Wildlife conservation and management (WCM) practices have been historically drawn from a wide variety of academic fields, yet practitioners have been slow to engage with emerging conversations about animals as complex beings, whose individuality and sociality influence their relationships with humans. We propose an explicit acknowledgement of wild, nonhuman animals as active participants in WCM. We examined 190 studies of WCM interventions and outcomes to highlight 3 common assumptions that underpin many present approaches to WCM: animal behaviors are rigid and homogeneous; wildlife exhibit idealized wild behavior and prefer pristine habitats; and human–wildlife relationships are of marginal or secondary importance relative to nonhuman interactions. We found that these management interventions insufficiently considered animal learning, decision-making, individuality, sociality, and relationships with humans and led to unanticipated detrimental outcomes. To address these shortcomings, we synthesized theoretical advances in animal behavioral sciences, animal geographies, and animal legal theory that may help conservation professionals reconceptualize animals and their relationships with humans. Based on advances in these fields, we constructed the concept of animal agency, which we define as the ability of animals to actively influence conservation and management outcomes through their adaptive, context-specific, and complex behaviors that are predicated on their sentience, individuality, lived experiences, cognition, sociality, and cultures in ways that shape and reshape shared human–wildlife cultures, spaces, and histories. Conservation practices, such as compassionate conservation, convivial conservation, and ecological justice, incorporate facets of animal agency. Animal agency can be incorporated in conservation problem-solving by assessing the ways in which agency contributes to species’ survival and by encouraging more adaptive and collaborative decision-making among human and nonhuman stakeholders.

Although illegal wildlife trade (IWT) represents a serious threat to biodiversity, research into the prevalence of illegal plant collection and trade remains scarce. Because cacti and succulents are heavily threatened by overcollection for often illegal, international ornamental trade, we surveyed 441 members of the cacti and succulent hobbyist collector community with a mixed quantitative and qualitative approach. We sought to understand collector perspectives on the Convention on the International Trade in Endangered Species of Wild Flora and Fauna (CITES) and on the threats IWT poses to cactus and succulent conservation. Most respondents (74% of 401 respondents) stated that illegal collection in cacti and succulents represents a “very serious problem” and that the problem of wild plant collection is increasing (72% of 319 respondents). Most forms of illegal collection and trade were seen as very unacceptable by respondents. Self-reported noncompliance with CITES rules was uncommon (11.2% of 418 respondents); it remains a persistent problem in parts of the cacti and succulent hobbyist community. People engaging in rule breaking, such as transporting plants without required CITES documents, generally did so knowingly. Although 60.6% of 381 respondents regarded CITES as a very important tool for conservation, sentiment toward CITES and its efficacy in helping species conservation was mixed. Collectors in our survey saw themselves as potentially playing important roles in cactus and succulent conservation, but this potential resource remains largely untapped. Our results suggest the need for enhanced consultation with stakeholders in CITES decision-making. For challenging subjects like IWT, developing evidence-based responses demands deep interdisciplinary engagement, including assessing the conservation impact of species listings on CITES appendices.

Although animal personality research may have applied uses, this suggestion has yet to be evaluated by assessing empirical studies examining animal personality and conservation. To address this knowledge gap, we performed a systematic review of the peer-reviewed literature relating to conservation science and animal personality. Criteria for inclusion in our review included access to full text, primary research articles, and relevant animal conservation or personality focus (i.e., not human personality studies). Ninety-two articles met these criteria. We summarized the conservation contexts, testing procedures (including species and sample size), analytical approach, claimed personality traits (activity, aggression, boldness, exploration, and sociability), and each report's key findings and conservation-focused suggestions. Although providing evidence for repeatability in behavior is crucial for personality studies, repeatability quantification was implemented in only half of the reports. Nonetheless, each of the 5 personality traits were investigated to some extent in a range of conservations contexts. The most robust studies in the field showed variance in how personality relates to other ecologically important variables across species and contexts. Moreover, many studies were first attempts at using personality for conservation purposes in a given study system. Overall, it appears personality is not yet a fully realized tool for conservation. To apply personality research to conservation problems, we suggest researchers think about where individual differences in behavior may affect conservation outcomes in their system, assess where there are opportunities for repeated measures, and follow the most current methodological guides on quantifying personality.

Most countries have many pieces of legislation that govern biodiversity, including a range of criminal, administrative, and civil law provisions that state how wildlife must be legally used, managed, and protected. However, related debates in conservation, such as about enforcement, often overlook the details within national legislation that define which specific acts are illegal, the conditions under which laws apply, and how they are sanctioned. Based on a review of 90 wildlife laws in 8 high-biodiversity countries with different legal systems, we developed a taxonomy that describes all types of wildlife offenses in those countries. The 511 offenses are organized into a hierarchical taxonomy that scholars and practitioners can use to help conduct legal analyses. This is significant amidst competing calls to strengthen, deregulate, and reform wildlife legislation, particularly in response to fears over zoonotic threats and large-scale biodiversity loss. It can be used to provide more nuance legal analyses and facilitate like-for-like comparisons across countries, informing processes to redraft conservation laws, review deregulation efforts, close loopholes, and harmonize legislation across jurisdictions. We applied the taxonomy in a comparison of sanctions in 8 countries for hunting a protected species. We found not only huge ranges in fines (US$0 to $200,000) and imprisonment terms (1.5 years to life imprisonment), but also fundamentally different approaches to designing sanctions for wildlife offenses. The taxonomy also illustrates how future legal taxonomies can be developed for other environmental issues (e.g., invasive species, protected areas).

