), an alien species in France that is the target of an eradication plan undertaken with little regard for moral issues. We propose that a more satisfying result of efforts to control Sacred Ibis could have been reached by rerouting the traditional feedback loop of adaptive management to include a normative inquiry. This adjustive management approach now needs to be tested in real‐case conservation programs.  相似文献

Abstract: One of the most important tools in conservation biology is information on the geographic distribution of species and the variables determining those patterns. We used maximum‐entropy niche modeling to run distribution models for 222 amphibian and 371 reptile species (49% endemics and 27% threatened) for which we had 34,619 single geographic records. The planning region is in southeastern Mexico, is 20% of the country's area, includes 80% of the country's herpetofauna, and lacks an adequate protected‐area system. We used probabilistic data to build distribution models of herpetofauna for use in prioritizing conservation areas for three target groups (all species and threatened and endemic species). The accuracy of species‐distribution models was better for endemic and threatened species than it was for all species. Forty‐seven percent of the region has been deforested and additional conservation areas with 13.7% to 88.6% more native vegetation (76% to 96% of the areas are outside the current protected‐area system) are needed. There was overlap in 26 of the main selected areas in the conservation‐area network prioritized to preserve the target groups, and for all three target groups the proportion of vegetation types needed for their conservation was constant: 30% pine and oak forests, 22% tropical evergreen forest, 17% low deciduous forest, and 8% montane cloud forests. The fact that different groups of species require the same proportion of habitat types suggests that the pine and oak forests support the highest proportion of endemic and threatened species and should therefore be given priority over other types of vegetation for inclusion in the protected areas of southeastern Mexico.  相似文献

Protecting nature has become a global concern. However, the very idea of nature is problematic. We examined the etymological and semantic diversity of the word used to translate nature in a conservation context in 76 of the primary languages of the world to identify the different relationships between humankind and nature. Surprisingly, the number of morphemes (distinct etymological roots) used by 7 billion people was low. Different linguistic superfamilies shared the same etymon across large cultural areas that correlate with the distribution of major religions. However, we found large differences in etymological meanings among these words, echoing the semantic differences and historical ambiguity of the contemporary European concept of nature. The principal current Western meaning of nature in environmental public policy, conservation science, and environmental ethics–that which is not a human artifact–appears to be relatively rare and recent and to contradict the vision of nature in most other cultures, including those of pre-Christian Europe. To avoid implicit cultural bias and hegemony–and thus to be globally intelligible and effective–it behooves nature conservationists to take into account this semantic diversity when proposing conservation policies and implementing conservation practices.  相似文献

Understanding whether assemblages of species respond more strongly to bottom-up (availability of trophic resources or habitats) or top-down (predation pressure) processes is important for effective management of resources and ecosystems. We determined the relative influence of environmental factors and predation by humans in shaping the density, biomass, and species richness of 4 medium-bodied (10–40 cm total length [TL]) coral reef fish groups targeted by fishers (mesopredators, planktivores, grazer and detritivores, and scrapers) and the density of 2 groups not targeted by fishers (invertivores, small fish ≤10 cm TL) in the central Philippines. Boosted regression trees were used to model the response of each fish group to 21 predictor variables: 13 habitat variables, 5 island variables, and 3 fishing variables (no-take marine reserve [NTMR] presence or absence, NTMR size, and NTMR age). Targeted and nontargeted fish groups responded most strongly to habitat variables, then island variables. Fishing (NTMR) variables generally had less influence on fish groups. Of the habitat variables, live hard coral cover, structural complexity or habitat complexity index, and depth had the greatest effects on density, biomass, and species richness of targeted fish groups and on the density of nontargeted fishes. Of the island variables, proximity to the nearest river and island elevation had the most influence on fish groups. The NTMRs affected only fishes targeted by fishers; NTMR size positively correlated with density, biomass, and species richness of targeted fishes, particularly mesopredatory, and grazing and detritivorous fishes. Importantly, NTMRs as small as 15 ha positively affected medium-bodied fishes. This finding provides reassurance for regions that have invested in small-scale community-managed NTMRs. However, management strategies that integrate sound coastal land-use practices to conserve adjacent reef fish habitat, strategic NTMR placement, and establishment of larger NTMRs will be crucial for maintaining biodiversity and fisheries.  相似文献

