The concept of an occupational health and safety management system (OH&S MS) has become widespread over the past 20 years. However, there are few studies on the subject, they are generally methodologically weak and in many cases cannot be generalized. A formalized OH&S MS is a set of rules and connected elements of the general organization management system which guarantees accomplishment of the organization?s objectives in the area of upgrading safety conditions of both employees and the environment. The need for research on voluntary management systems stems from the necessity to propagate appropriate solutions and their continuous development processes. This paper discusses an OH&S MS as a source of data and essential information on the process of developing a system. It examines the relationship between the degree to which the requirements of Standard No. PN-N-18001:2004 have been adapted and the demand for health and safety data and information. 相似文献

粮食是人类生存的基础,保障粮食安全是“2030年可持续发展议程”的重要目标之一。论文基于粮食系统视角,从全球气候变化对粮食系统的作用、保障粮食安全对全球气候变化的影响,以及应对全球气候变化的粮食安全适应性策略出发,揭示粮食安全与全球气候变化的相互作用,系统梳理全球气候变化下的中国粮食安全问题。研究结果表明:1)全球气候变化导致粮食系统不确定性增加,且对中国粮食生产的影响加剧;2)粮食需求是全球气候变化的主要驱动力,粮食生产要素的重新配置加剧了全球气候变化;3)多尺度有机结合应对全球气候变化保障粮食安全需在微观上“藏粮于技”实现提质增效,在中观上“藏粮于地”注重生态建设,在宏观上坚持市场为主导完善粮食政策体系。全球气候变化背景下,保障粮食安全研究呈现从单一学科、单一维度、单一手段向依靠多学科开展多尺度、多要素、系统综合集成研究保障粮食安全转变,从高碳粮食系统向低碳高效粮食系统转变的趋势。 相似文献

Adaptation pathways are developed to design adaptive policies to handle climate change uncertainty. Use of this tool varies across planning practices and adaptation challenges and adjusting the tool to particular practices can foster its adequate use. To gain insight into the use of adaptation pathways, we compared four initiatives (one each in Portugal and the Czech Republic and two in the Netherlands) with regard to design choices made. We found six design choices which need to be considered when adjusting adaptation pathways. Design choices about the geographic scale, inclusion of sectors, the generation and delineation of adaptation options, specification of possible pathways, the related performance metrics and the type of assessment are interdependent, but they are also influenced by contextual aspects. Analysis of the institutional diversity, planning culture and framing shows that the use of adaptation pathways is flexible enough to be adjusted for diverging planning practices. However, the tool is best suited to deliver local adaptation solutions, and adequate use depends on consensus about the adaptation problem, setting objective thresholds and determining uncertainty about future change. Climate change is a multi-dimensional issue and in terms of adaptation numerous state and non-state actors are involved from
global to national and local scales. The aim of this paper is first to analyse specific institutional networks involved in
climate change predominantly at the national level in South Africa and second to determine how different stakeholders perceive
their role vis-a-vis climate change adaptation. Within the South African context there is a gap in understanding and evaluating
how institutional networks operate and thus the findings of this work may help inform and strengthen such relationships in
the future. Results showed that few institutions fully understand the implications of adaptation and their roles and responsibilities
have not yet been properly defined. Constraints relating to capacity, lack of awareness and poor information flow need to
be addressed. Climate change is perceived as an important issue although problems such as poverty reduction and job creation
remain national priorities. Most importantly this research has demonstrated how adaptation challenges the hierarchical manner
in which government works and a more collaborative approach to climate change adaptation is needed. Adaptation needs to be
mainstreamed and institutional networks need to be strengthened in order for adaptation mechanisms to be effectively implemented.