The threat posed by large carnivores to livestock and humans makes peaceful coexistence between them difficult. Effective implementation of conservation laws and policies depends on the attitudes of local residents toward the target species. There are many known correlates of human attitudes toward carnivores, but they have only been assessed at the scale of the individual. Because human societies are organized hierarchically, attitudes are presumably influenced by different factors at different scales of social organization, but this scale dependence has not been examined. We used structured interview surveys to quantitatively assess the attitudes of a Buddhist pastoral community toward snow leopards (Panthera uncia) and wolves (Canis lupus). We interviewed 381 individuals from 24 villages within 6 study sites across the high‐elevation Spiti Valley in the Indian Trans‐Himalaya. We gathered information on key explanatory variables that together captured variation in individual and village‐level socioeconomic factors. We used hierarchical linear models to examine how the effect of these factors on human attitudes changed with the scale of analysis from the individual to the community. Factors significant at the individual level were gender, education, and age of the respondent (for wolves and snow leopards), number of income sources in the family (wolves), agricultural production, and large‐bodied livestock holdings (snow leopards). At the community level, the significant factors included the number of smaller‐bodied herded livestock killed by wolves and mean agricultural production (wolves) and village size and large livestock holdings (snow leopards). Our results show that scaling up from the individual to higher levels of social organization can highlight important factors that influence attitudes of people toward wildlife and toward formal conservation efforts in general. Such scale‐specific information can help managers apply conservation measures at appropriate scales. Our results reiterate the need for conflict management programs to be multipronged. Hunted wild animals (i.e., bushmeat) are a main source of protein for many rural populations in the tropics, and the unsustainable harvest of these animals puts both human food security and ecosystem functioning at risk. To understand the correlates of bushmeat consumption, we surveyed 1219 households in 121 rural villages near three newly established national parks in Gabon. Through the surveys we gathered information on bushmeat consumption, income, and material assests. In addition, we quantified land cover in a 5-km radius around the village center and distance of the village center to the nearest park boundary. Bushmeat was not a source of income for most households, but it was the primary animal protein consumed. Ninety-seven percent of households consumed bushmeat at least once during a survey period of 12 days. Income or wealth, land cover, distance of village to the nearest park boundary, and level of education of the head of the household were among the factors that significantly related to the likelihood of consuming any of the 10 most commonly consumed species of bushmeat. Household size was the predictor most strongly associated with quantities of bushmeat consumed and was negatively related to consumption. Total bushmeat consumption per adult male equivalent increased as household wealth increased and decreased as distance of villages to park boundaries increased. Bushmeat consumption at the household level was not related to unit values (i.e., price estimates for a good that typically does not have a market value; estimates derived from willingness to sell or trade the good for items of known price) of bushmeat or the price of chicken and fish as potential substitutes. The median consumption of bushmeat at the village level, however, was negatively related to village mean unit values of bushmeat across all species. Our results suggest that a lack of alternative protein sources motivated even the wealthiest among surveyed households to consume bushmeat. Providing affordable, alternative protein sources to all households would likely reduce unsustainable levels of bushmeat consumption in rural Gabon.

Pathogen-driven declines in animal populations are increasingly regarded as a major conservation issue. The Tasmanian devil (Sarcophilus harrisii) is threatened with extinction by devil facial tumor disease, a unique transmissible cancer. The disease is transmitted through direct transfer of tumor cells, which is possible because the genetic diversity of Tasmanian devils is low, particularly in the major histocompatibility complex genes of the immune system. The far northwest of Tasmania now holds the last remaining disease-free wild devil populations. The recent discovery of unique major histocompatibility complex genotypes in the northwestern region of Tasmania has raised the possibility that some animals may be resilient to the disease. We examined the differences in the epidemiology and population effects of devil facial tumor disease at 3 well-studied affected sites in eastern Tasmania and 1 in western Tasmania (West Pencil Pine). In contrast to the 3 eastern sites, there has been no rapid increase in disease prevalence or evidence of population decline at West Pencil Pine. Moreover, this is the only onsite at which the population age structure has remained unaltered 4 years after the first detection of disease. The most plausible explanations for the substantial differences in population effects and epidemiology of the disease between eastern and western sites are geographic differences in genotypes or phenotypes of devils and functional differences between tumor strains in the 2 regions. We suggest that conservation efforts focus on identifying whether either or both these explanations are correct and then, if resistance alleles exist, to attempt to spread the resistant alleles into affected populations. Such assisted selection has rarely been attempted for the management of wildlife diseases, but it may be widely applicable.

Understanding the Diversity of Public Interests in Wildlife Conservation
Abstract:  North American state wildlife agencies are increasingly faced with the challenge of effectively representing a diverse public. With increasing social conflict over wildlife issues, the future of wildlife conservation hinges on preparedness of the profession to respond to this challenge. In the interest of finding ways to improve response, 19 agencies in the western U.S. joined forces to initiate an investigation that would provide a better understanding of the diversity of wildlife-related interests in the region. Specific objectives, accomplished through use of a mail survey administered in 2004, were to categorize people on the basis of their value orientations toward wildlife and explore how different groups were distributed across states and to examine differences on sociodemographic characteristics and attitudes toward wildlife-related topics among groups. The focus was on two orientations: domination (view of wildlife that prioritizes human well-being over wildlife and treats wildlife in utilitarian terms); and mutualism (view of wildlife as capable of relationships of trust with humans and defined by a desire for companionship with wildlife). Four types of people were identified on the basis of these orientations. Types differed in their geographic distribution and wildlife-related attitudes and behaviors, revealing how value orientations can form the foundation for conflict on wildlife issues. Our characterizations of stakeholder groups offer a framework that can be applied over time and across geographic scales to improve conservation planning efforts and inform broader thinking about the social aspects of wildlife conservation .