Species distribution models (SDMs) are increasingly used in conservation and land-use planning as inputs to describe biodiversity patterns. These models can be built in different ways, and decisions about data preparation, selection of predictor variables, model fitting, and evaluation all alter the resulting predictions. Commonly, the true distribution of species is unknown and independent data to verify which SDM variant to choose are lacking. Such model uncertainty is of concern to planners. We analyzed how 11 routine decisions about model complexity, predictors, bias treatment, and setting thresholds for predicted values altered conservation priority patterns across 25 species. Models were created with MaxEnt and run through Zonation to determine the priority rank of sites. Although all SDM variants performed well (area under the curve >0.7), they produced spatially different predictions for species and different conservation priority solutions. Priorities were most strongly altered by decisions to not address bias or to apply binary thresholds to predicted values; on average 40% and 35%, respectively, of all grid cells received an opposite priority ranking. Forcing high model complexity altered conservation solutions less than forcing simplicity (14% and 24% of cells with opposite rank values, respectively). Use of fewer species records to build models or choosing alternative bias treatments had intermediate effects (25% and 23%, respectively). Depending on modeling choices, priority areas overlapped as little as 10–20% with the baseline solution, affecting top and bottom priorities differently. Our results demonstrate the extent of model-based uncertainty and quantify the relative impacts of SDM building decisions. When it is uncertain what the best SDM approach and conservation plan is, solving uncertainty or considering alterative options is most important for those decisions that change plans the most.  相似文献

Ocean acidification is a substantial emergent threat to marine biodiversity and the goods and services it provides. Although efforts to address ocean acidification have been taken under the Convention on Biological Diversity (CBD), a far greater potential to do so exists by finding synergies between biodiversity conservation efforts and ocean acidification action. The ongoing process to develop a post-2020 global biodiversity framework offers an opportunity to ensure that opportunities for addressing ocean acidification are capitalized on and not overlooked. I argue that to achieve this, the following are needed: a technical integration of ocean acidification across the targets to be included in the post-2020 framework and a reframing of the issue as a biodiversity problem so as to highlight the synergies between existing biodiversity work and action needed to address ocean acidification. Given that the post-2020 framework is intended to establish the global biodiversity agenda for the coming decades, integration of ocean acidification will set a precedent for the other biodiversity-related conventions and encourage greater uptake of the issue across the wider international community. My approach is of direct relevance to those participating in the negotiations, both from a CBD Party perspective and the perspective of those advocating for a strong outcome to protect marine biodiversity and marine socioecological systems. My discussion of framing is relevant to those working beyond the CBD within other biodiversity-related conventions in which goals to address ocean acidification are sorely lacking.  相似文献

Conservation science deals with crises and supports policy interventions devised to mitigate highly uncertain threats that pose irreversible harm. When conventional policy tools, such as quantitative risk assessments, are insufficient, the precautionary principle provides a practical framework and range of robust heuristics. Yet, precaution is often resisted in many policy arenas, especially those involving powerful self-interests, and this resistance is compounded by structures of privilege and competitive individualism in science. We describe key drivers and effects of such resistance in conservation science. These include a loss of rigor under uncertainty, an erosion of crisis response capabilities, and a further reinforcement of privileged interests in conservation politics. We recommend open acknowledgement of the pressures exerted by power inside science; greater recognition for the value of the precautionary principle under uncertainty; deliberate measures to resist competitive individualism; support for blind review, open science, and data sharing; and a shift from hierarchical multidisciplinarity toward more egalitarian transdisciplinarity to accelerate advances in conservation science. Article impact statement: Precautionary principle, privilege structures among disciplines, and culture of individualism link to effective conservation policy making.  相似文献

Linking diversity to biological processes is central for developing informed and effective conservation decisions. Unfortunately, observable patterns provide only a proportion of the information necessary for fully understanding the mechanisms and processes acting on a particular population or community. We suggest conservation managers use the often overlooked information relative to species absences and pay particular attention to dark diversity (i.e., a set of species that are absent from a site but that could disperse to and establish there, in other words, the absent portion of a habitat‐specific species pool). Together with existing ecological metrics, concepts, and conservation tools, dark diversity can be used to complement and further develop conservation prioritization and management decisions through an understanding of biodiversity relativized by its potential (i.e., its species pool). Furthermore, through a detailed understanding of the population, community, and functional dark diversity, the restoration potential of degraded habitats can be more rigorously assessed and so to the likelihood of successful species invasions. We suggest the application of the dark diversity concept is currently an underappreciated source of information that is valuable for conservation applications ranging from macroscale conservation prioritization to more locally scaled restoration ecology and the management of invasive species.  相似文献