Currently, most tools, guidelines and benchmarks for urban adaptation raise awareness on climate change impacts, assess the city’s vulnerability and/or address the need for adaptation on a policy-level. However, tools that have the ability to implement adaptation solutions in the actual urban planning and design practice seem to be missing. We developed and tested the Adaptation Planning Support Toolbox (APST) to fill this gap. This toolbox supports local policymakers, planners, designers and practitioners in defining the program of demands, in setting adaptation targets, in selecting from more than 60 blue, green and grey adaptation measures and with informed co-creation of conceptual adaptation plans. The APST provides quantitative, evidence-based performance information on (cost)effectiveness of adaptation measures regarding climate resilience and co-benefits. The APST can be used design workshops, to feed dialogues among stakeholders on where and how which ecosystem-based adaptation measures can be applied. Applications of the AST in various settings and context in cities on different continents have illustrated the added value of the toolbox in bringing policy and practice together with help of science. With more and more cities worldwide that will make the step from policymaking to actual adaptation-inclusive urban (re)development practice we foresee a growing demand for such tools. 相似文献

Will African voters support climate change policies? By 2020, the United Nations’ Green Climate Fund intends to provide tens of billions of dollars per year to African nations to support climate adaptation and mitigation policies. It is widely assumed that African citizens will support implementation of these climate policies. We observe the opposite result. In this article – across two experimental studies – we find evidence that Sub-Saharan African politicians who commit to climate change policies may lose electoral support. Electorally important swing voters with weak party affiliations are least likely to support party statements about climate change. Interviews with standing elected officials from Malawi and South Africa corroborate our experimental findings. The combined results suggest voter preferences may hinder the successful implementation of climate change policy in Sub-Saharan African democracies. 相似文献

The activity levels of lactate dehydrogenase andlactic acid were assessed in various tissues of the fishduring exposure to lethal concentration of group-IIPyrethroids (deltamethrin, cypermethrin, fenvalerate andfluvalinate) for a period of 72 hours. The results showedsteady increased levels in all the tissues (blood,muscle, brain and liver) with response patterncharacteristic of their own. Watersheds are under increasing pressure worldwide, as expanding human activities coupled with global climate change threaten the water security of people downstream. In response, some communities have initiated investments in watershed services (IWS), a general term for policy-finance mechanisms that mitigate diverse watershed threats and promote ecosystem-based adaptation. Here, we explore the potential for increasing the uptake and impact of IWS, evaluating what limits its application and how institutional, financial, and informational barriers can be overcome. Our analysis complements the growing literature on individual programs by identifying levers at regional and global scales. We conclude that mainstreaming IWS as a cost-effective strategy alongside engineered approaches will require advances that (i) lower institutional barriers to implementation and participation in IWS; (ii) introduce structural market changes and standards of practice that account for the value of watersheds’ natural capital; (iii) develop practical tools and metrics of IWS costs and benefits; and (iv) share success stories of replicable institutional and financial models applied in varied contexts. 相似文献

If no timely measures are taken to adapt Egyptian agriculture to possible climate warming, the effects may be negative and
serious. Egypt appears to be particularly vulnerable to climate change because of its dependence on the Nile River as the
primary water source, its large traditional agricultural base, and its long coastline, already undergoing both intensifying
development and erosion. A simulation study characterized potential yield and water use efficiency decreases on two reference
crops in the main agricultural regions with possible future climatic variation, even when the beneficial effects of increased
CO2 were taken into account. On-farm adaptation techniques which imply no additional cost to the agricultural system, did not
compensate for the yield losses with the warmer climate or improve the crop water-use efficiency. Economic adjustments such
as the improvement of the overall water-use efficiency of the agricultural system, soil drainage and conservation, land management,
and crop alternatives are essential. If appropriate measures are taken, negative effects of climate change in agricultural
production and other major resource sectors (water and land) may be lessened.

Cities are developing innovative strategies to combat climate change but there remains little knowledge of the winners and losers from climate-adaptive land use planning and design. We examine the distribution of health benefits associated with land use policies designed to increase vegetation and surface reflectivity in three US metropolitan areas: Atlanta, GA, Philadelphia, PA, and Phoenix, AZ. Projections of population and land cover at the census tract scale were combined with climate models for the year 2050 at 4 km × 4 km resolution to produce future summer temperatures which were input into a comparative risk assessment framework for the temperature-mortality relationship. The findings suggest disparities in the effectiveness of urban heat management strategies by age, income, and race. We conclude that, to be most protective of human health, urban heat management must prioritize areas of greatest population vulnerability. 相似文献
